복합문화예술센터 장애인 정보서비스에 대한 연구 (A Study on the Information Services for People with Disabilities in the Culture and Art Complex)

  • 본 연구는 최근에 복합문화예술센터가 증가하면서 방문자에 대한 정보서비스 필요성이 증대하고 있는 상황에서 장애인을 위한 정보서비스 방안을 제시하기 위해 수행되었다. 지체, 청각, 시각 장애인을 대상으로 집단면담법을 이용하여 복합문화예술센터에서 제공되어야 할 장애인 정보서비스에 대해 파악하였다. 조사 결과는 홈페이지 정보, 안내 데스크, 오리엔테이션 장소, 정보검색 장소로 구분하여 지체, 시각, 청각 장애인을 위한 서비스를 제시하였다. 안내 데스크에서는 시각 및 청각 장애인을 위한 적극적인 서비스와 지체장애인을 위한 편의시설이 논의되었다. 오리엔테이션 공간에서는 시각 및 청각 장애인을 위한 기기 설치와 지체 장애인을 위한 좌석 위치를 제시하였다. 제언으로 복합문화예술센터에서 장애유형별 정보 탐색 행태에 대한 세부적인 연구의 필요성을 제시하였다.

장애인복지 관련 법제의 발전방향 (The Proposal for Improvement of Legal System for the Persons with Disabilities)

  • 우리나라 장애인복지의 발전과정은 대체로 4기로 구분할 수 있다. 제1기는 1981년 이전으로 장애인을 한낱 자선의 대상으로만 보았던 시절이고, 제2기(1981~1988)는 "장애인복지법"제정으로 장애인복지 이념의 등장과 태동시기에 해당하며, 제3기(1989~2006)는 장애인복지제도의 틀을 정비하고 복지서비스 확대를 도모하던 시기라고 할 것이며, 제4기(2007~현재)는 장애인차별금지법 제정 등으로 장애인 인권 및 복지 보장의 확대전환기라 할 수 있다. 특히 우리나라에 있어서 장애인복지 관련 법제는 2007년이 새로운 역사적 이정표를 세운 해라고 할 것이다. 이 해에 장애인계의 오랜 숙원이었던 "장애인차별금지 및 권리구제 등에 관한 법률"이 제정되었고, 기존의 "특수교육진흥법"이 폐지되면서 새로운 "장애인 등에 대한 특수교육법"으로 대체 입법 제정되었으며, "장애인복지법"이 장애인복지 패러다임 변화를 수용하는 내용으로 전부개정되는 등 법제도상의 괄목할만한 성과를 이룩하였던 것이다. 여기서는 우리나라 현대사에 있어서의 장애인복지 수준을 가늠할 수 있는 관련 법제도의 입법화과정과 현행 법제의 체계를 살펴보고, 현행 법제의 주요내용과 개선과제를 논함으로써 향후 우리나라 장애인복지 관련 법제의 발전방향을 제시해보고자 한다.

발달장애인 가족지원 서비스에 대한 중요도-만족도 분석 (Analysis on the Importance and Satisfaction of Family Support Service for Families with Developmental Disabilities)

  • 이 연구에서는 발달장애인 가족 284명을 대상으로 가족지원 서비스에 대한 중요도와 만족도 인식 수준을 알아보았는데, 그 결과는 다음과 같다. 첫째, 발달장애인 가족의 가족지원 서비스에 대한 중요도-만족도 인식 수준은 전반적으로 그리고 하위유형별로 모두 통계적 유의차가 있는 것으로 나타났다. 둘째, 발달장애인 가족의 가족지원 서비스에 대한 중요도 인식 수준은 양육활동 지원, 신체적 물질적 안녕 지원, 가족 상호작용 지원의 순으로 나타났다. 셋째, 발달장애인 가족의 가족지원 서비스에 대한 만족도는 양육활동 지원, 가족 상호작용 지원, 정서적 안녕 지원의 순으로 나타났다. 넷째, 중요도-만족도 사분면의 특성을 분석하여 현상 유지, 개선 노력, 중장기 전략 필요 등을 제안하였다. 이 연구의 결과는 발달장애인 가족지원 서비스의 개선을 위한 기초자료로 활용할 수 있을 것으로 기대된다.

  • Special needs patient are one of the underserved dental patient groups in Korea. However, Lack of attitudes to oral care and the knowledge of health professionals are identified as barriers to oral health for people with disabilities. Health authorities have a key role in ensuring that the need for a comprehensive dental services is met. This review may help oral health professionals understand the dental considerations according types of disabilities and provide appropriate and necessary dental care for special needs patients.

