It was in the 1990s that the human rights of persons with disabilities began to be discussed in our society. Based on the Declaration on the Rights of Persons with Disabilities adopted by the UN General Assembly in 1975, the Charter on the Rights of Persons with Disabilities was adopted on December 8, 1988. The human rights of persons with disabilities explains the important meaning of not being discriminated against just because they are persons with disabilities, the basics of human rights that all human beings have. The human rights of persons with disabilities are universal values, a basic right, and a declaration to protect the socially disadvantaged. Human rights are an important ideology that deals with the dignity and worth of human beings. In our society, people with disabilities should not be discriminated against for any reason. Persons with disabilities should be the center in matters related to the Anti-Discrimination Act and Human Rights. In addition, it can be said that it is necessary to develop and operate a system suitable for the local government for the disabled in the local community.

Article 10 of the Constitution All citizens have dignity and values as humans and have the right to pursue happiness. There is a need for support measures such as a means to realize the respect of dignity and values as humans, and how to efficiently maintain policies on welfare for the elderly classified as the socially disadvantaged. It was considered necessary to develop an elderly-friendly city for economic, physical, and social life. Dasan Jeong Yak-yong's respect for adults was to practice the ideology of Confucianism, so this was the most important thing in the past Joseon Dynasty. In particular, it was considered important to think of adults first in practicing filial piety.This study focuses on the long-term care insurance system for the elderly, one of the welfare policy measures for the elderly. The significance of implementing the long-term care insurance system for the elderly is to benefit not only the elderly, but also all generations, including the middle-aged and children who were in charge of long-term care. To this end, the government should properly manage the factors of the social insurance financial crisis caused by the low birth rate and aging population.In addition, concerns about health insurance are high, so it is necessary to secure an appropriate level of government budget for health insurance financial management and minimize unnecessary non-benefit. In addition, it is necessary to induce appropriate medical use through connection with construction medical insurance.

Purpose: The aim of this study was to identify core keywords and topic groups in the "adolescent pregnancy" field of research for a better understanding of research trends in the past 10 years. Methods: Topics related to adolescent pregnancy were extracted from 3,819 articles that were published in journals between January 2013 and July 2023. Abstracts were retrieved from five databases (MEDLINE, CINAHL, Embase, RISS, and KISS). Keywords were extracted from the abstracts and cleaned using semantic morphemes. Text network analysis and topic modeling were performed using NetMiner 4.3.3. Results: The most important keywords were "health," "woman," "risk," "group," "girl," "school," "service," "family," "program," and "contraception." Five topic groups were identified through topic modeling. Through the topic modeling analysis, five themes were derived: "health service," "community program for school girls," "risks for adult women," "relationship risks," and "sexual contraceptive knowledge." Conclusion: This study utilized text network analysis and topic modeling to analyze keywords from abstracts of research conducted over the past decade on adolescent pregnancy. Given that adolescent pregnancy leads to physical, mental, social, and economic issues, it is imperative to provide integrated intervention programs, including prenatal/postnatal care, psychological services, proper contraception methods, and sex education, through school and community partnerships, as well as related research studies. Nurses can play a vital role by actively engaging in prevention efforts and directly supporting and educating socially disadvantaged adolescent mothers, which could significantly contribute to improving their quality of life.
The Korean Housing Lease Act is special law of Civil Code and was enacted from March 5, 1981 as Law No. 3379 to guarantee the stability of residential life. And until January 6, 2015 there were 15 times revisions to protect the right of homeless people. However, it is true that many problems are exposed from enforcement. Because the processing without sufficient review of legislation. and it was enacted very quickly, so, at the part of opposing power that the Article 3 Paragraph 1 "if the housing tenant was delivered rental housing and finish the resident registration, from the day after even if the owner of the house was changed as third party tenant can resist with lease right". In addition, this provision made housing problems of the socially disadvantaged more seriously and the country did not made any way to protect this problems so many issues have been raised and a lot of disputes relating to Housing Lease. Therefore, in this paper derives a problem about opposing power of the Housing Lease Act for tenants of residential stability, and through the foreign legislation case, it propose the improvement to contribute to the residential stability realistically.
