  • The purpose of this study is to investigate and evaluate management status of use-completed landfill in Kyunggido area and characteristics of its surrounding soil contamination. The soil samples showed Showed the anxious standard of soil contamination. The effect of liner system and leachate treatment unit showed very low because of showing similar concentration with non system landfill. Therefore, the further supplementation of leachate treatment unit, rainfall exclusion unit, LFG exclusion unit etc. must be performed to ensure a efficient management for landfills.

위해성 기반 오염부지관리를 위한 정책 및 기술개발 방향 (Future Direction on Policy and Technology Development for the Risk-based Contaminated Site Management)

  • Korea and other countries have made various efforts to preserve soil. During the past several decades, Korea has implemented various policies on soil conservation practices; however, those policies have often lacked consideration of human and ecosystem risk management. while other countries have practiced various policies closely related to risk-based management for contaminated sites. Therefore, there is a great need for a paradigm shift of policy to better manage contaminated sites in risk-based strategies, while applying different management plans for soil and groundwater. In addition, the new policies should be administered with provision to improve soil health and related functions in ecosystem. This study has reviewed the trend in relevant policies in Korea and foreign countries to suggest the future policy directions for contaminated site management in Korea. For better management of contaminated sites, coherent policy that could complement the law, system, and relevant technology is required.

Chronological Changes of Soil Organic Carbon from 2003 to 2010 in Korea

  • Chronological changes of soil organic carbon (SOC) must be prepared by IPCC guidelines for national greenhouse gas inventories. IPCC suggested default reference SOC stocks for mineral soils and relative stock factors for different management activities where country own factors were not prepared. 3.4 million data were downloaded from agricultural soil information system and analyzed to get chronological changes of SOC for some counties and for land use in Korea. SOC content of orchard soil was higher than the other soils but chronological SOC changes of all land use had no tendency in differences with high standard deviation. SOC contents of counties depended on their own management activities and chronological SOC changes of districts also had no tendency in differences. Thus, Korea should survey the official records and relative stock factors on management activities such as land use, tillage and input of organic matter to calculate SOC stocks correctly. Otherwise, Korea should establish a model for predicting SOC by analyzing selected representative fields and by calculating SOC differences from comparing management activities of lands with those of representative fields.

스포츠용 잔디의 다단구조, USGA구조 및 단층구조 지반에서 토양 화학성 차이 (Differences in Soil Chemical Properties Under Multi-layer System, USGA System and Mono-layer System for a Sports Turf)

  • This study was initiated to investigate soil chemical properties under different soil systems. Data such as soil acidity(pH), electrical conductivity(EC), organic matter content(OMC), and cation exchange capacity(CEC) were analyzed with samples from multi-layer, USGA, and mono-layer systems. N, P, K and micronutrients were also measured. Multi-layer system was built up to 60-cm depth with rootzone layer, intermediate layer and two drainage layers. USGA system 45 centimeters deep was constructed with rootzone layer, intermediate layer and drainage layer. Mono-layer system, however, was made only with a 30-cm rootzone layer. Differences were observed in soil pH, EC, OMC, CEC and micronutrients. Soil pH was acceptable for turfgrass growth a year after establishment, being 5.5 to 6.5 in the study. Differences were greatly observed for EC among soil systems. Values of EC for multi-layer, USGA, and mono-layer systems were 39.79, 31.26 and 103.54 uS/em, respectively. The increase rate was approximately 4 to 8 times greater with mono-layer system than those with other two systems. Therefore, it was necessary to avoid micronutrient deficiency such as Fe, Mn etc. through an effective management program in mono-layer system because of its faster potential feasibility of salt accumulation. The greatest OMC was associated with USGA system, being 0.97% which was 11% over that of the other systems. Slight differences were observed for CEC among them. Mono-layer system produced 1.45 me/100g, 10.3% and 8.9% lower in CEC than those of multi-layer and USGA system, respectively. Micronutrients such as Fe, Zn, and Mn etc. were below the level required for turf growth, regardless of soil systems. It was considered that one year after turf establishment was not enough to build up micronutrients in sand-based soil systems to the normal level for a turf growth. These results demonstrate that intensive management program including grow-in concept fertilization should be integrated into sand-based soil systems, even after a year in establishment. Regular nutrient monitoring by soil analyses is a strong necessity to decide the kinds and amount of fertilizer. Also, strategic management program must be selectively employed according to sports turf soil systems.

