The purpose of this study is to explore the concept of social exclusion and underclass and to find out their implication for the poverty policy in Korea. Social exclusion as a concept, on the other hand, offers a broader perspective in addressing multi-dimensional disadvantage, especially in relation to social policy. The term underclass offers a convenient metaphor for use in commentaries on inner city crises because it evokes three widely shared perceptions: novelty, complexity, and danger. Conditions within inner cities are unprecedented; they cannot be reduced to a single factor; and they menace the rest of us. Open debate on the underclass accelerated in 1977 when Time magazine announced the emergence of a menacing underclass in America's inner cities. Drugs, crime, teenage pregnancy, and high unemployment, not poverty, defined the 'underclass,' most of whose members were young and minorities. With the publication in 1982 of Ken Auletta's Underclass, the word secured it dominance in the vocabulary of inner-city pathology. As implications for Korean poverty policy of the concept of social exclusion and underclass, the establishment of multi-dimensional concept of poverty, development of multi-dimensional approach of social work, improvement of National Basic Life Guarantee System, research on employment policy in social welfare field, and research on housing policy for the poor were suggested.
The objective of this study is to analyze the research articles on clinical social work practice effectiveness to build a scientific and scholaristic image of clinical social work practice. The data for analysis were the articles published in 13 professional journals including Korean J. of Social Welfare in the period of 1979 to 1999. The appearance rate of effectiveness studies was 1.28% with only 18 articles. Experimental studies consisted only 4 out of 18, and there were only 10 Quasi-experimental studies. Statistical errors were observed in most studies, so it is too early to call that the clinical social work practice is either effective or not effective. In order to see the comprehensive trends of the clinical social work practice, other clinical papers were also examined. The appearance rate was also as low as 8.75% (effectiveness studies included). While 18 articles were about the therapy model, other clinical papers were about generic practice models. However, those newly developed generic practice models had not yet been widely used nor tested for effectiveness. Thus, the followings were suggested: active research activities with solid methodology, team work with the field, theory and method development, education and re-education, and collaborative team work with other related fields. It was also pointed that the cross analysis of research papers by the publishing period, authors major and other background variables would be useful.
During last five years several workshops and seminars among social work educators, in and out country, has taken place. In those gatherings there has been, criticism on American model on which curriculum of social work in Korea has mainly based, and many proposals which most developing countries should consider and adopt for developing their own curriculums. The proposals could be summarized as follows; 1. Specification of developmental functions of social work should be made so that the curriculum could involve. It also must come from own societal needs and own national development task. 2. Social work should participate and make contribution to plan and solve the main social problems in own countries. 3. Clarification of educational objective in undergraduate level should be made and one of them must be related to the first professional degree. 4. There should be the courses which provide the content of macro level participation. How much of the proposals are reflected in the current curriculum of Korea? What are the problems Korean social work education has been faced in connection with reflecting the proposals? What kinds of task we should or could perform in order to adopt the proposals? These are the questions which deserved to be studied. The followings are the answers to the questions; 1. The new courses such as social welfare policy and planning, Social Development, Population Dynamics and Family Planning, Social problems, Special Issues in Social Welfare, etc, are placed in the curriculum. 2. Though the new courses are added the courses of case work, group work, and community organization are strongly remained it means that integrative method is not quite adopted and that conflicts are taking place between new and old fashion. 3. Fieldwork placement policy has been changes from concurrent to block and from social work method oriented to social problem oriented. 4. There are lack of integration among the all courses, of consistency between pre and post courses and connection among the related courses. 5. Establishment of image of social worker with B, A. degree should be urgently taken place. It can't be done by social work field alone but by cooperation with all the forces related to the social work practice. 6. B. A. graduate should have a common base of knowledge and competence. It could be come from the clear and specified objectives of undergraduate level education. And agreement among the member schools on the objectives can call on the fundamental similarities in each curriculums. Different programs from one school to another can be tolerated as long as there are fundamental similarities among the schools. Basic concepts and framework of social work should be kept clearly. It is a slow and long process to make social work recognized as a profession in the developing countries. Korea can't be and exception. Failure of having social work be indegenous can't be the reason to refuse an change the basic concepts of social work. One of he most important task which social work education in Korea must achieve in the near future is to establish the minimum requirement courses in the curriculum. Social work field, on the other hand, must find the positions for the social works in the various settings and institute. Clear role and image of social worker can be obtained by doing that.
This Study has two research interests: First, to give a new perspective in searching for the identifying features of social welfare studies in Korea where social welfare is recognized as an independent discipline through an examination of german research trends in social policy, where social policy is not recognized as an independent discipline, but as a field of study. The reasons of non-recognition of social policy studies as an independent discipline in Germany are value problems, vagueness of research objects, and the position of social welfare in relation to another social sciences. Second, to show the trends of german studies in social policy from diverse disciplines, i. e. sociology, political science, law, history, pedagogics etc. and the common points in these studies. The results of this study are as follows. First, the common feature of german Studies on the social policy from diverse disciplins is above all the interest in the improvement of Lebenslage, i. e. conditions of life. Second, the value problems in social sciences are not solved till now, but the interests in the improvement of Lebenslage don't mean studies of social policy must handle with values. The interests in the applicability of social policy don't mean values must be improved in the studies either. Third, the vagueness of the objects can be found also in other social sciences and is not unique in social policy studies. Fourth, the studies, which focuses on the improvement of Lebenslage and can contribute to construct theories such as raising the effectiveness of state intervention must be recognized as studies of social policy, even though they are written by social scientists from other disciplines. This means the theories of social policy to pursue are connected with theories of middle range, i. e. with lower degree of abstraction.