장애인치과학 수업 전후의 치의학 전문대학원 학생들의 장애인에 대한 인식 변화 연구 (STUDENT ATTITUDES TOWARD PEOPLE WITH DISABILITIES : A COMPARISON BETWEEN BEFORE AND AFTER CLASS OF SPECIAL CARE DENTISTRY)

  • Patients with disabilities are a significant segment of Korea population. However, they encounter more challenges when seeking dental care. So, dentists and students who are future dental providers should have a responsibility to provide oral care services for them. In this study, we hypothesize that the education of special care dentistry may influence positive attitudes of the disabled. The attitudes are influenced by demographic variables such as gender, religion, experience of volunteer activities and marital status. Therefore, the objective of this study was to explore the change of attitudes of students towards people with disabilities between before and after class of special care dentistry. 72 students enrolled at the Kyung Hee University were surveyed. All participants attended class of Special Care dentistry in the third grade. The survey was conducted two times, just before class and after class. The attitudes of students were assessed using the well-documented ATDP (Attitude Toward Disabled Person)-O(Original) scale and MAS (Multidimensional Attitudes Scales Toward Persons with Disabilities) scale through the methodology of questionnaires. The results indicated that gender, experience of volunteer activities and marital status did not affect their ATDP and MAS score. In religious affiliation, only, there were statistically significant difference in student attitudes between before and after class of Special care dentistry. It means that habitual religious activity may offer stronger effects on student's attitude than short-term education. Therefore, long-term and specific educational experiences are needed to promote positive attitudes for people with disability.

What Else Is Needed in the Korean Government's Master Plan for People With Developmental Disabilities?

  • On September 12, 2018, President Jae-In Moon announced the Comprehensive Plan for Lifelong Care for People with Developmental Disabilities, with representatives from the associated government branches (Ministry of Health and Welfare, Ministry of Education, and Ministry of Employment and Labor) in attendance. The goals of this plan are to provide health, medical, rehabilitative, special education, and social welfare services according to the life-stages of the affected individuals; to reduce parental pressure; to promote social interventions; and to enhance community-level participation in order to create a 'welfare society in harmony.' However, in order for the plan to succeed, additional efforts must be made in the following areas. First, an epidemiological survey is needed to understand the scale, prevalence, and incidence of developmental disabilities and to establish an evidence base to support policy development. Second, accurate definitions of developmental disabilities must be established in order to avoid policy discrimination based on impairment type and age. Third, personal evaluations to assess disabled individuals' unmet needs and customized service designs to deliver those needs are required. Fourth, the plan must fulfill the goals of accessibility and fairness that the government intends to provide. Fifth, the government should consider an integrated financial support system and to propose a detailed plan for monetary distributions. Finally, an integrated system that links health, medical, employment, educational, and welfare services must be constructed.

일부 특수학교 장애인의 구강보건의식행태에 관한 조사연구 (Study on the oral health awareness and behavior in the special school for students of disability)

  • Objectives : This study of oral health problems was conducted to 311 students in Special Schools in order to inquire into the state of their oral health behaviors, to find out the main obstacles against dental services, to secure dental reasonable basis for oral health promotion. Methods : A questionnaire survey was conducted in the Special School of the 311 students in the area of the metropolitan Seoul. By means of Chi-squared test and Fisher's exact test, oral hygiene habits for each type of the subjects, the contents of dental care services, the prerequisites to improve oral health, were inquired. To evaluate the effects to the current oral health status of types of disability, 2-way ANOVA was practiced. Results : The handicapped with Visual impairment, mental retardation, multiplicity with disabilities, answered negatively in their own oral health status. 47.4% of the deaf can do brush for theirselves without the inconvenience, but in other types of disability they showed that they were helped by others. Subjects did not use the secondary oral hygiene necessaries because, except brain damage, almost of types of disability impeded the convenient use. 60 to 88.2 percent of the total respondents were the recent visitors to dental clinique within 1 year, and the most common motives of the visiting dentist, is a routine medical examination, their movements to the dentist in all types of disabilities, needed helps of others. Most of them received medical treatment at a private dentist, the handicapped preferred the private care and place(49.8%). Only in the case of the brain disorders, extremely much of the disabled answered that they were needed the preventive treatment, and the another cases of disability were largely needed the treatment of the decayed teeth. To improve the oral health of the people with disabilities, at the opening of the clinics and hospitals over a certain size, the mandatory medical facilities for the care of the disabled should be preceded and followed by the improvement of dental insurance system so as to reduce the burdens of the cost of dental care. Conclusions : The improvement of oral health policy for the disabled are needed inevitably: Development of secondary oral hygienic easy to use for the disabled, the building systems of medical dental hospital with the disabled facilities, by the improvement of the insurance system, the reduction of the burden of payments.

