Despite a commonly held belief that standards obstruct innovation, recent research shows that they can actually play critical roles in supporting various activities of technological innovation. Thus, providing an innovation-friendly environment through standardization has been gaining much attention in recent years; however, there is as yet limited understanding, due to complex dynamics and high uncertainties associated with innovation, as well as a variety of different types and functions of standards with various stakeholders involved. The problem becomes even more challenging for standardization in highly complex systems, such as Information and Communication Technology (ICT) systems, where a large number of domains and components are involved, along with various types of stakeholders. In order to deal with such complexity and variations, a systematic approach of standardization roadmapping has been used in many technology-leading countries as a strategic policy tool for supporting effective management of standardization. Despite its wide adoption, the current understanding of standardization roadmapping is somewhat limited, leaving significant challenges for policymakers and standards organizations in terms of how to structure and manage roadmapping exercises, and how the government should get involved. In this regard, the current research explores existing standardization roadmaps in various contexts related to ICT systems (ICT in Korea, Smart Grid in the US, and electromobility in Germany), as there is a particular need for systematic development of strategies for such complex systems of ICT. Focusing on various aspects of standardization roadmapping exercises such as their structures, processes, and participants, their common features and key characteristics are identified. Comparing these roadmaps also reveal distinct differences between standardization roadmapping approaches adopted by different countries in different contexts. Based on lessons learnt from existing practices, the study finally provides insight for the Korean ICT standards community on the ways in which their standardization roadmapping approach can be improved to support anticipatory management of standardization activities more effectively. It is expected that the current research can not only provide increased understanding of standardization roadmaps, but also help policymakers and standards organizations to develop more effective strategies for supporting innovation through the systematic management of standardization.

국제 표준화에서 양대 세력인 유럽과 미국의 활동 양상은, 한국과 같은 후발 주자에게 시사하는 바가 많다. 이에 관한 기존 연구는 비계량적 접근으로서 국제정치와 제도 비교를 중심으로 전개되었고, 계량적 연구는 개별 기업이나 국가가 점유한 표준 특허, 기고서, 의장단 등 단편적 수치를 비교하는데 그치고 있어, 국제표준화에서 주요 국가의 활동 양상을 구체적으로 설명하지 못하는 한계가 있다. 따라서 본 연구는 국제표준화에서 유럽과 미국의 활동 양상에 대한 구체적 이해를 제공하고, 한국의 표준화 정책을 위한 구체적 목표 설정과 실행 수단을 제시하는 것을 목표로 하였다. 이를 위해 본 연구는 문헌고찰 연구방법을 적용하여, ISO에 등록된 공식 업무 기록을 수집한 후, 각국의 활동 내용을 차별적으로 기재한 문서를 추출하였고, 다시 이 내용을 분석하여, 기록 내용을 부호화하고, 수치로 집계하여, 표준화 참여 국가의 활동 양상을 구체적으로 비교하고 설명한다. 따라서 전체 52종의 ISO 업무 문서 중에서, '신규 표준 제안, 투표 의견 검토 결과서, 회의 보고서, 투표 결과 보고서'를 수집, 분석하였다. 표준 기고서나 표준 특허 수량에 대한 단순 비교에 의존하는 기존 연구와 달리, 실제 국제 표준화 활동에 대한 공식 기록을 분석한 결과는 다음과 같다. 첫째, 국제 표준화에서 미국은 참가 인원과 제출 의견 등 양적인 활동에서 다른 지역을 압도하였으나, 활동의 효율성은 두번째를 차지하여, 활동 양상의 양과 질이 일치하지는 않았다. 둘째, 미국은 자국 표준 제안보다 타국가의 활동을 견제하는데 주력한 반면, 유럽 국가들은 전반적으로 고른 활동 양상을 보였다. 셋째, 유럽과 미국은 국제 투표의 우위를 위해, 다국적 기업을 활용하고 있다.

Both telecommunications standardization activities and an intellectual property rights (IPRs) system are regarded as effective mechanisms for improving social benefits. Because of inherent conflicts that exist between the two, however, serious problems are generated in the international arena where the competition for technology development and markets is becoming increasingly fierce. In this paper, ways of harmonizing the relationship between the two are explored and explained. For this purpose, telecommunications standardization and IPRs protection mechanisms are described, and their positive and negative effects as well as their inter-relationship are also analyzed. In addition, IPR case studies related to international standardization are explained and analyzed. The Current status and problems of IPRs policy of major international standardization organizations are analyzed as well. Finally, based on the results of the analyses, viable policy recommendations and research strategies for more comprehensive study of the above problems are proposed.

ISO (International Organization for Standardization) is an independent, non-governmental international organization with a membership of 163 national standards bodies (NSB). The ISO standards are developed and processed within the technical committees (TC) or their subcommittees (SC) dealing with the different subject matters. The first technical committee, ISO/TC1, deals with screw threads and was created back in 1947. While, more recently, TC 309 was created to standardize organizational governance. The ISO technical committee in the field of metallic coatings was created in 1962 with the title ISO/TC107- Metallic and other inorganic coatings. This ISO/TC107 technical committee is dealing with the standardization of the characteristics of protective and decorative metallic coatings applied by electrolysis, fusion, vacuum or chemical means, mechanical deposition and ion plating. similarly, it also covers the standardization of the characteristics of protective and decorative non-metallic coatings (excluding paints and other organic coatings) on metal surface applied by electrolysis, fusion, vacuum or chemical means. Scope is further extended to the Standardization of the preparation of the substrates prior to the deposition of metallic and inorganic coatings. There are a total of 144 existing ISO standards published by this technical committee and has 19 participating countries (P-members) and 24 observing countries (O-members). Korean Agency for Technology and Standards (KATS), being the secretariat of ISO/TC107, is constantly supporting this technical committee for the development of standards and related activities.

