In this study, the regional climate model, RegCM4.0 (25 km), with the HadGEM2-AO data as boundary conditions, was used to simulate the mean climate changes in the mid and late 21st century for CORDEX Phase 2 East Asian region. 122 years (1979~2100) of simulation were performed, and RCP 4.5 and RCP 8.5 were used for the simulation of future climate. In the mid-21st century, the temperature is expected to increase by about 0.5 to $3.0^{\circ}C$ in all regions of East Asia, regardless of season and scenario. The increase in temperature is greater in summer and winter, especially in the northern part of simulation domain. Interannual variability (IAV) is expected to decrease by 25% in summer for RCP 8.5, while it is expected to increase by more than 30% in autumn for both scenarios. Regardless of the scenario, the precipitation in South Korea is expected to increase in late June but decrease in mid-July, with an increase in precipitation greater than $100mm\;day^{-1}$. In RCP 4.5 of the late 21st century, relatively uniform temperature increase ($1.0{\sim}2.5^{\circ}C$) is expected throughout the continent, while RCP 8.5 shows a very diverse increase ($3.0{\sim}6.0^{\circ}C$) depending on season and geographical location. In addition, the IAV of temperature is expected to decrease by more than 35% in both scenarios in the summer. In most of the Northwest Pacific region, precipitation is expected to decrease in all seasons except for the summer, but in South Korea, it is projected to increase by about 10% in all seasons except autumn.

Representative Concentration Pathways (RCP) are the latest emission scenarios recommended to use for the fifth assessment report of Intergovernmental Panel on Climate Change. This study investigates the projection of extreme precipitation in South Korea during the forthcoming 21st Century using the generalized extreme value (GEV) analysis based on two different RCP conditions i.e., RCP 4.5 and 8.5. Maximum daily precipitation required for GEV analysis for RCP 4.5 and 8.5 are obtained from a high-resolution regional climate model forced by the corresponding global climate projections, which are produced within the CMIP5 framework. We found overall increase in frequency of extreme precipitation over South Korea in association with climate change. Particularly, daily extreme precipitation that has been occurred every 20 years in current climate (1980~2005) is likely to happen about every 4.3 and 3.4 years by the end of 21st Century (2070~2099) under the RCP 4.5 and 8.5 conditions, respectively.
The 10th constitution established in 1987 serves as the theoretical foundation of democracy in South Korea in the 21st century. Respect for human rights, resistance to injustice, and equality consciousness inherent in this constitution do not conflict with the content of Confucian philosophy. This means that the spirit of the constitution of South Korea in the 21st century was formed under the influence of the idea of democracy and Confucian philosophy. However, the 10th constitution attaches importance to the idea of the 'Basic free and democratic order', which was accepted in the Yushin constitution and inherited by the military forces. The Yushin constitution was affected by liberalism that prioritizes freedom over equality rather than supporting the compatibility between freedom and equality. Therefore, policies to expand the interests of the bourgeoisie rather than public welfare or the interests of the public have been implemented frequently. In particular, during the Lee Myeong-bak and Park Geun-hye regimes, many unequal phenomena were mass-produced. Confucian philosophy in the 21st century critically sees this unequal society. Confucian philosophy thinks that a sense of relative deprivation plays a role of alienating humans and emphasizes the importance of equal relationships. In addition, this constitution emphasizes the rule of law. However, the rule of law attaches importance to positive laws when the spirit of the constitution that contains natural law is applied to reality through systems. This rejects autonomous judgments and choices while inducing reliance on heteronomy. These heteronomous laws as such are accompanied by forcibleness. The positive laws as such can degrade humans into passive beings that indiscriminately adapt themselves to frames already set instead of active beings that think freely and creatively. Confucian philosophy regards and criticizes the rule of law as a system that makes humans into a means. Confucian philosophy regards humans as moral beings instead of tools. Confucian philosophy seeks to build a healthy society through morality accomplished through conscious realization of the principles of life. Confucian philosophy regards humans as originally free beings. Therefore, human beings are autonomous beings, not heteronomous beings. According to Confucian philosophy, humans beings that can realize the morality contained in their inner side by themselves to responsibly carry out their own judgments and choices. Therefore, Confucian philosophy, which considers human beings as beings to be trusted instead of beings to be distrusted, attaches importance to the realization of human decency through edification rather than by punishment through the law. This means that human values cannot be kept by the heteronomy termed positive laws but the identity of humans can be maintained by voluntary choices and judgments. As such, the comment of Confucian philosophy on the problems of liberal democracy and positive laws contained in the 10th constitution can be helpful in essentially solving the contradictions of modern South Korean society.
