Export controls on strategic items has been an international standard of trade. We should understand the global trend of this and perform clean policies in the international community. This article examines the Improvement of Competitiveness and International Export Control System of Strategic Items for focusing to Internal Compliance Program(ICP). Therefore, this study would like to suggest for build to ICP. Each member of company have to convert their perception for controling strategic items. Also, they have to build controling system in ERP system and extend Incentive for CPs. the support to the trustworthy controling system. Korea is actively trying to control strategic items export for world peace and national security. So the related enterprise needs to manage voluntary export system.

In South Korea, the exporters of items related to nuclear power generation are diversified. Consequently, there is a risk of illegitimate export by companies failing to recognize the export control system because the awareness about this system for the strategic items among the subcontractors of nuclear power facilities is limited. To prevent illegitimate export of the strategic items, it is necessary to conduct outreach activities regarding the export control system for the related companies. Additionally, the exporters and export license examiners should consider whether an export target is on the Denial List, who may divert the strategic items to weapons of mass destruction. Therefore, the Korea Institute of Nuclear Nonproliferation and Control developed two systems for controlling illegitimate export of the Trigger List items. The first system, Nuclear Industry Information Collection and Analysis System, can gather information about the key nuclear industries in Korea and analyze the dealing of strategic items. The second system, Denied Persons Information Gathering System, can regularly gather information about the denied persons and provide the updated data to the exporters and regulatory examiners. These two systems can be used for outreach activities and export license examination to prevent illegitimate export of the strategic items.

전략물자관리 제도의 이행 확산에 따라 전략물자 판정의 중요성이 높아지고 있으나 전략물자 제도를 처음 접하는 수출기업은 전략물자의 개념을 이해하기 쉽지 않고, 전략물자를 통제하는 기준이 다양하여 전략물자 판정에 어려움이 따른다. 본 논문에서는 전략물자 제도를 처음 접하는 기업이나 전략물자 판정시스템 이용자에게 진입장벽을 낮추어 판정이라는 과정을 쉽게 접근할 수 있는 방법을 제안한다. 이용자가 전략물자 판정이라는 절차를 매뉴얼이나 카탈로그의 제공만으로 판정결과를 확인할 수 있게 된다면, 전략물자 판정 방법과 절차에 보다 편리하고 쉽게 다가설 수 있을 것이다. 본 연구 목적을 달성하기 위해 이미지 인식 및 분류에서 연구되고 있는 딥러닝과 OCR(광학문자판독) 기술을 활용하고, 전략물자 판정 지원도구에 대한 개발과 연구를 통하여 우리 기업의 전략물자 판정에 도움이 되는 정보를 제공한다.

This study is focused on measuring levels of science and technology aspect of ten strategic items in korea to serve as a guidance for the government R&D policy-making, and provide appropriate information for promoting the national R&D programs. The survey of the precise technology level for study applies functional and technical parameters. Functional parameters are used for measuring technology level of the specification and performance of emerging items such as 256M DRAM, TFT-LCD ect. in the present and / or near future; technical parameters, the element / core technologies on emerging items. The study suggests that the result of the survey should be applied for strategic technology planning to narrow the technology gap and draw the criteria for resource allocation in national R&D programs.

Over the last several years, regarding to the strategic items, the international community has seen governments make more formal commitments to adopt and implement effective export controls to counter the proliferation of weapons of mass destruction(WMD). United Nations Security Council Resolution 1540(that is "S/RES/1540") stands as the most important of these commitments. Many UN members already have export control laws and regulations in place to prevent the proliferation of weapons of mass destruction. Many members also participate in a variety of formal and informal international arrangements to coordinate their export control efforts. Nonetheless, each of these countries has its own unique legal framework for export controls. This generates considerable diversity in the construction of the specific national legal authorities. Over the last few years, however, a consensus over what constitutes the key elements of effective legal authorities for export controls has begun to emerge. Evidence for this development comes in the identification of best legal authorities or principles at several multilateral conferences on export controls.

