연구개발 표준 프로세스의 개발­E 연구원의 사례를 중심으로­ (Development of R&D Standard Processes for E Research Institute)

  • With the rapid change in today's R&D environment and the enlargement of the expected quality level for R&D outcomes, it has become increasingly necessary to effectively define the R&D standard processes tailored for our organization and projects. To meet this needs, we defined the R&D standard processes based on the standards for systems and software engineering and our traditional work methods and applied them to our ongoing projects. We will improve our defined R&D standard processes continuously by monitoring of the processes and the feedback of the application results. In this paper, we introduce the R&D standard processes developed by E Research Institute and the requirements and approaches used for their development. We compare our defined R&D standard processes with ISO/IEC 15288 which is the first international standard for systems engineering.

  • The study uses agricultural knowledge system theory to explore how traditional knowledge applies to the linkage system of agricultural research and extension in rural Korea. By agricultural knowledge system we emphasize the dynamic networks of actors, processes of negotiation, and the diverse ways in which knowledge is constructed and performed. The knowledge systems reflect the idea that the boundaries between knowledge groups are not closed and that there could be considerable overlap between knowledge system. The results of this study are the following : First, we should know that some extension agents clearly value farmer knowledge and try to facilitate farmer-to-farmer communication. Extension plays a significant role in the knowledge-creation process and shaping communities because knowledge processes are embedded in social processes that involve aspects of power, authority, and legitimization. Third, the constructions of agricultural knowledge systems thus include social interactions, communication, and the diverse processes individuals employ create, use, and evaluate multiple types and sources of information through the linkage between agricultural colleges and Rural Development Administration (RDA), establishing the research institution of research and extension linkage, exchange research agent with extension agent, and bottom-up approach. Second, we should know that the focus of traditional knowledge development is rural community development as a community process. Nowadays the sessions of the Intergovernmental Committee of World Intellectual Property Organization (WIPO) cover two lines of inquiry, which are the use of existing standards of intellectual property for the protection of traditional knowledge and that of new legal standards, eventually in the from of sui generis mechanisms of protection.

의과대학 교수의 경력개발: 필요성과 실행전략 (Faculty Development for Medical Faculty: Importance and Strategies)

  • Unlike in the past, standards for the quantity and quality of work expected from medical school faculty are continuously rising, causing changes and stress in various areas. This highlights the need for career development among medical school faculty for professional, personal, organizational, and societal reasons. The role of medical school faculty has become more diverse, leading to an increase in the types and levels of competencies required. Medical schools must support their faculty members with diverse identities in fully utilizing their capabilities to achieve the institution's mission. Furthermore, societal changes suggest that career development for medical school faculty will become even more crucial in the future. To achieve this, both individuals and organizations must make efforts and play appropriate roles. For this purpose, medical schools use a combination of promotion and tenure evaluations and faculty development programs, while individual faculty members follow a career path within the medical school environment. Medical school faculty must be able to meet the evolving demands at each stage of their careers. It is important for professors, who engage in career development, to have a clear sense of their identity and values, and to prioritize their career goals. Medical schools should also ensure that the implicit messages they convey align with the organization's explicit values. Finally, proactively preparing for future changes in society and generations is essential from a long-term perspective.

Leveraging Sports Leadership Principles for Employee Leadership Development

  • Purpose: The present research encircled on a systematic view of leadership in sports, an area that can be used to boost the skilling of employees. Four specific managerial development tools have been formulated during this research based on relevant materials studied in the previous section. Research design, data and methodology: This research used the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) standards to systematically search for, screen, and synthesize relevant past research on using sports leadership principles for team member development. Results: The findings in this research offer four staff leadership development program ideas that are unique and beneficial for firms looking to foster the development of strong leaders. By deploying sport-based principles and methodology, these approaches can solve the limitations of conventional leadership development programs. This will demonstrate how each plan can help HR managers develop the appropriate strategies for their companies. Conclusions: In sum, this research suggests that by incorporating time-honored principles of sports leadership, these models will provide HR managers with an excellent arsenal of tools for developing a generation of leaders endowed with the skills, mindset, and resilience required to ensure the organization's prosperity under the most adverse conditions.

