국가 IT R&D 전략과제 선정 모형개발 (Development of an Strategic Model for the Selection of a National IT R&D Strategic Project)

  • 본 논문은 국가 정보통신(IT)분야 연구개발(R&D)사업에 대한 전략과제를 선정하기 위한 모형을 제시한 것으로 우리나라 정부의 New IT R&D정책인 Smile-curve에 맞는 전략과제 선정을 위해 포트폴리오 모형을 적용하였으며, 포트폴리오 모형 중에서 정부정책의 효과적 반영을 위해 일반적인 R-R(Risk-Return) 포트폴리오 모형을 국가 R&D 체계에 맞게 개발 적용하였다. 또한, R-R 포트폴리오 모형의 평가항목 중 평가항목의 객관성 확보를 위해 TRM(기술로드맵)과 TLS(기술수준조사)자료의 항목을 사용하였으며, AHP(계층화분석)를 통하여 국가전략성, 시장성, 기술성 등 평가항목별 가중치를 설정함으로써 국가 R&D전략과의 연계성을 강화하였다. 또한, 본 모형을 국가 IT R&D 전략과제 선정에 적용한 결과 의미 있는 검증값이 나왔으며, 사업선정단계에서부터 사업의 불확실성을 줄이고 성공률을 높이는 전략과제를 선정하는데 기여하고자 한다.

  • The governments investment in R&D has rapidly increased so that a comprehensive and coherent approach to resource allocation has necessitated. Therefore the need for priorities in science and technology has been increased according to growing resources to science and technology. This study presents the methodology, process and results of priority-setting of national strategic technologies(IT, BT, NT, ST, ET, CT) through which 77 national key technologies are selected based on the criteria. Specifically it is intended to identify strategically necessary areas of focus for R&D, help leverage limited resources most effectively, and help coordinate government R&D activities by supplying ministries with a common set of priorities.

  • The purposes of this paper are first, to develop and adapt auditing methodology of rural amenity resource investigation and second, to propose strategic planning of amenity web data base system. Relating with auditing methodology, we make the life cycle of rural amenity resource investigation based on value chain method. we make 8 stage of auditing process and 105 auditing items in details. We adapt these guidelines in real world and then improve developed methodology. Therefore we expect to promote the quality and accuracy of investigation project using these guidelines. Relating with blue print of strategic planning, we first analyse external environment about Competitors, Suppliers, New entrants, Buyers, Substitutes with 5 force model for amenity information system. We second make the blue print of strategic planning of amenity web data base system project. Then we propose the FIRST, BEST, MOST strategy of amenity web data base system and the web hub system.

  • The Purpose of this study is working out of the scientific-theoretical and practical recommendations directed on perfection of strategic planning of development of the enterprises of mining and gold mining branch. The methodological basis of research is based on the economic theory developed by a domestic and foreign science. At processing, generalisation and a writing of materials of the master's thesis following methods were applied: - supervision, - comparison, - the analysis and synthesis, - methods of an induction and deduction, - statistical groupings, - average and relative sizes, - the system approach. Finally, the theoretical and practical importance of this research consists that results of research will allow generating a basis of statement of effective system of strategic planning of a long-term sustainable development of the gold mining enterprises reducing risk of acceptance of inefficient strategic decisions.   • Innovation with strategic interaction is to overcome the technological uncertainty and to create co-evolution through competition among individuals or organizations for the acceleration of innovation. The concept of innovation in the past was concentrated on cooperation rather than on competition for the efficient management of limited resources. However, in order to minimize the technological uncertainty, we need an innovation on the basis of competition between organizations. Competition stimulates technological adaptability. It is on the analogy of complex system. This is to satisfy consumers' needs, to transform the resources into a technology, and to apply for the development of new products and new technologies. If the emergence of a new technology threatens present technology and develops into a new level of technology through inter-relation, it becomes a mutually supporting technologies. When theses effects are simultaneously realized, it is possible for firm to have strategical innovation and to create a mutually evolutionary development. Furthermore, when the competition among more than two individuals or two organizations continues towards the same direction, the mutual competition and cooperation can be expected to create a synergy effect. The competitive environment should be composed of R&D, production, and consumers' choice. This will lead to interaction among organizations through strategic competition and cooperation. Intra-firm competition and Inter-firm competition are required to exist together.

Strategic Management Plan for Transnational Organizations

  • A primary goal of transnationals is to offer their vision for selling products or services so that they are relevant to local cultures. The purpose of this study is to provide a solution for how transnational companies face various environments and how they can utilize and overcome them and survive strategically. This study will present strategic recommendations for transnational organizations. First, transnational organizations should identify the core areas where organizational can invest or allocate its precious resources to get full advantage of the attractive opportunities form the market and focus on building strong networks with the key stakeholders. Second, they should manage the knowledge flows and provide strategic direction in cooperative venture for the long term successful future and ensure that every department has an effective coordination with other departments in order to bring about the organizational change. Lastly, they should overcome the challenges managers face in a transnational business environment when companies expand their operations into international markets. The managers need to assess the organization's strengths and weaknesses and evaluate different forces which are present in the external environment. And then, Managers have to ensure that the company has sufficient resources, core competencies and capabilities.

Distribution of Microorganisms in Cheongyang Red Pepper Sausage and Effect of Central Temperature on Quality Characteristics of Sausage

  • The objective of this study was to provide preliminary data for food industry by investigating the distribution of microorganisms in raw materials and sausage examining the effect of heating temperature on sausage quality. Total microbes in sausage ranged 2.21-3.11 Log CFU/g. Bacillus pumilus, B. licheniformis, Staphylococcus saprophyticus, and Enterococcus faecalis were detected on sausage. Total microbes in raw materials was 1.59-7.16 Log CFU/g. Different types of microorganisms were found depending on raw materials, with B. pumilus and B. subtilis were being detected in both raw materials and sausage. Total microbes in sausage after heating was in the range of 1.10-2.22 Log CFU/g, showing the trend of decrease in total microbe with increasing heating temperature, although the decrease was not significant. With increasing heating temperature, pH and hardness were also increased. The yield of sausage manufactured at $85^{\circ}C$ was 95.42% while that manufactured at $65^{\circ}C$ was 96.67%. Therefore, decreasing heating temperature during sausage production might increase yield and save energy without microbiological effect.

  • Government-sponsored Research Institutes(GRIs) have made a great contribution to the development of Korea's Science and Technology(S&T). However, recently GRIs are facing the challenge of many problems. For instance, absence of reasonable strategies, insufficient resources and so on. Therefore, many GRIs are being asked for solving their problems with successful strategic management. This paper suggests a strategic management model to solve their problems and to cope with the changing S&T environment. In this paper, The strategic management model for GRIs which was thoroughly considered strategic management process suggested to response the need of their change and to perform their strategic management successfully. As a case of GRIs to apply this model, in this paper, Korea Basic Science Institute(KBSI) that is part of the Korea Research Council of Fundamental Science and Technology(KRCF) was analyzed. As a result of analysis with this model which applied to KBSI, various strategies and alternatives were suggested.