In order to anticipate disease pattern and health problems of Koreans in the 1st part of 21st century (by the year 2020), transition of population characteristics, mortality and morbidity data during the last 30 years Koreans have experienced were reviewed. On the actual basis of epidemiologic transition process that has undergone during last 30 years since 1960 along with socioeconomic development and successful implementation of selective national health policies (family planning, medical insurance and etc.), following changes can be expected in the 21st century in Korea, under the assumption that the current rate of progress is maintained. The population of South Korea alone will be doubled the population of 1960 by the year 2013 : aged Population older than 65 years will be increased from 3.3% in 1960 to 11.4% in 2020 with increased average age of the population from 23.6 year in 1970 to 39.2 year in 2020; urban population from 28% in 1960 to 83% in 2005. GNP/capita has increased tremendously from U.S. $120 in 1970 to $6,749 in 1992, and the government estimated it would be 519,350 in 2010 and $29,460 in 2020. Growth and developmental indices of children, educational achievement and social status of women also showed a remarkable improvement and anticipated to make futher progress. Leading causes of mortality and morbidity have shown a striking change during the last 30 years, from infectious diseases to chronic degenerative diseases and man-made injuries. Occurrence of communicable diseases may become minimal although viral hepatitis, venereal diseases Including AIDS, and well adapted herpes virus infections will maintain their endemic level. Newly evolving infectious agents, however, should be carefully monitored because of rapidly changing environments and human behaviours. Tuberculosis may increase up to the epidemic level when AIDS prevails. Ischemic heart diseases may increase steadily with increasing occurrence of hypertension and diabetes mellitus whereas cerebrovascular diseases may be decreased slowly. Musculaskeletal diseases which contribute a lot to the disability of aged people may be a major health problems due to increased aged population. Mental diseases, particularly that caused by alcohol and drug abuse, and senile dementia may become a prominent health problem. On the other hand injuries caused by traffic and industrial accidents that have shown most striking increase till now may be decreased considerably by intensive intervention. The health policies in the 21st century will be oriented to the health promotion for good quality life rather than life-savings.
It is expected to confront numerous technological advancements in ter railroad technology with an opening of state-of-art Kyung-Bu High Speed Railroad that permits traveling speed in excess of 300 Km/hr. Expansions of railroad facility such as revival of silk railroad in Eurasia due to the connection of South-North Korea and modernization of rolling stock and ancillary equipment have certainly contributed to the technological development of Korean Railroad. Such technological advancements will provide of opportunities to participate in foreign projects that have been offered in past years. Thus, a comprehensive plan and R&D policy is necessary to continuously raise and upgrade national competitiveness in the railroad industry.
The main purpose of this research is to introduce PsyCap(Positive Psychological Capital) and new leadership helping ordinary people to create positive thinking and leading to social integration in South Korea. Additionally, by looking at conventional leadership theories and by applying the PsyCap to leadership based on causal loop analysis, this study is to seek new approach which political leader is able to communicate with the people and can help the people to build positive mine. Throughout this study, there are several important implications how political leader can lead to social integration and stable political development in South Korea. In particular, when political leader encourage the people to have confidence to take on and put in the necessary effort to succeed at challenging tasks, when political leader make the people a positive attribution (optimism) about succeeding now and in the future, when political leader help the people to persevere toward goals and redirection paths to goals (hope) in order to succeed, and when political leader make the people beset by problems and adversity environment to overcome these concerns, it can be expected political leader to build social integration and the people to create positive thinking which has been emphasized by political leader in South Korea. Finally, 21st century has required new political leadership that the people are able to make positive psychological capital composed by optimism, hope, confidence, and resilience.
