Applying IUCN Regional/National Red List Criteria to the Red List (Vascular Plants) Published by the Ministry of Environment of Korea (환경부 적색목록(관속식물)에 대한 IUCN 지역적색목록 평가적용)

  • The Ministry of Environment (ME) is planning to adopt in 2020 the IUCN regional Red List for "Guidelines for listing and delisting rare & endangered species and management of endangered Species System". The ME designated 377 species of vascular plants on the regional Red List. In a previous study it had been suggested that 103 species from this list are candidates for the regional Red List. With respect to a possible Red List, we assessed 59 species (after excluding 34 additional NA species and ten endemic species). These assessments indicated that 16 species are at the "threatened" level. Of those, one species is Critically Endangered, ten are Endangered, and five are Vulnerable. A further four species are classified as Near Threatened, 30 as Of Least Concern, and nine as Data Deficient. We found that most of the assessments proposed by the Ministry of Environment were not supported by scientific data, including quantitative geographic data (over 70%) in Criteria B. In order to determine the endangered species belonging to the orchid family, it is necessary to obtain records of illegal activities or data on overcollection. The current problem with the Ministry of Environment Red List has been the lack of management of scientific data on species showing a trend in decreasing population in the mid- to long-term; thus, there is a lack of critical resources for policy-makers. The ME legally designated categories and assessment, and the lack of expertise in failing to comply with the legal law by itself. The key to presenting an accurate overview of the state of Korean flora is to fill the information gaps with respect to significant geographical and taxonomical biases in the quality and quantity of data. By regularly updating the qualified data, we will be able to track the changes in the conservation status of the flora and inform the necessary conservation policies.

Changes in Characteristics of Semi-cured Pig Manure Liquid Fertilizer according to the Storage Duration and Aeration (반부숙상태 돈분뇨 액비의 저장기간 및 폭기여부에 따른 특성 변화)

  • Currently, most of the pig manure generated from pig farms in Korea is in the form of a slurry with a moisture content of about 97%. Pig manure slurry is a mixture of pig manure and cleaning water in the pig house. In this study, changes in properties of pig manure liquid fertilizer according to whether air was supplied or not and with the passage of storage period were analyzed for 120 days. During the experimental period, the degree of maturity of the pig manure liquid fertilizer was higher in the experimental closed batch reactors supplied with air than in the same type reactors not supplied with air. As the liquid fertilizer storage period elapsed, there was a tendency that liquid fertilizer was converted to a state of complete maturity. In the batch reactor in which air was supplied, the moisture content of pig manure slurry, which had a moisture content of 97.90%, was reduced to 96.82% at the end of the experiment. On the other hand, the moisture content in the reactor without air was reduced to 97.33%. The pH of the liquid fertilizer, which was 8.82 at the start of the experiment, changed to 7.57 in the reactor with air supplied and 8.75 in the reactor without air at the completion of the experiment. The nitrogen content in the liquid fertilizer was 0.198 mg/L on average at the start of the experiment and it was lowered to 0.076 mg/L in the air supplied reactor at the end of the experiment. On the other hand, the nitrogen content of the liquid fertilizer was lowered to 0.121 mg/L in the reactor to which air was not supplied. The phosphoric acid (P2O5) concentration in the liquid decreased higher in the liquid fertilizer filled in the reactor without air than the liquid fertilizer filled in the reactor with air supplied as the storage period elapsed. Considering the experimental results, it is considered that the quality of pig manure liquid fertilizer is improved when air is supplied to pig manure slurry and the storage period of pig manure slurry is longer.

A Review on the International Trends for Establishing Post-2020 National Targets Relevant to Protected Areas - Focused on the CBD Decisions and Aichi target-11 Achievement Status - (Post-2020 국가 보호지역 목표 설정을 위한 국제동향 고찰 - 생물다양성협약 결정문 및 글로벌 목표 성취현황 분석을 중심으로 -)

