Physical and Mental Health of Disaster Victims: A Comparative Study on Typhoon and Oil Spill Disasters

  • Objectives: The purpose of this study was to compare the physical and mental health status of disaster victims according to disaster types, such as a typhoon disaster and an oil spill disaster, and to suggest adequate health care services for them. Methods: A total of 484 people who suffered disasters were selected for this study, and data were collected from July to August, 2008. The data-set for this study included 286 victims of typhoon disasters in Jeju and Jeollanamdo district in South Korea, and 198 victims of the oil spill disaster in Taean. Physical health status was measured using revised Patient Health Questionnaire and mental health status was measured using the Korean version of 'Post-traumatic Diagnostic Scale'. Results: According to the comparative analyses of typhoon disaster victims and oil spill disaster victims, poorer physical health outcomes were shown among the oil spill disaster victims when compared to the typhoon disaster victims. Also, the oil spill disaster victims showed symptoms of depression, anxiety, and post-traumatic stress disorder, at rates higher than those found among the typhoon disaster victims. Conclusions: These findings suggest that there is a need to provide adequate physical and mental health-related care services for oil spill disaster victims. The seriousness of oil spill disaster should be realized and reconsidered in developing recovery strategies and disaster preparedness for physical and mental health services.

  • Purpose: The study examined disaster recognition, disaster preparedness, and the willingness to participate in disaster response among healthcare students. It also identified the factors that can improve healthcare students' willingness to participate in disaster response. Methods: A structured questionnaire was designed, and data were collected from 171 students, who agreed to participate in the study at C-province between December 14, 2022, and December 28, 2022. Results: The scores of disaster preparedness and the willingness to participate in disaster response were 3.22 and 3.53, respectively. The willingness to participate in disaster response was high among those who had experienced a disaster and had disaster-related education. Furthermore, the willingness to participate in disaster response was significantly and positively correlated with disaster preparedness (r = 1.357, p<.001). Conclusion: It is important to mandate the provision of disaster preparedness education to increase the level and quality of disaster preparedness and the willingness to participate in disaster response.

  • 연구목적: 본 논문은 김성근의 박사학위 논문에서 제시한 재난현장 상황평가 고려요소인 MORT-TAC를 활용하여 재난사례를 연구하여 MORT-TAC의 적용성을 검증하고 연구의 외연을 확장하는 데 그 목적이 있다. 연구방법: 연구목적을 달성하기 위해 문헌연구를 중심으로 하여 MORT-TAC를 활용 재난사례를 연구하였다. 연구결과: 재난현장 상황평가 고려요소(MORT-TAC)는 재난사례를 연구함에 있어 유용한 연구방법론으로 활용 가능하며 재난현장 상황평가를 통해 재난현장을 입체적으로 이해할 수 있도록 한다. 결론: 재난현장 상황평가 고려요소인 MORT-TAC를 활용하여 재난사례를 연구하는 것은 재난관계관들의 전문성 향상과 재난현장에 대한 통찰력을 갖는 데 유용하다.

뉴스 데이터를 활용한 재난에 대한 사회적 관심 측정방법 개발 (Development of a Method for Measuring Social Interest Index on Disaster Using News Data)

  • Social interest in disasters is a significant factor in shaping disaster management policies, enabling the enhancement of disaster safety management and prevention activities according to the specific needs of society. However, in the past, there were limits to measuring which disasters society was particularly interested in. Hence, in this study, a method of measuring social interest using news data was devised. Specifically, we classifed news reports into natural and social disasters, creating a comprehensive Social Interest Index (SII) on disasters covering from 2011 to 2021. Additionally, we quantitatively compared the SII with budgets allocated to disaster-related efforts. Our primary findings are as follows: First, our methodology not only distinguishes natural disasters from social disasters but also identifies emerging areas of societal concern. Second, in recent years (2014-2021), social disasters gained more attention than natural disasters. Third, the disaster safety budget accounted for approximately 3.5% of Korea's total budget, closely paralleling the SII we measured. However, exceptions were noted in cases such as heavy snow, cold waves, and heat waves, where the SII remained high, but the disaster safety budget was relatively low, indicating potential outliers. The findings of this research are projected to contribute to the improvement of national disaster management policies by providing a quantitative measure of social interest in disaster, enabling more informed and effective policy decisions.

스마트폰 앱기반 재난정보 서비스 및 검색기능 구현 (An Implementation for Disaster Information Service and Search Function based on Smartphone Application)

  • 최근 우리사회는 집중호우, 산사태 등의 재해발생으로 사회적으로 적지 않은 피해를 입고 있다. 이에 따라 재난 관련기관에서는 효과적인 대응체계를 마련하기 위해 많은 노력을 기울이고 있다. 특히, 스마트폰이 사회 여러 분야에서 폭넓은 활용이 이루어짐에 따라 재난방재 분야에서도 이를 활용하는 시스템 구축에 대한 연구 및 개발이 활발하게 진행되고 있다. 하지만 대부분 간단한 형태의 재난정보만 제공하기 때문에 사용자의 상황 및 요구조건을 고려하는 재난정보 서비스는 제공되지 않고 있다. 따라서 본 논문에서는 재난정보수집 및 제공이 상호 연계적으로 가능한 체계 구성과 사용자의 요구에 따라 정보를 검색할 수 있는 애플리케이션 기능을 구현하여 더욱 효율적인 재난정보서비스를 구축한다.

