  • Recently, social welfare officers are suffering from a lot of job stress due to increasing work and are carrying out emotional labor. This study assessed the effect of emotional labor on the quality of welfare service through a questionnaire survey on 937 civil servants in Sejong city and Chungcheongnam-do provinces. First, social welfare officers experienced more than average level of emotional labor, and they performed more internal behavior than surface behavior. Second, the services provided by the social welfare officers were higher than usual, followed by tangibility, assurance, reliability, empathy, and responsiveness. Third, deeping acting had a positive (+) influence on service quality among the sub-factors of emotional labor. In other words, the quality of service increases as the emotional state itself changes, On the other hand, deeping acting did not affect service quality. In the future, policy responses to excessive work burden of social welfare officers should be needed and a manual for responding to emotional labor should be provided.

For such a purpose, this study identifies the difficulties which married nurse officers have faced and the necessary services which are supposed to alleviate them. The data were collected by sending a questionnaire to 114 married nurse officers from July 16 to August 10, 2001. The results of this study are as follows: First, the married nurse officers were relatively dissatisfied with such domains as child care and education, health, and housing. And among the thirty-four problems, the married nurse officers expressed the most serious dissatisfaction with the difficulty in attending the events held in child's school, lack of children's dormitory run by the military, difficulty in adjusting to the school due to frequent house-moving, and limited access to dental care. Second, the married nurse officers needed services in domains such as housing, child care and education, and health. Specifically, they wanted the military-run housing, child care facility within military hospitals, maternity leave for child care and education, extension of risk allowances, and support for BOQ. Third, with regard to the seriousness of problems as well as the priority of services, the married nurse officers gave higher priority to such domains as child care and education, health, and housing. These results indicate that married nurse officers were to the largest extent concerned with these three domains and that they had the urgent need for services relevant to those domains. The importance of routine need assessments as well as solutions to the family-related problems for married nurse officers is therefore suggested in this study.

The collected data was analyzed by a structural equation model, including statistical and correlation analysis. As a result of analysis, self-esteem of the military officers and noncommissioned officers appeared to be mediated only by military life adjustment, or to affect the cultural acceptability mediated by the military life and job satisfaction in turn. Therefore, in order to increase the cultural acceptability of military officers and noncommissioned officers, ROK Army should enhance the self-esteem, job satisfaction and adaptability of them.

  • The purpose of this study is to investigate practical measures to provide a better welfare services in public sector through analyzing differences according to socio-demographic characteristics about the quality service of public welfare that social welfare officials perceive personally. The questionnaire has been conducted among 401 social welfare officials with 5 factors: tangibles, reliability, responsiveness, empathy and assurances. With the results, the age was the most conspicuous difference in five factors of quality service in general. The quality of welfare service appears lower level as the official works close to community members. Additionally, the analysis shows that social welfare officials have relatively low perception about reliability, responsiveness and empathy. The official in charge of social welfare needs to have a neighborhood-centered value orientation, and be a social worker and official in the field of substantive welfare. Therefore, this study has a meaning to suggest some directions of social welfare transition and basic delivery system by identifying their understanding.

According to the survey, the civil officers and women's counselors gave relatively favorable ratings for their job effectiveness and job satisfaction. However, their duties involving guidance and counseling of prostitute women and operation of women's welfare councils received least favorable evaluation. Moreover, in terms for job satisfaction, these service providers were less satisfied with their working conditions than their relationships with clients or colleagues. In addition, budget and personnel shortages were the most serious problems facing the delivery system Further analysis showed that professionalism and accessibility of the service delivery system had positive impact on job effectiveness while efforts, integration, accessibility and adequacy had positive impact on job satisfaction of the service providers. These findings have potential implications for designing more effective social service delivery system for women.