  • This study aims to draw suggestions for establishing the Post-2020 national policy direction and goals related to protected areas in Korea by analyzing the trends of major discussion issues on protected areas in the Convention on Biological Diversity (CBD) and reviewing the achievement progress of the Aichi target-11. Regarding the CBD decisions on protected areas, two decisions (Decisions II/7 and II/8) were adopted in 1995, and then the Program of Work on Protected Areas (PoWPA), which presented an ideal blueprint for protected areas, was adopted at the 7th Conference of the Parties (COP) in 2004. At the 10th COP in 2010, the "Strategic Plan for Biodiversity 2011-2020 and the Aichi Biodiversity Target" (Decision X/2) was adopted along with the Decision X/31, which presented ten key issues related to protected areas. The global outcomes of the Aichi Target-11 include 15% of the earth's land area and 7.4% of the ocean being designated as protected areas. In Korea, 16.63% of the land and 2.12% of the ocean have been designated as protected areas. However, the outcomes of the effective and equitable management, protection of areas important to biodiversity and ecosystem services, and identifying "Other effective area-based conservation measures" (OECMs) and linking them with protected areas have been found to be significantly short of global goals. The first draft of the Post-2020 Global Biodiversity Framework (Post-2020 GBF) prepared in January 2020 presented multi-step objectives. They included protecting at least 60% of particularly important sites for biodiversity through protected areas and other effective area-based conservation measures, at least 30% of the entire land and sea areas, and at least 10% of them under strict protection by 2030. The Updated Zero drafted in August 2020 concisely set out one quantitative goal of at least 30% of the globe by 2030, adding qualitative goals that these areas should be protected and conserved through "well connected and effective system of protected areas and OECMs at least 30 % of the planet with the focus on areas particularly important for biodiversity." Based on the draft Post-2020 GBF's targets related to protected areas and Korea's national targets reflecting the current state of Korea and established national plans, we suggest the national targets "to protect and conserve at least 30% of the land area and 10% of the marine area and to strengthen the means of qualitative achievement by establishing sub-targets through an effective system of protected areas and OECMs by 2030.".

Survey of Current Status of Casting Industry in Korea (국내 주조산업 현황조사)

  • Based on the analysis of the current state of the world's foundry industry, we looked at the international competitiveness of Korea's foundry industry for the past 20 years. Korea's total foundry production is 2.52 million tons, and the production per company (so-called productivity) is 2,831 tons, which is the eighth largest in the world and down one position for the case of total foundry production, while productivity remains its position compared to three years ago. Korea is the only one of the top 10 foundry to see a decline in production. Similar to the global situation, Korean products consist of 38% of grey csat iron, 31% of ductile cast iron, 15% of aluminum, and 9% of cast steel. In order to obtain statistics on Korea's foundry industry, the survey conducted a service project for approximately nine months from April 2020. Various statistical surveys and sample in-depth surveys by the Korean standard industry class were evaluated for various contents of the domestic casting industry. We also looked at the number of companies, the distribution by region, the number of workers and the percentage of foreigners, and the distribution of each job, as well as the R&D investment status according to the size of the enterprise. Together, sales, exports, sales and various profit ratios were analyzed to measure the earning power of foundry industry. In addition, the classification by grouping the foundry industry according to the process utilized by focusing on each company, and to determine the sales, exports, and yield status for each process was also investigated on the basis. Based on these data, the domestic foundry industry has presented a variety of offers for the following issues for sustainable growth; global ranking, marginal corporate restructuring, training of domestic technical people, differentiated support policies by company size and process.

A Study on the Basic Directions for Forest Rehabilitation Programs Considering to Economic and Social Conditions of North Korea (북한의 경제사회적 여건을 고려한 황폐산림복구 기본방향 연구)

  • The changes of forest degradation in North Korea have closely been related to political, economic and social conditions at all different times. The deforestation by local people for their livelihood has been accelerated when the recession has been worsened due to the 1990's collapse of socialism and the years of natural disasters, and the fall of the centralized and planned economy system. The serious recession in the 1990's has brought many changes in the North Korean society since the 2000's. Not only the underground economy, but also the market in which personal trades are occurred have been expanded as the distribution system of the planned economy system had fallen. In addition, even many state institutions have also increased timber harvest for export to acquire insufficient foreign currency. Eventually, North Korea felt the limits of utilization of forest resources under socialism then started to seek measures to restore devastated forest, while realizing the need of support from the international society. Therefore, some NGOs of South Korea started to give financial support on building tree nurseries in which seedlings for planting are produced to help the rehabilitation of the degraded forests in North Korea. Therefore, Planning of the basic directions for forest rehabilitation programs considering to economic and social conditions of North Korea are needed based on the successful rehabilitation experience of South Korea in the 1970's. First of all, relationships which was built after collapse of centrally planned economy between districts, businesses and workers must be consider to rehabilitate forests in North Korea. Secondly, due to the nature of forest rehabilitation projects this is very needs voluntary participation of resident for a long time, and then forest rehabilitation projects can create jobs for local resident, they can obtain continuous income on the forest rehabilitation projects field in order to promote resident's work in forest rehabilitation projects. Thirdly, the rate dependence on forests of the residents living must keep the level down by rural development projects going side by side with forest rehabilitation projects. Fourthly, use of exsisting forest management system in North Korea is also needed to ensure administrative power and labor for grand scale plantations in a short period of time. Meanwhile after the success of Forest Rehabilitation, it is very important to improve exsisting forest management system.