클라우드 컴퓨팅에서의 의미 상호운용성을 위한 표준 참조 모델 (A Standard Reference Model for Semantic Interoperability in Cloud Computing)

  • 최근 클라우드 컴퓨팅을 위한 많은 표준화 연구가 진행되어 왔으나 데이터 공유 및 교환을 위한 표준 연구는 거의 이루어지지 않았다. 무엇보다 해당 표준화 기구에서는 의미 상호운용성 향상을 위한 구체적인 표준화 항목 및 참조 모델을 제시하고 있지 않다. 이 논문에서는 현재까지의 표준화 문제점을 정의하고, 의미 상호운용성 제공을 위한 구체적인 표준화 항목 및 참조 모델을 제안한다. 이를 위해 먼저 클라우드 컴퓨팅을 위한 전반적인 표준화 동향을 분석하고, 특히 데이터의 의미적 상호운용성을 제공을 위한 표준 개발 현황을 기술한다. 또한 다양한 분야의 표준개발에 이용된 데이터 교환 및 관리 분야의 표준 개념을 기반으로 잠재적인 표준화 항목을 정의한다. 마지막으로, 표준화 항목 간의관계성과 전체적인 의미 상호운용성 과정을 보여주기 위해 참조 모델을 기술한다. 이 논문은 표준 개발을 위한 가이드라인으로서 이용될 수 있으며, 아울러 클라우드 컴퓨팅의 표준화를 촉진할 수 있다.

시스템 엔지니어링 표준 기반 제철 플랜트 엔지니어링 업무표준 개발 사례 (A Case Study of Steel-making Plant Engineering Standard Development Based On Systems Engineering Standards)

  • Plant engineering industry is considered as a key industry which will drive the future of Korea. However, Korean plant engineering companies have recently made huge losses in overseas businesses and the lack of engineering capability is pointed out as a main cause of this situation. Unlike Korean plant engineering companies, world leading engineering companies such as Flour and Bechtel have their own systems Engineering Standards/Guides ensuring successful fulfillments of the concept and basic design processes. An engineering standard for an organization is an essential means to shorten the time for engineering design, to maintain the engineering quality and to secure the engineering efficiency in the development of the complex system. Korean plant engineering companies'lack of engineering capability comes from the absence of the engineering standard. In the paper, we have developed a steel-making plant engineering standard based on a systems engineering standard. We chose both ISO/IEC/IEEE 15288 and NASA SE Handbook as main reference standards. First, we have introduced a life-cycle definition and a physical hierarchy of a general steel-making plant. Then we have introduced detailed engineering processes of each life-cycle stage. The full scope of the study was from the feasibility study to the basic design but in the paper, we have only introduced detailed engineering processes and exit criteria for the feasibility study and the concept design.

SBAS 성능기반 항행을 위한 항공용 GNSS 기술표준 분석 연구 (Study on Technical Standard of Aviation GNSS for SBAS Performance Based Navigation)

  • ICAO (International Civil Aviation Organization)는 GNSS (global navigation satellite system)를 이용하는 PBN (performance based navigation) 도입을 권고하였다. 우리나라도 PBN 로드맵을 수립하여 항공분야에서 GNSS를 이용할 수 있는 환경을 갖추려 시도하고 있으며, 2014년 10월 한국형 SBAS (satellite-based augmentation system) 개발을 위해 KASS (Korea augmentation satellite system) 사업을 본격적으로 착수하였다. 항공기가 GNSS를 이용하기 위해서는 수신기와 같은 항법장비를 탑재해야 한다. GNSS 항법장비는 항로, 이륙 도착, 접근 등 비행 단계에서 사용되기 때문에 장비의 규격은 다양하고 각각 별도로 그 기능과 성능을 규정하고 있다. 이 논문에서는 현재까지 제정된 항공용 GNSS 장비 표준안과 규정된 항법장비 및 인터페이스 규격에 대해 분석하여 정리하였다. KASS 개발 구축 시 비행시험 및 비행절차 개발 등 항공용 GNSS 탑재장비 등이 요구되는 곳에 활용성이 있을 것으로 기대한다.

