Accessibility and Usability of Library Websites to Students with Visual and Physical Disabilities in Public Universities in Kenya

  • This article examines the accessibility and usability of library websites to students with visual and physical disabilities in public universities in Kenya. The study used survey research design and adopted a mixed methods approach. Data were gathered using survey questionnaire, focus group discussions, structured interviews, and observation. The study population consisted of six public universities that had a longstanding tradition of enrolling students with disabilities. Census was used to obtain a study sample comprising of students with visual disabilities (86), students with physical disabilities (91), University Librarians (6), Personnel from Disability Mainstreaming departments (6), Systems Librarians (6) and Library Personnel who provided information services to students with disabilities (133). The Social Model of Disability and IFLA Access to Libraries for Persons with Disabilities checklist were used as conceptual and theoretical framework in the study. Study results revealed that all the libraries had library websites. However, the websites did not have disability services page or information specific to individuals with disabilities. Also a section of students with disabilities lacked awareness of the existence of library websites and e-resources available through them. Additionally, the website design posed various access challenges. The study concluded that people with disabilities were excluded from access and use of library websites in public universities. The authors recommended that library websites must contain disability services page containing information specific to persons with disabilities. Moreover, libraries should evaluate their websites to ensure compliance with W3C requirements for web content accessibility. Additionally, libraries should develop disability policy to provide guidance on provision of information services to persons with disabilities.

가상현실기반 훈련 콘텐츠에서 발달장애인의 시각적 주의집중도 분석 (Analysis of Visual Attention of Students with Developmental Disabilities in Virtual Reality Based Training Contents)

  • In the era of 'Untact', virtual reality-based job training platforms are actively being used as part of non-face-to-face education for students with developmental disabilities. Because the people with developmental disabilities may lack sufficient cognitive abilities, it is difficult to conduct untact training seamlessly without the help of a third party. Therefore, it is necessary for training programs to identify the right timing to provide help so that the training can be continued. This research analyzed the visual attention of students with developmental disabilities in virtual reality-based job training program in order to determine the point of time when an intervention is required by the trainee. Results showed that students who completed the mission tended to have intense visual attention on a small number of objects for a certain period of time; the visual attention of the students who failed tended to shift erratically among multiple objects.

Assistive Technologies (AT) Preferences of People Living with Visual Disability as Information Access Tools in Academic Libraries

  • Assistive technologies are necessary for ensuring independent living and equal participation in an information-based society for people living with disabilities (PLWD). This study investigated the assistive technology preference of students with visual disabilities, and the approach academic libraries should adopt in procuring assistive technologies. The study adopted a quantitative research method, with a survey as the research design. The study was conducted among visually disabled students in four public universities in Nigeria. Using the total enumeration method, an online questionnaire was used to obtain information from 151 students who voluntarily agreed to partake in the survey. The study found that access to electronic resources, scanning/conversion of print resources to electronic formats and access to information on the Web were among the technology-based services provided to visually disabled students. COBRA, ZoomText, Supernova and Dragon Naturally Speaking are the most preferred assistive technologies (software). At the same time, handheld scanners ($\bar{x}=4.40$) and braille keyboards ($\bar{x}=4.60$) are the most preferred assistive technologies in the hardware category by visually challenged students. The study further revealed that the library management should consult with students living with a visual disability before procuring assistive technology. Findings from this study thus provide further evidence of the need for librarians to fulfil their moral and legal obligation in advocating the provision of assistive technologies. Library administrators and university stakeholders should expedite actions on meeting the assistive technology needs of people living with visual disabilities. These actions should transcend mere policy formulation on the provision of assistive technologies to restructuring their services and spaces to accommodate assistive technologies as information service delivery tools for people with visual disabilities.

시각장애대학생을 위한 대체자료 지원체계에 관한 연구 (A Study on the Support System of Alternative Materials for College Students with Visual Impairment)

  • 장애인의 고등교육에 대한 관심이 높아지면서 해를 거듭할수록 장애대학생도 증가하고 있지만, 장애대학생의 성공적인 대학생활이 이루어지고 있는가는 별개의 문제로 보아야 한다. 이 연구는 국내 시각장애대학생의 정보접근권 보장과 정보복지 향상을 위해 체계적인 대체자료 지원체계를 마련하기 위한 목적으로 수행되었다. 이를 위해 국내 시각장애대학생을 위한 대체자료 제작 공급체계와 시각장애대학생들의 대체자료 이용 현황과 요구를 분석하였으며, 데이터 수집을 위해 대학 장애학생지원센터 담당자와 시각장애대학생을 대상으로 설문조사를 실시하였다. 국내 시각장애대학생을 위한 대체자료 지원체계 방안으로 1) 국립장애인도서관의 역할 강화, 2) 네트워크 구축을 통한 장애학생지원센터의 역량 강화, 3) 저작권 보호를 위한 기술적 제도적 개선 등을 제안하였다.

