  • After the construction participants system is abolished, expectations are high for its consequences such as liquidating paper-companies, holding back low price contracts, and improving multi-stepwise subcontract structure. However, the professional construction firms have been took responsibilities and obligations as businessmen employing the chief workmen and construction workers. For this reason, it is expected that they will be charged a great deal of expenses such as increase in labor management services and laborers, the occurrence of an retirement grants, insurance fees, etc. Since the hold on power of field managers are getting weaker toward the construction workers, it is most likely to have loss in efficiency of production in the long term. Therefore purpose of this research is to analyze difficulties and the point at issues with which professional construction firms are undergoing after abolishing the construction participants system by investigating on the actual condition in the field management. For this research, we got a grip on the actual condition and analyzed the rise of a primary factor on reinforced concrete construction.

  • In order to foster the minor enterprises effectively we will have to take a proper step to control and adjust the excessive competitions of large-enterprises and minor as well as among minor enterprises, We should promote the relationship serialized between minor - and large - enterprises and establish mediation and control organizations and governmental policies to create re-subcontract among small and medium enterprises. To help the development of medium md small enterprises in Jeon-Buk area, therefore, Kunsan city should be designated as a Growth Position City. The reason is as follows. 1) Because Kunsan is located in Middle Western Seaside geographycally, and in the central place of our country as a key point of sea-transportation, we can cultivate the national land widely. 2) As an ocean gateway city of Kum River basin, Kunsan is a good place that can reform Hoh-nam inland of Kwang-iu, Jeon-ju, I-ri, and like places as well as central inland area of Dae-jeon, Chong-ju, etc.. 3) Kunsan is an advanced-base for constituting an industrial region of Weatern roast that has a spacious coastral industrial region and is connected with inland industrial park of Jeon-ju and I-ri and Jang-hang, Bi-in, etc.. From the above reason. Kunsan should be designated as a growth position city that can induce and promote the development of center of Western coast.

  • This study analyzed the effect of workplace innovation on business performance and labor condition improvement. The study results showed that work process standardization and quality control positively affected business performance. Also, downsizing, reducing individual subcontract, expanding non-core business outsourcing positively affected both business performance and labor condition improvement. In addition, labor union's participation moderated the effect of work process innovation on business performance. This study provided implications for analyzing the effect of workplace innovation comprehensively and extending the scope of study to personal employee dimension.

  • It is necessary to systematically explore the reform plans of the Software Industrial Promotion Law to systematically a representative high-added value future knowledge-based industry, software industry. The current Software Industrial Promotion Law provides only one provision on software business contract procedures, and the Civil Code, the National Contract law or Subcontract Fairness Law regulate other things, so the features of software industry are not properly reflected. To the contrary, the Information Communication Construction Law or the Construction Basic Law effectively prevent disputes by providing material and detailed provisions. Therefore the current software industry needs to be shifted from promotion to fundamental one. That is, as the software industry takes up a large portion at present, so the law should have basic procedural provisions. Also the National Contract Law governs only the contract procedures of public sector, so there should be business performance procedural provisions to regulate the software business formalities of civil sector. And the National Contract Law controls the sale, construction and service of articles at separate contract procedures, but software business contains construction and service characters simultaneously, so there should be business performance procedures fit for software business. Thus this study presented the legislative need and bill on the performance procedures of software business.

  • This article deals with the relation of korean animation and film policy from the late 1960s to early 1980s. The korean film policy was based on ideology of modernization. Animation industry was under the this policy. The result of effect of this film policy on animation was following. Firstly, there was the boom up of making of animation. Secondly was increasing of subcontract. The encouragement of exportation of government drove many companies to this trend. Lastly, many animations conspired to exercise the ideology of regime. Example was anti-communist animation. In that period the historical specificity of Korean animation had been built in these process.

  • The purpose of this study is to put forward revitalization of the Honorary Industrial Safety Inspector System by using the survey(2006.05) of the Honorary Industrial Safety Inspector in the Construction Industry. It can be summarized to develop the system as the following: 1) If there are neither labor union nor representative of workers in a company, workers must elect the representative of workers at first and then recommendation of the honorary industrial safety inspector by the representative of workers, 2) It should regulated in the industrial safety and health act about the tenure of the representative of workers and the process of election, 3) Prohibition the honorary industrial safety inspector as the employer members in the Industrial Safety and Health Committee and exclusion of both main office supervisor and subcontract-company supervisor from the appointment of the honorary industrial safety inspector, 4) Measures to realize the prohibitive regulation of unfavorable treatment on the grounds that the inspector has performed legitimate activities as an Honorary Industrial Safety Inspector, 5) Statutory regulation of the educations' hours(primary education & professional education), 6) Specification of the professional education and increase of the frequency, 7) Support of the government(the Ministry of Labor) to revitalize the honorary industrial safety inspector system, 8) Put in a statutory form the regular hours to carry out the work of the honorary industrial safety inspector in the workplace.

