국내 지하수 통합관리 선진화 전략 (The Strategy for the Advancement of Groundwater Management in Korea)

  • To respond to rapidly changing water circumstances such as climate change, drought, etc., the korean government (MOE) established four advanced strategies for integrated groundwater management. The first strategy is watershed-based management of groundwater. The second strategy is total quantity management of groundwater including improvement of groundwater preservation area policy and procedure of investigation for groundwater influence area, additional construction of groundwater dam, installation of large-scale public wells, extention of spilled groundwater use. The third strategy is prevention of groundwater contamination including expansion of monitoring wells, introducing declaration of groundwater contamination. The last strategy is advancement of groundwater information management including integrated management of data, setting up a big-data based open platform. The above-mentioned four strategies will be reflected in the 4th National Groundwater Management Plan to secure implementation power, and it is expected to laid the foundation for advanced and rational groundwater management system.

토양 반입 부지의 합리적 관리방안 마련을 위한 정책적 고찰 (A Study on Deveolpment of Management System on Soil Moving)

  • 국내에서는 국토개발 목적으로 토양을 반입하고 잔토 및 사토 처리를 위해 토양을 반출하고 있으나, 토양오염에 대한 고려 없이 특정 부지로 토양이 반입되고 있는 실정이다. 이에 본 연구는 토양의 이동으로 인한 오염 확산을 방지하고 오염발생 부지에서의 정화책임을 명확하게 하기 위한 목적으로, 국내 반입토양 관리 현황을 살펴보고 국외 관련 제도를 분석하여 국내에서 토양 반입 부지의 관리체계를 효율적으로 운영하기 위한 방안을 고찰하였다. 본 연구에서는 반입되는 토양의 합리적인 이동 관리체계를 마련하기 위한 방안으로 자율적 규제, 의무적 규제, 단계적 규제를 제안하였다. 향후 국내에서 토양 반입부지에 대한 명확하고 합리적인 관리체계를 성립하기 위해서는 본 연구에서 제안한 것과 같이 현재 토양환경 보전법이 가지고 있는 법 제도적 한계점을 개선하여 토양 반입 부지에 대한 규제 및 지침을 빠른 시일 내에 보완해야 할 필요성이 있다.

  • In this paper, Wireless sensor network technology applied to various greenhouse agro-industry items such as horticulture and local specialty etc., we was constructed automatic control system for optimum growth environment by measuring growth status and environmental change. existing monitoring systems of greenhouse gather information about growth environment depends on the temperature. but in this system, Can be efficient collection and control of information to construct wireless sensor network by growth measurement sensor and environment monitoring sensor inside of the greenhouse. The system is consists of sensor manager for information processing, an environment database that stores information collected from sensors, the GUI of show the greenhouse status, it gather soil and environment information to soil and environment(including weather) sensors, growth measurement sensor. In addition to support that soil information service shows the temperature, moisture, EC, ph of soil to user through the interaction of obtained data and Complex Growth Environment information service for quality and productivity can prevention and response by growth disease or disaster of greenhouse agro-industry items how temperature, humidity, illumination acquiring informationin greenhouse(strawberry, ginseng). To verify the executability of the system, constructing the complex growth environment measurement system using wireless sensor network in greenhouse and we confirmed that it is can provide our optimized growth environment information.

부산시 토양오염 취약지역 등급화를 이용한 우선관리대상 순위 선정 (The Priority Management Ranking by using the Classification of Vulnerable Areas for the Soil Contamination in Busan Metropolitan City)

  • The purpose of this study is to highlight the National Classification System related to cleanup the soil contaminated sites and to provide some guidance to address the priority management rank system before the remediation for Busan metropolitan city. Based on the previous soil investigation data, the quantitative classification of vulnerable areas for soil pollution was performed to successfully manage the contaminated sites in Busan. Ten evaluation factors indicating the high soil pollution possibility were used for the priority management ranking system and 10 point was assigned for each factor which was evenly divided by 10 class intervals. For 16 Gu/Guns in Busan, the score of each evaluation factor was assigned according to the ratio of the area (or the number) between in each Gu (or Gun) and in Busan. Ten scores for each Gu (or Gun) was summed up to prioritize the vulnerable Gu or Guns for soil pollution in Busan. Results will be available to determine the most urgent area to cleanup in each Gu (or Gun) and also to assist the municipal government to design a successful and cost-effective site management strategy in Busan.

토양오염도 현황 통계의 품질 진단과 개선 방안 (Statistics Quality Assessment and Improvement of Monitoring on Soil Quality)

  • The statistics of monitoring on soil quality is a report statistics which is made on the basis of Article 15, Environment Strategy Basic Law and Article 5, Soil Environment Conservation Law. This study was conducted according to quality assessment of Korea National Statistical Office. The assessment of quality infrastructure advised that the authority bring up and increase completely responsible officer and secure the budget. The assessment of user satisfaction and reflection of request propose that the statistics is focused on soil background concentration, decrease soil sampling points and extend survey period. The assessment of error management system per processes of detailed preparation suggest change of the statistics objective, a reduction of sampling points and improvement of survey period and soil measurement properties. Accuracy assessment of data proposed cuts of sampling points, accessibility increment and build up of management system linking subordinates and Ministry of Environment. The substantiality assessment of data service demonstrated information environment improvement for users including reference expression and records of statistics table and figure contents.

