A Study on Establishing the Evaluation System of the Stock Enhancement Program (수산자원조성사업의 합리적인 평가체계 도입 방안에 관한 연구)

  • The main goal of the study is to propose an objective and standardized evaluation system of stock enhancement programs. In order to achieve this goal, the study first suggested the need for stock enhancement program evaluation system through the review of current status and problems. Second, the study identified possible problems of the existing stock enhancement program evaluation by reviewing domestic and foreign evaluation systems. Finally the study proposed a new evaluation system and implementation plan of it. This study also classified the program evaluation criteria into ex-ante evaluation and ex-post evaluation according to the evaluation point in time, and applied the economic, political and technical feasibility tests into the evaluation of the stock enhancement program in order to solve the current problems of the evaluation. The evaluation process of the stock enhancement program is composed of an evaluation system design, estimation of weights using the analytical hierarchy process, design of estimation standard, conversion of scores and final summary of the evaluation. The central government takes the lead in the evaluation of the regional (metropolitan city or province) projects and the regional government is in charge of the evaluation of the local (city or county) projects. For the implementation of the ex-ante evaluation, either the regional or local governments ask for the evaluation and then submit an evaluation plan and other necessary documents to the upper level governments. The ex-post evaluation is then carried out by the upper level governments.

  • The Seoul-Metro is the first city railroad corporation to operate RIMS(Rolling-stock Information Maintenance System). The development of "RIMS Project" and trial running task were started from Mar 29, 2001. Finally, this project was completed successfully on Dec 31, 2005, as integrated systems including light or heavy maintenance works in Ji-Chuk and Chang-Dong Rolling-stock Offices. After that, from 2006 to Dec 31, 2007, we promoted a this new program to other four rolling-stock offices (Su-Seo, Gun-Ja, Sin-Jeong) and the headquarter. For the duration of trial running, we developed and applied new complementary program having made up for the weak points or defects. The series of new program which were newly developed and applied are comprised of an operation management, trouble management, wheel management, heavy maintenance table automatic creation programs and ordering prediction programs to purchase goods smoothly. The Seoul-Metro have registered these programs(RIMS) to Computer Program Protection Committee. We'd like to introduce a composition of program for enhancement of a city railroad Information Systems.

Economic Effectiveness of the Olive Flounder (Paralichthys olivaceus) Fry Releasing Program in Korea (넙치 종묘방류사업의 경제적 효과분석)

  • Since 2000 fry releasing programs in Korea have significantly expanded in order to support the commercial fishing industry through recruitment enhancement of targeted species. Here we investigate the economic effectiveness of the Olive flounder (Paralichthys olivaceus) fry releasing program in Korean waters. The market survey method was used in our analyses. Results show that the B/C ratio, as an indicator of economic evaluation, is 2.56 in the East Sea region, 9.45 in the South Sea region, and 1.34 in the West Sea region, which indicates that the fry releasing program is economically feasible but the economic effectiveness varies from region to region.

Sex Ratio of Olive Flounder, Paralichthys olivaceus Populations Collected from Stocked Areas in Southwestern Sea of Korea (우리나라 남서해 종묘방류해역에서 어획된 넙치집단의 성비)

  • Olive flounder, Paralichthys olivaceus is one of the most target fish for aquaculture and national stock enhancement program in Korea. In order to find more information about hatchery fish stocking for stock enhancement we investigated the sex ratio of wild-caught fish populations which were artificially released into wild seas. The recapture rate was 9.0% to 94.5% in studied areas. The proportion of sex ratio ranged from 7.8% to 64.6% in female and from 34.4% to 92.1% in male respectively. This result suggests that the sex ratio of wild populations might be effected by the released fish. So we need more careful stocking program of the fish to preserve the balance of the sex ratio in the wild population.

Genetic diversity of wild and farmed black sea bream populations in Jeju

  • Black sea bream, Acanthopagrus schlegelii, is a commercially important fish in Korea. As a preliminary investigation into the effect of hatchery rearing for stock enhancement, we examined genetic diversity between wild and farmed black sea bream populations from Jeju using six microsatellite markers. High levels of polymorphism were observed between the two populations. A total of 87 different alleles were found at the loci, with some alleles being unique. Allelic variability ranged from 8 to 22 in the wild population and from 7 to 17 in the farmed one. Average observed and expected heterozygosities were estimated at 0.87 and 0.88 in the wild sample. The corresponding estimates were 0.83 and 0.86 in the farmed sample. Although a considerable loss of rare alleles was observed in the farmed sample, no statistically significant reductions were found in heterozygosity or allelic diversity in the farmed sample, compared with the wild one. Significant genetic heterogeneity was found between the wild and farmed populations. These results suggest that more intensive breeding practices for stock enhancement may have resulted in a further decrease of genetic diversity. Thus, it is necessary to monitor genetic variation in bloodstock, progeny, and target populations and control inbreeding in a commercial breeding program for conservation. This information may be useful for fisheries management and the aquaculture industry.