Background and Aim : As the aged society is coming, people pay attention to it and the government is also increasing subsidy into the welfare of the aged. As a branch of social welfare, community welfare is familiar and close to local residents. We could open up a new field in community welfare for oriental medicine and oriental medical doctor(OMD). Materials and Method : Analyzing the worts of community welfare center, we tried to find ways for OMDs to take part in there. We focused m community care and home care service of community welfare center and community health center. Result : Free oriental medical services are offered in many places, but a lot of them are temporary and hard to continue due to financial problem and lack of specialist. Local residents want to know about oriental medicine but few OMDs are willing to participate, thereforen, unqualified lectures of such as hand acupuncture, moxibustion, meridian massage prevail among them. This leads to illegal oriental medical services in the name of volunteer medical work. Conclusion The system is needed that local OMD association take part in community welfare of oriental medical service and care with community welfare center and community health center. Local volunteer medical services and researches of medical policy can help increase the chance for OMDs to go into social welfare system of the aged.
An aging society in which the proportion of the aged of a society is growing faster than the of the young is becoming an worldwide phenomenon owing to low birth rate, the upgraded medical art and so on. Korea is one of the most rapidly aging societies in the world today. Since aging society is totally different from the traditional society in the many field, potential problems must be expected and countermeasure must be considered. One of the potential problems it may cause is the issue of supporting subject of the aged. Parent-supporting and welfare for the aged become important social issues. Especially the supporting of the aged woman is more important issue because of their longer average life than man and their exposure to sexual discrimination and their welfare is very important issue of social welfare system. Accordingly the purpose of this study is to present the practical counter measure to the supporting of the aged woman. These studies can be divided into traditional approach which insists on the family supporting and modern approach which asserts government(or social) supporting. Comprehensive literature study reveals that both of government and family are responsible for the supporting of the aged woman.
This study is to explore the contents and interaction of residents voluntary network and propose the strategies to promote residents voluntary network. The grounded theory was utilized to attain our object. Total of seven social worker and 17 residents participated in the study. Data were collected through in-depth interviews and documents. The data were analyzed by using Strauss and Corbin's method. Results are the followings. In open coding 13 categories, 32 subcategories and 133 concepts were constructed. In axial coding causal conditions were qualitative ascent of needs, emergence of the right welfare consumer. Phenomenon was agitation of praxis ground and grope of exist. Contextual conditions were crisis resources, skepticism of welfare. Intervention conditions were maturation of welfare cognition and proliferation of the sense of community responsibility. Strategy were resocialization of voluntary organization and construction of field related service delivery system. Consequence were grass routing welfare strategic fitting service system. In selective coding we constructed the core category: The praxis revolution from bottom for break social welfare environment.
The OECD High Level Forum-4 that was held in Busan in 2011 was a very important international conference in which more than 2,000 high level representatives from OECD countries, UN, private businesses, charity foundations, NGOs, etc participated, and which dealt with the aid effectiveness issues of ODA (Official Development Assistance), one of the important funds for social welfare of developing countries. However, despite its significance, none of social work organizations, either international or domestic, were in appearance during the conference. What made such a thing happen? This study started from that question and tried to explore the history of international social work: when and how social work gained an international leadership in caring for social welfare of developing countries and how and why it began to lose it. This study also tried to explore, based on the international experience, the tasks that Korean social work community, both academia and field, which just began to be concerned with international social work for developing countries, should address at this beginning stage.

This paper focuses on the usability of smart healthcare based on the development of Information and Communication Technology(ICT), briefly introduces concepts and the current status related to smart healthcare, and discusses strategies and future tasks in the field of mental health welfare in the COVID-19 era. This paper first introduces the smart healthcare programs of the National Mental Health Center and the Seoul Mental Health Welfare Center. Second, we introduce various smart healthcare programs used in Germany, China, the U.S., and Australia, review the actual examples, and examine both public and private responsiveness. Finally, we examine the possibility of using smart healthcare in the mental health social work system in South Korea and examine future tasks and implications. This paper would contribute to the growth of world-class mental health social work services.
The purpose of this study was to discuss the papers of social welfare field that were published in Korea, from a research methodology aspect in accordance with the meta-analysis reporting standard proposed by the United States Psychological Association. To this end, an analysis was conducted according to 5 types of conformity (title and abstract, introduction, methods, results and discussion) on the target subjects of 26 meta-analysis papers of social welfare field. The analysis results showed, first, the conformity in the title and abstract showed good results except for the suggested topics for meta-analysis methods. Second, in terms of the conformity of the introduction, the descriptions seemed to be good in a number of items. Third, for the conformity in the methods, the overall reporting standard was seen to be lacking and, in particular, the reporting standard for the coding procedure was seen as being very deficient. Fourth, the conformity in the results showed that the assessment of research quality and the magnitude of efficacy for each individual study, sample size, and the contents of the provided tables, summary of tables and graphs, including the study results, were not being properly reported. Fifth, the conformity in discussions was seen to be generally sound. Based on such results, by providing a reporting standard and perspective needed for ensuring feasibility that can be used to assess meta-analysis study materials, this study was aimed at presenting implications for the academic advancement of field of social welfare.
