방산수출을 고려한 R&D 소요기획 지원전략 연구: 무기체계 시장성 평가모델 연구를 중심으로 (Research on R&D requirement planning support strategies to foster arms exports: focused on researching the evaluation model of marketability of weapon systems)

  • 국방 기술기획은 미래 국방목표 달성을 위한 중 장기적 핵심기술을 식별하고, 향후 연구개발을 위한 전략을 제시한다. 향후 수출주도형 방위산업을 육성하기 위해서는 무기체계 중심의 기술지향형 기술기획에서 시장지향성 연구개발로 기획 패러다임을 전환하여야 한다. 본 논문은 현재 국방기술품질원에서 추진 중인 '사전 기술기획'을 전략적으로 지원하기 위해 연구되었다. 연구내용은 국방 R&D 기획과 시장지향성의 선행연구 자료조사, 세계 방산시장 분석 현황 및 시장성 분석, 무기체계 시장성 평가모델과 공격용 무인기 사례 분석으로 시장매력도 등을 평가하여 시장 개척방안, 장비 경쟁력 제고 방안 등을 도출하였다. 연구된 무기체계 시장성 평가모델은 소요요청 계획 수립 및 검증 시 사업추진 우선순위 등에서 의사결정을 위한 합리적인 기준요소로서 유용한 참조자료가 될 수 있을 것으로 판단된다. 특히 향후 이러한 마케팅 관점의 시장지향성 국방 R&D 기획 프로세스가 제도적으로 정립된다면 기획 단계부터 장비별 맞춤형 수출전략을 수립하고, 체계적으로 마케팅을 지원하기 위한 전략적 접근이 가능할 것으로 판단된다.

  • Geographical indications are place names (in some countries also words associated with a place) used to identify the origin and quality, reputation or other characteristics of products. Protection required under the TRIPS Agreement is defined in two articles. The purpose of this study is to select the representative geographical indication item of Korea, discuss of the new intellectual property rights, and promote the trade of that product. It is also discussed of a geographical indication registration system and the recognition with international point of view. The international geographical indication protection is strengthening in recent. There are many multilateral and bilateral discussions and talks for geographical indication system. In order to protect excellent Korean products locally and internationally, the 'Quality Management of Agricultural Products Act' has been introduced form July 1, 1999. The geographical indication registration of Korea currently is 31 cases. The geographical indication is limited the regional promotion in Korea. Therefore, it is studied the registered items on the list and analyzed the result of the registration. Consequently, this paper suggests that more effective ways have to be prepared for the systematic management of geographical indications, campaigns for the recognition as a property.

  • The study sought ways to promote the global recognition of Korean food items. The Korean cuisine is one of the healthiest and well-balanced in the world. But, in contrast to countries including the United States, France, China, Japan, Thailand and Australia that have adopted food promotion and marketing strategies, Korea lacks a similar strategy. Development of indigenous sauces by Korean food manufacturers and processors is one route in the promotion of Korean cuisine. Korean restaurant franchising could also aid in export of Korean food items. The food manufacturing/processing sectors must work in concert with the Korean government to globalize the Korean cuisine. Brand chefs, Korean cuisine seminars and promotional efforts in foreign countries and foreign cooking schools (such as the 'Taste Korea' campaign) are prudent actions.

우리나라 해사중재 활성화를 위한 실무적 제언 (Practical Suggestions for Promoting Maritime Arbitration in Korea)

  • While maritime arbitration industry has not been prevalent in Korea, Korea ranked fifth in terms of export volume and its shipbuilding industry ranked top globally in shipbuilding order volume in 2020. The discrepancy between the maritime industry's productivity and relative lack of maritime arbitration has had a negative impact on Korea's economic development. To address these problems, this paper i) reviews preceding research, ii) examines the Korean maritime arbitration system's status and analyzes the KCAB's maritime arbitration statistics from 2005-2020, iii) examines major foreign maritime arbitration institutions' status and strategies including LMAA, SMA, SCMA, and HKMAG, and lastly iv) suggests practical ways to promote maritime arbitration in Korea. The Suggestions for promoting maritime arbitration are 1) to prepare and promote various maritime standardized forms for the Korean shipping industry, 2) to insert an arbitration clause in medium and large-size Korean shipping firms' B/L clause, 3) to expand professional maritime manpower training and other infrastructure, and 4) to enhance the predictability of the result of arbitration through maritime arbitral awards or by examining the feasibility of the appeal system against the arbitral award only on a point of law in the future. In conclusion, the success or failure of promoting maritime arbitration in Korea depends on the will, passion, cooperation and practice of the most important key players in maritime arbitration, such as the Asia Pacific Maritime Arbitration Center (APMAC), the Korean Commercial Arbitration Board (KCAB) and the Seoul Maritime Arbitrators Association (SMAA).