Current State of the Roadside Forest in Sachon-ri, Uiseong and the Perspectives on the Name of the Natural Monuments (의성 사촌리 가로숲의 현황 및 천연기념물 명칭에 관한 고찰)

  • The traditional village forests called Dangsan forest and Bibo forest in Korea represent unique cultural landscape with a history of more than several hundred years. The Natural Monument # 405 named 'Roadside forest in Sachon-ri, Uiseong' was established by the ancestors who settled in the village about six hundred years ago. The Dangsan ritual had been held in the forest and the ritual started to be held at a shrine since early 1700's. Although the place where Dangsan ritual was held has been transferred from forest to outside forest, the status of Dangsan forest was not changed. The forest has not been known as a Dangsan forest. Instead, it has been known as a Bibo forest with a name meaning roadside forest. It is our duty to hand historic monuments on in full richness of their authenticity. No new construction, demolition or modification which would alter the mass and colour must be allowed. Furthermore, every means must be taken to facilitate the preservation of the monument and to reveal it without distorting its meaning. The 'Roadside forest in Sachon-ri, Uiseong' is a deciduous forest composed of Quercus aliena, Quercus acutissima, and Sophora japonica, with a size of $920{\times}90m$ at the side of a stream. An old Sophora japonica tree known as a scholar tree indicates that this forest is related to confucianism. The name 'Roadside forest in Sachon-ri, Uiseong' does not seem to be correct. In fact, the traditional village forest in Sachon-ri was a riparian buffer. The 'Roadside forest in Sachon-ri, Uiseong' need to be changed to 'Dangsan forest in Sachon-ri, Uiseong'. With a correction on name and authenticity restored, the value of cultural heritage in Sachon-ri would be recognized effectively.

Longitudinal Pattern of Large Wood Distribution in Mountain Streams (산지계류에 있어서 유목의 종단적 분포특성)

  • Whereas recent researches have elucidated the positive ecological roles of large wood (LW) in fishbearing channels, LW is also recognized as a negative factor of log-laden debris flows and floods in densely populated areas. However in Republic of Korea, no study has investigated longitudinal variations of LW distribution and dynamic along the stream corridor. Hence to elucidate 1) physical factors controlling longitudinal distribution of LW and 2) their effect on variation in LW load amount, we surveyed the amount of LW with respect to channel morphology in a mountain stream, originated from Mt. Ki-ryong in Inje, Gangwondo. Model selection in the Generalized Linear Model procedure revealed that number of boulder (greater than or equal to 1.0 m in diameter), bankfull channel width and their interaction were the best predictors explaining LW load volume per unit channel segment area (unit LW load). In general, boulders scattered within small mountain streams influence LW retention as flow obstructions. However, in this study, we found that the effect of the boulders vary with the channel width; that is, whereas the unit LW load in the segment with narrow channel width increased continuously with increasing boulder number, it in the segment with wide channel width did not depend on the boulder number. This should be because that, in two channels having different widths, the rates of channel widths reduced by boulders are different although boulder numbers are same. Our findings on LW load varying with physical factors (i.e., interaction of boulder number and channel width) along the stream corridor suggest understanding for longitudinal continuum of hydrogeomorphic and ecologic characteristics in stream environments, and these should be carefully applied into the erosion control works for systematic watershed management and subsequent disaster prevention.

Study on Literature theory of Gyeong-san(經山) Jeong Won-yong(鄭元容) (경산(經山) 정원용(鄭元容)의 문학론(文學論) 고찰)

