Registered security guards carry out police duties as civilian police who are in charge of security service, and so they have a two-fold status: a civilian in terms of a social standing and a policeman in the way that they execute the authority of security. The problem caused by this legal position is that their legal rights and obligation can be unclear in the task-action and working relationship. This paper attempts to study their functions, rights, and legal duties through the interpretation of the related positive law so as to reveal the problems that may spring from this ambiguous status of registered security guards. This endeavor illuminates their legal status specified in the positive law in and around the Act on the police assigned for special guard, observing their functions and the legal duties in the pursuit of their tasks, and ending up pointing out the problems of the positive law. As a result of research work, the most significant problems, even if multifarious, are the avoidance of the state reparation in the responsibility for the illegal behavior in connection with their operation; the unconstitutionality of the disciplinary punishment regulation originated from the entrust with full powers; the imperfection of the rules about the cooperative ties with the police; the possibility of human rights abuse caused by the ban on the labor dispute; the equality problems from the dual pay system; and the inadequacy of the codes about the recruitment qualification and method. This research is intended to help achieve the purpose of the security of national critical facilities through the smooth execute of duties as well as the protection of the guards' rights. Besides, the key focuses posed in this paper are worthy of being developed more accurately through the following researches.
Abstract The purpose of this paper is to analyze production and innovation networks of manufacturers in the rural, long-live areas of Gangwon Jeju and to suggest an ideal regional development model of rural areas in the knowledge-based information age. For this purpose, we compared the areas of Gangwon Jeju with the long-live belt areas in the rural pan of the Honan region and Gwangju Jeonju, the urban part of Honam. The findings from the study are summarized as follows. Firstly, the stronger the local networks in terms of supply of the necessary input materials and labor, the more successful the manufacturing industry is in the given area. Secondly, the more diverse and lasting the networks (in terms of the location of manufacturers, local area and national area) and cooperation agents(businesses, research institutions, the local government, the central government) they have, the more prosperous the manufacturing industry is. These results indicate that the successful development model for rural areas requires that we take the approach of fostering potential innovation capabilities of total areas by fully utilizing their innate resources so as to create an internal cooperative network and further build extensive networks encompassing external entities to create a virtual innovation cluster.

Evacuation process has been considered as one of the most important elements to be managed in public facilities. Although the importance is highlighted through numerous literatures, disaster evacuation planning, particularly fire accidents, faces a number of human behavior related limitations for a similar application to different types of facilities/occupants. To overcome the obstacles including complexity in human behaviors, a number of simulation techniques with limited consideration on human behaviors are utilized to predict foreseeable problems in evacuation process. Therefore, this research aims to propose system dynamics models incorporating human behaviors considering different types of occupants under disaster evacuation events. Analysis on emergent human behaviors such as group forming and interactions under urgent situation are conducted based on the main stream theories in social science field. The results suggest the influences of human behavior factors including cooperative intention, information sharing, and mobility change to evacuation behavior. The implications are expected to provide safety consideration at planning/designing phase of buildings and help facility safety managers for evacuation planning with more realistic management approaches.

This study was conducted to evaluate the health status including mainly cognitive function and activities of daily living of institutional elderly in a rural area. We studied 466 subjects dwelling in ten institutions at Chonnam province, Korea. The participants consist of 148 males(31.8%) and 318 females(68.2%). We collected the information of socioeconomic state, mini-mental state examination(MMSE), activities of daily living(ADL), instrumental activities of daily living(IADL), and Dartmouth Primary Care Cooperative Information Project(COOP) chart. The results were followed: 1. Severe cognitive function impairment was appeared in 45 males(30.4%) and 115 females(36.2%). 2. The percentage of fully independent in the six ADL items was 50.0% of males and 42.8% of females, but 31.1% of males and 26.1% of females were fully dependent. 3. Males had more impairment in mode of transportation among IADL, but females had most impairment in laundry. 4. Observing health status by COOP chart, both had more grade in feeling and social activity than physical fitness.
Governance systems are basically an autonomous cooperation type among the government, civil society and market, also a new paradigm for efficient and democratic administration of policies. The governance mainly consists of the central operating body, institutions, operating principles and so on. The constituents are the nation(government), civil society(NGO) and market(firm). Institutional conditions are a legitimate base, financial stability and independency. And as a operating principle, governance systems have common goals and issues from a national and social point of view. This governance has been recently emerged due to financial risk of government, diffusion of new liberalism going with the globalization, localization-decentralization, and development of civil society and information-oriented society. We have to grope fur the framework of participatory agri- policy confronting globalization and localization as well as developing our agriculture and rural village. This agri-policy governance should be theoretically focused on policy network or self-organizing network or multi-lateral governance (MLG) based on NPM. Also, it is proper to have connection of nation-central type and civil society-central type. And it is necessary to have a MLG type with local governance corresponding to localization and decentralization. Governance should have the type whose participants have authority and responsibility as well. Basic directions of environmentally friendly agri-policy governance are as follows : first, its purposes are constructing the democratic and efficient framework of participatory environmentally friendly agri-policy based on consensus of all the related groups, embodying environmentally friendly agri-policy adjusted to local field, raising farmer's real interest, and improving their position. Second, its form should have a council or an agreement system, not an advisory or a consultation organ. Thus, public sector(eg. government) and voluntary sector(eg. farmers' organization) jointly execute agricultural policy and are responsible together. Environmentally friendly agri-policy governance is mainly made up of farmers' organization, cooperative and civil society(NGO). And secondary bodies are agribusinesses and academic groups. Government interacts with the main bodies on administrative execution. And environmentally friendly agri-policy governance has MLG type with a central unit, province and county units. Environmentally friendly agri-policy governance has several main functions such as agri-policy partnership, speaking for farmer's rights and interests, investigation and research on domestic and foreign agricultural streams, and etc. Especially, local unit will play roles in activation for regional agriculture, consulting on technique and management, education and training services, services entrusted by government, and so on.