  • 중국은 ICT 기술의 발전에 힘입어 스마트 농업분야에서 선진국을 급격히 추격하고 있다. 본 논문에서는 추격이론을 이용하여, 중국의 양대 국가 전략인 중국제조2025와 일대일로 전략이 스마트농업을 발전시키는데 있어서 어떻게 "기회의 창"을 제공하는지 분석하고자 한다. 시간 차원의 기술 선진화 전략인 '중국제조2025'와 공간 차원의 시장 확대 전략인 '일대일로' 정책이 T자형 상승 작용을 이루어 스마트 농업의 발전을 이끌고 있음을 단계 생략형, 경로 창출형, 경로 추종형 3가지 유형으로 나누어 설명하였다. 한국 스마트 농업의 주요 수출 시장이며, 글로벌 시장에서 강력한 경쟁자인 중국 스마트 농업에 대한 이해를 통해 한국 스마트 농업의 해외진출 전략에 대한 시사점을 도출하였다.

국내 제조기업의 경쟁력과 수출: 대기업과 중소기업의 비교를 중심으로 (Competitiveness and Export Performance in Korean Manufacturing Enterprises : Focusing on the Comparison of Conglomerates and SMEs)

  • 본 연구는 2000년부터 2016년까지 국내 제조기업 중 수출기업을 대상으로 기술적 효율성(TE) 및 총요소생산성(TFP)을 추정하고 TFP와 수출 간의 관계를 분석하였다. 특히 TFP는 기술진보(TC), 기술적 효율성 변화(TEC), 규모 효과(SE)로 분해하였으며, 각각에 대해 대기업과 중소기업을 구분하여 분석결과를 비교하였다. 먼저 기술적 효율성(TE)의 경우 2008년 금융위기 이후 대폭 하락하는 등 한국 경제가 외부충격에 매우 취약한 것으로 나타났으며, 현재 국내 경제의 성장을 견인하고 있는 전자, 자동차, 기계 부문 등의 효율성이 낮게 나타나 개선이 필요하다고 할 수 있다. 또한 비철을 제외한 대부분의 제조업 세부 산업에서 대기업의 효율성이 중소기업보다 높은 것으로 나타났다. 총요소생산성(TFP)의 경우 TFP 변화의 대부분은 기술진보(TC)에 의한 것으로 노동 및 자본의 효율적인 결합이나 규모의 효과는 거의 영향이 없는 것으로 나타나 기업 내부의 체질 개선이 시급하다고 할 수 있다. 또한 2008년 금융위기의 충격으로 인한 변동성이 대기업보다 중소기업에서 훨씬 크게 나타나 외부의 경제 충격은 대기업보다 중소기업에 더 큰 악영향을 미치는 것으로 나타났다. 그리고 TFP 분해요소 중 중소기업의 TC만 수출에 긍정적인 영향을 미치는 것으로 나타나 수출 증대를 위해서는 중소기업의 경우 기술개발을 촉진하기 위한 R&D 지원이 필요하며, 대기업의 경우 효율성과 규모 효과를 수출과 연계하기 위한 수출 시장별, 경쟁 기업별, 품목별로 차별화된 전략을 마련할 필요가 있다.

