The Ministry of Environment in Korea has introduced Total Pollution Load Management System (TPLMS) in major 4 large rivers to protect the water quality from possible pollutants. In order to successfully achieve the TPLMS, the nonpoint source should be controled by applying the best management practices in highly polluted areas. Of the various nonpoint sources, the highways are stormwater intensive landuses because of its high imperviousness and high pollutant mass emissions. The EMC (Event Mean Concentration) is an important parameter to correctly determine the pollutant mass loadings from nonpoint sources. However, it has wide ranges because of various reasons such as first flush phenomenon, rainfall and watershed characteristics. Even though the EMC is closely related to the first flush phenomenon, the relationship have not proven until present. Therefore, in this paper, the dynamic EMC method will be introduced to clearly make the relationship between EMC and first flush phenomenon. Also by applying the dynamic EMC method to monitored data, we found that the highly concentrated stormwater runoff was washed off within 20~50 minutes storm duration. The first flush criteria for economical treatment was also determined to 5~10 mm (mean=7.4 mm) as a cumulative rainfall.
It is widely known that untreated Combined Sewer Overflows (CSOs) that directly discharged from receiving water have a negative impact. Recent concerns on the CSO problem have produced several large scale constructions of treatment facilities, but the facilities are normally designed under empirical design criteria. In this study, several criteria for defining CSOs (e.g. determination of effective rainfall, sampling time, minimum duration of data used for rainfall-runoff simulation and so on) were investigated. Then this study suggested a standard methodology for the CSO calculation and support formalized standard on the design criteria for CSO facilities. Criteria decided for an effective rainfall was over 0.5 mm of total rainfall depth and at least 4 hours should be exist between two different events. An Antecedent dry weather period prior to storm event to satisfy the effective rainfall criteria was over 3 days. Sampling time for the rainfall-runoff model simulation was suggested as 1 hour. A duration of long-term simulation CSO overflow and frequency calculation should be at least recent 10 year data. A Management plan for the CSOs should be established under a phase-in of the plan. That should reflect site-specific conditions of different catchments, and formalized criteria for defining CSOs should be used to examine the management plans.
Pollutants from urban pavement consists various kinds of substances which are originated from dry deposition, a grind out tire, corrosive action of rain to pavement and facilities and raw materials of the road etc.. These are major pollutants of urban NPS (Non-point source) during rainfall period. However there is not enough information to control such pollutants for appropriate management of natural water quality. In this study of transportation areas, three monitoring stations were set up at trunk road, urban highway and national road in Gyeongnam province. Runoff flow rate was measured at every 15minutes by automatic flow meters installed at the end of storm sewer pipe within the road catchment area for water quality analysis. Data was collected every 15 minutes for initial two hours of rainfall. Additional samples were collected 1-4 hours interval till the end of rainfall. The monitoring parameters were $COD_{Mn}$, SS, T-N & T-P and heavy metals. The average EMCs of TSS and $COD_{Mn}$ were 62.0 mg/L and 24.2 mg/L on the city trunk road, which were higher than those of urban highway and national road, indicating higher pollutant loads due to activities in the city downtown area beside the vehicle. On the other hand, the average EMC of T-N and T-P were in the range of 2.67-3.23 mg/L and 0.19-3.21 mg/L for all the sampling sites. Heavy metals from the roads were mainly Fe, Zn, Cu and Mn, showing variable EMCs by the type of road. From the TSS wash-off analysis in terms of FF(first flush) index, first flush phenomenon was clearly observed in the trunk road(FF : 0.89-1.43). However, such mass delivery behavior was not apparently shown in urban highway(FF : 0.90-1.11) and national road(FF : 0.81-1.41).
This paper confirmed the applicability of model to Korean rivers through the calibration and sensitivity analysis of LRCS rainfall runoff model for 18 storm events of Songriweon station in Nakdong river system, and achieved that LS and WLS were better than LAD by model fitting results. Diagonal element of "hat" matrix and affluence measures were used by analysis of parameter estimates, and parameter IL was the most important parameter in model output. By the results of error propagation according to parameter error, parameters IL, TP, F1 were affected by error propagation, and this is measure of sensitivity for the model output. This paper confirmed the relationship of calibration and sensitivity analysis of model through analysis of sensitivity coefficient, diagonal element $h_i$ and $D_i$._i$.

