해양경찰공무원의 조직문화에 관한 인식차이 연구 (A Comparative Study on Cognition Difference of Maritime Polices' Organization Culture)

  • 해양경찰조직을 지배하는 각종의 조직문화들은 이를 인식하는 해양경찰관이 조직구성원으로서의 행동에 영향을 미칠 수가 있고, 나아가 해양경찰활동의 역할과 치안활동을 결정지을 수가 있다. 이에 해양경찰공무원의 조직문화는 전반적인 주류를 형성하는 문화가 나타날 수가 있고, 특정 개인이나 집단이 향유하고 공감하는 조직의 하위문화가 나타날 수가 있다. 이러한 해양경찰조직문화의 유형은 다양하게 나타날 수가 있는바 일반적인 조직에서 나타날 수 있는 집단문화(Group Culture), 위계문화(Hierarchy Culture), 발전문화(Development Culture), 합리문화(Rational Culture)에 대한 인식차이를 살펴보았다. 해양경찰관들의 일반적 인식에 대한 분석결과를 살펴보면 다음과 같다. 첫째, 연령에 따라 위계문화와 합리문화에서 20대 연령층의 해양경찰공무원들의 인식이 가장 높게 나타났다. 둘째, 계급에 따라 위계문화와 발전문화, 합리문화에서 차이를 보이는 것으로 나타났으며, 위계문화에 있어서는 경장 계급, 발전문화와 합리문화의 경우 경감 계급이 가장 높게 인식하는 것으로 나타났다. 셋째, 입직경로별 조직문화의 인식차이 분석결과 집단문화에서만이 차이를 보이는 것으로 나타났으며, 특히 특별채용으로 입직한 해양경찰공무원의 집단문화 경향이 낮게 나타나는 것을 알 수 있다.

국내 디자이너 패션산업의 고용 특성 연구 (Research on Employment in Korean Designer Fashion Industry)

  • This project aims to provide information on organizations and characteristics of Korean designer fashion industry in order to improve employment environment in fashion designer brands. This study utilizes the questionnaires and interviews with designers or human resources managers in Korean designer brands for forms, size and way of employment. The result shows that firstly, the size of employment in fashion designer brands is almost operated by small-scale human resources. Secondly, It is researched that they recruit less than 10 temporary employees per a brand on average as a problem. Thirdly, there are differences in business according to forms of employment. As researched, permanent employees usually conduct in design, products plan and production management, but, temporary employees conduct as a business assistant and salespeople. Fourthly, it is revealed that average salaries for permanents in fashion designer brands are between 1,510,000 and 2,000,000 won as the most people said. Moreover, the average salaries for temporaries are similar with permanents' as between 1,170,000 and 1,500,000 won. In fifth, in terms of the ways for recruitment, the proportion of job seekers who find a job by nonscheduled admission and special employment is larger than other ways. Finally, as a result of a research on an employment contract, employees have written the employment contract with the brands.

중등학교 환경과 교사 임용고사 제도의 문제점과 개선방안 (Current Status and Ways for Improvement of the Examination System for the Employment of Environmental Education Teachers in Secondary Schools)

  • In this study, the current status and the desirable ways for improvement of the examination system for the employment of the environmental education teachers in the secondary school were investigated. For the study, first, problems and reasons, and the counterplan of policy on the teacher connected directly with the examination employing secondary school teachers through exploration of the related literatures were analyzed; second, it was identified that the essential quality which environmental education teachers should have ready; third, the curriculum of environmental education teacher training universities and the seventh environmental curriculum were examined to provide a basis of discussion on the principle of setting questions for the employment of environmental education teachers; fourth, the number of recruitment, the number of examinee, the principle of setting questions, the composition of questions, and the distribution of scores of the examination which were carried out in the school year 2000 and 2001 were compared and analyzed; finally, the basis of the above analyses, recommendations to consider the examination system for the employment of environmental education teachers in the secondary school were presented as follows: first, the team managing the examination for the employment should reflect the aims and special contents of environmental education to discuss and decide the principle of setting questions on the environmental course; second, the proportion of subject matter education in the examination for environmental education teachers should be increased; third, the validity of questions for the examination should be clarified and the difficulty level of the questions should be low.

