This study aims to review and evaluate the changes of the British social housing policy under the Conservative government(1979-1997), and to get some implications for the Korean case. The Conservatives tried to diminish the role of state in the realm of social welfare :in general, and to retreat the social housing policy in particular as a reaction to the' welfare state crisis' started from the early 1970s. In the realm of housing policy, privatisation and marketisation including the massive sale of council houses were driven enthusiastically. Public expenditure cut and redirection of the housing subsidy scheme were also implemented according to the changed policy orientation. The clear visible results of the policy changes can be seen as follows; radical changes of the housing tenure distribution, changing role of local authorities, and the worsening housing problems- housing shortages, residualisation, affordability problem, deepening dependency and the negative distribution of housing subsidy etc. Furthermore the goal of public expenditure cut, in fact, was not accomplished successfully. The results of this study support the argument that the Neo-liberalistic approach to the 'welfare state crisis' have resulted in reconstruction and redirection rather than total abolition of the role of state in welfare provision. This conclusion could provide important implications to Korean case, especially concerning the role of state in the social housing policy.

The discourse about community has been developed in the field of social psychology, regional planning and architecture, housing studies, and research results by NGO. These studies of community has been dealt with social interaction and norm as well as the physical aspects of community. The research on community has been studied with the approach of structure and functionalist, systems theory approach, conflict theory approach, ecological approach, microsociological approach, and social construction approach. However, these approaches have not integrated together, but recognized community in a social or personal context. The social construction approach among these approaches suggest a useful conceptual framework for studying community in the point of view that social condition changes according to the autonomic individual. There have been many requests for development of senior housing in Korea. Therefore it was very important to review how senior houses are established and managed in other countries. In this point, this research compared the actual conditions of the homes for the elderly in the U.K, U.S.A and Japan. Through the process, this research aimed to find the implications for Korea. The research was conducted by the literature review on senior congregate housing with Franklin's(1998) social constructionism perspective. This kind of research might be utilized as a theoretical framework for performance of any systems of housing for the aged. In this study, the researchers suggested the implications of senior congregate housing as follows. Firstly, in terms of structural context, government in the U.K, U.S.A., and Japan were positively concerned with solving the housing problems for senior citizens despite some differences. Secondly, from an institutional context, institutions related with provision, construction, and management of senior congregate housing were systematically consolidated and they all adapted the housing and welfare policy. Thirdly, in organizational context, there was an organization in charge of provision and management that exclusively oversaw the housing for the elderly in both the public and private sectors. Fourthly, in operational context, standards regarding space were clearly set both for individual units and common spaces as well as for facilities and services for the residents. Finally in terms of intersubjective context, the competency of housing manager and ways to involve the families which were important for residents' independent life were under study.
The purpose of this study is to examine the regional differences of 0-12 aged children's environment based on their parents' socioeconomic class and on the character of the settlement. One thousand and two hundred households were investigated and the results are as follows. It is revealed that families in low socio-economic class are more likely to be exposed to noise and home crowdedness. Families living in spontaneous settlement are deprived of natural light and the roads to their homes are steep and narrow. Low income families face a housing affordability crisis. Most of them pay housing rent on monthly basis. The basic infrastructure of low income neighborhood is lacking convenient facilities like shopping centers, public transportation systems, banks, public parks, and libraries. This lack of facilities is more severe in spontaneous settlement. Instead, bars and taverns are located in their neighborhood. Accessibility to parks and resource centers is an important factor that makes both middle and low income families consider their neighborhood to be positive and this condition is counted better in social housing area than in spontaneous settlement. On the contrary, social networks like friends and relatives are strong in spontaneous settlement and families in poverty value these relationships. Such networks are weak in social housing area and this difference is not related to their residential period. Low income families living in social housing area are more pessimistic about their future and this view might result from their counterpart middle class neighbors and the weak social networks.
