ISO 9000 quality standards families were established in 1987 and have been started to implement Korean industry since early 1990s. ISO 9000 standards families of 1987 were revised in 1994 and 2000, respectively, by request of world wide certification bodies and industry quality experts. This article reviews the necessity of ISO 9001 :2000 revision, quality management principles behind it, and benefits that ISO 9001: 2000 could bring. We summarize responses of foreign industry that ISO 9001: 2000 has been implemented. Survey questionnaire for 23 requirements of ISO 9001: 2000 from manufacturing companies of Busan and Kyungnam provinces are collected. Research hypotheses that there is any difference in quality management system practical application due to company size and implementation motivation are tested using SPSS. Finally, recommendations are provided for operating successful quality management system.

The significant role of the national standards has ever been growing as a critical infrastructure of the national competitiveness. Strategic policies for the advancement of the national standards system in Korea are suggested based on the analysis of trends surrounding the national standards at home and abroad. National standards failing in securing international recognition of its technical competence give an adverse effect to the improvement of industry and national welfare. As a most effective way toward the advancement of the national standards system, the national metrology institute should be placed at the top of the national standards system so as to exert its influence with its technical capabilities close to international level. Efforts are to be made to secure international credibility of the national standards through faithful implementation of the requirements of the mutual recognition arrangement(MRA). And, the legal structures should be refined to be in harmony with the global environment.

기술기준은 전기통신망에 대한 지침이 되며 통신망 총체의 설계 목표가 된다. 기술기준으로 다루어야 할 범위와 기준의 수준 등은 통신망 환경에 따라 다르게 운용되며 권고적 성격을 띠고 있는 표준과는 달리 강제 규정으로 운영되고 있다. 기술기준은 특성상 통신망 환경을 반영하여 규정되어야 하기 때문에 각국에서의 고유의 통신망 환경에 맞는 기술기준 체계 및 조직을 구축하고 기술기준 업무를 수행하고 있다. 본 고에서는 국내외 주요국의 기술기준 체계 현황 및 차이점을 상호 비교분석하고 우리나라 기술기준 체계의 발전방향을 전망하였다.

The various sectors of the International Telecommunication Union (ITU) have been addressing the evolution of thirdgeneration and future wireless systems in the context of a comprehensive International Mobile Telecommunications 2000 (IMT-2000) project, and within the ITU’s Telecommunication Standardization Sector (ITU-T) a Special Study Group on “IMT-2000 and Beyond” has been established to address the network aspects of these emerging wireless systems. The Special Study Group (SSG) is playing a global role in this general area, in which a number of regional standards development organizations and a variety of industry forums are also active. This paper provides background information on the SSG and describes the SSG’s ongoing work addressing medium-term issues relating to convergence of fixed and mobile systems and the harmonization of evolving IMT-2000 systems. The paper also addresses related mobility management aspects.

We present a study of exciton relaxation in GaAs/AIGaAs quantum well structures by using time-resolved photoluminescence techniques.03 observed that light-hole exciton has a longer decay time than heavy-hole exciton, which results from the difference of the exciton population factor. We considered the thermal population time to explain the observed exciton dynamics.

It is almost impossible to fulfill the users' information needs efficiently without any finding aids. The idiosyncrasy of archival materials had led the archivists to develop their own descriptive rules until the mid of 1980s. It was the arrival of computers and information networks that stimulated the archival community to standardize its variant descriptive practices. The primary purpose of the national and international archival description standards is to facilitate the cooperative archival data exchange. The Ad Hoc Commission on Descriptive Standards of the International Council on Archives adopted ISAD(G) and ISAAR(CPF) in 1993 and in 1995 respectively. ISAD(G) guides the formulation of information in each of 26 elements that may be combined to constitute the description of an archival entity. ISAAR(CPF) is to give general rules for the establishment of archival authority records in descriptions of archival documents. Histories, structures and fundamental principles of those two international archival standards have been studies in this article. Most of the present archival description standards are based on the principle of provenance and the authority model. The instability of modern organizations and the digitalization of record keeping systems have been making the archivists to review these basic archival principles. It is suggested that Korean archival community should attempt to draft a national archival descriptive standard suitable to the Korean archival practice and Korean language in the framework of the international standards.