Comparison of Electrical Activity Between Vastus Medialis and Vastus Lateralis According to the Difference of Angle of the Femoral Anteversion

  • The purpose of this research was to analyze the effects of the increase of the femoral anteversion angle on the unbalanced quadriceps femoris muscle causing the increase of the valgus force on the knee joints and patellofemoral pain syndrome by comparing with the group that shows the smaller femoral anteversion angle. The method for the research was to compare the femoral muscle's activity while the subjects were maintaining the knee joint flexed isometrically for 10 seconds. The evaluation tool for femoral muscle's activity was QEMG-4 (model LXM 3204). The results were as followings. Firstly, in case of the experimental group, the muscle strength of the vastus lateralis muscle was strong while the rectus femoris and vastus medialis were weak. In these facts, we can see the statistically meaningful difference in vastus medialis muscle activity. Secondly, in the muscle activity analysis for vastus lateralis and medialis of the two groups, we could see the vastus lateralis muscle was strong in anteversion wider for experimental group while the vastus medialis muscle contracted far more stronger in anteversion smaller for control group. From these results, we can see the significant differences in muscle recruitment between the two groups. Above results show that if the anteversion becomes wider, vastus medialis muscle will become seriously weaker, on the other hand, vastus lateralis act stronger.

韩·中博物馆文化商品营销比较研究 : 以国立中央博物馆和故宫博物院为中心 (A Comparative Study on the Marketing of Korean and Chinese Museum Cultural Products : Focused on the National Museum of Korea and the Palace Museum)

  • 博物馆文化商品在博物馆收益中逐渐占据重要部分, 因此, 在博物馆经营中, 文化商品营销的重要性日益增大。本研究通过对中国故宫博物院和韩国国立中央博物馆的文化商品营销战略进行比较分析, 来探索两国博物馆文化商品营销的发展方向。为此, 通过产品, 价格, 渠道, 促销等营销4P战略分析, 分析了韩国国立中央博物馆(以下称中博)和中国故宫博物馆(以下称故宫)的文化商品的差异。研究结果表明, 在产品(product)方面, 故宫重视与其他企业的合作战略, 但中博主要以"企划展文化商品"为中心, 将重点放在自身的商品开发上。价格(price)方面, 中博的文化商品比一般产品的价格定价要高。与此相反, 故宫的部分文化商品与市面上类似产品比较, 以相对低廉的价格出售。据分析, 这是因为不同的市场占有率而采取的战略。从渠道(place)方面来看, 故宫利用多种电商销售文化商品, 而中博则通过特定网站进行集中销售。另外, 故宫的线下卖场位于故宫正门出入口等位置, 但中博的线下文化商品店则设立在中博内部。在促销(promotion)方面, 故宫主要利用网络社交媒体营销战略, 而中博会每年通过公开招募活动收集人们各种各样的想法, 开发文化商品。本次研究通过中国故宫博物院和韩国国立中央博物馆的博物馆文化商品营销方式的比较, 对中国和韩国博物馆文化商品的发展具有新的启示意义。

각속도 300°/sec에서 기능적 발목불안 유무에 따른 고유수용성감각, 발목 근력, 그리고 최고 회전력까지 걸리는 시간의 생체역학적 특성 차이 (Different Biomechanical Characteristics in Proprioception, Muscle Strength, and Time to Peak Torque at Velocity of 300°/sec of the Ankle Joint in People With or Without Functional Ankle Instability)

