Performance Measurement of Residential Broadband Network with Monarch (Monarch를 이용한 주택내 초고속 인터넷망의 성능 측정)

  • Residential broadband networks (RBN) are quickly evolving from xDSL/Cable networks to FTTH services with lOOMbps bandwidth. With the high-speed Internet services, subscribers tend to use web, multimedia, game or file sharing applications. Therefore, performance of RBN is important to the quality of services for users. Typically, Internet service providers (ISPs) are providing their RBN performance results that are measured by subscribers with the dedicated measurement tools. However, they do not make their results public to people. In order to obtain the performance results measured by users, we have to induce a lot of subscribers, which will take a lot of cost and time. Monarch, that is used in this paper, could provide the 3rd party measurement method without the help of ISPs and subscribers. With the extensive experiments through Monarch, we have shown that 3rd party measurement results are not much different from those of user-initiated measurement. In addition, we have observed that bandwidth is around $80{\sim}90Mbps$ and RTT is less than 30ms in FTTH services provided by three major Korean ISPs.

Regressiveness Analysis of Contribution Rate of National Health Insurance Insured (건강보험 지역가입자의 보험료 역진성 분석)

  • Background: This study aims to examine the regressiveness of national health insurance (NHI) premium burdens for local subscribers. The government has established a restructuring of health insurance contributions in 2017. Therefore, insurance premium reform began in 2018 and the second national health insurance premium reform will be carried out in 2022. We will analyze local subscribers before and after the policy reform of 2018. Methods: This study used data from 'local premium imposition elements' in the health insurance statistics annual reports (2017-2019) on National Health Insurance Service (NHIS). This study was calculated contribution rates according to levels of income and property for local insured by the method of comparing. Simulations of primary and secondary reforms were conducted in the study to determine regressiveness. Results: Insurance premiums for local subscribers were analyzed separately by income and property insurance premiums. In the income premium analysis, the higher the income, the lower the premium rate, and then the fixed rate was maintained from a certain section. The regressiveness of income insurance premiums has been eased in part. On the other hand, the property insurance premium burden was found to be regressive still by income class. Conclusion: Regressiveness analysis showed that a decrease in income contributions was achieved to local insured in the first phase of reform. But in the second phase of reform, more consideration should be given to reductions of property premium portions of local subscribers. Based on the results, the author suggested policy discussions to reorganizing the new systems of NHI contribution of local Insured.

An Exploratory Analysis of OTT Usage Patterns (OTT 이용행태에 관한 탐색적 연구)

  • Recently OTT video service has grown rapidly and has a negative impact on the growth of pay-TV subscribers. Consequently the substitution of OTT services for pay-TV services will begin. This study explores OTT usage patterns, dividing into three sectors (OTT service use, OTT usage volume, and paid-OTT service use), by considering users' demographice factors, smart device ownership, pay-TV subscription, and bundle service use, by employing the Mediapanel dataset. The results showed that age, income, smartTV usage, market size, cable/satellite subscribers, TV VOD expenses, movie VOD expenses, and mobile bundle use are associated with OTT service use. The results also showed that age, household sizes, tablePC usgage, cable/satellite subscribers, TV VOD expenses, other VOD expenses, and unlimited data plans are associated with OTT usage volume. Lastly the results showed that age, gender, income, tabletPC usage, cable subscribers, other VOD expenses, mobile bundle usage, and unlimited data plans are associated with paid-OTT service use.

An Empirical Study on the Subscribers' Usage and Attitude in the Korean Mobile Service Market (최근 국내 이동통신서비스 이용행태 분석)

  • The Korean mobile service market has persistently grown with the number of subscribers and volume of mobile traffic. It shows the slow diffusion of 5G subscribers, and rapid growth of both the MVNO(Mobile Virtual Network Operator) market and unlocked mobile phones. Therefore, this study derives the direction of telcos' strategies and policy implications by empirically analyzing the usage and attitude of LTE and 5G subscribers. Our major findings are as follows: First, our current mobile service subscription market constitutes most long-term customers for their incumbent carriers only by device change from lock-in with bundle services. Mobile tariffs, data speed, and benefits of bundle services are important factors affecting choices and customers' satisfaction with a provider and intentions of churning to another. Second, demand and satisfaction for using 5G are less because speeds and service tariffs act as pain points for 5G services. Third, the users' high preferences for MVNOs and unlocked mobile phones are linked to their subscription to MVNOs' low-cost plans with unlocked mobile phones on online channels. These streams lead to a big change in the market competition that MNO(Mobile Network Operator)s' market shares are expected to decrease and MVNOs' shares will be increased by two times, in the near future. Therefore, MNOs need to change their distribution strategies from offline to online channels and try to resolve the stereotype, "mobile tariffs are expensive," by enhancing their service values. Finally, as consumers prefer one-stop service in the same channel regardless of the distribution channel, policies should focus on the consumers' needs for convenience rather than on the channel separation for perfectly unlocked mobile phones.

