The purpose of this study is to analyze quantitatively the inundation causes by applying the prevention of performance objectives using the urban storm water runoff model XP-SWMM. The model was built by using DTM and storm sewer-network with the storm sewer and geo-data of the study area as input-data to assess the current performance of prevention. An analysis of the causes of the inundation by the frequency and the rainfall-duration. As a result, lack of pipe capacity due to flooding, as well as inundation heavier that the backwater rainfall occurs due to the rise of water level of outside. For solve the inundation damage, It is necessary to improvement pipe of capacity lack and installation of a flood control channel.
최근 들어 전 세계적으로 자연재해가 급격하게 증가하고 있으며,국내의 경우에 있어서도 홍수,산불,지진 등과 같은 자연재해의 발생빈도, 피해규모 및 피해양상이 매우 다양해지고 었다. 따라서 이러한 다양한 피해양상에 적극적으로 대처할 수 있는 멀티 센서 피해조사 시스템의 개발 및 이를 활용한 신속하고 객관적언 피해 분석 방안이 요구되고 있다. 고해상도 위성 및 다양한 탐측센서의 개발,유비쿼터스 관련 인프라 기술의 확대,그리고 인터넷 및 데이터베이스 관련 기술의 발달은 피해지역의 공간정보의 취득 기회를 획기적으로 증가시켰으며,이러한 다양한 정보들은 멸티 센서기반의 피해정보 분석 시스템의 기반기술들로 활용이 가능하다. 본 연구는 위성영상을 이용한 풍수해 피해조사 기법에 있어서 SAR 영상의 그림자영역 제거와 기하보정 기법을 연구 개선하였으며 광학영상은 객체기반분류 기법을 적용하여 재해조사에 활용할 수 있는 방법을 제시하였다.

The purpose of this study is to prepare input data for FIA (flood inundation analysis) and FDA (flood damage assessment) through rainfall-runoff simulation by HEC-HMS model. For Jinwie watershed ($737.7km^2$), HEC-HMS was calibrated using 6 storm events. Geospatial data processors, HEC-GeoHMS is used for HEC-HMS input data. The parameters of rainfall loss rate and unit hydrograph are optimized from the observed data. The results will be used for river routing and inundation propagation analysis for various flood scenarios.

Recently, close-to-nature stream improvement works have been carried out in urban streams, where eco-friendly bank revetment methods have been adopted. These bank revetment methods are vulnerable to be damaged or washed away by floods compared to the traditional methods which use concrete materials. Damage analysis methods on the urban streams by the floods of severe rain storm are presented. The analysis methods are the graph-using method and the grid method, which are derived from the survey results at Gwangju stream. Damage analysis grid which is intersected velocity grid and material strength grid is the highest correlation with the damage survey grid. The biggest damage on the bank revetments have been occurred around the crossing structures. Big damages have also been occurred in the connection of low water revetment and the terrace land, and around the structures in the terrace land of the stream.
This study set out to estimate and compare benefits of damage in case of storm surge at the Masan Port by using two of the most representative methodologies used to estimate benefits in port disaster prevention facility construction, namely CVM(contingent valuation method), which estimates the values of non-market goods, and MD-FDA(multi-dimensional flood damage analysis), which had usually been implemented in flood or dam projects. The benefit estimation for 30 years of costs was 2.5689 trillion won for CVM and 2.9596 trillion won for MD-FDA, which indicates that there was no big difference in benefits among disaster prevention facilities. However, in-depth testing should follow to figure out whether MD-FDA can replace CVM, which has been tested with non-market goods, when estimating the benefits of disaster prevention facilities based on those findings.
Recently in urban area flood damages increase due to local concentrated heavy rainfall. Even in the cities where stormwater drainage systems are relatively well established flood damage still occurs because of the capacity limitations of the existing stormwater drainage systems. When the flood exceeds the capacity limitation of the urban storm sewer system, it yields huge property losses of public facilities involving roadway inundation to paralyze industrial and transportation system of the city. To prevent such flood damages in urban area, it is necessary to develop adequate inundation analysis model which can consider complicated geometry of urban area and artificial drainage system simultaneously. The Dual-Drainage model used in this study is the urban inundation analysis model which combines SWMM with DEM based 2-dimensional surface flood inundation model. In this study, the dual drainage model has been modified to consider the effect of complex buildings in urban area. Through the simulation of time variable inundation process, it is possible to identify inundation alert locations as well as to establish emergency action plan for the residencial area vulnerable to flood inundation.