  • Disadvantaged from disaster response training and disaster safety education who people are vulnerable to disasters when faced with disasters. The vulnerability of these disaster response will be linked to the desire for disaster information. Therefore, using smartphone to provide timely disaster information will be an effective disaster response service that enables disaster vulnerable people to avoid disaster efficiently. In particular, the importance of using smartphone as a part of the body will become more and more important in everyday situations when information is acquired through smartphone. In this study, Through a survey of traditional market traders, I can find out that the desire of elderly women, who are weak in disaster, to receive disaster information through smartphone text service is relatively strong. Based on the results of this study, I expect that the opportunity to improve disaster response capability through smartphone text service will be provided to elderly women who are weak in disaster.

재난의료지원팀 내 1급 응급구조사의 재난대비·대응역량에 관한 연구 (Disaster preparedness and response competency of emergency medical technician-paramedics in the disaster medical assistant team)

  • Purpose: This study aimed to investigate disaster preparedness competence and disaster response competence of paramedics working in emergency medical centers operating a disaster medical assistance teams. Methods: Data of 174 emergency medical technician(EMT)-paramedics were collected from July 15 to August 14, 2018 at regional and local emergency medical centers that operate disaster medical assistant team. Analysis of the data was carried out with IBM SPSS statistics 24.0 software (IBM, Armonk, NY, USA). Results: The mean disaster preparedness competence score was $3.57{\pm}0.63$ (out of five). Participants' disaster preparedness competence significantly differed according to type of emergency medical center (p<.000), disaster education experience (p<.000), and education frequency (p=.001). The mean disaster response competence score was $4.09{\pm}0.57$ (out of five). Participants' disaster response competence significantly differed according to disaster education experience (p<.000) and medical assistance experience (p=.045). Conclusion: Emergency medical technician-paramedics without disaster training should first be provided with this training. Further, it is important for EMT-paramedics to know their disaster preparedness and response capacities and strengthen their shortcomings. It is also important to develop education and training programs that properly equip EMT-paramedics with practical competencies.

  • Across the world, the industrialization has increased the frequency of climate anomaly. The size of damage due to recent natural disasters is growing large and fast, and the human damage and economic loss due to disasters are consistently increasing. Urbanization has a structure vulnerable to natural disasters. Therefore, in order to reduce damage from natural disasters, both hardware and software approaches should be utilized. Currently, however, the development of a statistical access process for 'analysis of disaster occurrence factor' and 'prediction of damage costs' for disaster prevention and overall disaster management is inadequate. In case of local governments, overall disaster management system is not established, or even if it is established, unscientific classification system and management lead to low utility of natural statistics of disaster year book. Therefore, in order to minimize disaster damage and for rational disaster management, the disaster damage survey process should be improved. This study selected gale as the focused analysis target among natural disasters recorded in disaster year book such as storm, torrential rain, gale, high seas, and heavy snow, and analyzed disaster survey process. Based on disaster year book, the gale damage size was analyzed and the issues occurring from the correlation of gale and damage amount were examined, so as to suggest an improvement plan for reliable natural disaster information collection and systematic natural disaster damage survey.

재난 예방활동 강화를 위한 재해경감활동관리체계 모델 제안 (A Proposal of the Disaster Mitigation Activity Management System Model for Strengthening Disaster Prevention Activities)

  • 연구목적: 본 연구는 기업재난관리표준의 요구사항에 대한 재해경감활동계획 수립절차와 재해경감활동관리체계를 검토하고자 한다. 연구방법: 기업재난관리표준의 적용범위에 규정된 재난관리 단계별 각 활동을 포함한 요구사항을 파악하고 'A'기관의 운용사례를 검토하였으며 요구사항에 맞는 업무연속계획 대상을 검토하였다. 연구결과: 기업재난관리표준의 요구사항인 재난관리 단계별 내용과 절차를 명확히 정의하고, 4단계별 활동에 대한 업무연속성계획 수립이 필요한 것으로 검토되었다. 결론: 기업재난관리표준 요구사항에 대하여 재난관리활동 각 단계별 활동을 포함한 PDCA모델을 제시하였고, 재난의 예방 및 대비계획을 포함하는 광의의 재난관리 개념의 재해경감활동관리체계 모델을 제안하였다.

한국 성인의 재난관련 특성에 따른 재난대비, 자아탄력성과 재난스트레스 비교 연구 (A Comparative study on the Disaster Preparedness, Ego-resilience and Disaster Stress by Disaster-related Characteristics of Korean Adults)

  • Purpose: This study conducted to determine if people perceive differences in disaster preparedness, ego-resilience and disaster stress according to their perception of risk and disaster safety, safety of residence, disaster experience and disaster education experience. Methods: A total of 1,000 subjects voluntarily participated in a nationwide online survey. Data obtained were evaluated using the t-test and ANOVA. Results: The average scores were $2.66{\pm}0.73$, $2.64{\pm}0.81$, $2.89{\pm}0.85$, and $3.62{\pm}0.66$ out of 5 points for -the risk of disaster, disaster safety, safety of residence and interest in disaster, respectively. For 18.6% of the subjects who reported having experience with disaster, fine dust was the most common disaster experienced. Moreover, 50.1% of respondents reported earthquake was the most likely disaster. The disaster preparedness score was $4.91{\pm}3.75$ out of 16 points, ego resilience was $3.38{\pm}0.53$ out of 5 points, and disaster stress was $5.61{\pm}1.77$ out of 10 points. There were significant differences in disaster preparedness, ego-resilience and disaster stress depending on subjects' perception of safety or interest in disaster and their experiences or education regarding disaster. Conclusion: Our results suggest that it is necessary to increase awareness of disaster and to prepare a plan for persistent and systematic disaster education.
