중국의 위험물 창고 보관사고 분석 및 안전관리방안에 관한 연구 (Dangerous goods warehouse storage accident and safety management: evidence from Chinese data analysis)

  • This paper aims to reduce the frequency of dangerous goods storage accidents in China. Advocating the managers of warehousing and logistics enterprises to pay attention to the operation process of dangerous goods warehousing business. Improving the safe storage and management capabilities of dangerous goods warehouses. This article first collects official data on dangerous goods storage accidents in China and conducts a general statistical analysis of the accidents. Based on the results of accident statistics and related literature research on dangerous goods storage management, establish a dangerous goods storage safety management factor system, use the analytic hierarchy process, establish a factor importance questionnaire and implement data collection. Through statistics, this paper finds that the storage accidents of dangerous goods in China in the past ten years mainly occurred in the inbound phase of dangerous goods and the storage phase of dangerous goods warehouses. Through the results of the analytic hierarchy process, it is found that the professionalism of the dangerous goods storage practitioners, the compliance of the practitioners with safety regulations, and the awareness of operational safety are the most important.

운수창고 및 통신업에서의 재해율 예측과 무재해시간 추정에 관한 연구 (A Study on the Accident Rate Forecasting and Estimated Zero Accident Time in the Transportation, Storage, and Telecommunication Divisions)

  • Many industrial accidents have occurred over the years in the manufacturing and construction industries in Korea. However, as the service industry has increased continuously, the share of the accident rate in the service industry was 39.07% in 2009, while the manufacturing industry share was 33.73%. The service industry share overtook the manufacturing industry share for the first time. Therefore, this research considers prevention of industrial accidents in the service industry as well as manufacturing and construction industries. This paper describes a procedure and a method to estimate efficient accident rate forecasting and estimated zero accident time in the service industry in order to prevent industrial accidents in the transportation, storage, and telecommunication divisions. This paper proposes a model using an analytical function for the sake of very efficient accident rate forecasting. Accordingly, this paper has develops a program for accident rate forecasting, zero accident time estimating, and calculation of achievement probability through MFC (Microsoft Foundation Class) software Visual Studio 2008 in the transportation, storage, and telecommunication divisions. In results of this paper, ARIMA (Auto Regressive Integrating Moving Average) is regarded as a very efficient forecasting model for the transportation, storage, and telecommunication division. In testing this model, value minimizing the Sum of Square Errors (SSE) was calculated as 0.2532. Finally the results of this paper are sure to help establish easy accident rate forecasting and strategy or method of zero accident time in the service industry for prevention of industrial accidents.

플랜트 공사 중 발생한 Cone Roof Tank 붕괴 사고 원인 분석 (Cause Analysis of Cone Roof Tank Collapse during Plant Construction)

  • This study is on safety improvement measures through analysis of accident cases during plant storage tank construction. Storage tank is a general term for artificial ground facility constructed to store oil, water, gas, and other chemicals. Some companies have clustered storage tanks (tank farm). The construction methods vary according to the component and types of fluids. Because most of the construction procedures include lifting heavy weight materials using heavy construction equipment and are carried out at high places, storage tank construction contains more risk factors than normal aerial construction. Recently, major accidents such as storage tank collapse have occurred often, and cost many lives due to the characteristics of the structure. In this study we would like to analyze the cause of these accidents and propose measures to improve safety.

옥외저장탱크 누출, 폭발 및 화재사고 대응방안에 관한 고찰 (The Study on the Countermeasure Plans about Leakage, Explosion and Fire Accidents of Atmospheric Storage Tank)

  • 지난 2014.4.4.(금)14:50, 울산소재 대형 옥외저장탱크에 원유 충전 중 누출사고가 발생하여 사고현장에 긴급구조통제단이 가동됐다. 사고업체, 소방기관 및 유관기관이 지휘소에 모여 대응과 수습방안을 논의한 뒤 전원차단 및 시설작동금지, 가스농도 측정, 유증기 발생 억제, 누출 원유를 타탱크와 공정과정으로 이송, 해양오염 방지조치 등의 협업체계를 구축하여 수습하였다. 이 수습과정에서 유증기 발생방지와 점화원 차단을 가장 중시하여 조치함으로써 사고업체와 소방기관이 가장 우려했던 폭발과 화재사고는 발생하지 않았다. 이에 본 연구는 일반적인 재난의 긴급구조통제단과는 달리 운영해야 할 옥외탱크의 유류 누출, 폭발 및 화재 시의 긴급구조통제단 운영체계개선을 제시하고, 옥외탱크 유류 누출로 인한 폭발과 화재사고로 전이했을 경우를 가정한 방유제 바닥 종류에 따른 화염 확산속도와 연소시간을 실험 비교하였다. 또한, 소방차 포 노즐의 방사각도와 펌프압력에 따른 방사거리와 포의 도포면적을 실험 분석하여, 이후 옥외저장탱크의 유류 누출로 인한 폭발과 화재 시를 대비한 효과적인 현장대응과 수습방안을 제시하는 데 중점을 두었다.

