Port Competition in East Asia and Korean Strategy

  • This paper aims to describe port competition in East Asia and the Korean government's port strategy. In doing so, the paper provides an overview of global changes in international trade, the shipping industry and the port business. It also delineates the status of port competition in the region. Particular examples are taken from the competition among the ports of Hong Kong, Singapore, and Malaysia, as well as those of Pusan and Kwangyang, Kaohsiung, Kobe, and Shanghai and Yantian. The port competition in East Asia is reviewed and classified in two groups: north-tier competition among traditional major players, such as Kobe and Pusan, and dark horses such as Shanghai, Kwangyang and perhaps Yokohama; and south-tier competition among the three traditionally big players Kaohsiung, Hong Kong and Singapore, and the relative newcomers of Yantian in China, and Tanjung Pelepas In Malaysia. Due to the enlarging of ships and expansion of port activities, the boundary between the two tier frontiers breakdown, or they may even merge, into one grand frontier, in the foreseeable future. Although it appears that Asian ports are not being very aggressive in preparing for the future of mega-carrier in their plans, it is true that China, Korea and Taiwan are moving full steam ahead in comprehensively developing their container ports on a large scale. It therefore seems to be the perfect time for rival ports to explore a port alliance strategy to fight against the trend toward alliances between of many shipping lines.

Diversity of freshwater Cladoceran species (Crustacea: Branchiopoda) in South Korea

  • We investigated cladoceran fauna from 71 study areas in South Korea. Sixty-two taxa were found, of which there were 30 planktonic and 25 littoral-benthic cladoceran species. In the present study, taxa of cladocera were identified by biographical traits. Species endemic to the Far East were found in the northernmost areas of South Korea, whereas Palearctic species were found in the southernmost areas. Generally, coexistence of cladoceran species in northern and southern areas was observed, implying possible faunistic complexes of cladocera in various areas of South Korea. We believe that further studies conducted in different habitats will greatly expand our knowledge of the biodiversity of cladocera in South Korea.

A policy analysis of nuclear safety culture and security culture in East Asia: Examining best practices and challenges

  • This paper conducts a qualitative policy analysis of current challenges to safety culture and security culture in Southeast Asia and emerging best practices in Northeast Asia that are aimed at strengthening both cultures. It analyses lessons, including strengths and limitations, that can be derived from Northeast Asian states, given the long history of nuclear energy in South Korea, China and Japan. It identifies and examines best practices from Northeast Asia's Nuclear Security Centres of Excellence in terms of boosting nuclear security culture and their relevance for Southeast Asia. The paper accentuates the important role of the State in adopting policy and regulatory frameworks and in institutionalising nuclear education and training programmes to deepen the safety-security cultures. Best practices in and challenges to developing a nuclear safety culture and a security culture in East Asia are examined using three frameworks of analysis (i) a comprehensive nuclear policy framework; (ii) a proactive and independent regulatory body; and (iii) holistic nuclear education and training programmes. The paper argues that Southeast Asian states interested in harnessing nuclear energy and/or utilising radioactive sources for non-power applications must develop a comprehensive policy framework on developing safety and security cultures, a proactive regulatory body, and holistic nuclear training programmes that cover both technical and human factors. Such measures are crucial in order to mitigate human errors that may lead to radiological accidents and nuclear security crises. Key lessons from Japan, South Korea and China such as best practices and challenges can inform policy recommendations for Southeast Asia in enhancing safety-security cultures.

Crasiella clauseni, a New Gastrotrich Species (Macrodasyida, Planodasyidae) from Jeju Island, South Korea

  • A new gastrotrich species of the genus Crasiella (Planodasyidae) is described from the sublittoral sandy bottom of Jeju Island, South Korea. The family Planodasyidae and the genus Crasiella are recorded for the first time from East Asia. Crasiella clauseni n. sp. differs from its congeneric species by the combination of characters: absence of cephalic sensory pits; unseparated arrangement of anterior tubes and ventrolateral tubes, comprising about 120 adhesive tubes along whole body length; 5-7 horizontal rows of adhesive tubes and a pair of TbV in the anterior part of pharyngeal region; bifid pedicles with 8-11 posterior adhesive tubes; and tube-shaped seminal receptacle and copulatory organ. This paper deals with description of the new species, and provides a key to the species of genus Crasiella.

