A Study on Management of Scientific Technology Reference Data that is Produced during Research (연구중에 생산된 과학기술 참조데이터 관리에 관한 연구)

  • Scientific/technical data whose reliability is authorized have to include physical/chemical constants, authorized property value or authorized scientific statistical values so that the scientists in the same field use them continuously and repeatedly for their research. The data also have to be managed as Standard Reference Data that will be used in other area nationwide by analyzing, evaluating and authorizing the accuracy and reliability of the information with scientific methods. This study suggests a plan for establishing the National Center for Standard Reference Data as well as a necessity for managing the data produced in research process as a national Standard Reference Data. Also, a prototype of research information system for measurement standards is developed and described in detail for research information for measurement standard to be used as a reference data, then a plan to managing national reference data is suggested, in addition.

  • For several years by discussion and research, the designing plan and detail plans of year 2000 has been unified. By this result the District Standard Planning as well as the following existing town to control all sorts of living surrounding problems and to make a delightful arranged town are the purpose, which is carrying out all over the country. It is true that the expectation was high to the District Standard Planning. Because of this plan it could use and control the District special quality. Such as, it could rise the ability of beautiful sight and make a advisable town. But in this study the first preceding subject is a problem by the constructing work that the restriction and the standard application has been strong. So the District Standard Planning had many problems. And also by the problems here, as a immoderate volition and stiffen about the operation, the system and equipment lack about the environment improving work, problems with areas by the exciting plannings, the attitude of the executive agency that can't accept the inhabitants will. From these backgrounds we thought the research has not to be standardize in only newtown concept, but has to breath with the exciting towns and the rural areas that the District Planning has been applied. And to revive the special quality of the area and local government by a positive and logical research. Consequently in this study, we researched about the problems of architectures that had issues with the District Standard Planning of architectural part of operation guide which has been assisted form Single-Detached House in Eomsa District Dooma-Myun Nonsan which is located in Chungnam province.

Characteristics and Management Plan of Water Quality at the Water Pollution Deterioration Area of the Upper Stream of Gapcheon (갑천 상류부의 수질오염 우려구간 수질특성 및 수질관리방안)

  • The average annual water quality at Yongchon Bridge, Bonggok 2 Bridge, and Gasuwon Bridge in upstream of Gapcheon in 2018 was Ib grade (good) in organic matters, including BOD and TOC compared to the local environmental standard in Daejeon. However, their monthly changes for TOC partially exceeded the standard during the busy farming season at Bonggok 2 Bridge and Gasuwon Bridge. Although the annual average TP was within the standard, the monthly change at Bonggok 2 Bridge partially exceeded the standard. For Dugyecheon, the annual average water quality in 2018 at Umyeon-dong Bridge and Wonjeong Bridge, which are downstream of the Gyeryong public sewage treatment plant, exceeded the local environmental standard in BOD. COD was exceeded, and TP was within the standard. It seemed that the causes of deteriorated water quality downstream of Dugyecheon were discharges of agricultural water from agricultural land and effluent from the Gyeryong public sewage treatment plant. Assuming the pollution load of 100% based at the Mulangil point of the mainstream of Gapcheon, the ratio of BOD load and TOC load were as high as 58% and 47%, respectively. At the basin of Bonggok 2 Bridge and Mulangil, the loads downstream of Dugyecheon including the Gyeryong public sewage treatment plant were as high as 43% for TN and 56% for TP, respectively, indicating that Dugyecheon had a major impact on the water quality at the mainstream of Gapcheon.

A Study on the Application of the Pattern Language in 'Standard Rural-Houses Design' (농촌표준주택의 패턴언어 적용 관계성에 관한 연구)

  • Rural houses are losing their original shape as they mimic the spatial composition of urban houses. Therefore, the purpose of this study was to extract the design elements needed for rural housing by applying Christopher Alexander's "A PATTERN LANGUAGE" to Standard Rural-House Design (SRHD). The scope and method of research was to compare and analyze the standard designs (SD) produced and distributed by the 'Korea Rural Community Corporation' from 2009 to 2014. The research result is summarized as follows. 1) The housing layout in the SD ignored the site conditions of various rural areas. 2) Most of the houses were not actively planned, considering that they contain various activities of rural life. 3) There was no room for children and the kitchen was planned to integrate the interior into a flexible space in the form of L.D.K. 4) There was no space plan that could be used as both a leasable annex and office space for the farming community. 5) Many small area plans were made because of the SD plan for couples only in 2014. Although the rural environment and living patterns were ignored in the SD, the diverse pattern language provided by the pattern language was developed as a SD element for rural houses, which is the most suitable housing plan for the farmers' livelihood pattern.