Injury in agriculture is a serious public health issue with a major impact on the lives of Korean farmers. It is one of the leading causes of death and is also a major cause of longand short-term disability. In 2001, the social cost of one accident in agricultural machinery was estimated as 97.7-97.8 million won that is 4 fold of farm household income in Korea. Effective prevention and control of injuries requires a system of surveillance that monitors the incidence of injuries, their causes, treatment and outcomes. This requires an integrated system of data collection, analysis and interpretation and communication. Creating effective injury surveillance system in Korea requires to establish a framework for a national agenda. Discussions regarding the development of the framework should address, but not be limited to issues related to Data Holdings and Linkages; Capacity and Skills; Communication; Interconnection; and Surveillance Products. Ideally, an injury surveillance system would meet the information requirements across all sectors, while allowing each to have the ongoing information it needs for its policy and programming needs. This study was carried out to develop a surveillance system of agricultural injuries in Korea. Study subjects were residents who lived in a typical agricultural area (Yangpyung area in Kyung-gi province). The main data sources were reports of village headmen, compared with data of 'National Emergency Management Agency', 'National Health Insurance Corporation', 'Insurance of National Agricultural Cooperative', and 'Emergency Medical Centers'. Each data were reviewed to validate the strengths and weaknesses.

School science practical work is often criticized as lacking key elements of authentic science, such as peer argumentation or debate through which social consensus is obtained. The purpose of this paper is to review the recent studies about the argumentation and to explore the conditions and the model of argumentative scientific inquiry, which is specially designed open inquiry in order to facilitate students' peer argumentation. For this purpose, a theoretical discussion for the argumentative scientific inquiry as the way of authentic inquiry in schools was developed. The conditions for argumentative scientific inquiry were found to be the following: multiple arguments, students' own claims, opportunities for oral and written argumentation, equal status of debaters, and community of cooperative competition. For these conditions, the argumentative scientific inquiry was organized into experiment activities and argumentation activities. During argumentation activity, students should be guided to advance written argumentation through writing a group report for peer review and oral argumentation through a critical discussion. Through the argumentation between groups and in group, the students' arguments would be elaborated repeatedly. The feedback from argumentation links experiment activities to argumentation activities. Hence, the whole process of this inquiry model is circular.

Drones, which show strong growth in the fourth industry, are commonly used for disaster response. In the event of an actual disaster, local governments should carry out 13 cooperative functions to respond to the disaster, but there are difficulties in collecting on-site information in places where it is difficult for people to access or grasp the situation. Based on the 13 collaborative functions that are essential for operations in the event of a disaster, a utilization plan of highly utilized drones was derived. Through the analysis of overseas cases and drone utilization by each department, a total of 10 out of 13 collaborative functions of the Disaster and Safety Countermeasures Headquarters (disaster situation management, emergency life safety support, emergency recovery, disaster resource support, traffic measures, medical and quarantine services, disaster site environment maintenance, social order maintenance, search, rescue, and emergency) were derived. These results can enhance the efficiency of the disaster response by presenting a plan to utilize drone images for each function.

The purpose of the NCS-based curriculum is to prepare students for practical competencies to perform tasks demanded by industries by applying nationally and industrially developed and certified NCS to the currently held curriculum. In order to achieve this academic goal, education institutions must dedicate their utmost efforts to train trainees to attain flexibility in rapidly changing industry environments and competitiveness to perform the various tasks demanded by industries. The 47th article of the Higher Education Law explains that the purpose of the College corresponds with that of the NCS-based curriculum because the contribution of national and social development is related to the development of an industry. The college purpose and the NCS-based curriculum require close collaboration and cooperation between industries and colleges. This thesis analyzes cases of industry and college cooperation, researches adequate cases that suit the purpose of the NCS-based curriculum and proposes an appropriate industrial-education cooperation model that suits college and NCS-based curriculum by analyzing the cooperation model held by highly acknowledged universities oversea. In addition, this paper proposes a process and guideline to establish the industrial-education cooperation model. The industrial-education cooperation model proposed herein not only practically aligns the NCS-based curriculum to fit the industry environments, but also supports each party in pursuing and achieving its goals through an effective cooperative structure. The NCS-based industrial education model is anticipated to improve colleges' employment rates, allow industries' procurement of brilliant human resources, and contribute to the development of domestic industries through effective college education and training competent professionals for society.

The aim of this paper is to explore the role played by the endogenous farming organization sustaining rural community's competitiveness. Nulmi-Ri, Chungdo Kun in Kyongsangbuk-do chosen as a case study area is known to be one of the most competitive rural communities, making a living with a peach farming. This community maintains its competi- tiveness by operating a community-based filming organization which was organised in an endogenous way. Most of individual farmers in this community belong to the farming organization and they have cooperative relationships in the processes of production and distribution. In this respect, the exchange and circulation of knowledge, and collective learning, tend to be significantly taken place between the organization members. Based on the experience of the Nulmi-Ri's endogenous farming organization, we propose some constructive comments for rural community development.