21 세기 경북농업기술혁신 10 개년 계획;기술혁신 추진전략을 중심으로 (Ten Year Plan for Kyungbuk Agricultural Technology Innovation in the 21st century)

  • In the 21th century, many people predict the change of agricultural conditions in our country because of the arrival of knowledge- information age. Now it is supposed that agricultural technology comes to $45%{\sim}50%$ level compare to advanced countries. So the development of new technology in agriculture are demanded all the more. Agriculture in the 21th century will be grown based on the connection of environment, knowledge and taffeta. The agricultural conditions in Kyongbuk has more profitablity and potentiality, because there are wide lands, distinguished 4 seasons, various main production crops and cultural inheritance etc. For the innovation of agricultural technology in Kyungbuk, province this plan presented 7 visions; such as foods-life, knowledge-brain, precisious environment, resouces-saving, export-market, traditional- specialization and development-participation agriculture and 7 basic strategies; such as environment-stabilization, speciality-discrimination, standard-modeliztion, demand-market, field-practicality, management-information, specialization-cooperation strategy. The major contents of this plan were presented to achieve strengthen -ment and advancement of competitive power on the agriculture of Kyongbuk; 21 superme technologies get to develop the highest technique, 21 major conventional projects will be mown continuously, 21 main clops snakes to intensify competitive power. Wheras, we will be propulsed 21 special projects for increasing a phase of Kyongbuk R D. A. and we inculuded 74 items of Si-Gym region for balanced development of area This plan consisted of 1,730 items in 84 fields and about 260 billion won will be invest every year. When it is finished successfully in 10 years, agricultural technical level of Kyungbuk will be not only promote to $80{\sim}90%$ level to advanced country, but also clanged to competitive industry, and farming villiages might be changed to a space of comfortable life.

합작투자계약(合作投資契約)에 관한 법적(法的) 문제(問題) (Legal Aspects of International Joint Ventures)

  • International joint ventures are usually formed and managed by domestic companies and foreign investors for the common objectives. They offer an opportunity for each partner to benefit significantly from the comparative advantages of the other. Local partners bring knowledge of the domestic market; familiarity with government bureaucracies and regulations; understanding of local labor markets; and existing manufacturing facilities. Foreign partners can offer advanced process and product technologies, management know-how, and access to export markets. In Korea, joint ventures have been encouraged to usher in foreign investors with foreign currency capital badly needed during the IMF financial crisis. In the meantime, Korean laws and regulations with respect to joint ventures have been largely overhauled to promote foreign direct investment (FDI) both inbound and outbound. They include four types of FDI, i.e., acquisition of foreign stocks, provision of long-term loans, participation in joint operations like resources development, and establishment of foreign offices. From the legal point of view, the formal joint venture agreement must be an offspring of a series of tough negotiations between domestic and foreign partners. They usually stress the long-term relationship with the good will and dedication to each other, and restrict the free transfer of stocks. Both partners are earnestly interested in the ownership and management of the joint venture. So they keep a close eye on the articles of incorporation, changes of business environment, conflict resolution methods, transparency of accounting and other financial matters. When a multinational corporation (MNC) is involved in the joint venture, conflicts over management strategies, marketing and other issues take place more often than not between the MNC and local partners. We have to pay attention to joint ventures, particularly, in China and North Korea. As witnessed in other transition economies, China is eagerly bringing in foreign direct investments for the development of nation's economy. China encourages foreign investors to establish ordinary joint ventures, contractual joint ventures, solely invested foreign capital companies and jointly operated development companies with local partners. In North Korea, however, joint ventures have a different meaning like contractual joint ventures in China, in which North Korean partners have an initiative in the management. Rather, jointly operated companies or simply processing-for-wage companies are recommended in view of the unpredictable legal infrastructure in North Korea.

신기후체제 대응을 위한 기후기금 조성의 법·정책적 과제 (Legal and Policy Tasks for Raising a Climate Fund in Response to a New Climate Regime)

