Analysis of Response to Major Oil Spills in the Korean Coastal Waters

  • With data of historical spill from vessels occurred in korean coastal waters, the author analyze the causes of spill and evaluate response technique adopted during spill. It is found that the majority of spill caused by operational failure, bad weather, violation of navigation rule and hull defect. As a result of evaluation of response measures, it is suggested that responsible agency establishes criteria for various response options and standards of tier response time and capability according to the size of spill.

Developmental Abnormalities in Zebrafish Angiogenesis with Chronic Exposure to Crude Oil and Dispersant

  • Oil spills have occurred throughout the years of industrialization and represent a global challenge as they affect vast areas of the ocean. The toxicity of crude oil to aquatic organisms has been extensively investigated, but the potential impacts of crude oil on vertebrate development remain largely unknown. Here, we investigated the effects of dispersants used in treating a recent oil spill, as well as that of crude oil, on vertebrates by using the zebrafish (Danio rerio) model species, which has been widely used in empirical studies of both early embryonic development and adult physiology. Chronic exposure to crude oil resulted in marked developmental abnormalities, including pericardial edema, abnormal trunk vessel development, retardation of axonal branching, and abnormal jaw development. Embryonic development was affected more severely by exposure to the oil-dispersant combination than to the oil alone. Thus, the zebrafish in vivo model system suggests that dispersant treatment can have detrimental developmental effects on vertebrates and its potential impact on marine life, as well as humans, should be carefully considered in clean-up efforts at the site of an oil spill.

Heavy Metal Contamination in Sediments by Herbei Sprit Oil Spill (허베이 스피리트 원유 유출 사고에 의한 퇴적물의 중금속 오염)

  • Since crude oil contains various pollutants including heavy metals, the environmental impact should be assessed for heavy metals as well as oil itself. In order to estimate the extent of heavy metal contamination, surface sediments were collected at the intertidal and coastal zone around the Herbei sprit oil spill area during December 2007 and January 2008. Organic carbon, sulfur and heavy metals were determined to assess heavy metal contamination in sediments. The crude oils contained C, S, V and Ni, but little toxic metals such as As, Cd, etc. From organic carbon content, the highest contaminated site was estimated that oils contributed to sediments up to 10%, and this site showed high V concentration. Potentially contaminated sediments by crude oil could be differentiated from unaffected sediments through V/Al and Ni/Al ratios, which can be used as indicators of oil contamination even after the oils were fully degraded.

  • Japanese oil companies have begun to set up a mutual support system to prepare for any large scale oil spillages due to the huge increase in size of tankers since 1973. In 1990, the Petroleum Association of Japan established the Oil Spill Response Department and has been conducting researches on management of oil spill combatting materials and the effective prevention of maritime oil disasters. Japan Coast Guard, in accordance with the regulations of the OPRC in 1995, formulated the national contingency plan and built a mutual-contact network among the related government institutions. Its Guard & Rescue Department. Disaster Prevention Section has been working for the maintenance of oil spill combatting materials and coordinating related work with private organizations. The Japanese government has been strengthening the maritime oil spillage management system since the Nakhodka wreck incident in 1997.

Assessment of the Impacts of 'Sea Prince' Oil Spill on the Rocky Intertidal Macrobenthos Community (암반조간대 대형저서동물군집에 대한 씨프린스호 유류 유출사고 영향 평가)

  • This study was aimed to classify the intertidal macrozoobenthic community status after 2 years of Sea Prince oil spill, and oil spill effects along oil spreading track from heavily impacted to unaffected reference site. Field sampling was initiated in late February and continued through November 1998 seasonally, after 2.5 years of oil spill. 7 rocky sampling sites were selected among coastal regions coated and/or affected by the Sea Prince spilled oil. Identified species was 158 species, 65 family, 24 order, 9 class, 5 phylum. Mollusca was the dominant faunal group comprising 100 species (63.3%), and followed by 38 species of Crustacea (24.1%), 12 species of Echinodermata (7.6%), 5 species of Porifera (3.2%), and 3 species of Cnidaria (1.9%). On Dugpo of Sori Island, the fewest species was collected from 28 species to 35 species seasonally among sampling stations. But far away Dugpo toward Gamak Bay, the number of species increased, collecting the maximum on Sohwoenggan Island. At the wreck site of Sori Island, especially the species number of attached animals such as poriferans and anthozoans was very low compared to another site. The density and biomass on the higher tidal zone increased toward the low affected sites, but biomass on middle tidal zone decreased. The invertebrate biomass of study area was dependent on the sessile animals. The major dominant species were small-sized barnacles, Chthmallus challengeri, periwinkles, Littorina brevicula, mussels, Septifer virgatus, and so on. The biomass of C. challengeri and L. brevicula on the higher tidal zone was highest in the wreck site of Sori Island and decreased further and further. However, mussels on the middle tidal zone showed the inverse trends because of the larger individual size of mussel inhabited in Sori Island than those of another sites. As a result of community analysis, the effect of oil spill was not found distinctly. Several ecological indices and cluster analysis did not show the meaningful variation with oil track despite of the conspicuous differences among tidal heights. These indicate that the macrozoobenthic community level of oil spreaded zone recovered in some degree after the Sea Prince oil spill accident, but population or individual levels of dominant sessile animals took more recovery times.

