Decrease in Population and graying of rural area by industrialization and urbanization are gone continuously. This makes happened various rural problems and the differential of standard of living with is arising day by day. Government is unfolding rural supporting project to solve continuously these problems. Recent Projects which are choosing not top-down process by government leading but bottom-up process through village inhabitants' participation and expert consultant get positive estimation. But those have difficulties because the support is attained only in the beginning step not continuously and inhabitants' number by graying is decreasing. The Special Economic Zone for Regional Development Policy is new access that regulation can differ according to special quality of each area depending on Localization Age. Through this transfer the competence that can mitigate or reinforce various regulations according to special quality of area in local government. So, back and maintain activation systematically so that each area could be developed specially. The purpose of The Special Economic Zone for Regional Development Policy is the activation of regional economy through development that regional specific character is. And there is characteristic that local government plans and takes the lead in all project contents, government gives regulation benefit by appointing the special economic zone and do not support finance and various tax remissions. Through investigation of such new policy, I wish to recognize what long-term plan and method could be possible to success rural activation continuously.

The government established Special Accounts for Balanced National Development in 2005, and the Metropolitan Council has enacted and executed ordinance relevant to special accounts to relieve regional unbalanced growth and to promote regional balanced growth. This study derived a political implication through the comparison analysis of the background of establishment and its purpose, the selection criteria of support target, finance scale and tax revenue finance, appropriation target and finance distribution, etc. on the basis of Chungcheongnam-do Special Accounts for Balanced Development and Jeollabuk-do Eastern part Special Accounts among the special accounts implemented in metropolitan council. The major conclusions of this study are as follows. First, the transition from the concept of balanced development to specialized development is necessary for the development of distressed region. Second, the pure wastefulness ratio of the local government's tax revenue finance of special accounts designed concentrating upon special accounts for Wide-area Autonomous Communities development should be gradually expanded. Third, Special Accounting budget should be supported to promote specialized development through the selection and concentration centering around comparatively advantageous resource within the region. Fourth, the strategic special accounts budget application system of cities and counties to utilize the projects of the government and the province to achieve the goal of cities and counties should be prepared.

In South Korea, there is a growing domestic need for a biotope map which contains ecological and environmental geographic information of a city. After the production of a Urban Ecological Maps(biotope map) by the Seoul metropolitan government in 2000, Natural Environment Conservation Act was revised in 2017 to make it mandatory for a local government to draw up its own urban ecological map. The aim of the present study was to find out ways to utilize an urban ecological map as a mean of communication between natural environment planning and urban planning sectors in a preliminary stage before introducing a big framework of 'environmental and ecological planning.' The northern area of Incheon metropolitan city was selected as the target area for this study. The major research content includes a comparative analysis of special-purpose zones, urban planning zones, restricted development zones, and conservation forests with focus on biotope types and Grades 1 of 'Biotope Type Assessment.' Farmland biotopes and forest biotopes within an area designated as an urban zone (residential, commercial and industrial zones) need to be redesignated as a zone which can conserve them. Especially considering a high possibility of damage to a large scale of natural green areas, these areas need to be readjusted immediately. If the entire area designated as an urban planning zone is to be developed, it is likely to cause serious damage to natural biotopes in the area (56.2%), including farmland biotope (30.4%), forest biotope (15.0%) and grassland biotope (10.8%), and thus, readjustment is needed. In case of a conservation forest, as it can possibly be damaged by the designation of special-purpose zones, it is necessary to match the designation of conservation forests or a special-purpose zones with their biotope types. In conclusion, we present a variety of thematic maps for utilization of an urban ecological map and propose a phase-specific environmental and ecological plan. Phase 1 is the establishment of a urban plan in consideration of ecological status; Phase 2 is the independent establishment of an environmental and ecological plan by an environment department; Phase 3 is an integrated management of ecological planning system and urban planning system.

The purpose of this study is to suggest visual resource management methods for the national parks and adjacent areas, where visual impacts by high rise buildings such as hotel, condominium, etc. become serious problems. In this study Soraksan National Park has been selected as a case study for landscape management planning. The results of this study are as follows: 1) Comprehensive landscape management planning for National Parks and adjacent areas is necessary to solve visual impact problems by high rise buldings such as hotel, condominium, etc. 2) It is suggested to investigate visual resources and conceptual landscape management ideas, to select landscape control points and lines, landscape management areas, and to prepare building height control plan for proper landscape management plan. 3) In case of Soraksan national park, the landscape management plan includes three landscape management areas : Landscape preservation area, General landscape management area, and special landscape management area. 4) In the part of special landscape management area, it is necessary to introduce landscape impact assessment system to more effective landscape management.

In order to select superior tree from Korea, five major phenolic compounds including (-)-epicatechin(EC), chlorogenic acid (ChA), hyperoside (HP), isoquercitrin (IQ), and procyanidin B2 (PC-$B_2$) in hawthorn fruit were evaluated. We also compared these hawthorn fruits of five clones with Chinese hawthorn cultivars. HPLC with a diode-array detector was used to determine the contents of the individual compounds. Hawthorn fruits of five clones (selected from different area of Korea), and four Chinese hawthorn cultivars grown in the Korea Forest Research Institute (Suwon) were utilized. With their high functional components, Jungsun is the clone including the highest contents of EC (11.26 mg/g) and PC-$B_2$ (24.46 mg/g). The clone of Chuncheon 15 had highest HP (0.53 mg/g) and IQ (0.41 mg/g). From the results, the clone of Jungsun and Chuncheon 15 can be evaluated to be selected breeding material for cultivar development.