  • On December 12, 2015, the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Paris Agreement, in which several developed and developing countries all committed to participating in the reduction of greenhouse-gas (GHG) emissions. South Korea has submitted an intended nationally determined contribution (INDC) proposal with a target to cut down 37% greenhouse gas business as usual (BAU) until 2030 in preparation for the 2030 GHG BAU. Under the post-2020 regime, which will be launched from 2021 as the agreement entered into force early, it is expected that efforts to support GHG reduction and adaptation to climate change in developing countries will be accelerated with the utilization of technologies and financial resources of developed countries. South Korea has established the Basic Plan for Climate Change Response and the Basic National Roadmap for Greenhouse Gas Reductions by 2030 to promote the response to climate change at the government level. The Ministry of Science and ICT, as the National Designated Entity designated by the UNFCCC, has come up with middle and long-term strategies for climate technology cooperation. South-Korea has an abundance of energy-consuming industries to support its export-oriented industrial structure; it is thus expected that achieving the GHG reduction target will incur a considerable cost. Moreover, in order to meet the reduction target (11.3%) of the intended nationally determined contribution proposed by South Korea, it is necessary for South Korea to actively promote projects that can achieve GHG reduction achievements, and financial resources are needed as leverage to reduce risks that can occur in the early stages of projects and attract private sector investment. This paper summarizes the theoretical discussions on climate finance and conducted a comparative analysis on the status of the funds related to climate change response in the UK, Germany, Japan and Denmark. Through this, we proposed the legal and policy tasks that should be carried forward to raise public funds that can be used for creation of new industries related to climate change as well as to reduce GHG emissions in South Korea. The Climate Change Countermeasures Act, which has been proposed by the National Assembly of South-Korea, stipulates the establishment of funds but there is no additional funding except for general account. In this regard, it is also possible to take measures such as the introduction of carbon tax or the collection and use of royalties through technology research and development projects for climate change, such as Industrial Technology Innovation Promotion Act. In addition, since funds are used in various fields such as domestic greenhouse gas reduction, technology development, and overseas projects, it is necessary to establish a system in which various ministries cooperate with the operation of the fund.

중국지역균형발전전략에 미치는 글로벌 FDI 특성에 관한 연구 :중국주요도시별 한국FDI 특성을 중심으로 (A Study on the Characteristics of Global FDI on China's Balanced Development Strategy : Focusing on Korean FDI Characteristics by Major Cities in China)

  • 세계경제의 G1을 추구하는 중국은 이를 위한 경제적 성장유지를 위해 중국에서 시작하여 중앙아시아를 관통하여 유럽에 이르는 옛 실크로드를 개척하는 경제벨트를 추진 중이다. 본 연구는 이러한 중국의 경제확장정책에 효율적으로 동참하기 위한 방안으로 글로벌 대중국투자와 한국의 대중국 투자에 영향을 미치는 거시적 결정변수들의 영향력 정도를 비교분석한 연구이다. 이를 위해 한국의 대중국 FDI 결정변수와 글로벌 대중국 직접투자 결정변수를 벡터오차수정모형(VECM)을 통해 각각의 결정변수가 투자결정에 미치는 영향력을 분석하였다. 분석을 위한 자료로 중국지역균형발전 의 상징지역이라 할 수 있는 베이징, 상하이, 충칭, 시안 및 썬양 등 5개의 주요도시를 횡단면으로 하고 2003~2013년간 이들 도시에 대한 한국의 대중국투자, 글로벌 대중국투자, GDP, 실업률, 임금 추이를 시계열로 하는 패널을 구성하였다. 본 연구가 기존의 연구와 차별되는 점은 첫째, 기존의 대 중국 외국인투자와 관련 연구가 대부분 외국기업의 초기 대중국 투자지역인 연해지역도시에 집중된 것과는 달리 본 연구는 해안, 내륙, 동북의 주요도시들을 동시에 비교 분석하였다. 둘째, 이들 지역전체에 대해 공통적으로 외국인투자에 영향을 미치는 투자결정변수요인간의 인과관계뿐만 아니라 각 도시 별로 외국인투자결정요인 변수간의 비중과 인과관계를 비교하였다. 셋째, 최근 중국의 서부내륙개발과 연계되어 동북3성개발등의 균형정책에 발맞추어 우리의 대중국투자의 가이드라인을 제시하였다. 마지막으로 패널데이타가 가지는 지역적, 시간적 특이성분석을 통해 외국인투자의 결정요인을 분석하는 방법론과 투자의 효율성을 위해 모형의 추정력을 높일 수 있는 누락된 변수의 의미가 무엇인지에 대한 인식과 이에 대한 연구의 필요성을 제시한 의미가 있다고 하겠다.
