풍수해 피해 추정을 위한 공간정보 DB의 활용방안 및 품질 점검 기준 제안 (Proposal for application of spatial data and quality check criteria for estimating damage from storm and flood)

  • 본 연구는 풍수해로부터 발생 가능한 피해를 추정하기 위한 공간정보 DB 활용 방안과 공간정보의 품질 점검 기준을 제안하고자 하였다. 국가재난관리정보시스템, 국가공간정보통합체계 공개자료 목록을 대상으로 공간정보 DB 중 풍수해 피해 추정을 위해 활용될 수 있는 데이터를 피해유형별로 매핑하였으며, 해당 데이터를 활용하여 피해 분석을 위한 품질 점검 기준 항목을 제안하였다. 본 연구를 통해 풍수해 피해 추정을 위한 공간정보 DB 활용이 가능할 것이며, 품질 점검 기준을 통해 분석 결과의 신뢰성을 담보할 수 있을 것이다.

  • 본 연구는 풍수해보험사업이 도입 취지와는 달리 여러 문제점을 내포하고 있다는 문제의식하에 풍수해보험에 대한 개념적이고 이론적인 분석을 시도하였다. 우선 현재와 같이 재난지원금과 풍수해보험이 공존하는 상황은 풍수해보험 활성화에 장애로 작용할 것이므로, 풍수해보험을 확대하기 위해서는 재난지원금의 점차적 축소를 고려할 필요가 있다. 또한 풍수해보험의 기본취지 중 하나가 자율적 방재노력을 제고하는 것이나, 풍수해보험은 보험에 따른 도덕적 해이로 인해 오히려 그러한 노력을 저해할 가능성이 높다. 끝으로 현재의 손해방지비용 지원은 그 효과가 불확실하므로 보다 심도 있는 분석이 필요하다.

  • One of future remote sensing techniques for the estimation of damage by storm and flood is the extraction of water area, which could be the basis of measuring the damage by storm and flood and estimate restoration cost. This paper introduces an approach to damage estimation using satellite Image. The project site was Ansung area and a set of Radarsat-1 SAR image at 6.25m resolution was used for the test. Authors investigated methods of SAR image processing such as shadow-effect removal, orthorectification of SAR image and calculation of damage area by flood. Consequetly, this study showed that technique improvement of image processing and the best of result for extracting water area. Also, found the new possibility of damage estimation using satellite image.

  • 최근 급증하는 기상이변 및 기후온난화 현상은 풍수로 인한 피해를 더욱 가속시키고 있어 풍수해 발생가능성을 미리 예측하여 선제적으로 대응할 방안 마련이 필요하다. 재난 재해의 위험성 분석은 주로 확률 통계기법에 기반한 수식모델 연구가 주류를 이루고 있고 소방방재청 국립방재연구소에서 구축한 태풍위원회 재해정보시스템(TCDIS: Typhoon Committee Disaster Information System) 또한 지역별 풍수해 위험성 분석에 확률모델을 활용하고 있다. 본 논문에서는 경험적 패턴인식에 탁월한 성능을 가진 신경망 알고리즘을 활용하여 개발한 풍수해 예측모델을 소개하고 이 모델과 TCDIS의 KDF 확률밀도함수를 이용한 풍수해 예측모델의 성능 비교 결과를 제시하여 기존 TCDIS의 위험성 분석기능에 신경망 모델을 적용함으로써 시스템의 강건성과 예측 정확도 향상이 가능함을 보이고자 한다.

우리나라 호우특성과 홍수피해와의 상관관계 (Correlation between Storm Characteristics and Flood Damage)

  • 본 연구는 강우특성과 홍수피해액과의 관계를 히스토그램분석을 이용해 분석하였다. 분석대상의 공간적 범위는 전국 및 16개의 광역자체단체로 하였으며 시간적 범위는 1994년에서 2009년까지 16개년도의 홍수피해 자료를 이용하였다. 분석결과, 홍수로 인한 총 피해액은 대부분 발생횟수가 높은 중 소규모 호우사상에 의한 피해 비중이 가장 높게 나타나고 있음을 알 수 있었다. 또한 국내 16개 광역지자체별 홍수피해액을 비교한 결과 도(道)에 비해 광역시의 방재능력이 우수한 것으로 나타났으며, 각 지자체별로 총 피해액이 최대로 발생하는 강우 특성들이 상이하게 나타났다. 따라서 국가에서 집중해야 할 치수대책 수립 시 위의 결과들을 고려하여 대상 규모를 결정하여야 할 것으로 판단된다.

