In this paper, we propose a design method for the construction of LTE-based small unmanned aerial vehicle control system to quickly and reliably collect multiple small unmanned aerial vehicle position information simultaneously flying all over the country. In particular, the main requirements are the network (N/W), hardware (H/ W), software(SW), Database(DB), development architecture, and business needs. To satisfy these requirements, N/W, H/W, SW, DB design, and architectural design plan were suggested regarding the design requirements of a small UAV system. To effectively control the small unmanned multi-party system in the system design, the architecture is divided into the front-end service area and the back-end service area according to the function and role of the unit system. In the front-end service area that grasps and controls the position and state of small unmanned aerial vehicles (UAVs), we have studied the design part that can be expanded to N through TCP/IP network by applying Client PC method.
The research about the Korean integrated wireless network for railways is in progress. The network integrates and complements the various railway functions. In addition, the network is trying to change from wire communication to radio communication. The activities for the railway frequency acquisition are also in progress for the implementation of the network. This paper analyzes the problems for the Korean railway communication networks. The problems revolve around the dispersed network structure, the limited functions, the different communication methods, the technology limitation for the communication methods, and the usage of the non-licensed band. Subsequently, we explain the current state and trend for the foreign communication of the railways. This paper suggests improvement plans for the problems and also explains the expected efficiency for the improvement plans.
Mobile radio technologies have evolved in the railway industry offering seamless connectivity and various functionalities to improve railway service. Recently, advanced mobile communication technologies have enabled a new level of railway customer services with more efficient railway operation. Since the LTE mobile communication technology offers many benefits and better performance for new railway services, it is considered to be a strong candidate for the future railway mobile telecommunication. However, communication networks in the railway sector are critical for secure operation and have stringent requirements for reliability and safety. In this paper, we explain the requirements for the future railway mobile telecommunication. The LTE, which would be the future railway mobile technology, is analyzed against these requirements. We also introduce the current state of standardization for the future railway mobile telecommunication and its implementation plan.
The aim of this project is to develop an adaptive and collective National Marine Biotechnology Plan for the next decade(2014~2023) which is able to reflect current and future changing environment. This effective strategy targets to foster marine-derived active bio-materials, marine bioenergy production technology and many promising technologies in order to promote marine biotechnology industry as a next-generation growth engine. Marine biotechnology industry based on R&D activities since 1980 has been growing as an emerging industry. This new field enables to secure exclusive patent rights and to find new potential bio-active materials from the ocean that requires long-term aggressive R&D investments. The current policy direction is to raise appropriate level of R&D investment because the current Korea's national marine biotechnology R&D fund ratio is less than 2% of the total national biotechnology R&D budget. The result shows three major strategies. First, it recommended a research implementation system and supporting policy that includes establishment of open innovation framework for the 'Industry-Academia-Research Institute Collaborations', strategic research planning and enhanced policy making process. Second, it derived state-of-the-art or new technology in many areas. Third, it formulated more detailed execution plans for successful R&D support and set up performance indicator system in related R&D program.

In the year of 1980 and 2000, the Korean government institutionalized the Value Engineering methodology in the construction phase and the design phase respectively. While design-phase VE have been applied to construction industry actively, which was institutionalized 7 years ago, construction-phase VE have not been applied to industry frequently, although it was institutionalized 25 years ago. On the other hand, at the time of social demands for VE is increasing, it has been pointed out that VE should be compatible with the delivery system. And the time of VE study, the operational management of VE study, and the maintenance process of the result of the VE study also should be considered. In this study, a scheme to improve VE methodology in the construction industry is proposed based on the literature review and the data analysis of domestic and foreign state of VE.
It is the better to take preventative measures against the natural intrusion in advance from invasive alien species that reduce biodiversity and cause economic loss to humans. If the prevention of intrusion and spread fails, we need to make active control and eradication. This study aims to introduce nutria (Myocastor coypus) control cases performed in the United Kingdom and the United States and to provide information for the contribution of nutria management measure improvements. The nutria eradication campaign in the United Kingdom was developed as a long-term plan based on sufficient understanding on the management target and objective and suitable support. Sufficient information on nutria was accumulated and the management strategy was flexibly modified according to the changes in management that were proactively reflected in the field. Regarding the eradication project at Chesapeake Bay in the United States, based on long-term ecological information, more advanced capture technology than in the United Kingdom were introduced and the eradication plan, strategy and implementation were configured by analyzing the strengths and weaknesses of the eradication campaign in the United Kingdom. The successful cases in the United Kingdom and the United State provide an information on how to improv the nutria management measure. For the eradication of nutria, it is necessary to reach a consensus between stakeholders and to form a consultative group between related organizations for periodic communication. Opinions on the field must be actively accepted in the consultation process for strategy and policy decision, and the eradication plan needs to be developed based on a management index. The eradication plan is required to be managed, evaluated and adjusted in a systematic way. Scientific management must be introduced and the management performance must be evaluated objectively so that a practical plan can be flexibly adjusted. It is also required to secure a long-term budget support and a stable organization and to input a concentrated budget at the proper period when there is high efficiency of eradication.

