This study is to present alternatives of strategical utilization of e-L/C in respective of transaction cost. Documentary credit is most used for trade importers' credit quality and the guarantee of the purchase price as the form of payment in export and import business dealings. The beneficiary must provide the documents required in a letter of credit in order to claim payment documents from the issuing bank, this leads to certain complexity during the procedure in practice, the preparation and the expenses of significant requirements and additional documents as well as in completing demands from the credit. In a result, there has been issues raised about the aspects of time and cost during the payment process. The outcome of such problems caused by delays in the existing trade procedure is the public to require the use of e-L/C in order to improve problems from the 'Transaction Cost' side. This study provides e-L/C's use to overcome the problems that are appearing from 'Transaction Cost' side as the aspect of time and the cost. In order to do so, we have to identify the problems in the original credit and e-L/C. Thus, provide the propose strategy of e-L/C from the Transaction Cost aspect.

In order for the corporation to get a good image from the customers it should consider several variables, but especially important are corproate ethics and customer satisfaction through quality improvement. Standard multivariate data analysis can be applied to find out the importance of customer satisfaction and corporate ethics as influence factors in the corporate competitive strategy. When applying this Methodology, multivariate normal distributions density function and the identical covariance between groups assumptions have to be satisfied. By using the evaluation result from a small number of specialists in an attempt to decide on the strategical factors that will create a better company image than its competitor, if it chooses to use statistical discriminant analysis method, it would be difficult to satisfy the two assumptions mentioned above. This thesis introduces discriminant analysis method that uses LP/GP effectively which is applicable to this particular situation.

This study aims at suggesting some measures to establish rural community development information system through ISP. A future model for rural community development information system was established by applying such 3-step ISP methodology as environment analysis, current status(AS-IS) analysis, future(To-Be) directions. As a result, with the vision of realizing comprehensive information service for rural development projects, rural development information system has established such goals as the assistance of project decision making through preparing rural development project data management system and acquiring evaluation efficiency, the preparation of spatial information utilization system, the utilization of objective GIS-based information through the increase of data management efficiency, the community activation and participatory rural development through rural spatial information portal service. In order to attain the goals, four strategical subject matters were derived. They are: 1) one-stop service subject matter for data management including pilot DB building for rural development projects, 2) rural information GIS service strengthening subject matter including DB building for rural development, O&M measures, 3) step-by-step DB building subject matter including the sharing of integrated information system for rural development, and 4) core value increase subject matter of spatial information data including the building of active service delivery system.

Due to the trend that the wave of the information society is rapidly expanding on a global basis, the level of informatization is emerging as one of the important elements for national competitiveness. To take a competitive position for individuals, corporations, or states beyond their survival in the rapidly changing information environment, they should be able to manage and transmit various information with swiftness and security Today, the exchange of electronic documents or data, through PC which were unknown in the past is indispensable to the expansion of electronic commerce(EC) and eventually contributes to promoting the information society. The improvement of productivity and efficiency through the exchange of electronic documents or data has been recognized as a means to enhance the competitiveness of corporations and states. The United States, the European nations, Japan, and the newly industrialized countries such as Singapore and Taiwan, have been contriving the utilization of electronic documents and the expansion of EC on the strategical dimension of each nation. To activate the use of electronic documents, thus, the purpose of this study is to examine the current environment concerning the use of electronic documents, to investigate the related legal barriers, and to propose some suggestions for reforming the legal system.