낙동강유역의 태풍경로별 호우발생특성 및 유출특성 분석 (Analysis of Typhoon Storm Occurrence and Runoff Characteristics by Typhoon Tracks in Nakdong River Basin)

  • When typhoon occurs, the meteorological conditions get worse and can cause a large damage from storm and flood . This damage, however, can be minimized if a precise analysis of the runoff characteristics by typhoon tracks is used in the flood contorl This paper aims at the analysis of storm occurrence and runoff characteristics by typhoon tracks in Nakdong river basin. Therefore, the data of 14 typhoons which invaded Nakdong river basin during the period from 1975 to 1991 were collected, analyzed, and studied. The major results of this study are as followings; 1) The frequency of the typhoon occurrence here in Korea was affected by the storms three times a year on the average. The highest-recorded frequency was during the months of July to September. 2) The survey of the track characteristics depending on the forms of the storm in the Nakdong river basin showed that typhoon storm advanced from the south of the basin to the north, while the frontal type storm was most likely to advanced from the west to the north. 3) Typhoon tracks are classified into three categories, 6 predictors with high correlation coefficient are finally selected, and stepwise multiple regression method are used to establish typhoon strom forecasting models. 4) The riview on the directions of progress of the storm made it clear that the storm moving downstream from upstream of the basin could develop into peak discharge for ca short time and lead to more flood damage than in any other direction.

풍수해에 의한 농촌지역 피해시설 현황 분석 (A Study on Analysis of Damaged Facilities in Rural Area by Storm and Flood Hazard)

  • Disasters that occur most frequently in rural areas are drought, flood, damages from wind and cold weather. Among these, damages from storm and flood and drought are the main disasters and recently, these are occurring on a large scale due to unusual weather conditions. Under such circumstances, projects and researches on disasters in rural areas are under way but they are mostly targeting one area or making approaches focusing on repair facilities, maintenance project of facilities in small streams, and disaster management, so there have not been enough studies on the current status of overall damaged facilities in the rural areas. Against this backdrop, through the analysis of the current status of damaged facilities due to storm and flood in rural areas, this study aims to provide base data for policies needed for disaster recovery planning and maintenance work of rural areas. For the analysis of damaged facilities due to storm and flood in rural areas, using the annual report on disasters issued by Ministry of Public Safety and Security and based on the occurrence rate of estimated damage in each city and district for the past 10 years(2004~2013), 8 areas with the highest number of occurrence and cost of damage were found from each province and target areas were selected. Then, regarding the selected target areas, the General Plan for Reducing Damages from Storm and Flood, which is the report on top-level plan for preventing disasters, was secured and the current status of damaged facilities were analyzed. After organizing the analysis of current status, the tendency of damaged facilities due to storm and flood in rural areas, the items of damaged facilities depending on the types of storm and flood damages, and risk factors were suggested. Based on this result, in order to generalize the results of follow-up researches, it is thought that disaster recovery planning and establishing the system of remodeling items necessary for maintenance work would be possible by analyzing damage investigation items recorded in additional researches on rural areas, researches on natural disasters, and recovery plan instructions and by conducting on-site investigation on the damaged villages from storm and flood in rural areas.

  • Storm and flood damage management systems in national disaster management system(NDMS) were organized into three operation systems. They are prevention, preparation, response, and recovery systems. Disaster resources in each system must be promptly and exactly applied to minimize casualties and loss of properties. However, the disaster resources in current management system can not be immediately used in calamity situation due to the lack of efficiency in statistical data. In this study, the classification system of the disaster resources in storm and flood damage systems was examined to develop the a standard technology in disaster resources management. Problems and reformation points of the classification system were also presented to improve the classification technique and to construct the data base.

지표격자해상도 및 우수관망 간소화 수준에 따른 도시홍수 예측 성능검토 (Performance Analysis of Grid Resolution and Storm Sewage Network for Urban Flood Forecasting)

  • With heavy rainfall due to extreme weather causing increasing damage, the importance of urban flood forecasting continues to grow. To forecast urban flooding accurately and promptly, a sewer network and surface grid with appropriate detail are necessary. However, for urban areas with complex storm sewer networks and terrain structures, high-resolution grids and detailed networks can significantly prolong the analysis. Therefore, determining an appropriate level of network simplification and a suitable surface grid resolution is essential to secure the golden time for urban flood forecasting. In this study, InfoWorks ICM, a software program capable of 1D-2D coupled simulation, was used to examine urban flood forecasting performance for storm sewer networks with various levels of simplification and different surface grid resolutions. The inundation depth, inundation area, and simulation time were analyzed for each simplification level. Based on the analysis, the simulation time was reduced by up to 65% upon simplifying the storm sewer networks and by up to 96% depending on the surface grid resolution; further, the inundation area was overestimated as the grid resolution increased. This study provides insights into optimizing the simplification level and surface grid resolution for storm sewer networks to ensure efficient and accurate urban flood forecasting.

  • The objective of the study is to prepare input data for FIA (Flood Inundation Analysis) & FDA (Flood Damage Assessment) through rainfall-runoff simulation by HEC-HMS model. For HwaOng watershed (235.6 $km^{2}$), HEC-HMS was calibrated using 6 storm events. Geospatial data processors, HEC-GeoHMS is used for HEC-HMS basin input data. The parameters of rainfall loss rate and unit hydrograph are optimized from the observed data. HEC-HMS was applied to simulate rainfall-runoff relation to frequency storm at the HwaOng watershed. The results will be used for mitigating and predicting the flood damage after river routing and inundation propagation analysis through various flood scenarios.