  • The purpose of this study was to examine the differentiation of proprioception, invertor and evertor muscle strength, and time to peak torque at a velocity of $300^{\circ}/sec$ of the ankle joint in people with or without functional ankle instability (FAI). Nineteen subjects with a history of ankle sprain participated. All subjects were divided into FAI group ($n_1=9$, Cumberland ankle instability tool (CAIT)${\leq}24$) and a control group ($n_2=10$) based on their CAIT scores. Isokinetic dynamometer was used to measure the sense of active joint position of the ankle at mid-range and end-range of an inversion motion and invertor as well as the evertor muscle strength and time to peak torque at $300^{\circ}/s$. The FAI group showed a statistically reduction in invertor and evertor muscle strength and time to peak torque when compared to the control group (p<.05). Muscle strength and time to peak torque of the invertor and evertor, as well as the sense of active joint position at end-range were also lower in the FAI group than in the control (p<.05). Correlations between CAIT score and position sense at end-range (r=-.577) and invertor muscle strength (r=.554) were statistically significant (p<.05). Individuals with FAI showed reduction in invertor and evertor muscle strength and recruitment time as well as in proprioception of the ankle joint. Thus, proprioception and invertor and evertor muscle strength of the ankle joint at fast angular velocity may be investigated when examining and planning care for individuals with FAI.

Human Resources Management at the Library of the House of Representatives of the Republic of Indonesia during the COVID-19 Pandemic

  • This study aims to understand human resource management in the Library of the House of Representatives of the Republic of Indonesia (DPR RI) during the COVID-19 pandemic. This institution had to change its work procedures, including its management of human resources. The research uses a qualitative approach with a case study method. Data was collected through interviews, observations, and document analysis, carried out from October to December 2020. The findings show that working from home practices had the following impacts: reduced ability to concentrate while working; many forced changes to the work programme; and problems of miscommunication due to work instructions being conveyed through a WhatsApp group. In response to the situation, the planning function of management was used to suspend the recruitment of interns; the organizing function was divided up tasks into two or three working days a week; the actuating function was seen in the willingness of leadership to motivate staff and to optimize resources by providing training; and the controlling function was realized in an online presence and online reporting mechanisms. It was concluded that the implementation of human resource management in the library was achieved through flexibility and staff empowerment. This involved carrying out initiatives and controlling their effectiveness in response to whatever changes were required by the latest pronouncements from government. Obstacles were still encountered in the implementation of these changes, especially in relation to the organizing function of management, where some conflict was seen between the DPR RI librarians.

지하철내 테러대응 개선방안의 연구 (A Study on Improving Measures against Terrorism in Metropolitan Subways)

  • 최근 중대한 테러범죄를 범한 자들의 특징은 특정 테러조직(ex. IS)의 직접적 지휘체계에 속한 것이 아니라, 테러조직의 프로파간다에 감화되거나, 기존 사회에서 적응하지 못한 자들이 IS를 비롯한 국제테러조직의 느슨한 형태의 지휘하에서 테러범죄를 범했다는 점이다. 또한 테러범죄자가 테러범죄를 범하려는 경우 취약한 연성목표물에 너무나도 쉽게 접근할 수 있음은 이미 널리 알려진 사실이다. 이에 본 연구에서는 지하철에서의 테러대응 개선방안을 제시하고자 하였다. 우선적으로 지하철 내에서 테러예방은 사전 예방의 법리가 중요함에도 불구하고 지하철 경찰대 및 철도특별사법경찰관만으로 이를 담당하기에는 물리적 한계가 있어 개선방안이 필요함을 확인했지만, 일각에서 제시되는 바와 같이 지하철 보안관에게 사법경찰권을 부여하는 것은 타당하지 않고 사법적 행정적 통제가 이루어지는 독립 보안부서를 설치하는 방안에 대해 검토하였다. 또한 지하철 운영기관에서 핵심 보직자에 대한 채용 배속시 신원조사를 통한 지하철의 안전을 제고하는 방안에 대해 검토했다. 더 나아가 테러방지법상 테러예방을 위해 설치되는 전담조직에 공항, 항만 등처럼 지하철 테러의 특성을 고려할 수 있는 테러대책 협의회의 신설이 필요함을 확인하였다. 마지막으로 테러대응 기관의 권한 강화는 필연적으로 국민의 기본권을 제한할 우려가 있기 때문에 이들의 활동에 비례성의 원칙을 준수해야 함을 다시 한 번 강조하였다.