Since the 5th Five-Year Plan for the Development of Special Education in 2013, special schools have been trying to improve facility standards to advance special education support. The purpose of this study is to find out the current status of the spatial composition of facilities for public special schools that will be established and planned after 2013, and analyze the differences from the existing school spatial composition to determine the space composition ratio and details required for the establishment of special schools in the future. As a result of the analysis, the total area of facilities of special schools established after 2013 increased by an average of 1,822.1㎡ (about 16%). Through actual drawing analysis, it was confirmed that both the dedicated area and the public area had increased. The cause of the increase in the public area was confirmed to be an increase in hallway width and ramps, halls, and toilet between classrooms, and the reason for the increase in the dedicated area was that the newly installed 'Learning Support Space' had an average of 20 additional rooms installed per school.

This study aims to analyze a selective examination for the gifted and talented from a domain-general and special standpoint. For this, we analyzed gifted and talented test results carried out by Gifted and Talented Education institute affiliated with the university of Education located in the central region of South Korea. This test consisted of three sections which are giftedness in the first round, academic aptitude in the second round and interview in the last round. I conducted the analysis of variance of the giftedness test result to the gifted and talented group in each subject from the domain-general point of view. As a result, the each group was not significant. This means that the gifted and talented in each subject has giftedness from the domain-general viewpoint. Secondly, I implemented the analysis of correlation among three test such as giftedness, academic aptitude and interview conducted during the selective process for the gifted and talented. The result was that they had a low or no correlations between them and were not significant. This demonstrated that each test checked a different area. That is, we came to realize that the first, second and third test evaluates a different area and in particular, with the result that the first and second test had a low or no correlations between both of them we realized that they evaluated a different area from a domain-special standpoint. The purpose of this study is meaningful to investigate in terms of how the selective test for the gifted and talented is conducted from a domain-general and special standpoint as a recent study viewpoint about the gifted and talented along with creativity. It is too limited to generalize this result because this test was sampled by one region but, this study indicates that we should take a domain-general and special standpoint into account when it comes to selection for the gifted and talented.

The purpose of this study is to investigate the need for practical evaluation of special education field based on the analysis of the importance - performance of special education basic curriculum academic achievement evaluation area. The evaluation categories and areas for the analysis of importance and performance are set in 4 categories - 22 areas of life education derived from Delphi analysis and 7 categories- 27 areas in special education basic curriculum. As a result of analyzing the importance and performance of 126 teachers of intellectual disability special schools in P metropolitan city, statistically significant difference was shown between importance and performance in all areas. As a result of analysis of scatter plot with x - axis and significance as y axis based on averaging point, some elements of subject education showed low recognition level both in importance and execution. The results of this study suggest the necessity of restructuring the evaluation area and the evaluation system of the basic education curriculum of the special education and further revise the contents of the curriculum of the national level basic curriculum and the content area, It implies that discussion is needed.
The purpose of this study is analysis of traditional noble houses style of Ha-Dong area in Kyeong-Nam. The sequence of this study is at first finding the list of survey object, and investigating of those houses, after than drawing the site and floor plan, and lately analysis the characters of inner and outer space of them. It required six months. The results of analysis of them are as follows. 1. The noble traditional houses in Ha-Dong are found eight samples which are not noticed in academic society. 2. The constructions of noble housing in late Period of Cho-sun Dynasty are divided in three parts as a general role. Its grade is similar in Ha-Dong. The number of traditional noble house of (old) volunteer class is two cases. The (new) rich-farmer class is four cases. And there are two cases of (long) authority class. 3. The type of site plan is based on Korean south area style which is the style of departed rectangular type. But outdoor spaces are divided in several space by many fence than other area. It is the special item of construction. 4. The special character of indoor space is the use of 'Gong-ru'. It is called similar space used in top of main entrance building of large building. But it is located in various space in Ha-dong. It is included in any space of Sarang-Che, An-Che, Are-Che. The traditional noble houses of Ha-Dong area have special spacial characters. For long time there space was developed based on local identity. And its characters was divided various classes. Thus Ha-Dong area is definite place of useful identified traditional culture.
The purpose of this study was to investigate the status of implementing special events within school foodservice operations. A total of 359 questionnaires were distributed to dietitians employed at school foodservice operations in Busan from July 1 to 31, 2006 (response rate: 93%). The results indicated that approximately half of the respondents (47.7%) did not implement special events. The types of special events that foodservice operations had most frequently implemented were 'traditional festival day events' (19.0%), 'subdivisions of the season events' (18.3), 'seasonal events' (17.1%), 'school events' (13.0%), 'single day events' (10.2%). According to the dietitians' characteristics, older dietitians implemented 'healthy food events' more frequently than younger dietitians. 'Traditional festival day events' (p<0.05) and 'subdivisions of the season events' (p<0.01) were more frequently implemented in independently managed foodservices than in contract operations. On the other hand, 'international food events', 'gift events', and 'healthy food events' were more frequently implemented in contract foodservices than in independent operations (p<0.001). Dietitians from elementary and middle schools implemented 'winter solstice', 'midsummer', 'children's day', and 'school foodservice day' events more frequently, whereas dietitians from high schools implemented 'midsummer', 'Valentine's day', and 'teacher's day' events more frequently. Most dietitians (94%) had never received education or training for special event marketing previously. Therefore, these results suggest there may be a need to develop educational programs on special event marketing for dietitians.
