In social welfare arena field practicum has been an essential instrument and method for social work students to get socialized to the social work professional. However, to whom involve in the actual field practicum-universities(or colleges), institutes - have some difficulties. On the base of community welfare is a clinical approach in this times. To strengthen community welfare policy, the beginning of community welfare committee is such a good opportunity to tackle the problems of the field practicum. This study suggest that the problem of the field training are 1) a guidance of an individual social work institute, 2) the lack of social work institute, 3) the absence of the trainee's sense of values, 4) the bad conditions of the field practicum for social work students in undergraduate courses at the university(or college), and 5) the lack of professionalism for supervisors. This study makes the following social work suggestions to vitalize field practicum in community welfare. It is more likely important to 1) make the law of the field practicum for undergraduate social work courses, 2) make the coordinated programs of the field practicum for undergraduate social work course in community welfare, 3) enlarge the opportunity that a field specialist take further education, 4) support and carry of supervisor reeducation, 5) make the program development of trainee's personal experiences in social work values, and 6) social work professors make a practice in the social work field.

본 연구의 목적은 사회복지 인프라 구축이 미약한 농어촌지역을 중심으로 하는 사회복지시설 다기능화정책의 형성과정을 살펴 민간 사회복지 전달체계 구축에의 시사점을 도출하는데 있다. 이 연구는 Kingdon의 모형을 근간으로 하고 Mucciaroni 모형에서의 제도적 맥락과 이슈맥락 개념을 차용하여 재구성한 '수정된 정책흐름모형'으로 조망하였다. 분석결과 사회복지시설 다기능화정책은 여대야소의 분위기에서 여당 출신 대통령의 집권 초기 강력한 리더십에 따라 정부 주도하에 법제화되는 등 제도적 맥락이 이슈 맥락을 주도하는 양상으로 전개되었다. 이슈맥락이 압도당하는 모습에서 다기능화정책이 법제화된 이후 정부의 강력한 집행의지를 통해 확산되기 보다는 제도 마련 그 자체에 의의를 두고 지방자치단체가 필요에 따라 다기능화를 할 수 있는 가능성을 법으로 열어두는데 그치고 있다. 이 연구는 농어촌지역에서의 사회복지 전달체계 구축방안을 모색함에 있어 다기능화정책의 상대적 유용성과 그 논거를 탐색할 때 주요한 맥락적 정보를 제공한다는 점에서 그 의의가 있다.

본 연구는 사람들 간의 관계를 토대로 하는 사회복지서비스 영역에서 사회적 배제와의 투쟁 전략으로서 사회적협동조합의 가능성을 탐색하였다. 사회적협동조합은 사회복지법인이나 사회적기업과 더불어 새로운 형태의 사회복지서비스 제공기관일 뿐인가? 사회복지부문은 협동조합의 속성에서 비롯되는 효과를 사회통합의 기제로 기대할 수 있지 않을까? 기존의 사회복지기관은 정부와 이용자 사이의 중간 매체로서 기능했다면, 사회적협동조합은 지역사회 안에서 다양한 이해당사자와 협동의 관계 속에서 기능을 수행할 수 있지 않을까? 이런 관점에서 지역사회복지실천모델로서 사회적협동조합의 가능성을 찾아보았다.

이 연구는 한국 사회복지학의 발전 상황의 한 단면을 파악하는 데 목적을 두어 실천과 연구를 겸비한 김만두를 선정하여 그의 인물비평을 실시하였다. 이 인물비평 방법은 문학비평에서 빌려와 김만두의 실천경험과 연구문헌을 기반으로 이루어졌다. 김만두의 실천경험과 연구문헌에서 각기 5개와 6개 주제를 도출하고, 이들 주제를 결합해 다시 5개 주제(통합적 접근 강조, 미국과 일본 사회복지의 아우름, 사회복지학의 선순환적 형성, 사회복지학의 패러다임 전환, 실천과 연구 조화의 미완)를 도출 해석했다. 이와 같은 결과에 근거하여, 김만두의 사회복지실천이 사회복지제도를 넘나들며 정제됨, 1960-90년대 한국 사회복지의 한 단면이 드러남, 1960년대 아동 중심의 사회복지실천이 통합적으로 이루어짐, 당시 연구자의 성향에 따라 사회복지학의 구성을 달리함 들을 논의하였다.

Objectives: In this study, we strived to determine the possibility of socioeconomic welfare in oral healthcare by analyzing the National Health Insurance (NHI) coverage rate. To date, efforts to realize the "social economy" of healthcare are active. While oral disease is common and chronic among Koreans, the rate of NHI coverage of dental clinics is substantially lower than that of the medical clinics. Methods: We defined the NHI coverage of dental clinics as a proxy for "social skills" to improve oral health problems. The data were collected through a comparative analysis of the NHI coverage of dental clinics and that of non-dental clinics, in health welfare social cooperatives. Results: The NHI coverage rate of the dental clinics in health welfare social cooperatives ranged from 0.97 to 2.62 times that of the non-dental clinics in health welfare social cooperatives. Conclusions: In conclusion, responsible management is recommended for making health welfare social cooperatives meaningful as a social economy.

