Development of the NII (National Infrastructure) can help unleash an Information revolution that will change forever the way people 1ive, work. and interact with each other. Nonetheless. the present Information Infrastructure In Korea loaves a lot to be Improved In order to realize the vision of Information society. The establishment of the KII (korea Information Infrastructure) does not merely mean the construction of physical network that enables the transmission of various modes of information such as voice, data, and image. It further implies the creation of a new kind of social overhead capital, ranging from the establishment of social and cultural which are conductive to seamless flow of information. For the successful implementation of the KII, it is critical to build the public consensus on the importance and necessity of informatization. At the same time, careful consideration should be given to the institutional factors such as timely and adequate supply of specialized personnel, the updating of policy and regulations, and the strengthening of interntional cooperation.

The Research on Economic Valuation of Maintenance Alternatives for Bridge (교량 유지관리 대안의 경제성 평가 연구)

  • Bridge is an indispensable facility as a social overhead capital. This study suggests and examines the ways of Economic valuation on maintenance alternatives for Bridge. In order to evaluate each alterative on the basis of the same time, the concepts of the basic year and the valuation year are introduced and applied. Interest rates and discount rates are also applied according to the time when each cost is incurred. This study also suggests the ways that the objects of the valuation on maintenance alternatives are not limited to construction cost, but the valuation period is fixed and so maintenance cost and remaining value incurred by maintenance alternatives are valuated. Furthermore, this study shows the way to estimate and evaluate maintenance cost through direct construction cost and annuity present value coefficient and the way to estimate remaining value based on the basic year. In addition, this study suggests economic valuation system, cost methods and analyses of the result through verification. The proposed system is considered to be applied to practical business.

  • The absence of systematic project procedures in the domestic SOC projects has caused many problems. Therefore, it has been raised the needs for the effective project management of the projects which helps the participants to have systematic procedures at each phase of the SOC projects. The purpose of this research is to build the current model of procurement management process for the airport facilities and to derive inherent problems, and the building direction of the effective procurement management is suggested for the future research. The result of this research could be used for delivering the effective SOC projects and for establishing interrelationships between procurement and other phases of the projects for the integrated project management. The procurement process of the Inchon International Airport was investigated and the as-is model was built. Through the analysis of the as-is model, and the questionnaires and the interviews with the participants of the SOC projects, the problems of the current procurement process has been derived.

  • Recently, BIM(Building Information Model) is widely applied to all stages of SOC (Social Overhead Capital)facilities life cycle from planning to maintenance. While BIM is an analysis tool focussing the inner space of facilities, GIS is principally applied to analyzing relationship between facilities. Therefore, integrating BIM and GIS, we expect to get a potential synergy effect in aspects of effective information management and various analysis for SOC facilities. This paper deals with prioritizing SOC facilities for applying BIM/GIS integrating platform to local governments. First, investigate facilities required by law, and identify SOC facilities suitable for SOC characteristics. Second, analyze the effectiveness and applicability of BIM/GIS integrating platform applying each facility. For the purpose, we quantify effectiveness and applicability in aspects of UIS management and GIS functions. Lastly, prioritize the SOC facilities applying BIM/GIS integrating platform.

A Study on Macroscopic Future maintenance Investment Scale for National SOC Infrastructure (국가 사회기반시설물에 대한 거시적 관점의 미래 유지보수 투자규모에 관한 연구)

  • It is important to estimate the future maintenance budget of all SOC infrastructure at the national strategic level. In this study, Based on a currently available statistics data, we predicted future maintenance investment for all SOC infrastructure in Korea. We have studied the applicable prediction models, and we developed the prediction models that can calculated the future maintenance cost by a real expenditure date. The subjects of facilities are bridges, tunnels, pavements, harbors, dams, airports, water supply, rivers and port. As a result of total estimated cost, eight types of SOC infrastructures are about 23 trillion won for the next 10years, and the most expensive facilities are road pavements and bridges.