오픈코스웨어(OCW)에 대한 장애학생 사용성 평가 - 시각 및 청각장애 대학생을 중심으로 - (Usability Testing of OpenCourseWare(OCW) - Focusing on Students with Visual and Hearing Impairments -)

  • 본 연구에서는 OCW로 제공되는 강좌가 시각, 청각 장애학생들이 인식하기에 사용성 측면에서 어떠한 장점과 문제점을 가지고 있는지를 파악하기 위해 사용성 평가를 실시하였다. 이에 시각장애 학생 8명, 청각장애 학생 4명으로 총 12명의 장애 대학생들을 선정하여 사용성 평가를 실시하였다. 사용성 평가 대상은 해외 edX와 국내 KOCW에서 제공하고 있는 강좌를 한 개씩 선정하여 실시하였다. 평가 결과, 일반적인 사용성 수준에서는 평균적으로 보통 수준을 나타내었는데, 장애인 접근성 측면에서는 edX가 KOCW 강좌보다 다소 높은 수준으로 평가되었다. 장애영역별로 살펴보면, 청각장애 학생들은 edX에서 제공하는 강좌에 대해 높은 평가를 하였고, 시각장애 전맹 학생들은 KOCW에서 제공하는 강좌에 대해 높은 사용성을 보이는 것으로 평가했다. 저시력 장애학생들은 두 강좌에 대해 비슷한 수준의 평가 양상을 나타냈다.

A Study on Effective Software Education Model by Disability Type for Youth

  • 본 논문에서는 장애 유형별 청소년 소프트웨어 교육을 위한 효과적인 소프트웨어 교육 모델을 제안한다. 이 소프트웨어 교육 모델은 4단계 과정으로 구성된다. 첫 번째 단계에서는 특수교육 교육과정에서 소프트웨어 교육 영역을 비교 분석한 결과를 기반으로 장애 유형별 청소년 소프트웨어 교육을 위한 교육과정을 도출한다. 두 번째 단계에서는 지적장애와 중복장애가 없는 시각, 청각, 지체 장애로 구분하여 장애 청소년의 효과적인 소프트웨어 교육을 위한 성취기준을 도출한다. 세 번째 단계에서는 도출한 성취기준에 따라 장애 유형별 장애 특성을 반영하여 코딩 로봇 알버트 기반의 언플러그드 컴퓨팅, 피지컬 컴퓨팅, 블록/텍스트 코딩으로 구성된 모듈식 교재를 개발한다. 네 번째 단계에서는 이 교재를 학교 현장에 적용하여 장애 청소년들이 일상생활에서 접하는 다양한 문제를 스스로 절차적이고 논리적으로 사고할 수 있도록 체험 중심의 소프트웨어 교육을 실시한다. 그리고 장애 청소년의 성취도 평가와 설문조사를 통한 결과를 분석하여 지적장애 82.3%, 시각장애 78.8%, 청각장애 90.9%, 지체장애 78.8%의 장애 청소년들이 '중' 수준 이상의 성취도를 달성하였음을 보인다. 이러한 결과는 본 논문에서 제안한 장애 청소년을 위한 소프트웨어 교육 모델이 장애 청소년의 컴퓨팅 사고력 향상에 매우 효과적임을 검증한 것이다.

중증시각장애 대학생을 대상으로 한 가슴압박소생술 교육효과 (The effects of hands-only cardiopulmonary resuscitation education for undergraduates with severe visual impairment)

  • Purpose: The purpose of this study was to determine the effectiveness of hands-only CPR education according to the American Heart Association (2015) guideline for undergraduates with severe visual impairment, to provide basic data for expanding the subject of hands-only CPR education among the visually impaired. Methods: Twenty-one students attending four universities in C Province, aged 19 years or older, were enrolled in this study. These students had severe visual impairment and no other disabilities and have never received hands-only CPR education. This study data were collected from December 1, 2017 to January 11, 2018. The accuracy of the participants' technique was measured using Brayden Pro CPR manikin. The data were analyzed using SPSS version 24.0. Results: Hands-only CPR education was effective in increasing confidence and accuracy of chest compression among undergraduates with severe visual impairment. Conclusion: These findings suggest that individuals with severe visual impairment should be given more educational opportunities. Additionally, subsequent studies should develop equipment that helps increase accuracy by using video aids with commentary or other auditory components for the visually impaired.