As the rate of the elderly is proportionally increasing in society, the demands of this group and the services pertaining to them is increasing. The demand for improved services is in relation to national income, the development of medical techniques and the interests of elderly. Therefore, the demand for aged social welfare facilities and management of them is increasing. This paper will focus on the types and states of aged social welfare facilities under the revised aged social welfare law in 2008. Following this research, The Social Welfare Corporation is the highest management level. To date the establishment of more infrastructure has increased rapidly, since 2000. There are many small facilities and a few large facilities.

본 연구는 신규 사회복지 공무원과 배치전환 공무원의 복지가치 함양을 위한 교육프로그램 개발을 목적으로 진행되었다. 이를 위하여 현재 근무중인 사회복지 공무원의 복지마인드, 복지가치에 대한 인식 수준을 확인하고, 전문가 및 현업 공무원 인터뷰를 통하여 교육 필요점을 도출하였으며, 이를 바탕으로 복지가치 교육프로그램을 개발하였다. 연구결과 첫째, 교육 내용은 사회복지 가치의 세 가지 요소를 직접적으로 공유하고 현업에서의 실 사례 등을 함께 생각해보며 중요성을 인식할 수 있도록 설계하였다. 둘째, 교육 방법은 토론 및 발표를 통해 서로의 의견을 공유하고 피드백을 주는 활동으로 구성하였다. 본 연구 결과를 토대로 다음과 같은 시사점을 제시하였다. 사회복지 공무원이 기본적으로 가져야 할 복지가치가 내면화할 수 있는 교육프로그램을 신규 직부터 직급별에 맞춰 체계적으로 개발하여 교육할 필요가 있다.

본 연구는 사회복지전담공무원 스스로가 인식하는 공공복지서비스 질 수준을 인구사회학적 특성에 따른 차이를 분석하여 더 나은 복지서비스 제공을 위한 대안을 모색하기 위한 것이다. 이를 위해 사회복지전담공무원 401명을 대상으로 복지서비스 질 5개 구성요소인 유형성(Tangibles), 신뢰성(Reliability), 대응성(Responsiveness), 공감성(Empathy), 보증성(Assurances)의 각 항목을 분석하였다. 분석결과 공공복지서비스 질의 수준을 인식하는데 있어서 연령에 따라 가장 큰 편차를 보여 주었고 주민과 가까운 일선 현장(시도> 시군구> 읍면동)일수록 복지서비스의 질 수준이 낮아졌다. 또한 신뢰성, 대응성, 공감성에 대해 다소 낮은 인식수준을 나타냈다. 사회복지전담공무원은 주민중심의 가치 지향적이고, 실천적인 복지현장의 사회복지사이자 공무원이다. 본 연구는 이들의 인식수준을 통하여 공공복지의 변화방향과 근본적인 전달체계의 방향성을 제시하여 주었다는 점에서 의의가 있다.

In this study, we present the necessary measurements of establishment and expansion in social welfare elements, understand the social welfare approach and the reality of social welfare services to solve the physical accessibility problem of the rural center revitalization in the recent trend of various attempts. The measurements were categorized according to the nature and form of the projects through content analysis method by using a master plans and casebooks of the rural center revitalization leading districts. The results show that the social welfare project of the rural center revitalization leading districts were categorized them into three sections of job creation vitalization, lifelong education, hobby and leisure supports, visiting services, it was classified into 11 sub-types. We arrive at a conclusion through analysis results, establishment of cooperative system between related organizations, active gathering of opinions from residents, training of local workforce, convergence with existing social welfare systems and projects, building private governance, for social welfare project operate stably in the rural center revitalization.

본 연구는 한국사회에서 사회복지사가 어떤 이미지로 자리매김을 하고 있는지를 실증적으로 파악하면서 향후 사회복지전문직이 나가야 할 방향을 모색하기 위해 진행되었다. 고등학생, 대학생, 일반인 1,156명을 대상으로 16개의 형용사 쌍으로 구성된 어의미분척도(semantic differential scale)를 활용하여, 사회복지사를 포함한 의사, 간호사, 상담심리사 및 목회상담가 등의 5개 원조전문직에 대한 일반인의 인식을 비교차원에서 조사하였다. 분석결과, 전반적으로 사회복지사는 5개 원조전문직 중 가장 긍정적으로 인식되고 있는 전문직으로 나타났다. 대응분석을 활용했을 때, 사회복지사의 대표적 이미지는 실제성과 편안함이라는 이미지와 가장 근접하는 것으로 나타났다. 그러나 기존에 논의되어 온 바와 같이, 사회복지사의 전문성은 상대적으로 낮게 인식되는 것으로 나타났다. 또한 전체 이미지를 놓고 분산분석을 한 결과에서는, 사회복지사와 다른 원조전문가들 중 상담심리사가 사회복지사와 변별성이 없는 것으로 나타났다. 마지막으로 사회복지사에 대한 이미지에만 초점을 두고 이에 영향을 미치는 요인을 MANOVA를 통해 분석했을 때, 성별만이 유의한 차이를 보이는 것으로 나타났다. 이와 같은 조사결과에 기초하여, 다양한 측면에서 긍정적인 이미지를 형성하는 성과를 거두어온 사회복지사가 앞으로 전문성 강화를 위하여 학문내적인 차원, 교육 차원, 실천현장 차원, 대사회적 홍보 및 연구 차원에서 다각적이고도 지속적인 노력을 기울이는 것이 필요함을 논의한다.