  • This paper presents the 2-bit parallel algorithmic ADC using current mode for parallel method algorithm. It is operated by parallel conversion, 2-bit at each moment, and increase bit numbers by serial connection. The circuit operates in current mode. The comparison ratio can be controlled while working under mode operation. The circuit design used 0.8 ${\mu}{\textrm}{m}$ CMOS technology which capable to convert 2-bit in 50 ns, power consumed 0.786 nW, with input current 0-50 mA from 3V single supply. From simulation testing, the conversion rate is much faster than other method.

A new species of the genus Eurycletodes Sars G.O., 1909 (Copepoda: Harpacticoida: Argestidae) from South Sea of Korea

  • The genus Eurycletodes Sars, 1909 is reported for the first time in Korea. A new species of the genus Eurycletodes was collected from Hansando Island, South Sea of Korea. So far, Eurycletodes comprises 27 species, with no previously recorded species reported in East Asia, including Korea. Eurycletodes (Oligocletodes) vadumus sp. nov. is morphologically most closely related to E. (O.) denticulatus Por, 1967, E. (O.) aculeatus Sars, 1920, and E. (O.) diva Menzel, 2011, but clearly distinguishable from the others based on the following morphological characteristics: absence of A2 exopodal seta, A1 last segment with two inner setae, P4 exp-3 proximal inner seta modified, the ratio of length and of caudal rami (1.6 times), and mandibular palp with three setae. Together with the new species, the number of valid species in this genus has risen to 28. A key to species of the genus Eurycletodes is provided.

Evaluation of Beach Pollution by Aquaculture Styrofoam Buoys in Tongyeong, Korea (양식장 스티로폼 부자쓰레기로 인한 통영 해변의 오염 평가)

  • Abundance and composition of marine debris on 13 beaches of Tongyeong City, South Korea were surveyed in 2013 Autumn. The average quantity of macro debris (>25 mm) was about 30 particle/$m^2$ and that of micro debris (1 mm-25 mm) was about 26,971 particle/$m^2$. This is a very high level compared with other areas of South Korea and the other countries. Among the 7 material types of debris (styrofoam, hard plastic, fiber, metal, glass, wood and others), styrofoam composed a large portion: 75% of macro debris and 98% of micro debris. And among the 'whole' styrofoam debris items whose original volume is remained more than 50%, styrofoam buoy debris composed 93%. This result suggests that the beaches surveyed are seriously contaminated by marine debris, and most of its sources are aquaculture styrofoam buoys. Management of styrofoam buoy debris used for oyster aquaculture in Tongyeong City is important not only for Tongyeong city, but also for other areas, because Tongyeong city hosts the biggest number of oyster aquaculture areas in South Korea.

  • 在19世紀英國植民地政府無法管束華人公司的時代, 華人公司包括着會黨色彩的公司與同鄕會公司。而前者主要活動, 是以仲介華人勞動力與承包稅務爲大宗; 而後者的活動, 則以照顧華人移民的需求爲訴求, 特別是養生送死等人道關懷。在1890年之後, 秘密會黨型的華人公司, 因爲英國植民地政府制訂「社團法令」之後卽被禁止。這使得同鄕會館型華人公司, 在新馬社會更加重要, 因爲華人唯有依憑這些組織, 來産生認同與歸屬感。這兩類同鄕公司, 一是非血緣的連結, 例如語言或是中國原鄕所形成的公司; 第二類是以宗親血緣爲主的公司。這兩種公司都得到英國人的許可而存在, 直到今日仍繼續發揮他們回饋鄕親的功能。