The Yellow sea, as described in article 123 of UNCLOS, is semi-enclosed sea surrounded by the Republic of Korea, the People's Republic of China and North Korea. In addition, the Yellow Sea is one of the 66 large marine ecosystems as it contains large amounts of marine resources. According to article 194 of UNCLOS, states should be aware of rights and duties with respect to the protection and preservation of the marine environment to be engaged with countries directly as regional entity or indirectly. Therefore, the legal blank is urgent in terms of trans-boundary environmental pollutant issues. The UNDP has conducted a project called Yellow Sea Large Marine Ecosystem (YSLME) which has reached the 2nd phase. The project has some notable achievements, namely performing joint activities on analysis of diagnostic trans-boundary issues in collaboration with China and South Korea, developing a strategic action plan based on TDA, and establishing regional strategic action plan. However, on the other hand, the project could not reflect the full participation of North Korea as a state party. As a result, the project has a limitation on effective implementation of RSAP. Therefore, this study focuses on the suggestion of a legally-binding trilateral treaty as a blue print for the next, 3rd phase of the project. By analyzing the best practice of the Wadden Sea Trilateral Treaty case, the study verifies the validity of legislative measures on establishing and managing a legally-binding trilateral YSLME Commission. By suggesting a three phase treaty, incorporating a joint declaration by establishing the commission, the signing of the treaty, and formulating an umbrella convention and implementation arrangement, the study expects to guarantee the consistency and sustainability of the trilateral treaty regardless of political issues pertaining to North Korea.

This study is to mention necessity of building Green-way by foreign theoretical backgrounds and analyzing cases of internal and external, and is purposed on assessment of projects in operation internal by above necessity. For these assessments, looking into cases of green-way plan of external and defining issues by comparing with internal cases to suggest solutions. Green-way planning methods can be classified in physical and non-physical aspects. From among these, for case of non-physical method, its environments of each nation, region, local are all different from each other and can not be turned into a numerical value and quantification, as well. Therefore, analyzing and suggesting the directions on the basis of physical method. Understanding the improvements degree of physical environment of before and after implementation of projects by using successful cases of external similar to actual state of internal. By these process, inflecting to suggest a seek way of applied to internal projects. Local aspects, doesn't have the specific analyzed data of improvement of pedestrian environment and building green-way and are shortage of implementation of projects also. For that reason this study is to look into the status and plans of building green-way in Seoul and analyzing the 7 completed region cases. And suggesting issues of projects and the direction of national and local green-way projects.
In 2015, Summits of State and Government at United Nations General Assembly agreed to set the world on a path towards Sustainable Development(SD) through the adoption of the 2030 Agenda. 2030 Agenda adopts 17 Sustainable Development Gooals(SDG) to achieve 3 pillars of social security, economic efficiency and environmental integrity. Sustainable Development Indicators(SDI) which are suggested by UN SDSN(United Nations Sustainable Development Solutions Network), have been developed for measuring SDG implementation, by which Sustainability Assessment(SA) can be accomplished to check through more holistic approaches to poverty alleviation, social inclusion and environmental management. In Korea, Strategic Environmental Impact Assessment(SEIA) has been applied to PPP(policy, plan, program) by 'Ministry of Environment', whereas 'National Land Planning Assessment(NLPA) which is one sort of SEA has been implemented to evaluate PPP of Ministry of Land, Infrastructure and Transport'. Although SEIA and NLPA have been utilized as decision-making support tools for stakeholders including high authorities, the reference criteria of these institutions are not considered as convincible and communicable. Evaluation criteria of alternatives which are core principles for SEIA and NLPA seem so ambiguous and unscientific. Through incorporation of SDI into SEIA, a convenient, quick and credible diagnosis of the key dimensions of SD comprising social equity, economic development and environmental management, can help develop a shared understanding of priorities of implementation of SDG.

The purpose of this study was to suggest measures for improving training cooperation between industries and universities through employer engagement by analyzing the state of employer engagement in training. The current study investigated the state of employer engagement in training and factors that facilitate employer engagement in training. A survey was conducted with 230 human resource managers who worked for companies with more than 300 employees. The study results showed that employers perceived their engagement in training for their employees are consumers rather than strategic partners to plan educational service and make decisions in their communities. However, employers perceived that their engagement in training would be effective because their training engagement can result in positive direct and indirect business outcomes. Moreover, the implementation of training programs based on industry needs was revealed as a critical factor for promoting collaboration between industries and universities and leading to employer engagement. Based on the study results, several suggestions are presented for improving training cooperation between industries and universities through employer engagement.