  • In recent years, the reduction of international award and project loss by Korean contractors have become a big issue not only in industry but also in academic fields. However, many researches have not focused on small and medium subcontractors but on the large contractors, even though the number of international project by small and medium companies is more than by large companies. Therefore, this study focuses on analyzing the predicted risk before bid and the actual risk after award in international subcontracting projects. In addition, it provides the difference between project performances according to the contract types and the project profitability. This study is expected to give more informed risk knowledge to small and medium subcontractors, which enables them to pay attention to managing risk for better project performances.

  • In recent years, business environment is faced with multi uncertainty that have not been suffered in the past. As supply chain is getting expanded and longer, the flow of information, material and production is also being complicated. It is well known that development service industry using application software has various uncertainty in random events such as supply and demand fluctuation of developer's capcity, project effective date after winning a contract, manpower cost (or revenue), subcontract cost (or purchase), and overrun due to developer's skill-level. This study intends to social contribution through attempts to optimize enterprise's goal by supply chain management platform to balance demand and supply and stochastic programming which is basically applied in order to solve uncertainty considering economical and operational risk at solution supplier. In Particular, this study emphasizes to determine allocation of internal and external manpower of developers using S&OP (Sales & Operations Planning) as monthly resource input has constraint on resource's capability that shared in industry or task. This study is to verify how Stochastic Programming such as Markowitz's MV (Mean Variance) model or 2-Stage Recourse Model is flexible and efficient than Deterministic Programming in software enterprise field by experiment with process and data from service industry which is manufacturing software and performing projects. In addition, this study is also to analysis how profit and labor input plan according to scope of uncertainty is changed based on Pareto Optimal, then lastly it is to enumerate limitation of the study extracted drawback which can be happened in real business environment and to contribute direction in future research considering another applicable methodology.

Spatial Features of Production Networks on Korean Shipbuilding: The Case of Samsung Heavy Industry in Koje, Korea (조선산업 생산네트워크의 공간 특성에 관한 연구: 삼성중공업 거제조선소를 사례로)

  • Major proposes of this study are to analyze Korean Shipbuilding's production network and cooperation between related firms and to understand their spatial features. The Geographical study about networks has focused on automobiles, electronics or communications industries. That's because those industries have distinctive spatial features thanks to the full growth of subcontract structures. The labor-centered, capital-centered shipbuilding industry, differently from other manufacturing industries, has production networks where outside trades are common. Today internet based communication is being reinforced and the flexibility of purchase circumstances is being positively proceeded. The central axes of the production network of Sumsung shipbuilding are internationally Europe and Asian area, nationally Busan and Gyeongnam province and Seoul Metropolitan areas, locally inside subcontracting firms. And In order to construct mutual trust with cooperation firms, Sumsung shipbuilding is trying to reinforce two-way cooperation relation through 'SungJoHoi' organized with outside subcontracting firms and 'inside cooperation firms conference'. In conclusion, Sumsung shipbuilding is trying to strengthen the competitiveness of shipbuilding industry, spatially by setting up the network through globalization-localization and functionally by constructing the partnership production network for mutual communication.

Is the Risk Unloaded on Dispatch and Service Supplier?: Influence of Indirect Employment on Safety, Health and Satisfaction (위험은 파견, 용역 직원에게 외주화 되는가?: 간접 고용이 안전, 건강, 만족에 미치는 효과)

  • The purpose of this study was to examine the effect of employment type(direct employment, dispatch and service supplier) on risk factor exposure, health and satisfaction. The data of the 4th wave of Korean Working Conditions Survey (KWCS) conducted by Korea Occupational Safety and Health Agency (KOSHA) in South Korea was used. Business support service industry and manufacturing industry were selected as appropriate industries for analysis. In the final analysis, 5,865 in the manufacturing industry and 1,361 in the service support industry were included. Various variables related risk, safety, satisfaction and health such as risk factor exposure, MSDs exposure, work environment satisfaction, injury probability, dangerous work, workload, physical health problem, perceived health, positive emotions, stress, participation for decision making and experience of accident/disease were analyzed and company size and age was controled. An ANCOVA was conducted to identify significant mean differences of risk, safety, satisfaction and health related variables among direct employed workers, dispatch and service supplier workers. The results showed that all the variables except stress showed a significant difference depending on employment type in the service supply industry. In the manufacturing industry, there were significant difference in the risk factor exposure, MSDs exposure, work environment satisfaction, workload, physical health problem, perceived health, and participation depending on employment type. These results indicated that the risks are unloaded to subcontract and outsourcing company workers. Based on these results, the implications of this study and suggestions for future research were discussed.
