  • Woman officers with the power of the future is likely to be more female officers can increase castration. These changes to the times in order to meet the recent Lady, chosen to increase the Police and military, and female employees in the movement to operate inside the police organization to efficiently is increasing. This study with regard to women soldier and police women a typical one of speecial job of womanpower, there is the purpose of study to suggest the direction to improve the job performing ability through the careful anlysis. On account of the minority in number of women soldier and police women in the group which consist of many men, there are lots of difficulties on duty. In order to keep up with the times for the expansion of opportunities for excellent womanpower, army and police should lead to stronger efforts for them. Besides, in comparison with the general work of womanpower, woman soldier and police woman have a special duty assignments in the groups wihich have a specific predisposition. In conclusion, it is necessary to have lots of politicasl support and cosideration.

A Study on Outplacement Countermeasure and Retention Level Examination Analysis about Outplacement Competency of Special Security Government Official (특정직 경호공무원의 전직역량에 대한 보유수준 분석 및 전직지원방안 연구)

  • This study is to summarize main contents which was mentioned by Beomseok Kim' doctoral dissertation. The purpose of this study focuses on presenting the outplacement countermeasure and retention level examination analysis about outplacement competency of special security government official through implement of questionnaire method. The questionnaire for retention level examination including four groups of outplacement competency and twenty subcategories was implemented in the object of six hundered persons relevant to outplacement more than forty age and five grade administration official of special security government officials, who have outplacement experiences as outplacement successors, outplacement losers, and outplacement expectants, in order to achieve this research purpose effectively. The questionnaire examination items are four groups of outplacement competency and twenty subcategories which are the group of knowledge competency & four subcategories including expert knowledge, outplacement knowledge, self comprehension, and organization comprehension, the group of skill competency & nine subcategories including job skill competency, job performance skill, problem-solving skill, reforming skill, communication skill, organization management skill, crisis management skill, career development skill, and human network application skill, the group of attitude-emotion competency & seven subcategories including positive attitude, active attitude, responsibility, professionalism, devoting-sacrificing attitude, affinity, and self-controlling ability, and the group of value-ethics competency & two subcategories including ethical consciousness and morality. The respondents highly regard twenty-two outplacement competency and they consider themselves well-qualified for the subcategories valued over 4.0 such as the professional knowledge, active attitude, responsibility, ethics and morality while they mark the other subcategories below average still need to be improved. Thus, the following is suggestions for successful outplacement. First, individual effort is essential to strengthen their capabilities based on accurate self evaluation, for which the awareness and concept need to be redefined to help them face up to the reality by readjusting career goal to a realistic level. Second, active career development plan to improve shortcoming in terms of outplacement competency is required. Third, it is necessary to establish the infrastructure related to outplacement training such as ON-OFF Line training system and facilities for learning to reinforce user-oriented outplacement training as a regular training course before during after the retirement.

  • The purpose of this research is to suggest a construction device that can transform a public safety, security service, security system on counter- terrorism device system, from government leading type to private management type. There are purpose on this thesis to research for the bringing up counter-terrorism experts certification system and about all sorts of developed device among our country's counter-terrorism situation and through comparing developed country's private security's developing device. This summary of thesis is like below. First we need to establish total counter-terrorism center, like developed country on national corresponding strategy. Second, we need to make an organization as a country security department unified as an America's President directly belonging organization. Third, it is to legislate about an counter-terrorism. Fourth, we need to make a coorperate system according to counter-terrorism duty come under private management, so that can recover a trust among people. Fifth, a terror warning system is necessary. Private security's mutual relationship and developing devices is First, it is necessary to bring up counter-terrorism expert. Second, it is necessary to bring in counter-terrorism experts certification system. Third, counter-terrorism research center that come under private management is necessary. It is considered that various research need to be continued after by bringing up counter-terrorism experts, transforming a consciousness, counter- terrorism education, building an equipment and education center, not for a special group, that can minimize human infringement.

  • Purpose and Method: Financial field among the various changes due to the nationalization of fire fighting officials is the main point and to stably settle according to the purpose, improvement of special account for fire fighting officials is suggested by analyzing the facts and related acts. Results: To use the fire fighting project budget entirely in fire fire fighting project by the purpose of the installation of special account for fire fighting officials, dual budgeting standard for labor cost should be revised. In the reserve cost budgeting standard "Within 1/100 of the total budget rule" total budget includes the labor cost, as a result reserve cost budget will keep increase, so reserve cost budget should be fixed by the project budget instead of the total budget. Conclusion: To use the fire fighting budget by the purpose of the installation of special account for fire fighting officials, improvement on budgeting standard is necessary to increase quality of the fire service and stably operate the fire fighting organization.