일반적인 구매자와 공급자 간의 관계와 달리, 구매자보다 공급자의 교섭력이 높은 경우가 있다. 이러한 관계는 특히 조선 산업에서 자주 찾아볼 수 있다. 본 연구는 Kraljic의 연구에서 제시된 전략품목(strategic items) 개념을 중심으로 연구하고자 한다. 본 연구는 공급자의 교섭력이 우위인 시장에서 구매자의 전략품목 구매에 영향을 미치는 요인을 살펴보는 것에 그 목적이 있다. 분석을 실시한 결과 환경요인과 신뢰요인 간의 경로계수가 가장 높은 것으로 나타났다. 또한 환경요인과 만족요인간의 경로계수도 차순위로 높은 것으로 나타났다. 또한 구매자가 지각하는 교섭력의 우열에 따른 인식차이가 존재하는지를 분석한 결과 일부 경로계수에서 유의한 결과를 발견하였다.

In this research, the comprehensive evaluation model of IS(information systems) for public sectors is theoretically constructed through reviewing and integrating previous IS evaluation-related research. This model is hypothesized to consist of five sectors(System Sector, User Sector, Organization and Management Sector, Resource Management Sector and Strategic Contribution Sector), ten evaluation items belonging to these five evaluation sectors, and sixty two evaluation indices for these ten evaluation items. The results of empirical analyses to test the validity of the research model show that the evaluation sectors turn out to be the same ones as proposed in the hypothetical model. The evaluation items(System Quality, Information Quality, Service Quality) in System Sector proves to be consistent with the hypothetical model. However, in case of User Sector, two evaluation items(Perceived Usefulness and User Satisfaction) which are included in the hypothetical model are found to be merged into one item(User Satisfaction). And, it is shown that four evaluation items such as the Efficiency of Internal Process, Customer Satisfaction, Organizational Innovation, and the Degree of Informatization competence improvement are included in Organization and Management Sector, differently from the research model in which the items, Organizational innovation and the Degree of Informatization competence improvement, are not divided. As a final result, sixty two evaluation indices that comprise all the evaluation items belonging to five sectors are found to be reduced to fifty seven ones through factor analyses, criterion-related validity tests and reliability analyses.

본 연구는 국제수출통제규범을 고찰하고 국내 수출통제 법제를 분석하여 문제점을 도출하고 발전방안을 제시함으로써 우리나라 수출통제제도의 발전을 도모하는데 목적이 있다. 2005년 이후 본격 시행된 국내 수출통제 제도는 법체계와 목적, 상황허가 요건, 수출통제 대상 '물품등' 등의 용어에 대한 정의와 범위, 중개허가의 실효성 및 미국 재수출통제 대응 등의 측면에서 중대한 문제를 내포하고 있다. 그 발전방안으로 현행 대외무역법령에서 수출통제 부분을 분리하여 가칭 '수출통제법'으로 입법화, 수출통제 대상을 '전략품목'으로 통일, 상황허가 요건의 명료화, 중개허가 실효성 제고를 위한 등록제 도입 및 수출통제 관련 각종 용어에 대한 정비 등을 제안한다.

The purposes of this paper are first, to develop and adapt auditing methodology of rural amenity resource investigation and second, to propose strategic planning of amenity web data base system. Relating with auditing methodology, we make the life cycle of rural amenity resource investigation based on value chain method. we make 8 stage of auditing process and 105 auditing items in details. We adapt these guidelines in real world and then improve developed methodology. Therefore we expect to promote the quality and accuracy of investigation project using these guidelines. Relating with blue print of strategic planning, we first analyse external environment about Competitors, Suppliers, New entrants, Buyers, Substitutes with 5 force model for amenity information system. We second make the blue print of strategic planning of amenity web data base system project. Then we propose the FIRST, BEST, MOST strategy of amenity web data base system and the web hub system.

A new association rule mining algorithm, which reflects the strategic importance of associative relationships between items, was developed and presented in this paper. This algorithm exploits the basic framework of Apriori procedures and TSAA(transitive support association Apriori) procedure developed by Hyun and Choi in evaluating non-frequent itemsets. The algorithm considers the strategic importance(weight) of feature variables in the association rule mining process. Sample feature variables of strategic importance include: profitability, marketing value, customer satisfaction, and frequency. A database with 730 transaction data set of a large scale discount store was used to compare and verify the performance of the presented algorithm against the existing Apriori and TSAA algorithms. The result clearly indicated that the new algorithm produced substantially different association itemsets according to the weights assigned to the strategic feature variables.