Social welfare facilities where provide the socially disadvantaged with proper social services, face financial difficulties. This is because not only of the lack of governmental support, but also of social welfare facilities' lack of skills in developing abundant resources from the private sector. In this context, this study tried to find factors affecting resource mobilization of the social welfare facilities to devise policies in resource development. Mail survey was conducted with the structured questionnaire. Employees in charge of community resource development were asked to answer the questionnaire. The study population were two types of welfare facilities: community welfare centers and residential care facilities. A total of 293 community welfare centers and 632 residential care facilities responded to the survey. The response rate was about 62%. The dependent variable of the study was the amount of resource mobilization in the year 2001 which was measured as the number of donors, the total amount of donation, and estimated amount of gift-in-kind. Three types models were constructed per each welfare facility. Independent variables were selected based on the previous research findings: community environment factor, structural factor, and resource development factor. Multiple regression was utilized to analyze the data. The resource development factor turned out to be significant variable in various models. In the models of donors, the amount of donation, and the amount of gift-in-kind, at least one out of four variables in the resource development factor was significant. Welfare centers which establish the resource development department or hire employees to take care of resource development, and adopt computer software in managing donors, receive more donations than their counterparts. Interestingly, the centers where employees take the responsibility of resource development as well as other responsibilities (dual duty), did not have more resources mobilized than those with no employees for resource development. Using computer software in managing donors turned out to be a significant variable in many models, except for the donor model. In addition, residential care facilities located in urban area have more donors and donations, and among residential facilities those for the elderly, children, and the mentally retarded and those hiring more employees, receive more donations than those for the disabled and those hiring less employees. As for the gift-in-kind model, the centers located in high income area and residential facilities for the elderly, women and mentally retarded receive less gift-in-kind than those for the disabled. Based on the above findings, this study suggested that to mobilize resources the welfare centers as well residential care facilities need to have community resource development department or resource development staffs, and adopt computer software to systematically organize donors.
Most of the North Korean defectors are the socially disadvantaged, and formed the lowest class in South Korean society. Their main objectives are to achieve economic wealth. In this process, North Korean defectors have often committed the crime or have been criminal victims. The purpose of this study was to propose the effective preventive measures after analyzing the actual situation of North Korean defectors in criminal behaviors and criminal damages. This research has studied of the literature on the criminal behavior and the criminal damage by North Korean defectors, utilized the relevant statistical data, cited the news for the relevant cases, and proposed the effective preventive measures of criminal behaviors and criminal damages of North Korean defectors by doing in-depth interviews with personal protection officer First, in order to prevent criminal activity by North Korean defectors, we should uplift the identity as the members of Korean society, systemize the initial adapt education, enlarge the employment protection and the resettlement helper system, manage North Korean defectors according to adaptive type, develop the network, establish the management department for the defectors, strengthen the training of prison inmates, and strengthen the management of unprotected people. Next, in order to prevent the criminal damages of North Korean refugees, we should manage vulnerable North Korean defectors effectively, maintain the liaison between the personal protection officer and North Korean defector, arrange the personal safety measures in advance when traveling abroad, enhance the legal education for usual living in Korean society, and perform the re-education for the female socialization.