국내 지하수 통합관리 선진화 전략 (The Strategy for the Advancement of Groundwater Management in Korea)

  • To respond to rapidly changing water circumstances such as climate change, drought, etc., the korean government (MOE) established four advanced strategies for integrated groundwater management. The first strategy is watershed-based management of groundwater. The second strategy is total quantity management of groundwater including improvement of groundwater preservation area policy and procedure of investigation for groundwater influence area, additional construction of groundwater dam, installation of large-scale public wells, extention of spilled groundwater use. The third strategy is prevention of groundwater contamination including expansion of monitoring wells, introducing declaration of groundwater contamination. The last strategy is advancement of groundwater information management including integrated management of data, setting up a big-data based open platform. The above-mentioned four strategies will be reflected in the 4th National Groundwater Management Plan to secure implementation power, and it is expected to laid the foundation for advanced and rational groundwater management system.

인산질비료 장기연용 논토양에서 유효인산 변동 (Change in Available Phosphate by Application of Phosphate Fertilizer in Long-term Fertilization Experiment for Paddy Soil)

  • BACKGROUND: Phosphorus(P) is a vital factor for rice but excess input of phosphorus fertilizer can cause environmental risk and waste of fertilizer resources. We studied to assess the change of available phosphate, P balance, critical concentration of available phosphate under a rice single system. METHODS AND RESULTS: The changes of available phosphate of paddy soil were examined from long-term fertilization experiment which was started in 1954 at the National Academy of Agricultural Science. The treatments were no phosphate fertilization(No fert., and N), phosphate fertilization(NPK, NPKC, and NPKCLS). The available phosphorus concentrations in treatments without phosphate fertilizer (No fert. and N) were decreased continuously. But, after 47 years, available phosphate content in phosphate fertilizer treatment (NPK, NPKC, and NPKCLS) reached at the highest ($245{\sim}331mg\;kg^{-1}$), showing a tendency to decrease afterward. The mean annual P field balance in these treatments (NPK, NPKC, and NPKCLS) had positive values that varied from 16.6 to $17.5kg\;ha^{-1}year^{-1}$, and ratio of residual P were increased. These showed that phosphate fertilizer in soil were converted into the form of residual phosphorus which was not easily extracted by available phosphate extractant. Also, It was estimated that the critical value of available phosphate for rice cultivation was $120mg\;kg^{-1}$ using Cate-Nelson equation. CONCLUSION: We concluded that no more phosphate fertilizer should be applied in rice single system if soil available phosphate is higher than the critical P value.

효율적인 오염토양부지 정보관리체계 구축방안: 국내외 현황 및 시사점 (Developing an Efficient Information Management System of Soil Contaminated Sites in Korea: State-of-the-art and Suggestions)

  • 본 연구는 토양오염 관련정보를 DB화하고 관리할 수 있는 효율적인 정보관리체계구축 방안을 제시하기 위하여 국 내외 정보관리체계 현황을 분석하고 국내 문제점을 파악한 후 정보관리체계 구축을 위한 정책적 시사점을 도출하고자 하였다. 외국사례 및 국내 현황을 살펴본 결과, 1) 정보관리 및 정보공개에 대한 선언적 조항을 '토양환경보전법'에 추가, 2) 정화단계별 세부규정 및 지침서 개발, 3) 정보의 전자화, 4) 정보관리주체 일원화, 5) 주민참여 및 정보공개제도 개선 등을 법제도적으로 보완할 필요가 있었다. 이러한 결과를 바탕으로 후속연구인 두 번째 연구에서는 국내적용 가능한 정보체계 구축(안)을 설정하고 이를 뒷받침하기 위한 정책적 제안을 제시할 예정이다.