Trend Analysis and Revision of the University Library Standard in Korea (대학도서관기준의 동향분석과 개정안 연구)

  • The ultimate mission of the university library is to provide the various information services in support of the teaching, research, and public service missions of the university. The achievement of the mission requires the optimal development and timely revision of university library standard that can be used as an operating guidelines and assessment tools. On the basis of this justification, this study has compared the trend and feature of library standards in major countries(USA, Canada, UK, Japan, Taiwan), analysed the problems and limitations of legal and recommended standards in Korea, and suggested the revised plan of Korean university library standard focusing on collections, staffs, and facilities.

  • This study aims to investigate the eco-friendly planning methods for a sustainable apartment houses in the Metropolitan area of Seoul. Eco-friendly plans that considers the environmental issues were attempted from the beginning of 2000s, and since then, many apartment houses in Korea were built using this concept. They were, however, generally focusing on the physical and spatial aspects of the site plan. After the Seoul C40 weather summit conference in 2009, the low carbon green housing standard has been emphasized and thus the chemical concept was added to the existing physical planning methods. Under such a background, this study intends to investigate the eco-friendly plans for the apartment houses in the 2000s. This includes an ecological network plan, an ecological base plan, a building greening plan, a water treatment plan, and an energy saving plan. Based on the analysis and synthesis of these planning methods in the early 21st century, it would be possible to set up a proper future plan to enhance the sustainable built environment in the housing industry in the coming years.

  • Various dimensions of watershed structural/non-structural planning can be applied in comprehensive flood mitigation plan in a river basin. Especially structural counterplans have very broad and diverse nature as flood control facilities. It is not easy to find the optimum alternative to maximize the ability of a basin to reduce flood risk using a combination of structural counterplans. In addition, there is no standard for evaluating the performance of structural counterplans and for selecting optimal combination of them. This study focused on how to select the best alternative of a comprehensive watershed structural plan from various flood defense alternative candidates. By introducing an analytic hierarchy process, we would like to show how we decide the best alternative using standard worksheets developed in this study for economics and policy evaluation, and Expert Choice 11.5, which calculates weights for evaluation items. Based on the results from this study, we would like to suggest the best practice of a standardized watershed plan for flood protection.

  • Government legislates a private sector preparedness act related to disasters such as natural, technological, and social ones. According to the law, it announces new standard for private sector preparedness. This paper illustrates a mitigation action plan based on the standard in terms of a cyber disaster. This plan includes organization, policy, assessment, impact analysis, strategy, plan, action, evaluation, and feedback. It will also help for business to mitigate a cyber disaster. Private sector accreditation and certification preparedness program which introduces on the law is the realization that enterprise disaster management will be expected as a great tipping-point.

  • The IEEE 802.22 standard is being developed with the target of improving the efficiency of spectrum utilization and importing the new wireless communication service. The WRAN standard based on Cognitive Radio is being processed for sharing TV bands. In this paper, the efficient spectrum allocation scheme and the optimal power allocation scheme, Partial Constant Power Water Filling (PCPWF), are proposed to maximize the channel capacity and spectrum efficiency and minimize the interference between adjacent cells. And we maximize the system throughput and fairness by using proposed dynamic cell plan that efficiently allocates channel. The results of the simulations are presented to verify the utilization of our proposed scheme.

  • The height provisions, by the urban planning, describe the hightest height per width division, also define oblique line limitation by road without mentioning the highest per width division. Therefore this study will be a basic model for the standard of measuring the highest height per width division analysizing the propriety of current standard of oblique limitation. This technique is prepared to prevent the confusion and to complements the existing planning method. Therefore, it takes more time to establish this new method and to apply it to the existing condition. This study reviewed density control in District Units Plan, based on the guidelines of density, which included height, ratio of total floor to ground area, and land distribution. This study aims to provide efficient analysis by using current oblique limitation provisions Thus, proving the area rations of general residential areas are decreasing. Since the purpose of the District Units Plan is to avoid confusion and help ease the existing problematic conditions which have risen from the two above-mentioned conventional systems, further observation and research on these areas are necessary.