한국 자치경찰의 인력충원 방안 (Policy of Personnel Recruiting in the Korean Municipal Police System)

  • 본 연구는 자치경찰제 시행이념을 구현하고 주민친화적인 치안서비스를 제공하는데 적합한 인력을 충원하기 위한 현실적인 대안을 제시하는데 목적을 두고 있다. 자치경찰제의 실시가 가시화되고 있는 만큼 자치경찰의 인력충원을 위한 실증적 연구는 의미가 있을 것이다. 이에 따라 이에 대한 연구가 향후 자치경찰법안의 입법과정과 자치경찰제의 안정된 정착에 기여할 수 있을 것으로 보고, 이에 대한 세부적 방안을 모집 및 채용, 교육훈련, 신규배치로 구분하여 제시하였다. 먼저 모집 및 채용영역에서는 지역실정에 부합한 자치경찰 모집의 필요성과 지방행정의 집행력을 강화하기 위한 특사경 전문가의 확보방안을 제시하였으며, 주민친화적 경찰행정을 구현하기 위한 여성인력 확보방안을 제시하였다. 그리고 채용시험의 직무적 합성 확보방안과 자치경찰사무 관련 자격증에 대한 가산점 부여방안, 개방형공모 제도를 통한 자치경찰대장 임용방안을 제시하였다. 교육훈련 영역에서는 지역 내 자치경찰 교육훈련 기관의 확보방안과 지역대학과의 연계교육을 통한 자치경찰 교육훈련의 실효성 확보방안을 제시하였으며, 자치경찰 전문직무교육 과정을 제시하였다. 끝으로 신규배치 영역에서는 지역출신자들에 대한 우선배치의 필요성과 자치경찰의 전문성 확보를 위한 제한적 배치방안을 제시하였으며, 국가경찰과의 정기적 인사교류의 필요성을 강조하였다.

시각장애인을 위한 도서관의 구성요소분석 (A Study for the Factors that Affect the Library Services for the Visually Handicapped)

  • The major purpose of this study is to scrutinize and analyze various factors in numerous aspects of two different library systems for the visually handicapped, namely braille library and a special section for the visually handicapped in the public library system. The analyses may provide theoretical and conceptual framework on which strategies to enhance services for the visually handicapped is to be developed. More specifically, this study seeks (1) to examine a linkage between the degree of maintenance of staffs, collections, and equipment and the level of satisfactions of librarians and (2) to come up with more effective mechanisms of welfare services for the visually handicapped in each library system. This research is qualitative-descriptive and uses interview method. Fourteen libraries throughout the nation (4 public libraries with a reading room for the visually handicapped and 8 braille libraries) which had been in operation more than one year were selected as subjects for the research. Findings and results of the analyses are summarized as follows : 1. There seems to be general consensus that each of public and braille library has significant but, to a certain extent, different roles to play in order to enhance library services for the visually handicapped. Recruitment of qualified librarians, increase of the volume of collection, and enlargement of reading room space are noted as immediate concerns for the former. For the latter, it was suggested that increase of the number of staff for publishing, securing more equipments for pulication in braille, and wider scope as well as more variety of publications are the pressing problems at hand. 2. Both public and braille library employ one librarian for the visually handicapped who is required to have educational background in library science and special education. In addition, one must have competence in reading braille types. 3. Majority of reading rooms in those libraries is so small in physical aspect that size and number of seats are 66m2 and 15 seats respectively because circulation services are mainly in use due to the problem of inaccessibility which is commonly suffered by the visually handicapped. 4. Library services for the visually handicapped are heavily concentrated upon the large urban area. In fact, most of braille libraries are located in Seoul whereas a reading room for the visually handicapped in the public library system are exclusively placed in the large cities such as Inchon, Taejon, and Taegu. 5. All of the public library is neither equipped with necessary facilities to publish in braille nor secured supporting instruments which may facilitate library use for the visually handicapped. On the contrary, most of braille libraries are equipped with arrangements to publish in braille despite supporting devices are gererally lacking. 6. Consequently, provision of services In the public library is largely confined to reading and circulation of materials purchased from braille libraries while major task of braille libraries centers around publication and distributions of the reading materials in braille.