Effects of Rice Straw Compost Application on Exchangeable Potassium in Long-term Fertilization Experiments of Paddy Soils

  • In an experiment conducted at the research field of the National Institute of Agricultural Science, we investigated the effects of mineral fertilizer and rice straw compost on exchangeable potassium and K balances, and rice grain yield under a rice single system. The treatments were no fertilization (No fert.), inorganic fertilization (N), inorganic fertilizer (N, P, K) plus rice straw compost at rates of 7.5, 15.0, 22.5, and $30.0ton\;ha^{-1}$ (NPKC7.5, NPKC15.0, NPKC22.5, and NPKC30.0, respectively). The inorganic fertilizers(N, P, K) were added with standard fertilizer application rate in which nitrogen (N), phosphate ($P_2O_5$), and potassium ($K_2O$) were applied with $75{\sim}150kg\;ha^{-1}$, $70{\sim}86kg\;ha^{-1}$, $75{\sim}86kg\;ha^{-1}$, respectively. Exchangeable potassium for NPKC15.0 NPKC22.5, and NPK30.0 treatments was higher by $0.05{\sim}0.19cmol_c\;kg^{-1}$ than that of NPKC7.5 treatment. Increasing levels of rice straw compost resulted in an increase in the K balance from - $19.9kg\;ha^{-1}yr^{-1}$ (No fert.) to $41.9kg\;ha^{-1}yr^{-1}$ at NPKC22.5 treatment and $62.9kg\;ha^{-1}$ at NPKC30.0 treatment. Continuous application of rice straw compost with NPK fertilizers affected significantly the rice grain yields. The result of the study imply that the application of more than $22.5ton\;ha^{-1}$ of rice straw compost with NPK fertilizers are recommended as the best fertilization practice for enhancement of crop production and K supplying power of soil in the continuous rice cropping system.

토양오염실태조사 및 특정토양오염관리대상시설 부지 등에서 토양오염조사의 효율성 제고를 위한 환경정책의 고찰 (Environmental Policy Suggestions for Increasing Efficiency of Soil Contamination Investigation Systems including Soil Contamination Fact-Finding Investigation Sites and Special Soil Contamination Management facility Sites)

  • 토양오염실태조사 및 특정토양오염관리대상시설 부지 등에서 토양오염조사의 효율을 획기적으로 높일 수 있는 정책제안의 마련을 시도하였다. 우리나라 정부기관에서 토양이 오염된 부지를 찾아 내는 조사효율이 2% 정도로 매우 낮은바, 이에 대한 근본적인 요인 분석과 더불어, 토양오염조사에 관한 미국, 영국, 독일, 네덜란드, 일본의 법 제도 비교 분석을 통해 다음의 네 가지 정책방향을 제안하였다. 첫째, 토양오염 의혹부지에 대한 이해당사자로 하여금 적극적으로 당해 부지의 토양오염 여부를 조사할 수 있도록 책임법규로서의 토양환경보전법의 기능을 보완하고 강화해야 한다. 둘째, 토양오염실태 조사 및 토양오염관리대상시설과 관련된 토양오염조사가 적극적으로 이루어질 수 있도록 토양오염조사체계를 획기적으로 개선해야 한다. 토양오염 의혹부지에 관련된 이해당사자가 민원을 제기하고, 토양오염조사 결과에 대해 인센티브를 얻고 책임을 질 수 있는 민간 환경전문업체가 토양오염조사를 수행할 수 있는 새로운 토양오염조사체계를 고려해야 한다. 셋째, 토양오염신고 제도의 강화이다. 현행 토양오염신고 제도의 의무화를 고려할 수 있다. 나아가서는 일정 규모의 토양오염 이상에 대해서는 이로부터 영향을 받을 수 있는 주민 등이 이를 인식할 수 있도록 공시하는 것도 고려해 볼 수 있다. 넷째, 토양이 오염된 부지를 찾음으로써 인센티브를 얻을 수 있는 민간 환경전문업체가 토양환경 평가의 수행기관으로 포함되는 것이다.

토양수분측정을 위한 센서 네트워크에 관한 연구 (A Study of Sensor Network for Soil Moisture Measurement)

  • 본 논문에서는 전기 저항식 수분 측정 방식을 선택한 토양수분센서를 제안하였다. 이 방식은 토양내의 수분량에 따라 저항의 변화가 생기는 것을 전기적인 신호로 변환하여 토양수분량과의 관계를 비교하여 수분량을 측정하는 방식으로 방법이 간단하며 저렴한 비용으로 간단하게 장치를 구현하였으며, 시리얼통신을 이용하여 여러 개의 센서를 하나의 네트워크에 묶어 사용하였다. 이 센서 네트워크를 사용하여 IMS(Internet Management System)에 적용하였으며, 센서 네트워크가 웹에서도 잘 작동함을 보였다.