  • National construction project for SOC(Social Overhead Capital) is led by the government and invested high cost and all capabilities for long times. In general case the life times of SOC facilities are permanently. According to the long life time of the facilities documents and records of national projects are also retained permanently. Consistent classification systems are required to operation and maintenance of the facilities efficiently and to support the organic co-works for several Stakeholders. Therefore the classification of national construction projects are based on WBS of the project. WBS is the hierarchy structure that established and developed in project management project management methodology to produce deliverables of the projects. As a result, this study provides a prospect of project records classification systems in the 21st Century.

An Estimation of Performance Test and Uncertainty of Measurement for a Large Axial-flow Fan Based on ANSI/AMCA 210 Standard (ANSI/AMCA 210 기준에 의한 대형 축류 송풍기의 성능시험 및 측정 불확도 평가)

  • In general, a large-capacity axial flow fan is used for industrial processes or ventilation in a social overhead capital infrastructure. The main characteristics of the large axial-flow fan need a lot of electrical power consumption and operate 24 hours a day, 365 days a year. Since the large axial flow fan consumes several hundreds to thousands kW per hour, both manufacturer and consumer are struggling to select high efficiency products for saving energy and reducing operation cost. Therefore, the performance testing should be accurately conducted in experimental equipments. The performance estimation and uncertainty of measurement of the axial-flow fan gathered from the result from nozzle shaped testing equipments certified with ANSI/AMCA standard and duct shaped testing equipment under the same experimental condition. The experimental results from both facilities have maximum 17% differences in performance evaluation and uncertainty of measurement. As considering that the differences, it is doubt about the reliability of testing result. The test was repeated with the specific term during 12 months because it is important to fully reflect the real conditions and to decide the repeatability of data. The evaluation of duct type testing facilities was failed to get an uncertainty measure. Testing results were previously published. As a series of previous paper, axial fan (∅1690 mm) and duct type testing facilities were fabricated. The purpose of fabricating testing equipment was testing an uncertainty measurement under the controlled environments.

  • As a great earthquake hit east Japan recently, the interests for the necessity of earthquake resistant design and earthquake resistance ability of existent structures are much increased. The damage or collapse of a bridge, as a social overhead capital structure affects socially and economically. Thus the evaluation of earthquake resistance ability of these structures is very important. The reviewing methods for earthquake resistance ability are mostly deterministic. Although the deterministic methods are fit for the evaluation of safety of each member, they are not practical for the whole structure. For the evaluation of structural safety for earthquake, the method for the evaluation of fragility or damage is needed for some stages of damage. In this paper, fragility curves of steel box bridge using RFPB bearing for PGA, PGV, SA, SV, SI are constructed, and these are compared with the cases of FPB.

  • Differing Site Conditions('DSC') Claims among construction claims are on the increase as a direct result of the steady construction of Social Overhead Capital Facilities initiated by Government. As DSC claims generally became apparent during the intial stage of the construction project, it is necessary to timely review and study the proposal on the prevention of DSC claims because delayed settlement will incur more substantial damages to all parties concerned. This research is focused on the identification and analysis of the causes for DSC claims as applicable to design-build project in public sector and it presents the possible short term, medium and long term proposals on the improvement of causes related with DSC claims. The major results of this research are summarized as follows: 1. Improvement of contractor's tender practice 2. Contractor's division of responsibility on the site survey 3. Improvement of owner's exculpatory clause 4. Flexibility on the adjustment of contract amount The proposals stated above could be useful in resolving the DSC claims between owner and contractors.

  • According to Korean Ministry of Land, Transportation and Maritime Affairs, total national SOC(Social Overhead Capital) stock comes up to 500 billion dollars. Until now, although the construction of SOC is more important than the maintenance of them in Korea, it is necessary to introduce of valuation based total asset management concept in nowadays. In this paper describes problems of exsiting data collection method, needs of Information Technology and introduction of RFID/USN(Radio Frequency IDentification/Ubiquitous Sensor Network) in data collection stage.