누출 사고 완화를 위한 임시 저장 시설에 관한 연구 (A Study on the Temporary Storage Facility for Mitigating the Leakage Accident)

  • The leakage accident from a storage tank in an oil refinery plant occurred in April 2014 and the total loss is KRW 18 billion. This accident has prompted many companies to develop their own mitigation system to minimize the loss of the leakage accident. The aim of this study is to design the temporary storage facility system for dealing with leakage accidents. The basic concept of this system is that the leakage fluid of a hazardous material flows into a temporary storage tank and this is transferred to a spare tank by a pump as avoiding the overflow of a temporary storage tank. In order to design this system, the leakage velocity and quantity according to time series should be evaluated. In addition, a proper pump capacity should be determined to avoid repeating the pump switching on and off frequently. In this study, the benzene tank is selected to verify the efficacy of this system. This study can play a critical role to provide a guideline for designing a new system.

혼산 저장설비 사고의 근본원인 분석을 통한 안전성 향상방안 (A Study on the Safety Improvement of Mixed Acid Storage Facility through the Accident Investigation Applicated by RCA)

  • Mixed acid is very reactive and highly corrosive. it has been causing many accidents in a electronic industry, a steel industry, and a chemical industry. Therefore, it is required that the high safety level for the acid storage facilities. In this study, we investigated the accident causes for resent leak accidents with Root Cause Analysis (RCA). The root causes analysed by RCA were categorized as nine divisions by the their characteristics. Furthermore, each nine divisions causes was applied to the PDCA model which are using at OHSAS 18001. It is suggested that the nine division with the root causes can be the essential items for the development of the safety management manual. It is helpful to the safety improvement of the acid storage facility.

Thermal analysis of certain accident conditions of dry spent nuclear fuel storage

  • Thermal analysis of accident conditions is an important problem during safety assessment of the dry spent nuclear fuel storage facilities. Thermal aspects of accident conditions with channel blockage of ventilated storage containers are considered in this article. Analysis of flow structure inside ventilated containers is carried out by numerical simulation. The main mechanisms of heat and mass transfer, which take part in spent nuclear fuel cooling, were detected. Classification of accidents on the basis of their influence on the maximum temperatures inside storage casks is proposed.

수소충전소 튜브트레일러 누출에 따른 위험성평가 (Risk Assessment of Tube Trailer Leaks at Hydrogen Charging Station)

  • 본 연구는 국제공동 연구로 개발 된 HyKoRAM 프로그램을 이용하여 저장설비(튜브트레일러)의 누출 시 위험성평가를 진행하였다. 수소충전소 내의 고압가스설비는 크게 4가지로 저장설비(튜브트레일러), 처리설비(압축기), 압축가스설비, 충전설비(디스펜서)로 분류된다. 그 중 저장설비인 튜브트레일러의 설계 사양, 주변 환경 조건 등을 반영하여 기존에 발생된 사고 및 잠재적 사고 위험 사고 시나리오를 구성하였다. 이를 통해, 수소충전소 저장 설비의 위험을 확인하고 수소충전소 안전성 향상을 위한 대책을 제안한다.

테들라 백에서의 알릴클로라이드와 이황화탄소 보존성 연구 (Study on the storage stability of allyl chloride and carbon disulfide in tedlar bags)

  • 본 연구는 유해화학물질관리법에 지정되어 있는 사고대비물질 중 휘발성과 화재위험성 등급이 높은 알릴클로라이드(allyl chloride, AC)와 이황화탄소(carbon disulfide, CD)에 대하여 테들라 백에서의 보존 특성을 연구하였다. 테들라 백에서의 시료 보존성을 연구하기 위하여 시료 보존성에 영향을 줄 수 있는 시료보관 온도($2^{\circ}C$, $25^{\circ}C$), 물질 농도(저농도, 고농도), 보관 시간(0시간, 48시간, 96시간, 144시간), 단일물질과 혼합물질 등의 영향인자를 비교하여 연구하였다. 테들라 백 내에서의 시료 보존율은 시간 경과에 따라 감소하였고 각 영향인자에 대한 T-검정결과 농도와 혼합형태에 따라 유의한 차이를 보였다. 본 연구결과는 테들라 백을 사용하여 시료 채취 시 대상물질에 대한 정량적 분석정보를 제공하는데 도움이 될 것으로 판단된다.

산업재해 예방정책에 대한 평가모형 (Assessment Model for Industrial Accidents Prevention Policy)

  • Purpose: The purpose of this study is to introduce the assessment model for industrial accidents prevention policy. Methods: 10 years of industrial accidents data are explored through EDA approach. Case control study is tried in order to assess the effectiveness of the measures taken by Korea Safety and Health Agency, Civilian, and 'Ministry of Employment and Labor'. Propensity score matching is used to match the characteristics of the two groups compared, and then case control study is again conducted. Next, logistic and Poisson regressions are used to assess the risk factors. Results: According to case control study involvement of 'Korea Safety and Health Agency' and 'Ministry of Employment and Labor' were not effective, but Civilian was. Propensity score matching leads to the same conclusion. Poisson regression reveals the impact of the risk factors on the industrial accidents. Industrial accidents occur more often as the number of employees grows. Mining, farming, fishing, 'transportation storage and telecommunication' and forestry have a higher level of industrial accidents but service industry has a lower level. It is odd that more involvement of Korea Safety and Health Agency, Civilian, and Ministry of Employment and Labor means more industrial accidents. Conclusion: 'Korea Safety and Health Agency', Civilian, and 'Ministry of Employment and Labor' seem to visit those industries with more industrial accidents.