Analyzing Economic Effectiveness of the Sea Cucumber Seed Releasing Program in Gyeongsangbuk-do Region (경북지역 해삼 종묘방류사업의 경제적 효과 분석)

  • This study is aimed to analyze economic effectiveness of the sea cucumber seed releasing program in Gyeongsangbuk-do region. Based on the surveyed data, the production value of released sea cucumber and the seed releasing program cost are estimated and compared to determine the economic validity of the sea cucumber seed releasing program. Results show that the B/C ratio, as an indicator of economic evaluation, is 2.0, indicating that the sea cucumber seed releasing program in Gyeongsangbuk-do region would be economically feasible under the current production and market conditions. Sensitivity analyses of main variables indicate that the economic effectiveness can be increased when the recapture rate would be increased and the seed price of sea cucumber would be decreased.

Detection of fish pathogens in cultured juveniles for stock enhancement in 2010 (2010년 방류용 수산종묘에 대한 병원체 검출)

  • Aquatic animal raised in hatcheries play an important role in supplying seedling to stock enhancement and seed quality, especially, seed health is the key factor for survival in the field after release and for stocking effectiveness. We have inspected the hatchery-reared seeds of 33 marine species and 12 freshwater species for legally designated diseases in stock enhancement program in 2010. Results showed that abalone was the most abundant as 20.0% in the marine species group and then sea cucumber (15.6%), olive flounder (8.4%), rockfish (6.7%), black sea bream (6.3%) and swimming crab (6.1%) were followed. Crucian carp was the most abundant as 19.4%, and then eel (11.8%), Korean bullhead (10.9%), mandarin fish (10.8%), melanian snail (8.4%), catfish (7.7%) were followed in the freshwater species group. The total number of inspection cases for eight pathogens in this study were 2,105 and disqualification cases were 30 by detection of aquatic animals pathogens such as koi herpesvirus (KHV), red sea bream iridovirus (RSIV), white spot syndrome virus (WSSV) or viral haemorrhagic septicemia virus (VHSV).

Currant Status of Detection of Aquatic Animal Pathogens in Cultured Juveniles for Stock Enhancement from 2009 to 2012 (방류용 수산종묘의 수산생물 병원체 검출 동향 (2009~2012))

  • Hatchery-reared seeds provides a key source of animal protein for human consumption and restocking for fishery management. For stock enhancement program, we have inspected the hatchery-reared seeds of 33 species in 2009, 44 species in 2010, 43 species in 2011 and 46 species in 2012 for legally designated diseases. Results showed that abalone was the most abundant in the marine species group and then sea cucumber, olive flounder, rockfish and swimming crab were followed. Crucian carp was the most abundant and then mandarin fish, Korean bullhead, melanian snail and Chinese mitten crab were followed in the freshwater species group. The number of inspection for black sea bream, rock bream, scorpionfish, black scraper, and eel has continuously decreased for four years. The inspection for flathead mullet has been carried out only in 2009. The total number of inspection cases for eight pathogens in this study were 8,476 and disqualification cases were 56 (0.67%) by detection of aquatic animals pathogens such as koi herpesvirus, white spot syndrome virus, red sea bream iridovirus or viral haemorrhagic septicemia virus.

  • A self-regulatory community fisheries management program in Korea is designed to enhance fisheries resources, to protect fishing grounds of self-regulatory communities, and to manage their fisheries resources by their own regulations and knowledge. This study explored an applicable ecosystem-based management plan based on the scientific investigation and analysis. This study suggested objectives, indicators and reference points of the ecosystem-based resource management system which are applicable to selfregulatory community fisheries. The objectives of the management system are to maintain sustainable fisheries production, to maintain optimum fishing intensity, to reduce by-catch, to conserve spawning ground and habitat, to maintain optimum habitat environment, to increase/maintain abundance of prey species, to increase/maintain stock biomass, and to conduct stock enhancement on the basis of scientific assessment. The improved methods for the assessment and management are introduced by demonstrating a self-regulatory fishery which targets on hen clam in Dong-li fishing village in Busan.

An Investigation of Trading Strategies using Korean Stocks and U.S. Dollar (국내 주식과 미 달러를 이용한 투자전략에 관한 연구)

  • Purpose - This study compares the performances of dynamic asset allocation strategies using Korean stocks and U.S. dollar, which have been negatively correlated for a long time, to examine the diversification effects in the portfolios of them. Design/methodology/approach - In the current study, we use KOSPI200 index, as a proxy of the aggregated portfolio of Korean stocks, and USDKRW foreign exchange rate to implement various portfolio management strategies. We consider the equally-weighted, risk-parity, minimum variance, most diversified, and growth optimal portfolios for comparison. Findings - We first find the enhancement of risk adjusted returns due to risk reduction rather than return increasement for all the portfolios of consideration. Second, the enhancement is more pronounced for the trading strategies using correlations as well as volatilities compared to those using volatilities only. Third, the diversification effect has become stronger after the global financial crisis in 2008. Lastly, we find that the performance of the growth optimal portfolio can be improved by utilizing the well-known momentum phenomenon in stock markets to select the length of the sample period to estimate the expected return. Research implications or Originality - This study shows the potential benefits of adding the U.S. dollar to the portfolios of Korean stocks. The current study is the first to investigate the portfolio of Korean stocks and U.S. dollar from investment perspective.