Oil spill analysis caused by offshore pipeline damage (해저 파이프라인 손상에 기인한 기름 유출 분석)

  • 해저면에 설치되 있는 기름 송유관에 손상이 생겨, 송유관 내부에 흐르는 기름이 유출 될경우 엄청난 환경오염 및 재난을 발생시킨다. 해저 송유관 손상에 의한 기름유출 원인은 여러가지 경우에 기인한다. 선박의 바닥이 해저면에 끌려 해저 송유관을 손상시키는 경우, 선박의 엥커에 의해 손상되는 경우, 지진에 의해 좌굴되는 경우, 자유 경간 (Free span)에 의해 좌굴 되는 경우, 송유관 수리 시 사고로 인한 유출, 송유관의 부식에 기인한 유출 등으로 나누어 질 수 있다. 어떠한 경우이든 해저 파이프 손상시, 유출된 기름의 양을 예측하고 그에 따른 적절한 대비가 필요하다. 본 논문에서는 1차 유출 및 2차 유출을 정의하여 각각의 경우에 유출량 해석 이론을 소개하였다. 또한 이 이론을 실제 경우에 응용하여 해저 송유관 손상에 의해 방출되는 기름량을 손상면적에 따라 계산하였고, 최대 유출량 산출 법을 적용하여 손상 위치에 따른 부분별 유출량 계산법을 소개하였다.

  • The purpose of this study is to suggest the analysis of disaster conflict and strategies of Conflict Management based on Case of Hebei Spirit Oil Spill Accident. For accomplishing the purpose, we analyzed process and features of conflict in area of Taean after disaster. When we overview literature study about conflict research of korea society, we know that we have no studying disaster conflict in spite of important cause of regional society conflict. Recently, we have been experienced major disaster every year. When disaster such as Case of Hebei Spirit Oil Spill Accident occurred, it is accompanied with a conflict in disaster area. So, we argue that it is important to analyzed disaster conflict and propose strategies of Conflict Management.

Children's Mental Health in the Area Affected by the Hebei Spirit Oil Spill Accident

  • Objectives Children are one of the most vulnerable populations to the impact of disasters. We aimed to examine children's mental health in the area affected by the Hebei Spirit oil spill accident on December 7, 2007. Methods A cross-sectional questionnaire survey was conducted using the Korean versions of the Children's Depression Inventory and State Anxiety Inventory for Children on 1,362 children attending elementary schools in the affected area. The information on distances between the nearest contaminated coastline to the child's residential house or attending school were obtained using a web-based map by inputting two address points. The symptom risks of depression and state anxiety were estimated by multiple logistic regression analyses adjusted for age, gender, and other covariates. Results Children with the closest distance (in the fourth quartile) to the school from the contaminated coastline showed a significantly higher symptom risk of depression compared to those with the farthest distance (first quartile)(odds ratio, 2.73; 95% confidence interval, 1.40-5.33), while there was no significant association between anxiety symptoms and distance. Conclusions Children, a vulnerable population for mental health impact by the oil spill accident, should be included in mental health programs in the community along with their family as victims of the disaster.

Building of GIS Program for Controlling Oil Spill Accident (해양 유출유 사고 방제 지원 GIS 프로그램 개발)

  • Environmental Sensitivity Index Map(ESI Map) is useful information for efficient and prompt contolling of oil spill accident. Environmental sensitivity information relating to oil spill is very various, so efficient access and utilization for environmental sensitivity information at control field is required. In order to improve the efficiency of controlling accident at the field, it is necessary to building digital ESI Map and GIS program. In this study, GIS database was built to utilize environmental sensitivity information at Yeosu and Gyunggi bay. And the ESI Map program which is focused on the control job was developed. IMO/IPIECA's guide to make the ESI Map and Korea Coast Guard's guide to collect information for the control information map were referenced to capture environmental sensitivity data and build GIS database. The symbology of environmental sensitivity layers was defined and functions for supporting control job were implemented in ESI Map program. For the future works, the program in this study could be applied to ESI Map program for the whole coastal area of Korea and it could be the essential element technology in marine pollution control supporting system.

Modeling Human Exposure Levels to Airborne Volatile Organic Compounds by the Hebei Spirit Oil Spill

  • Objectives: The goal was to model and quantify the atmospheric concentrations of volatile organic compounds (VOCs) as the result of the Hebei Spirit oil spill, and to predict whether the exposure levels were abnormally high or not. Methods: We developed a model for calculating the airborne concentration of VOCs that are produced in an oil spill accident. The model was applied to a practical situation, namely the Hebei Spirit oil spill. The accuracy of the model was verified by comparing the results with previous observation data. The concentrations were compared with the currently used air quality standards. Results: Evaporation was found to be 10- to 1,000-fold higher than the emissions produced from a surrounding industrial complex. The modeled concentrations for benzene failed to meet current labor environmental standards, and the concentration of benzene, toluene, orthometa- para-xylene were higher than the values specified by air quality standards and guideline values on the ocean. The concentrations of total VOCs were much higher than indoor environmental criteria for the entire Taean area for a few days. Conclusions: The extent of airborne exposure was clearly not the same as that for normal conditions.