노인과 장애인을 위한 국내 복지기술 동향 분석 (Current Trends Analysis of Welfare Technology in Korea for Older Adults and People with Disabilities)

  • 본 연구는 체계적 문헌 검토를 통해 복지 요구 및 기능, ICT 기술 범주를 함께 고려한 복지기술 분류틀을 개발하고 이 분류틀에 따라 노인과 장애인 대상의 국내 복지기술 활용 사례를 분석함으로써 한국의 복지기술 동향을 파악하는데 목적이 있다. 체계적 문헌 검토 방법을 사용하여 5개의 복지요구 및 기능 요소와 8개의 ICT 기술로 구성된 복지기술 분류틀을 도출해 낸 뒤 국내 복지기술 활용 현황에 대해서 문헌 분석을 실시하였다. 현재 국내 복지기술 활용은 복지 요구 중 자립자조 분야, 기능면에서는 이동성, ICT 기술에 있어서는 ICT 디바이스를 이용한 기술의 활용도가 높게 나타났다. 본 연구 결과는 국내 실정에 맞는 복지기술 분류틀을 사용하고 이를 적용하는 것이 중요함을 보여준다. 향후 한국 복지기술의 방향성 모색을 위한 연구가 더욱 확대될 필요가 있다.

한국의 장애인 환자 치과 진료를 위한 국민 건강 보험 가산제도의 종류 및 청구 현황 (THE ADDITIONAL POINT SYSTEM OF NATIONAL HEALTH INSURANCE FOR DENTAL TREATMENT IN PATIENTS WITH A SPECIAL HEALTH CARE NEED IN KOREA)

  • In order to increase the accessibility of dental care for people with disabilities, National Health Insurance Service has implemented an additional point system of National Dental Insurance for dental treatment of patients with a special health care need (AID). The purpose of this study is to investigate the types and status of AID in Korea using data of the Health Insurance Review and Assessment Service from 2011 to 2017. The basic consultation fee is increased by 9.03 points (713 won) for brain disorder, intellectual disability, mental disability, or autistic disorder. From 2011 to 2015, the number of claims with a basic consultation fee increased from 90,456 to 141,179. Dental treatment and surgical treatment fee is increased by 100% of the defined insurance score for each of the 15 items. During the five years from 2012 to 2016, the number and amount of claims for each item increased steadily. Of the total claims for 5 years, endodontic treatment was highest, with 107,477 cases, followed by 51,641 cases of scaling. There are two types of dental safety observation fee, simple and complex. The simple safety observation fee is 10,370 won per day, and the complex safety observation fee is 20,750 won per day. Dental safety observation fees were charged 34 times in 2015, 14 times in 2016, and 41 times through May 2017. From 2011 to 2017, the number and amount of claims using AID for dental care for people with disabilities increased. However, considering that the number of registered dental users with disability was about 560,000 in 2016, the number of claims using AID is 1-20,000, which is less than 2% of registered dental users with disability. Therefore, it is necessary to expand dental services for people with disabilities including AID.

노인주간보호시설의 프로그램운영과 공간구성관계연구 - 경기도 노인주간보호시설을 중심으로 - (Study on service and Use the Actual conditions of Day care Center for the elderly - with A Focus on Adult Day Care Facilities -)

  • As the country's elderly people who are 65 years or older recently exceeded 10% of the total population with development of medical technology and improvement of living standards, Korea has turned into an aging society. Especially in Gyeonggi-do, as of late December 2012, elderly people who were 65 years or older were 1,135,242 persons, taking up 18.98% of the region's population and registering the largest number of elderly people in the nation's cities or provinces. Due to such a sharp rise in elderly population, support for the elderly is increasing the burden on families and communities. The study aims to take as its subjects elderly people staying at authorized elderly welfare facilities, who are weak in mind and body and have difficulty in daily life with disabilities, or adult day care facilities that take care of elderly people during the day or at night, examine the concept of adult day care facilities and instances in foreign countries, and study the status of the adult day care facilities located in Gyeonggi-do, their services, and safety by figuring out space arrangement based on program implementation. Spacial arrangement in program operation should satisfy fuction and purpose from the manager and user's perspective, and a desirable program operation should provide separate spaces for the elderly with Alzheimer's and those without Alzheimer's. Compared to residential care facilities, adult day care facilities incur less financial burden and, compared to other authorized services, have many right functions that can upgrade the quality of users and satisfy their desires. Major countries like Japan, the UK, and Sweden recognize the right functions of day and night care services and aggressively support and utilize adult day care facilities. For adult day care facilities, quality services should be developed and use and choices should be enhanced as regards services. Development of special programs for the elderly with dementia and stroke, instead of simple protective functions of a program, must be actively promoted, while manpower training is required for program operation, conveniences, and safety. By developing and providing space arrangement models that focus on efficiency, convenience, and safety of program operation, adult day care operation can be revitalized, while quality of elderly care may be enhanced and welfare budget can be saved.