일부 특수학교 장애인의 구강보건의식행태에 관한 조사연구 (Study on the oral health awareness and behavior in the special school for students of disability)

  • Objectives : This study of oral health problems was conducted to 311 students in Special Schools in order to inquire into the state of their oral health behaviors, to find out the main obstacles against dental services, to secure dental reasonable basis for oral health promotion. Methods : A questionnaire survey was conducted in the Special School of the 311 students in the area of the metropolitan Seoul. By means of Chi-squared test and Fisher's exact test, oral hygiene habits for each type of the subjects, the contents of dental care services, the prerequisites to improve oral health, were inquired. To evaluate the effects to the current oral health status of types of disability, 2-way ANOVA was practiced. Results : The handicapped with Visual impairment, mental retardation, multiplicity with disabilities, answered negatively in their own oral health status. 47.4% of the deaf can do brush for theirselves without the inconvenience, but in other types of disability they showed that they were helped by others. Subjects did not use the secondary oral hygiene necessaries because, except brain damage, almost of types of disability impeded the convenient use. 60 to 88.2 percent of the total respondents were the recent visitors to dental clinique within 1 year, and the most common motives of the visiting dentist, is a routine medical examination, their movements to the dentist in all types of disabilities, needed helps of others. Most of them received medical treatment at a private dentist, the handicapped preferred the private care and place(49.8%). Only in the case of the brain disorders, extremely much of the disabled answered that they were needed the preventive treatment, and the another cases of disability were largely needed the treatment of the decayed teeth. To improve the oral health of the people with disabilities, at the opening of the clinics and hospitals over a certain size, the mandatory medical facilities for the care of the disabled should be preceded and followed by the improvement of dental insurance system so as to reduce the burdens of the cost of dental care. Conclusions : The improvement of oral health policy for the disabled are needed inevitably: Development of secondary oral hygienic easy to use for the disabled, the building systems of medical dental hospital with the disabled facilities, by the improvement of the insurance system, the reduction of the burden of payments.

The Accessibility of Taif University Blackboard for Visually Impaired Students

  • Online learning systems are becoming an effective educational medium for many universities. The accessibility of online learning system in universities means that every student, including the visually impaired, is able use all the site's services. This research focuses on investigating the accessibility of online learning systems for visually impaired users. The paper purpose is to understand the perception of visually impaired undergraduate students towards Blackboard's accessibility and to make recommendations for a new Blackboard design with accessible features that support their needs. Impact of a new Blackboard design with accessible features on visually impaired students, using Taif University students as a case study is evaluated in this paper, as it is similar to most learning systems used by Saudi universities. A study on Taif University's utilization of Blackboard was conducted using mixed method approaches (an automatic tool and a user study). In the first phase, Taif's use of Blackboard was evaluated by the web accessibility tool called AChecker. In the second phase, we conducted a user study to verify previously discovered accessibility challenges to fully assess them according to the accessibility and usability guidelines. In this study, the accessibility of Taif University's Blackboard was evaluated by thirteen visually impaired undergraduate students. The results of the study show that Blackboard has accessibility issues, which are confusing navigation, incompatibility with assistive technologies, untitled pages or parts, unclear identification for visual elements, and inaccessible PDF files. This paper also introduces a set of recommendations that aim to improve the accessibility of Blackboard and other educational websites developed for this population. It also highlights the serious need for universities to enhance web accessibility for online learning systems for students with disabilities.

지체장애학생을 위한 지능형 입력 장치의 설계와 구현 (Design and Development of Intelligent Input Device for Students with Physical Disabilities)

  • 국내에 보급되어 사용 중인 장애인용 정보통신 보조기기의 대부분은 시각장애인을 위한 기기나 소프트웨어이며, 특정 장애 유형과 특정 장애 부위에만 적용 가능한 것들이 대부분이고, 장애정도가 비교적 경도인 장애인의 특수 키보드 또는 특수 마우스 장치가 주류를 이룬다. 이 또한 전체 장애 인구에 비하면 보급률이 매우 낮은 것으로 보고되고 있다. 본 연구에서는 하나의 지능적인 특수 입력장치를 통해 다양한 장애 유형과 장애부위에 적용될 수 있는 새로운 방안을 연구하여, 이를 실제 제품화 가능한 수준으로 설계 및 구현하였다. 또한 이를 토대로 더 보편적인 보조입력 장치의 설계 및 구현 방안을 위한 제안과 향후 연구 방향에 대하여 제안하였다.