Due to climate change, there is an increasing risk of complex (hybrid) disasters, comprising rising sea-levels, typhoons, and torrential rains. This study focuses on Marine City, Busan, a new residential city built on a former landfill site in Suyeong Bay, which recently suffered massive flood damage following a combination of typhoons, storm surges, and wave overtopping and run-up. Preparations for similar complex disasters in future will depend on risk impact assessment and prioritization to establish appropriate countermeasures. A framework was first developed for this study, followed by the collection of data on flood prediction and socioeconomic risk factors. Five socioeconomic risk factors were identified: (1) population density, (2) basement accommodation, (3) building density and design, (4) design of sidewalks, and (5) design of roads. For each factor, absolute criteria were determined with which to assess their level of risk, while expert surveys were consulted to weight each factor. The results were classified into four levels and the risk level was calculated according to the sea-level rise predictions for the year 2100 and a 100-year return period for storm surge and rainfall: Attention 43 %, Caution 24 %, Alert 21 %, and Danger 11 %. Finally, each level, indicated by a different color, was depicted on a complex disaster risk map.

EDue to climate change and urbanization, the localized heavy rainfall frequently exceeded a design storm rainfall and flood damage has occurred in South Korea. The concept of addressing sustainable river management and environmental and social issues through Nature-based Solutions (NbS) is gaining attention as it seeks to resolve these issues through ecosystem services. Therefore, in this study, the flood reduction effect by river management using NbS was quantitatively analyzed for the Hwang River, which is directly downstream of Hapcheon Dam, South Korea. Floodplain excavation and dyke relocation, which are methods of the NbS, were applied to the flood risk area of the Hwang River. As a result of analyzing the flood level of the river through the unsteady flow analysis of HEC-RAS, we obtained flood level reduction by 8 cm at the confluence of the Nakdong River. The results of this study can be expected to be sufficiently utilized as a basis for use as a management plan through NbS rather than the river management with grey infrastructure.

In this study, the two-dimensional flow analysis model Hydro_AS-2D model was used to simulate the situation of flooding in Seongsangu and Uichang-gu in Changwon in the event of rising sea levels and extreme flooding, and the results were expressed on three-dimensional topography and the optimal evacuation path was derived using BIM technology. Climate change significantly affects two factors in terms of flood damage: rising sea levels and increasing extreme rainfall ideas. The rise in sea level itself can not only have the effect of flooding coastal areas and causing flooding, but it also raises the base flood level of the stream, causing the rise of the flood level throughout the stream. In this study, the rise of sea level by climate change, the rise of sea level by storm tidal wave by typhoon, and the extreme rainfall by typhoon were set as simulated conditions. The three-dimensional spatial information of the entire basin was constructed using the information of topographical space in Changwon and the information of the river crossing in the basic plan for river refurbishment. Using BIM technology, the target area was constructed as a three-dimensional urban information model that had information such as the building's height and location of the shelter on top of the three-dimensional topographical information, and the results of the numerical model were expressed on this model and used for analysis for evacuation planning. In the event of flooding, the escape route is determined by an algorithm that sets the path to the shelter according to changes in the inundation range over time, and the set path is expressed on intuitive three-dimensional spatial information and provided to the user.

Increase of impervious areas due to expansion of housing area, commercial and business building of urban is resulting in property change of stormwater runoff. Also, rapid urbanization and heavy rain due to climate change lead to urban flood and debris flow damage. In 2010 and 2011, Seoul had experienced shocking flooding damages by heavy rain. All these have led to increased interest in applying LID and decentralized rainwater management as a means of urban hydrologic cycle restoration and Natural Disaster Prevention such as flooding and so on. Urban development is a cause of expansion of impervious area. It reduces infiltration of rain water and may increase runoff volume from storms. Low Impact Development (LID) methods is to mimic the predevelopment site hydrology by using site design techniques that store, infiltrate, evaporate, detain runoff, and reduction flooding. Use of these techniques helps to reduce off-site runoff and ensure adequate groundwater recharge. The contents of this paper include a hydrologic analysis on a site and an evaluation of flooding reduction effect of LID practice facilities planned on the site. The region of this Case study is LID Rainwater Management Demonstration District in A-new town and P-new town, Korea. LID Practice facilities were designed on the area of rainwater management demonstration district in new town. We performed analysis of reduction effect about flood discharge. SWMM5 has been developed as a model to analyze the hydrologic impacts of LID facilities. For this study, we used weather data for around 38 years from January 1973 to August 2014 collected from the new town City Observatory near the district. Using the weather data, we performed continuous simulation of urban runoff in order to analyze impacts on the Stream from the development of the district and the installation of LID facilities. This is a new approach to stormwater management system which is different from existing end-of-pipe type management system. We suggest that LID should be discussed as a efficient method of urban disasters and climate change control in future land use, sewer and stormwater management planning.