Low impact development (LID) is a widely used technology that aims to reduce the peak flow volume and amount of pollutants in stormwater runoff while introducing physicochemical, biological or a combination of both mechanisms in order to improve water quality. This research aimed to determine the effect of hydrologic factors in removing the pollutants on stormwater runoff by an LID facility. Monitored storm events from 2010-2018 were analysed to evaluate the hydraulic and hydrological performance of a small constructed wetland (SCW). Standard methods for the examination water and wastewater were employed to assess the water quality of the collected samples (APHA et al, 1992). Primary hydrologic data were obtained from the Korea Meteorological Administration. The recorded average rainfall intensity and antecedent dry days (ADD) of SCW were 5.26 mm/hr and 7 days respectively. During the highest rainfall event (27 mm/hr), the removal efficiency of SCW for all the pollutants was ranging from 67% to 91%. While on the lowest rainfall event (0.7 mm/hr), the removal efficiency was ranging from -36% to 62%. Rainfall intensity has a significant effect to the removal efficiencies of each facility due to its dilution factor. In addition to that, there was no significant correlation of ADD to the mean concentrations of pollutants. Generally, stormwater runoff contains significant amount of pollutants that can cause harmful effects to the environment if not treated. Also, the component of this LID facility such as pre-treatment zone, media filters and vegetation contributed to the effectivity of the LID facilities in reducing the amounts of pollutants present in stormwater runof.
Due to the global climate change, the rainfall volume and frequency on the Korean Peninsula are predicted to increase at the end of the 21st century. In addition, impervious surface areas have increased due to rapid urbanization which has caused the urban water cycle to deteriorate. Green Infrastructure (GI) researches have been conducted to improve the water cycle soundness; the efficiency of this technique has been verified through various studies. However, there are still no suitable GI design guidelines for this aspect. Therefore, the rainfall scenarios are set up for each percentile (60, 70, 80, 90) based on the volume and frequency analysis using 10-year rainfall data (Busan Meteorological Station). After determining the GI areas for each scenario, the runoff reduction characteristics are analyzed based on Storm Water Management Model (SWMM) 10-year rainfall-runoff-simulations. The total runoff reduction efficiency for each GI areas are computed to have a range of 13.1~52.1%. As a results of the quantitative analysis, the design rainfall for GI is classified into the 80~85 percentile in the study site.
A practical flood forecasting model(FFM) is suggested. The output of the model is the results which the initial condition of meteorological parameters and soil moisture are projected on the future. The physically based station model for rainfall forecasting(RF) and the storage function model for runoff prediction(RP) are adopted respectively. Input variables for FFM are air temperature, pressure, and dew-point temperature at the ground level and the flow at the rising limb(FRL). The constant parameters for FFM are average of optimum values which the past storm events have. Also loss rate of rainfall can predicted by FRL.

To protect the flooding damages in Medium and Small watershed, it needs to set up flood warning system and develope Flood forecasting Model in real-time basis for medium and small watershed. In this study, it was able to minimize the error range between forecasted flood inflow and actual flood inflow, and forecast accurately the flood discharge some hours in advance by using simplex method recursively for the determination of the best parameters of RETFLO model. The result of RETFLO performance applied to several storm of Yugu river during 3 past years was very good with relative errors of 10% for comparison of total runoff volume and with one hour delayed peak time.
Runoff and water quality was monitored from a watershed with small-scale livestock production farms. To evaluate pollution potential, land use, population, the size of livestock production of each farm, and livestock management method were surveyed. Climate and stream flow data were measured. Water samples were taken periodically for base flow conditions and some storm events. Pollutant loading was estimated by flow volume and concentrations of constituents. Delivery ratio of pollutant load was determined using estimated pollutant load.

Green roof systems has widely been used on rooftop of buildings by considering environmental benefits in aspects of bio-diversity, storm-water runoff as well as noise reduction. To predict noise reduction effect by green roof systems, it is necessary to measure in-situ acoustical properties of the components by devices enabling in-situ measurements. In this study, Micro-flown, which is the state of the arts device to measure in-situ normalized impedance and absorption coefficient has been used to measure acoustical properties of green roof materials according to different water saturation condition in the materials.