Health has been seen as a resource necessary for both maintaining oneself and for living in a society pursuing high quality of life. Therefore, the medicare provision takes place of one of the most significant indexes for evaluating the regional welfare level. The purpose of this study is to investigate the locational characteristics of medicare service facilities. For the purpose, the distribution patterns of the medicare resources are analyzed both at the regional and local scales. The medicare resources are concentrated at the Metropolitan Seoul area in the regional scale, and they are also concentrated at the economic core areas in the local scale. Especially, higher level medicare resources, such as the general hospitals and medical specialists, show more concentration at the economic core areas than lower level services. This means that access to opportunities to receive higher level medicare is poorer in a more socially disadvantaged area. Since medicare service facilities are invested and operated by both private and public sectors, whose locational mechanisms are deferent, we analyzed the distribution patterns. Most medicare facilities are invested and managed by private sector in Korea, which is operated by market mechanism. This is related with the fact that the medicare facilities are concentrated at the economic core areas. The proportion of private sector is higher in the Metropolitan Seoul area, and thus this region shows stronger spatial disparity of medicare provision. In general, the medicare service facilities are located in the hierarchical structure, and thus the services levels and facility scales are differentiated by the hierarchy. We examined the hierarchical structure in the medicare service facilities in Korea. The referral medicare system has been applied with the assumption of the three level hierarchical structures in Korea. However, we could not find any distinct hierarchical structure in the scales of the medical service facilities.
Purpose: The purpose of this study is to examine the changes in the pattern of crimes caused by the spread and slowdown of coronavirus infections and to devise preventive and countermeasures against various crimes in the future. Method: In order to find out the characteristics of each crime in the non-face-to-face and face-to-face environment, the results of previous prior research and data officially released by the National Police Agency and the prosecution office were compared and analyzed. Result: In the early epidemic of infectious diseases, overall crime has decreased, and civil life-related crimes and crimes targeting the socially disadvantaged are increasing. In the second half of the infectious disease, unlike the first half, the prolonged corona caused the economic recession and unemployment, deepening the damage from illegal private finance and significantly increasing illegal gambling game crimes. Conclusion: According to the time of the outbreak of the COVID-19 pandemic, the quarterly crime characteristics showed that there was a difference in crime type and crime increase and decrease rate, and that crime response measures should be changed accordingly.

Dental sealant is a procedure to prevent dental caries on the occlusal surface of healthy teeth. Raw data from the 6th-7th Korean National Health and Nutritional Examination Survey (KNHANES) were analyzed. This study was conducted to provide basic data which is necessary for the national health care project and for expanding the standards of coverage for the Dental sealant procedure. In this study, subjects were a total of 4,366 children from the age of 6 to 18 and surveyed for the Amount of Received Dental sealant and rate of Received Dental sealant. In 2012, the coverage rate for pit and fissure sealing procedures differed significantly in terms of age, residential area and average monthly income. This coverage varied as per average monthly income in 2014 and as per age and average monthly income in 2017 (P < 0.05). In 2014, average monthly income had a significant influence on the coverage rate, while age and average monthly income had a significant influence on it in 2017 (P < 0.05). These findings suggest that in order to increase the sealing procedure coverage, continuous promotion of dental sealant projects, reduction of copayments, inclusion of varied tooth types and age groups, expansion of coverage to isolated areas and inclusion of socially disadvantaged groups are necessary.
In this study, we focused on the socio-structural factors that cause ageism, investigating whether the influence of the resource scarcity on ageism in the younger generation depends on socioeconomic status. To test this hypothesis, we conducted an online study of 219 adults in their 20s and 30s. Specifically, participants were randomly assigned to either the resource scarcity priming condition or the control condition, and completed a writing task. After this, participants responded to ageism and socioeconomic status items. As a result, the effect of resource scarcity on ageism was not significant. However, we found that socioeconomic status moderated the impact of resource scarcity on ageism. In other words, resource scarcity priming has been shown to significantly reduce ageism for individuals who have relatively lower socioeconomic status. This finding is in line with previous studies in which people of low socioeconomic status were found to be more sympathetic to socially disadvantaged individuals suffering deleterious situations such as resource scarcity. This work is significant in that we have looked at both the situational and personal factors influencing ageism, and in that we have attempted to examine the causal influence of resource scarcity on ageism through an experimental approach. However, since the alternative explanation of the findings has not been completely excluded, replication through further studies will be necessary.