Total Diet Study: For a Closer-to-real Estimate of Dietary Exposure to Chemical Substances

  • Recent amendment on the Food Sanitation Act in Korea mandated the Minister of Food & Drug Safety to secure the scientific basis for management and reevaluation of standards and specifications of foods. Especially because the current food safety control is limited within the scope of 'Farm to Market' covering from production to retail in Korea, safety control at the plane of true 'Farm to Fork' scope is urgently needed and should include 'total diet' of population instead of individual food items. Therefore, 'Total Diet Study (TDS)' which provides 'closer-to-real' estimates of exposure to hazardous materials through analysis on table-ready (cooked) samples of foods would be the solution to more comprehensive food safety management, as suggested by World Health Organization and Food and Agriculture Organization of the United Nations. Although the protection of diets from hazards must be considered as one of the most essential public health functions of any country, we may need to revisit the value of foods which has been too much underrated by the meaningless amount of some hazardous materials in Korea. Considering the primary value of foods lies on sustaining life, growth, development, and health promotion of human being, food safety control should be handled not only by the presence or absence of hazardous materials but also by maximizing the value of foods via balancing with the preservation of beneficial components in foods embracing total diet. In this regard, this article aims to provide an overview on TDS by describing procedures involved except chemical analysis which is beyond our scope. Also, details on the ongoing TDS in Korea are provided as an example. Although TDS itself might not be of keen interest for most readers, it is the main user of the safety reference values resulted from toxicological research in the public health perspective.

수재해 정보 플랫폼 통합관리를 위한 표준기술 적용방안 (A Study on the Application of Standard Technology for Integrated Management of Water Hazard Information Platform)

  • 최근 정보기술 기반의 물 관련 분야에서 국가 또는 국제 표준에 대한 실무 적용 연구가 증가하고 있는 추세이다. 특히 공간정보 기반의 콘텐츠 개발과 수신, 처리, 배포 등에 대한 관심과 수요가 증가하고 있으며, 기본 핵심이 되는 표준의 중요성 또한 강조되고 있다. 그러나 공간정보 분야의 필요성에 비하여 표준에 대한 관심과 개발 및 적용을 위한 연구가 미흡한 실정이다. 본 논문은 주요 국제 표준 기구인 International Organization for Standardization(ISO)와 Open Geospatial Consortium(OGC)에서 개발, 제정된 정보제공 국제표준 및 관련 표준 동향을 분석하고, 향후 수재해 정보 플랫폼 구축을 위해 적용 가능한 통합관리 표준 방안을 도출하고자 하였다. 이를 위해 관측자료 제공을 위한 빅데이터, NoSQL, 클라우드 기술, 공간정보웹서비스를 위한 OGC WxS 표준기술들, 공간정보 표준포맷에 관한 ISO 기술 등 표준화된 정보제공 기술들의 특징을 조사하고, 해당 기술의 도입 전략 및 적용방안을 검토하였다.

과학영재교육센터 평가 기준 개발 (Standards for Evaluation of a Center for Scientifically Gifted Education)

  • 본 연구는 대학부설 과학영재교육센터의 종합적인 평가 기준을 개발하는 데 목적이 있다. 이를 위해서 먼저, 국내 대학부설 과학영재교육센터의 운영 현황을 분석하고 과학영재교육센터 운영에 있어서 시급한 문제점을 도출하였고, 다음으로 ‘특수목적고’와 시·도교육청이 운영하고 있는 ‘과학영재반’과의 차별성을 위한 대학부설 과학영재교육센터의 위상을 정립하기 위한 과학영재교육센터 평가의 기본 방향 및 평가틀을 구안하였다. 이를 바탕으로 과학영재교육센터 평가 영역별 평가 기준 및 평가 방법을 구안하였다. 마지막으로, 이상의 연구 결과를 바탕으로 실제 과학영재교육센터 평가에 적용하기 위한 평가 종류(시기)에 따른 평가 방법과 활용 방안을 정리·제시하였다. 본 연구에서 개발한 과학영재교육센터 평가 기준은 우리나라 대학부설 과학영재교육센터의 효율적인 평가를 위해 유용하게 활용될 수 있을 것으로 기대한다.