Disparities in High-cost Outpatient Imaging Test Utilization between Private Health Insurance Subscribers and Non-subscribers: Changes Following the National Health Insurance Benefit Expansion Policy (민간의료보험 가입자와 미가입자 간 외래 고가영상검사 이용의 격차: 건강보험 보장성 강화 정책에 따른 변화)

  • Background: While there are many studies estimating the effects of private health insurance on various types of health care utilization, few have examined how such effects change in conjunction with important policy reforms in national health insurance (NHI). This study examined how the effect of private health insurance (supplemental and fixed cash benefit) on high-cost outpatient imaging test utilization changed following the expansion of magnetic resonance imaging (MRI) coverage in 2018, which is a key example of the NHI benefit expansion policy in recent years. Methods: Data from the 2017 and 2019 Korea Health Panel Survey, which contained information about healthcare utilization before and after the expansion of MRI coverage in 2018, were used. The incremental effect of private health insurance on high-cost outpatient imaging test utilization for each period were quantified and compared, with special attention given to the type of private health insurance. Results: While people with supplemental private health insurance were more likely to use high-cost outpatient imaging tests than those without, both before and after the expansion of MRI coverage, the incremental effect increased from 1.6% points in 2017 to 2.5% points in 2019. Conclusion: Benefit expansion in NHI does not necessarily reduce disparities in the use of health care between private health insurance subscribers and non-subscribers. The results of our study also suggest that the path through which private health insurance affects healthcare utilization may not be limited to the price mechanism alone but can be more complex.

Anonymous Pay-Per-View Service for Web-Based Video-on-Demand Systems (웹 기반 VOD 시스템을 위한 익명성이 제공되는 Pay-Per-View 서비스)

  • Video-on-demand (VOD) service allows subscribers to view any video whenever they want. With the development of the high speed computer networks, web-based VOD services are available. To support VOD services, charging scheme is necessary. Pay-per-view is an effective charging scheme for VOD services. Pay-per-view allows the subscribers to pay for what they have viewed. Privacy is another important attribute for VOD services. The subscribers may not want to reveal what they have viewed to anyone including the VOD provider. Anonymity makes it complicated to calculate charge for the VOD service. An approach that achieves both anonymity and pay-per-view charge calculation is necessary. In this paper, anonymous web-based VOD service is proposed. The proposed approach also gives pay-per-view capability.

Forecasting Methodology of 3G Mobile Services with Consideration of Policy Issues

  • In most countries, mobile subscribers are already experiencing 3G-like services. At the moment of launching 3G services, lots of studies showed estimates of the number of subscribers for 3G services, using long-term demand curves, econometric methods or survey methodologies. Those studies mainly focused on the potential number of subscribers and the point of rapid growth rather than precise estimates for the services. Even though we've already experienced parts of 3G services, full length of 3G services are expecting in near future. Therefore, now we need to have more accurate estimates for 3G services. While we thought that 3G services were moved from 2G, in real place 3G services are being evolved from 2G services. In the process of evolving, regulators' policy affects service demand and diffusion significantly. For the more accurate estimates, we need to consider policy issues which influence service diffusion practically in real place. This study aims to present a model which shows better estimates for 3G services with consideration on policy issues, such as numbering issues, price regulation, and competition policy. The consideration can provide more accurate estimates for 3G services with service providers. The methodology could help academicians In forecasting of similar telecommunications services as well.

  • This paper presents the mobile IPTV system for the transmission of FGS-encoded video stream over WiMAX network. The proposed system is implemented to provide more subscribers with an improved mobile IPTV service considering the scarce resource constraint. The proposed system pursues an efficient tradeoff between the number of subscribers that receive the enhancement layer stream and their IPTV service quality. In the proposed system, some parts of the enhancement layer are transmitted with the modulation scheme and the coding rate adaptive to wireless link states of subscribers. Finally, experimental results are provided to show the performance of proposed mobile IPTV system.

  • The number of subscribers of Broad & TV, Qook TV and My LG TV has been growing rapidly. It has been achieved at 1.7 million on August 2009. This study will focus on the viewing pattern of IP-VOD subscribers. For this research, we have interviewed 34 VOD users. According to the analyse, the VOD users prefer to watch free TV's programs, particularly variety programs, during 2 or 3 hours per view and 2 or 3 times a week. They use in general VOD service alone unlike the traditional TV viewers. Furthermore, There were single viewers who have used more than 8 hours continuously on weekend.

Forecasting Demand for the PCS Resale Service with Survey Data in Korea (설문자료를 이용한 국내 PCS 재판매 서비스 수요예측)

  • In this paper, we place the focus on suggesting a method of forecasting demand for PCS resale service with survey data in Korea. It is important for the service provider to forecast the diffusion process when designing marketing strategies and analyzing the costs and benefits. For the reason, we conduct a survey of three groups composed of non-subscribers, cellular subscribers, and PCS subscribers in order to forecast the demand according to several possible scenarios and business strategies. We consider the survey item that is measured by multiple point scales in response to a question if he would subscribe to the mobile telephone service in the future. We propose a method to forecast the size of market potential by classifying each individual into the two extreme groups, that is, yes or no. Then, by integrating survey data and historical data, we forecast the demand for PCS resale service that varies according to scenarios and strategies. From the results, we can find several implications for the provider of PCS resale service.