위해성 기반 오염부지관리를 위한 정책 및 기술개발 방향 (Future Direction on Policy and Technology Development for the Risk-based Contaminated Site Management)

  • Korea and other countries have made various efforts to preserve soil. During the past several decades, Korea has implemented various policies on soil conservation practices; however, those policies have often lacked consideration of human and ecosystem risk management. while other countries have practiced various policies closely related to risk-based management for contaminated sites. Therefore, there is a great need for a paradigm shift of policy to better manage contaminated sites in risk-based strategies, while applying different management plans for soil and groundwater. In addition, the new policies should be administered with provision to improve soil health and related functions in ecosystem. This study has reviewed the trend in relevant policies in Korea and foreign countries to suggest the future policy directions for contaminated site management in Korea. For better management of contaminated sites, coherent policy that could complement the law, system, and relevant technology is required.

Quality Assessment of the Soils Used for Urban Agriculture in Seoul and its Vicinity

  • Soil quality assessment is an important tool for environmental management in an agricultural field. It can be used to evaluate the health of the soils and to establish the basis for sustainable urban agriculture and soil management. For this study, the chemical properties of the soils used for urban agriculture were examined. Results of the soil analysis for chemical properties were applied to soil quality assessment system, which is composed of principal component analysis, application to scoring function and derivation of soil quality index (SQI). Soil pH, electrical conductivity (EC), organic matter (OM), total nitrogen (T-N) were determined for minimum data set (MDS) according to principal component analysis. Based on the results of scoring for four indicators (pH, EC, OM, T-N), soil pH was the indicator that needs the most urgent management. Results of SQI derivation showed that many of the urban farms appeared to be insufficient score in comprehensive soil quality assessment. In conclusion, soil management practices based on scores derived from soil chemical indicators need to be carried out to maintain sustainable urban agricultural soil environment and to provide easy-to-understand information to urban farmers.

인산질비료 장기연용 논토양에서 유효인산 변동 (Change in Available Phosphate by Application of Phosphate Fertilizer in Long-term Fertilization Experiment for Paddy Soil)

  • BACKGROUND: Phosphorus(P) is a vital factor for rice but excess input of phosphorus fertilizer can cause environmental risk and waste of fertilizer resources. We studied to assess the change of available phosphate, P balance, critical concentration of available phosphate under a rice single system. METHODS AND RESULTS: The changes of available phosphate of paddy soil were examined from long-term fertilization experiment which was started in 1954 at the National Academy of Agricultural Science. The treatments were no phosphate fertilization(No fert., and N), phosphate fertilization(NPK, NPKC, and NPKCLS). The available phosphorus concentrations in treatments without phosphate fertilizer (No fert. and N) were decreased continuously. But, after 47 years, available phosphate content in phosphate fertilizer treatment (NPK, NPKC, and NPKCLS) reached at the highest ($245{\sim}331mg\;kg^{-1}$), showing a tendency to decrease afterward. The mean annual P field balance in these treatments (NPK, NPKC, and NPKCLS) had positive values that varied from 16.6 to $17.5kg\;ha^{-1}year^{-1}$, and ratio of residual P were increased. These showed that phosphate fertilizer in soil were converted into the form of residual phosphorus which was not easily extracted by available phosphate extractant. Also, It was estimated that the critical value of available phosphate for rice cultivation was $120mg\;kg^{-1}$ using Cate-Nelson equation. CONCLUSION: We concluded that no more phosphate fertilizer should be applied in rice single system if soil available phosphate is higher than the critical P value.

효율적인 오염토양부지 정보관리체계 구축방안: 국내외 현황 및 시사점 (Developing an Efficient Information Management System of Soil Contaminated Sites in Korea: State-of-the-art and Suggestions)

  • 본 연구는 토양오염 관련정보를 DB화하고 관리할 수 있는 효율적인 정보관리체계구축 방안을 제시하기 위하여 국 내외 정보관리체계 현황을 분석하고 국내 문제점을 파악한 후 정보관리체계 구축을 위한 정책적 시사점을 도출하고자 하였다. 외국사례 및 국내 현황을 살펴본 결과, 1) 정보관리 및 정보공개에 대한 선언적 조항을 '토양환경보전법'에 추가, 2) 정화단계별 세부규정 및 지침서 개발, 3) 정보의 전자화, 4) 정보관리주체 일원화, 5) 주민참여 및 정보공개제도 개선 등을 법제도적으로 보완할 필요가 있었다. 이러한 결과를 바탕으로 후속연구인 두 번째 연구에서는 국내적용 가능한 정보체계 구축(안)을 설정하고 이를 뒷받침하기 위한 정책적 제안을 제시할 예정이다.

토양건강성을 고려한 정화토 재활용을 위한 제도 개선 (Management Strategies to Improve Recycling of Remediated Soil with Sustained Soil Health )

  • This review examined the current administrative policies and guidelines for management of reclaimed soils after remediation processes and proposed practical strategies to improve the potential value of the remediated soil as a resource. Three management practices are proposed to facilitate more efficient recycling of remediated soil; obligatory use, quality certification, and tracking of the remediated soils. If properly implemented in utilization of remediated soil, these strategies could contribute to enhancing public safety by assuring soil quality. Such administrative tools, for both suppliers and demanders, are expected to mitigate potential risks associated with the transactions of remediated soil. To enhance the quality assurance process, a soil quality certification combined with the soil health assessment index was proposed. The systematic integration of the suggested practices with soil health assessment can allow to produce optimal results, encompassing affordability, efficiency, and accessibility, which helps establishing more robust 'Remediated Soil Recycling Management System (RSRMS)'. Subsequent researches should be conducted to develop more effective policies that incorporate soil health assessment tools. The proposed management practices for remediated soil, coupled with soil health assessment, can be a pioneering effort to achieve such goals. By fostering an environmentally friendly policies, the sustainable utilization of remediated soil can be attained. Overall, the proposed strategies can provide a sound framework for responsible and sustainable soil management practices.
