Authentic Leadership and Construction Superintendent Effectiveness

  • The construction industry suffers from declining productivity and lack of trust between stakeholders and among the public. Increasing technical, regulatory, environmental and ethical challenges face the sector and necessitate a new type of leader. Authentic leadership is a relatively new construct that focuses on a leader demonstrating self-awareness, relational transparency, an internalized ethical and moral perspective and balanced processing. This study uses the Authentic Leadership Questionnaire to measure construction superintendent's levels of authentic leadership and compares them to effectiveness ratings. There is a correlation between higher authentic leadership scores and effectiveness and this study concludes that authentic leaders are more effective superintendents.

  • Smart tourism research and development have mainly focused on the benefits of smart tourism technologies to certain stakeholders with transactional relationships in destinations. However, smart technologies in destinations could also cause several negative outcomes, leading to social, ethical, and moral issues. Such issues arise from the power imbalance between different stakeholders of smart tourism development. To mitigate the adverse effects of smart technologies, destinations need to enunciate the essential moral and ethical principles when developing smart tourism. Therefore, adopting descriptive and normative approaches to stakeholder theory, this paper proposes a framework to showcase several methods to address the issues.

미국의 지하수 제도와 국내 지하수 관리에의 시사점 -캘리포니아 및 텍사스 주를 중심으로- (Groundwater Polices of the USA and Their Implications to Groundwater Management in Korea -Examples of California and Texas States-)

  • This study reviewed the groundwater policies of USA as a benchmarking for the purpose of improving groundwater polices, regulations, and plans in Korea. Each state of the USA has its own unique groundwater policies. Recently, severe drought in the western parts of the USA resulted in the launch of the California Statewide Groundwater Elevation Monitoring (CASGEM) program. CASGEM classified a total of 515 alluvial groundwater basins of the California State to four prior groups (high, medium, low, and very low prioritization). In Texas, a total of 101 Groundwater Conservation Districts (GCDs) over the state has controlled groundwater pumping amounts in their own management areas and 16 Groundwater Management Areas (GMAs) over the state have directly managed groundwater aquifer. Direct management for aquifers by GMAs would be the most scientific method for groundwater management, which expected to provide water consumers the more advavnced groundwater service. These groundwater management strategies of the USA can be possibly considered in groundwater plans for national and local governmental authorities, which possibly results in more optimal groundwater management in Korea.

일본공공시설의 시설운영관리평가를 통한 실태조사연구 -지방자치단체간 비교분석을 통하여- (Investigation of Current State Using the Management Condition Evaluation of Public Facilities in Japan)

  • 현재 일본에서는 시설의 유지관리 및 운영에 대한 연구가 증가하는 추세에 있으나, 주로 주택과 민간 오피스시설에 집중되어 있다. 공공시설의 경우, 국가차원에서 실시한 전체의 대략적인 스톡량 조사 및 유지보전에 관한 개념 및 수법 제시 등에 머물러 있는 실정이다. 지금까지, 국민의 세금으로 운영되어오던 공공시설은 장수명화 및 성능유지를 위한 노력이 많이 결여되어 있었다. 하지만, 저출산 고령화로 인한 세수의 감소, 에너지수급의 위기, $CO^2$발생량 저감 등 현재에 직면한 여러 가지 문제를 극복하기 위하여, 기존 보유시설의 장수명화 및 효율적인 운영관리의 구현은 필수적인 과제가 되었다. 따라서, 본 연구에서는 공공시설 중에서 특히, 재정상황이 좋지 않다고 하는 지방자치단체의 시설운영관리 현황을 파악하고, 지자체간 비교분석을 실시하였다. 그 결과로, 좋지 않은 재정상황 중에서도 에 너비소비효율 및 시설이용상황 등 양호한 결과를 보인 지자체를 확인하였고, 비용투입확대를 통한 유지관리실시 이외에도 기존의 활동 중에서 벤치마킹의 가능성을 확인하였다.

Prioritization of Price Volatility Management Strategies in Construction Projects

  • The existence of material price volatility in construction projects puts forward substantial risks for all parties involved. Depending on the parties involved in the project, type of contracts, and state of the market various risk management strategies are practiced by contracting parties to manage project risks related to price volatility. Unfortunately, in many cases companies fail to select an adequate approach to better manage volatilities of material prices due to the lack of a decision support system to aid in the selection of an appropriate strategy based on the project characteristics. The aim of this study is to identify critical project factors and align them to documented strategies to manage price volatility based on an extensive literature review and industry interviews. This study found Integrated Project Delivery (IPD) as the ideal strategy with respect to project duration; quantitative risk management methods with respect to the cost; and Price Adjustment Clauses (PAC) with respect to the risk allocation, as the top price volatility management strategies.

센서 네트워크에서의 글로벌 상태 지원 기법의 설계 및 구현 (Design and Implementation of Global State Management for Sensor Networks)

  • 본 논문에서는 센서 네크워크에 글로벌 시간을 실현하고 이를 바탕으로 글로벌 상태를 지원하여 센서들이 효과적으로 협업할 수 있도록 방법에 관하여 논한다. 기존의 방법으로는 RBS, TPSN, FPSN 등이 있으나 시간 동기화만을 지원을 하고 글로벌 상태를 지원하지 않는다는 단점이 있었다. 본 논문에서는 이러한 단점을 극복하고자 글로벌 상태를 지원하는 SGSM(Simple Global State Management)을 고안하였다. 실험결과 SGSM은 재동기화 주기가 1초이고 메시지 송신 주기가 1000ms 일 때 0,935%의 메시지 손실률로 100ms이내의 오차를 갖는 글로벌 상태를 실현 할 수 있다는 것을 실험을 통하여 확인할 수 있었다. 본 논문에서는 센서 네트워크의 글로벌 동기와 글로벌 상태에 대하여 정의하고 SGSM 방법을 상세히 소개하며 재동기화 주기와 메시지 손실률 및 동기화 오차간의 상관관계에 관한 실험 결과를 상세히 설명한다.

국유철도 재산관리 기반체계 구축방안 연구 (A Study on the management of state-run railroads)

  • This study examined the existing issues and current status of how to best approach the establishment of railroad asset of the corporation in the long run. It also explored some preventative measures for further problems. Based on the law of state property and related railroad statutes, the research referred to basic plans for railroad management of Korea Rail Network Authority, the outcome of file research, handbook of asset management, guidelines and policy of Ministry of Finance and Economy for state property management, recommendations of the Board of Audit and Inspection and fact-finding research of state property (miscellaneous properties). The findings are making a few suggestions on the service of the Korea Rail Network Authority and Korail.

  • 본 연구는 상태관리를 위한 새로운 모델, Quantum State Management (QSM)을 제안한다. QSM은 어플리케이션의 상태를 Quantum이라는 최소 단위로 나누어 비동기 및 병렬처리를 최적화하며, 상태의 추적가능성을 높이는 모델이다. 본 연구에서는 QSM의 개념을 제시하고 이를 Flux 패턴의 Redux와 비교하여 QSM이 갖는 장점과 비교한다.

  • In this paper we describe solutions to address critical challenges in direct fabrication of amorphous silicon thin film transistor (TFTs) arrays for active matrix flexible displays. For all flexible substrates a manufacturable handling protocol in automated display-scale equipment is required. For metal foil substrates the principal challenges are planarization and electrical isolation, and management of stress (CTE mismatch) during TFT fabrication. For plastic substrates the principal challenge is dimensional instability management.
