EU 국가의 농촌개발정책: 스페인 엑스트라마두라, Jerta Valley 사례 (Rural Development Policy in Spain: Case of LEADER Program in Jerta Valley, Extramadura, Spain)

  • The European Union has an active rural development policy because this helps us to achieve valuable goals for our countryside and for the people who live and work there. Rural development policy involves the cofinancing by the EU and Member States of a variety of measures. Member States decide on the most appropriate measures for their rural areas from a menu of measures proposed at EU level. There are 18 Leader+ programs in Spain. Program supports Local Action Groups which are located in two or more autonomous regions. The Valle del Jerte, located in the northwest of the province of Caceres is one of the districts making up what is known as the Alta Extremadura. The rural development strategy in this area is to overcome the great deficits of the rural world, prevent rural exodus by improving the quality of life of the population,and improve the soicoeconomic environment of the district in order to help create jobs and improve family incomes. Specifically they try to create a mechanism to improve involvement, communication and social cohesion in the district, with a view to improving the internal structure of organizations and establishing rural channels for cooperation between district institutions for integrated development of the district.

해외 현지신문의 한·중·일 문화콘텐츠 관련 기사의 내용분석 연구 -말레이시아, 싱가폴, 몽골, 우즈베키스탄, 스페인을 중심으로- (Content Analysis of the Articles of the Overseas Local Newspapers on the Culture Contents of Korea, China, and Japan -Focusing on Malaysia, Singapore, Mongolia, Uzbekistan, and Spain-)

  • This research investigated the relative influence of culture contents from Korea, China, and Japan published in the internet version of local newspapers for Malaysia, Mongolia, Uzbekistan, and Spain (from January 2010 to December 2014) and from Singapore (January 2012 to December 2014) using content analysis focused on the frequency distribution of newspaper content. 'Food' showed the highest appearance frequency of the 11 culture contents investigated in the study. Among the articles related to Korea, 'Pop Music' showed the highest frequency for Malaysia, Uzbekistan, and Spain and 'Star' showed the highest frequency for Singapore and Mongolia. Among the Hallyu related contents, 'Pop Music' showed the highest frequency followed by 'Star', 'Movie', and 'Drama'. Articles related to Korea showed a significantly higher frequency than articles related to China and Japan in 'Pop Music' and 'Star' categories. Spain showed articles related to Korea only in the 'Pop Music' category.

  • The economic decline coincided with the crooked political path of Spanish monarchy that has been on an almost permanent state of war. The Spanish empire was divided and consequently, general impoverishment spread throughout the whole country quickly. Nevertheless Spanish culture reached the climax, especially in the field of painting. Spanish paintings of 17th century are basically religious based on concept of Baroque, whose theme is usually the immaculate conception or mysterious figures of saints. Velaquez, Mrillo, and Ribera are the main painters who represented the trend of this time. Despite having fame as religious court painters, they painted subjects from low society such as beggars in rags, dwarves, jesters, or the poor child. They reflected an optimistic expression and an awe for human being in their paintings greatly. In this paper, we are dealing with three main representative painters of Baroque era whose theme was a picaresque character. This character was one of the axes that coexisted with royals and nobles in 17th century of Spain. The art works that are dealt in this paper serve as materials for historial values and through them we can observe the atmosphere of decline that dominated Spain of the time.

Explorations of Evidence-based Policymaking (EBPM) for Reconciling Science and Policy: Developing a Conceptual Framework for Improved Understanding of EBPM in Wind Industry Emergence

  • This study explores how to reconcile science and policy in the wind energy sector by providing a conceptual framework for better understanding evidence-based policymaking (EBPM). Regarding this framework, the core issue is to discover how knowledge is formed over time, and which factors affect this knowledge formation. Comparative cases of wind industry emergence in Spain and Britain are examined. This analysis shows that knowledge formation initially starts in the scientific arena in parallel with its formation in the practical, and is followed by political knowledge formation near the beginning of commercial projects. Regarding knowledge formation, three more comparisons are made between wind industry emergence in Spain and Britain: the different approaches to R&D projects, the different adoptions of supporting measures, and the different ways of coping with public opposition. The factors affecting the comparisons are mainly perceptions of energy supply, nuclear power, environment and science and technology. Communication and unfamiliarity are likely to affect the comparisons in EBPM.

스페인 식민지시대 멕시코의 아시엔다 연구 (The Geohistorical Interpretation of Hacienda in New Spain)

  • 스페인의 전통 토지운영 체제의 하나였던 대농장은 1520년대 신대륙 개척기에 제국군대, 성직자, 상인은 물론 구대륙 생태계의 구성요소인 다양한 동식물과 함께 멕시코를 비롯한 현재의 중남미에 이식되었다. 중세기 스페인 남부의 대농체제인 라티푼디오의 전통과 신대륙의 자연환경이 접목된 아시엔다는 미국 남부의 플랜테이션에 비유되며 식민지시대가 막을 내리는 1821년에 이미 멕시코 농촌의 보편적인 경관으로 자리잡기에 이른다. 아시엔다는 식민지시대 멕시코를 일컫는 뉴-스페인 중부지방에 집중적으로 분포하였고, 입지결정에는 건조한 환경에서 필수적으로 요구되는 식수 및 농업용수가 깊이 관여하였으며, 수행하는 내부 경제출동의 종류에 따라 곡물아시엔다, 가축아시엔다, 광산아시엔다, 아네킨아시엔다 등 다양한 유형으로 분류된다. 대토지소유자, 농장관리자, 임노동 소작인을 주요 구성원으로 하는 아시엔다는 준 자급자족적 취락으로서 주거는 물론 종교, 농업, 문화전파 등 다양한 기능을 수행하였다. 식민지시대 멕시코의 아시엔다는 자본주의의 확산과 함께 전환기를 맞게되고 이를 계기로 내부적으로 대대적인 변형을 경험하는데, 축소된 형태이지만 오늘날 대농장과 영세농지를 특징으로 하는 멕시코 농촌경관의 일부로 잔존해 있다.

스페인 패션의 형성 요인과 특성(I) (A Study on the Formative Factors and Characteristics of Spanish Fashion(I))

  • This study aims to find out factors of historical specialty and cultural ethnicity that influenced the formation of Spanish fashion as well as examine the characteristics of Spanish fashion by comparing its historical costumes, such as folk costume and court costume with contemporary fashion of major Spanish designers in the 20th century. Documental investigation and analysis of visual materials were used as research method. The study results are as follows: The major factors that affected the characteristics of Spanish fashion in the history include the geographical features, invasion of foreign nations, cultural heritage of various ethnic groups, strengthening of the national power, advancement of international trading through the newly developed routes, and influence of religions such as Christianity, Islam, and Judaism. Featuring the coexistence of variety and heterogeneity, the ethnicity reflected in the culture harmoniously embraces various spirits such as conflict and coexistence, individualism and collectivism or regionalism, and exclusion and tolerance of religions. In addition, the characteristics in the cultural phenomena include passion, sensuousness, individualism, sense of reality, sense of chic, and the people-centeredness. The basic Characteristics of Spanish fashion include the sensuality of excessive zeal, decorativeness of gorgeous handicrafts, exoticism of people-centered variety, extreme contrast of harmony, touching artistry of chic, and fantastic surrealistic wits.