  • In advanced country, private investigation system is made up of private security and in domestic, there is growing need constantly to introduce private investigation but it is not passed until now in assembly so a messenger office which is run illegally is growing because of demand by subdividing business areas. That is a proof that both the police and private security don't meet demand of public peace to the public. that's why the police has own businesses like a investigation, traffic, intelligence, crime prevention and private security's business areas are limited like a facilities security, escort security, protection of a person, machine security, special security as the Private Security Act. This study attempts to know structural difference between private security system and private investigation system in case private investigation system becomes one of the private security. on some question, respondents reply like that private security and private investigation is very different(71.2%), different(22.4%), average(6.3%), similar(0.0%), very similar(0.0%). the result seems like respondents recognize private security and private investigation as different businesses. In the result of non-quantity analysis, the differences seem like a business character, expense, business scope, public power, scale of organization, object of threat, legislation. In domestic, effort to legislate private investigation system has undergone difficulty since congressman Ha Soon Bong's motion in 1999 and today, congressman Yoon Jae Ok's All Amendments Private Security Act and congressman Song Young Geun's Private Inveswtigation Act are pending in assembly. This study's result is intended for examining difference in exploration between private security and private investigation and then there is going to propose to the policy in case private investigation system is passed in assembly by amending Private Security Act like congressman Yoon Jea Ok's All Amendment Private Security Act.

  • In modern society, the enterprises or the public organization have devised consistent means and methods with keen competition in high intelligence, high specialization and high competition for surviving in the struggle for existence. In the rapidly changing modern society like that, guard services are not free any more in the simple business. It will be survived only with consistent self-development and various abilities. Recently, it is on a trend that the enterprise including venture business requires the man of ability having many-sided thought, knowledge and capacity. That is, the era of a man with multi-function has come. The guards engaged in their present posts have to make efforts self-development consistently. And they have to work for self-development with theoretical knowledge acquirement about the expert knowledge escaping from simple function and business. The constitution including universities that train the guard should not adjust to the demand of quantitative manpower required in the enterprise organization with the training of the guard with simple functions only. It needs settlement as a curriculum with technology like ideology and knowledge breaking from short curriculum centered on function only in order to come to stay the recognition about guard services as expert services that the industrial society requires. The education centered on simple function should be replaced in the use of a high school, private academy and special guard institution. In addition, it requires a quality as the auxiliary, division, decision-making and spokesman according to the business role. Also, it requires the martial arts capacity, the communicative capacity, the sports or reports capacity, the guard driving capacity, the policy and assistant capacity and the information and analysis capacity, etc in individual. Lastly, it need each guard's change of cognition most of all. As part of the guard's adaptive plan according to the social change, it was enumerated like the mentioned above. It is important for the guard to prepare for the change of era and to build up quality and capacity before anything else.

  • The article discusses the use of smart technologies in the training of future specialists. Today, learning using smart technologies is becoming a new educational standard, where information is presented in a logical sequence, computer training systems have powerful functions for the educational process. The functions of smart technologies are highlighted. It is noted that smart technologies are successfully used in the field of education and professional training. The concept of "smart education" is characterized. Smart education is an educational paradigm that underlies a new type of education system. The implementation of the smart education paradigm is aimed at the process of obtaining competencies and competencies for flexible and adapted interaction with the social, economic and technological environment.   • The widespread use of cryptographic technologies is complicated by inconsistencies and duplication in the key management systems supporting their applications. The proliferation of key management systems or protocols also results in higher operational and infrastructure costs, and fails in interoperability. Thus, it is essential to realize key management interoperability between different and heterogeneous cryptosystems. This paper presents a practical and separable key management system for heterogeneous public-key cryptosystems. We achieve the interoperability between different cryptosystems via cryptography approaches rather than communication protocols. With our scheme, each client can freely use any kind of cryptosystemthat it likes. The proposed scheme has two advantages over the key management interoperability protocol introduced by the organization for the advancement of structured information standards. One is that all the related operations do not involve the communication protocol and thus no special restrictions are taken on the client devices. The other is that the proposed scheme does not suffer from single-point fault and bottleneck problems.

  • This study is concerned on Why The Certified Security certification is needed and How to control the security quality to get better service to the clients. Theses days are required The Certified Certificate in all the industry. And in this point of view, the certified certificate is a kind of confirmation by an authority to the person who has how much special knowledge and practice in a certain field. Moreover, in the functionalism society the certified certificate system would be very positive effect to the related industry and society as official measurement by an authority. The security is freedom from fear and anxiety. Which means the security can not be operated in isolation from citizen's safe-living expectation, and which is also dealing with valuable human being's life. For getting the better purpose the security industry employees should have more organized special training and education. As my understanding the certified certificate exam system is the confirmation by an authority, the certified certificate is only neutral evidence to get the confidence and credit from the clients. In this point of view the core point is How to control The Certified Certificate by a credied authority.