  • Gyeong-san(經山) Jeong Won-yong(鄭元容, 1783~1873) passed the state examination in 1802(純祖 2), and he has been in office for about 70 years. Jeong Won-yong with excellent administrative ability, he was an important figure in the Sedo politics, and was recognized by many writers for his outstanding writings. Nevertheless, his research results are small. This paper studyed his literary theories as a preliminary to look at Jeong Won-yong's literature in general After examining the features of Jeong Won-yong, there were three main aspects. First, Jeong Won-yong had a negative view of imitation. In particular, he stressed that he should oppose the attitude of unconditionally following Go-in(古人) without considering his capabilities and express his intention. Second, Jeong Won-yong pursued Jin-ui(眞意) when he wrote a poem. He thought rather than think that it is important to decorate a poem, it is important that emotion is exposed to the poem in a natural way. And he tried to unfold his individuality in the poem without copying others. Because if he imitate someone else when he write a poem, it is hard to express his thinking. His negative view of imitation and he pursued Jin-ui(眞意) are closely related. Lastly, Jeong Won-yong considered records important. Jeong Won-yong's record spirit is deeply related to his government service life. Jeong Won-yong who had been in government service all his life, hoped his experience would help manage the country. That's why he thought records were very important. And through this recording behavior, he wanted to get help later on. So it seems that he left a vast works.

Study on the Performer's Transference and Mental Borderline in a Performance (공연에서 나타나는 '전이'와 배우의 '심리적 경계'에 관한 연구)

  • The performers preparing for a performance usually experience the process of mental transference, contacting with text (drama) for the first time. It is movement from their everyday life to space in the play, when they try to break the wall between cast and themselves. The transference happens actually at the physical space, such as a dressing room, wing, (place just before appearing at a stage), and a stage (place to contact with audience). Performers keep moving among each psychological and physical space repeatedly, until the performance finishes totally. The transference means moving to each space to another, and the mental borderline means the point of mental change the performers experience during the process of transference. The mental borderline can be guessed to exist through mental aspects the performers feel when they move from each space to another. The most typical example, that shows performer's mental borderline well, is stage fright shown as tension, or anxiety among the variety of aspects. According to a research, the most performers experience that kind of mental aspect just before appearing at a stage. The study on it is already referred by my article.' A Study on Korean Performer's Stage Fright. This study aims at examining the relationship among psychological and physical space the performers experience, mental borderline when transferring and penetrating those spaces, and performer's mental change First, the concept of mental borderline is to be understood totally with preceded research. And the space the performers experience and mental borderline at transference are to be reorganized. Secondly, the area of transference in the process of performance is to be reclassified into physical and mental space. Third, analyzing the actual case of performers experiencing the mental borderline, the diversified use should be searched to make use of mental borderline as a positive element. The psychological symptoms, performers experience in the performance, can have positive consequence beside negative one. The tension occurring at the area of borderline is positive, and it can be the actual borderline for the performers. It will be researched how the performers change at the mental borderline, the state of mind is maintained, and they perform in an overall performance, through the study on the relationship between the transference and the mental borderline. And the stress and concentration caused by stage fright, and shyness will be confirmed, and the positive element of a stage, which is used as various defense mechanism.

The Possibility and Limitation of Age-friendly Industry Activation Policy of the Korean Government: 'From the First to Third Plan for Ageing Society and Population (2006-2020)' (한국 정부의 고령친화산업 활성화 정책의 가능성과 한계: '제1-3차 저출산·고령사회기본계획(2006-2020)'을 중심으로)

  • The purpose of this research is to provide implications for the development of age-friendly industry of Korea by analyzing the age-friendly industry activation policy suggested by the Presidential Committee on Ageing Society and Population Policy in response to the population ageing problems. Policy and theoretical implications are derived from an analysis of age-friendly industry activation policy as directly related to the improvement of the three major problems (i.e. health, economy, and loneliness) of Korean older people. This analysis focuses on its specific content, common and core logic, and the validity of the logic. The results show that: 1)the first Plan for Ageing Society and Population suggests a policy for improving poverty, 2)the second Plan for Ageing Society and Population suggests a policy for improving health, and 3)the third Plan for Ageing Society and Population suggests a policy for improving health and loneliness. All policies not only are commonly based on the logically limited concepts of successful ageing and active ageing, but also are characterized by narrow realm, insufficient content, and fragmented policy. The results result in the following policy implications: 1)the age-friendly industry activation policy should be developed with continuity, sufficiency, and diversity, 2)lessons from the limitation related with the de-contextualisation of successful ageing and its elective affinity with consumer capitalism, 3)lessons from the prevention-oriented perspective of active ageing, and 4)lessons from the social characteristics of (non-)psychological resources, limitation of the reablement related with social investment state. The analyses also provide a theoretical implication that a different perspective on the social construct of ageing is needed beyond the dichotomy of ageing based on modelling ageing. Lastly, the paper suggests not only the limitation of the research but also the preferred follow-up studies regarding age-friendly industry activation policy.