These days, vehicle is evolving from the isolated space of transportation to the third digital life space connected to the information world via wired and wireless internet and in which the various activities are possible. According to this trend, the speed of growth in the development of Telematics technology and standard is being accelerated due to the government's IT839 strategy and market needs in Korea. ETRI, TTA, and the Telematics Standardization Forum play key role in developing domestic Telematics standard of core technology needed by industry in relation with each other. The international standards are mainly developed by de-facto standardization organizations such as OSGi, OMA, ERTICO, etc. currently. In this paper, we discuss the trends and issues in Telematics standardization and future strategy.

정부와 공공업무에 사용되는 정보의 대부분은 지리정보와 직간접적으로 관련 있으며 따라서, 효율적인 지리정보의 활용과 신뢰성 있는 정보서비스제공을 위해 체계적인 표준의 개발이 가장 근본적이며 시급한 이슈로 대두되고 있다. 우리 나라에서도 1995년 이후 추진해 온 국가지리정보체계 구축사업의 일환으로 표준화부분을 수행하고 있으며, 다양한 표준과 지침이 개발되고 있다. 그러나, 단위사업의 필요에 의한 표준개발과 일관된 표준개발 체계의 부재로 인해 상호호환성과 재사용 등을 통한 중복투자 방지의 근본적인 목적달성이 충분히 반영되지 못하고 있는 실정이다. 본 논문에서는 국제표준화기구인 ISO(International Organization for Standardization)를 기반으로 하여 캐나다 등에서 이미 추진중인 프로파일(profile)을 통한 선진 외국의 표준화 상황을 분석하고, 국가표준개발과정에 적용하기 위한 구체적인 방법을 제시한다. 이러한 표준화 메카니즘을 도입함으로서 국제표준 및 범용표준에 기반 한 국가표준개발 체계를 확립할 수 있으며, 다양한 표준들을 일관된 체계 하에서 개발하여 궁극적으로는 지리정보 및 서비스에 대한 접근과 상호 운용성을 극대화할 수 있을 것이다.

국제표준화기구 (International Organization for Standardization, ISO)의 기술위원회의 하나인 ISO/TC 112 (진공기술위원회)에서는 진공펌프, 진공장치, 진공부품 분야의 진공기술의 표준화를 하고 있다. 본 논문에서는 국제표준화기구에 대한 간략한 소개와 함께 진공기술위원회 ISO/TC 112의 조직과 표준화 규격제정절차나 방법 등을 요약하였으며, 또한 국내에서 최근에 제안한 "열음극 진공게이지 사양"과 "진공밸브시험절차" 핵심내용도 간략히 소개하였다. 국제표준화에 대한이해를 돕고 최근 상황을 소개함으로서 한국에서 더 활발히 진공기술이 발전하고 국제표준화를 선도하는데 도움이 되고자 한다.

SolarPACES(Solar Power and Chemical Energy systems) is an international organization under the REWP(Renewable Energy Working Party)in the IEA(International Energy Agency) and focuses on the technology development and market expansion of CSP(Concentrating Solar Power). Seventeen countries including Rep. of Korea participate in the ExCo(Executive Committee) of SolarPACES. The ExCo meeting helds two times in a year and the second ExCo meeting opens in company with the five Task meetings. Rep. of Korea takes part in the Task-1officially. The 81th ExCo and Task meetings were held during September 18 and 19 in Spain with SolarPACES conference which also continued in succession to September 23 in this year. This paper introduces the activities which have been under progressed in the Task-1 and Task-3based on this time attendance of the meeting. In accordance with the expansion of CSP market and technology development, the needs for the standardization and project status underway in the world are increasing. Therefore, build an international project database and standard of the CSP technology are the main activities in the Task-1 and the standardization is also connected with the Task-3. In addition, to increase the reliability of the new technology of CSP and to reduce the concern of investors, the Task-1 is making guidelines for CSP performance prediction which can provide medium quality calculated performance data of PTC(Parabolic Trough Concentrator) type technology widely used and occupies over 90% CSP market.

GIS can be used on almost entire fields of the world, such as the national land management, environmental management, disaster management, enterprise activities, and general lives. GIS is called as an infrastructure of the knowledge information on the cultural society. For insuring the national power on the periods of the unlimited competition, it is very important to establish the national information infrastructure. Purpose of the NGIS project I is to development on living benefits of peoplethrough an efficiency of policy and rationalism of planning. In order to achievement of this purpose, the NGIS project I has been established using the national geographic information base planning. The NGIS project I consists of the master management part, the geographic information part, the technique development part, the standardization part, and the land Information part. These five GIS project parts are operated by four governmental ministers and related institutions, such as minister of transportation and construction, minister of science and technology, minister of information and communication, minister of administrative and home affaires. The NGIS I project is to establishment of the nation spatial information systems, such as various nationwide digital maps, GIS technique development, GIS education, GIS standardization, and GIS researches.

Purpose: The purpose of this study was to develope nursing activities record to improve home care nursing for postpartum women following a Cesarean section and newborns. Method: This study for instrument development had three phases: first, selection of nursing activities according to intervention, second, validation of the preliminary home care nursing activities, and third. application of the home care nursing activities. The subjects for validaton were 137 home care nurses and clinical nurses in department of maternity. Result: By Fehring's method, 116 nursing activities according to 19 interventions were included in the preliminary nursing activities record. Among them, 51 critical nursing activities and 65 supporting nursing activities were chosen. During the final process of validation, 121 nursing activities were included. Conclusion: In order to have systemic standardization of this record forms, replication and application in the various home nursing area is need in the future.
