A Study on Improvement Plan of Korea Tourist Police through Application of Community Policing (지역사회 경찰활동 적용을 통한 한국관광경찰대의 개선방안에 관한 연구)

  • Foreign tourists visiting our country are increasing. Accordingly, diverse crime and inconvenient points of tourism are occurring. It may have the negative effect on the development of tourist industry of our country if this is neglected. The Tourist Police Force has been introduced in 2013 to prevent this. The current status for the Tourist Police Force being implemented in Seoul, Incheon and Busan and the current status in relation to the tourism of our country are checked and following 4 kinds of points at issue have been deducted in this research. First, the cooperation deficit with the regional community and related institutions, second, the incompletion for the selection criteria of Tourist Police Force, third, the insufficient manpower, finally, it is the uniformity of maneuver. The application for the community policing has been proposed as the plan to improve this. For further details, the improvement plan has been proposed by applying the Problem-Oriented Policing, Neighborhood-Oriented Policing and Strategic-Oriented Policing being the component of community policing.

System Dynamics Approach to Ability of the Police for Solving Crime : Testing the Effect of Civic Cooperation with the Police

  • The purpose of the present study is to examine the effect of civic cooperation with the police on the number of crime that the police must solve by conducting simulation based on system dynamics. The study sets police oriented-policing model and police-citizen cooperative model to investigate the effect of civic cooperation with the police. As a result of the simulation, the police oriented-policing model shows that the number of crime that police must solve is increasing over time, while the police-citizen cooperative model shows that the number of crime that must be solved by the police is keeping it stable in the increase of crimes. Comparing both models, civic cooperation with the police is more effective in reducing or deterring crime than police oriented-policing activity. The study proves that building cooperative relationship between citizens and the police can become a strategic method for controlling crime effectively without a rapid increase in police finance. It is meaningful in terms of presenting a dynamic change of interaction for reducing crimes between civic cooperation with the police and policing activity of the police over time.

  • Recently, with the sudden changes in the security environment, expectations towards the police and fear towards safety are increasing. Thus, the local community police operation, which creates a mutually cooperative relationship between the police and local residents, is coming to the fore as the paradigm of the nationwide police operation. The police operation in Korea has also gone through change, and as part of the local community police operation, Korea has implemented a community police system since 2003. Recently, the system has been going through change in that the operations are centralizing around not only prevention of crime including the safe city program, protection of multicultural families, response to foreign crime, protection of the socially disadvantaged but also life security of the citizens. Along these lines, this study seeks to examine conditions of the three elements of local community police operation - Strategic Oriented Policing (SOP), Neighborhood Oriented Policing (NOP), Problem Oriented Policing (POP) - and policy suggestions accordingly.

  • It is the fact that crime has always co-existed with human history;that preventive measures have always been taken while it has been transformed and developed in some forms. We, in the meantime;should not be negligent in the matter that our preventive measures are rather short sighted, and non strategic in many ways. Now then, would we be able to question, if our modern crime preventive measures have been modernized and become more strategic? Certain point has been raised to myself;especially regarding (community oriented policing cop); this has been one of the strategic crime preventive measures co-performed by the central police;Jeju-special independent province maybe an appropriate example; which has become special self rule province in July, 2007; establishing not only independant police but also have established police station addition to already existing police stations. To proof my opinion; I have tried to compare and contrast the statistics of the crime rates and types of the Jeju area before and after the establishment of the self police and police station; also to see how patterns changed.(if there has been any.) I have also tried to analyse if there is any special type of crime statistics in Jeju province, by analysing current crimes in accordance to populations. Altough it has not much reached my initial expectations, I hope it still is meaningful to have been able to show some ways to prevent crimes in Jeju-strategically.