Facing the current difficulties of fisheries industry nationally and internationally, economic cooperations between South and North Korea are needed urgently. Applying the process of economic integration to fisheries sector of separated nation, cooperation processes are divided as follows; (1) indirect and direct fisheries trade, (2) reciprocal use of fishing grounds, (3) joint venture in fisheries sector, (4) free movement of production factors and common fisheries policy. Here, fisheries trade falls under economic interchange stage. Reciprocal use of fishing ground and fisheries joint venture come in economic cooperation stage. Finally. free factor movement and common fisheries policy are related with economic integration stage. This paper investigates the schemes for fisheries cooperation between South and North Korea in preparation for a unified Korea, focusing on fisheries trade. The paper is composed of 5 chapters. Chapter 2 discusses structure and characteristics of North Korea trade, and trade situation between South and North Korea. Then, the present condition of North Korea fisheries industry and fisheries trade trend between South and North Korea are presented in chapter 3. Next, chapter 4 tackles the most common problems encountered in fisheries trade between South and North Korea, and the devices and schemes to raise fisheries trade between South and North Korea. Finally, chapter 5 summarizes and concludes the research results.
The religious discourse produced by the daily newspapers can be viewed as a 'social-relationship' discourse rather than a religion's 'faith-identity' discourse. As a social relationship discourse, the understanding of Korean Church (Protestantism) discourses should be understood in the context of the social structural changes in South Korea. The public discourse produced by the media shows a reality that has been interpreted with specific values and standards on the premise of Spatio-temporal specificity rather than the actual social reality. This research approaches the Korean Church discourses produced by the daily newspaper from a social constructionism perspective. Moreover, the globalization theory is especially highlighted due to the social structural changes in South Korea. The research purpose is to reflect on the relationship between Korean society and the Korean Church in the 21st-century Korean situation through content analysis and discourse analysis in Korean newspapers. As a result of analysing the Korean Church discourse produced by the daily newspapers over the past 18 years (2004-2021), it was found that various mutual conflicts between Korean society and the Korean church were occurring.

The main purpose of this article is to provide an understanding on current maritime issues in the Northeast Asia, and thereby help formulating the right strategy for our national security. The article summarizes core arguments in the recently published 『The 21st Century Maritime Strategies in the Northeast Asia: Dilemma between Competition and Cooperation』. It will help readers to comprehend historical backgrounds as well as recent updates related to maritime issues and strategies in the region. Also, readers may find guidance to conceive their own maritime strategies for the Republic of Korea. Currently, the U.S. is shifting its focus from Atlantic to Pacific, and increasing its naval presence in Asia-Pacific region. Meanwhile, the 21st century China views the maritime interests as the top priority in its national security and prosperity. PLA Navy's offensive maritime strategies and naval building such as aircraft carriers and nuclear submarines are unprecedented. Japan is another naval power in the region. During the Cold War JMSDF faithfully fulfilled the mission of deterring Soviet navy, and now it is doing its job against China. Lastly, Putin has been emphasizing to build the strong Russia since 2000, and putting further efforts to reinforce current naval capabilities of Pacific Fleet. The keyword in the naval and maritime relations among these powers can be summarized with "competition and cooperation." The recent security developments in the South China Sea(SCS) clearly represent each state's strategic motivations and movements. China shows clear and strong intention to nationalize the islands in SCS by building artificial facilities - possibly military purpose. Obviously, the U.S. strongly opposes China by insisting the freedom of navigation(FON) in international waters as recent USS-Lassen's FON operation indicate. The conflict between China and the U.S. surrounding the SCS seems to be heading towards climax as Russia and Japan are searching for their own national interests within the conflict. Also, the neighboring small and middle powers are calculating their own economic and security interests. This is no exception for us in establishing timely strategies to maximize our own national security. Hopefully, this article leads the readers to the right direction.
The 21st century is not only the knowledge-based society but also the unifie era for Korea. It implies that Korea should prepare for the unification, especially in the area of knowledge, science, and technology. Under this background, this paper deals with how we can prepare for the unification of South and North Korea in science and technology (S&T) area. There have been no sufficient theoretical studies in this area. This paper, therefore, argues that regional innovation system, which has been developed since the beginning of the 1990s, could be effectively applied to the S&T cooperation and unification between both Koreas. It argues that regional innovation systems can formulate sectoral innovation systems effectively, which lead to a competent national innovation system. According to this study, South and North Korean regions have complementary sectoral innovation systems that could effectively cooperate with each other. Such S&T cooperation could make a great contribution to the S&T integration between two Koreas in the future. This paper argues, therefore, that S&T cooperation between two Koreas should target the unification of South and North Korean regional innovation systems. This paper names it as the unified national innovation system.
