  • In the 21st century, a time for smaller companies is fast approaching. A lot of people believe that the small and mid-sized companies will be a main force for industry. However, this concept could only be possible after we find some solutions for the general, labor shortage problem. Specifically, the majority of these challenges stem from improper distribution of labor within each company's divisions. These labor shortages have been influenced by a variety of exogenous (human) variables. The sources of the most serious problems come from the lack of appropriate labor and their fair wages. The work environment is also a contributing factor. These items are considered to be serious challenges to the development of smaller enterprises. The purpose of this study is to explore these difficulties. For solving the labor shortage, enterprises and government should offer employees supportive benefits. Enterprise companies should make an effort to improve their work environments. Companies should also use innovative strategies to raise labor compensation. With this in mind, smaller firms should struggle to retain their employees for an extended period of time and commit to an organizational business strategy. Governments should try to develop a higher recognition of smaller enterprises. They should create human power recruitment, development, and recourse policies as needed. Furthermore, they should manipulate existing policies to support human resource development that aids these companies to be more competitive with larger ones. Additionally, it is necessary to develop new, creative programs to help with the social recognition of smaller enterprises.

A Study on the IUU Governance System of Regional Fishery Management Organization and Major State (국제 지역 수산 관리 기구와 주요 국가의 IUU 통제제도 연구)

  • The FAO reports that IUU fishing activities have widespread economic, social, and management consequences, including depriving legitimate fishers of harvest opportunities. It affects all fisheries from small scale to industrial. It also affects the ability of governments to support sustainable livelihoods for fishers and, more broadly, to achieve food security. The complexity of IUU requires various measures to combat IUU fishing such as adoption of IUU vessel lists; stronger port State controls; improved monitoring, control and surveillance (MCS); implementation of market-related measures to help ensure compliance; and capacity-building assistance. Trade and market measures reduce opportunities for IUU fishing activities by precluding or impeding access to markets for IUU product in a manner consistent with international law. ICCAT, CCAMLR, and IATTC, have put in place trade tracking programs or catch documentation schemes, and WCPFC is considering such a program. Vessel lists assist enforcement authorities in determining which vessels are or are not authorized to be fishing or conducting fishing support activities in specified areas. A number of RFMOs maintain records of IUU vessels: CCAMLR, IATTC, ICCAT, NAFO, NASCO, NPAFC, WCPFC. Section 608 of the US MSRA calling on the Secretary of Commerce, in consultation with the Secretary of State, and in cooperation with relevant regional fishery management councils and any relevant advisory committees, to take actions to improve the effectiveness of international fishery management organizations in conserving and managing stocks under their jurisdiction. EU IUU Regulation entered into force on 1 January 2010, was intended to regulate the highly complex multi-channel fisheries supply system of the European Community (EC) in an effort to improve global fisheries sustainability.

Analysis of Regional Fertility Gap Factors Using Explainable Artificial Intelligence (설명 가능한 인공지능을 이용한 지역별 출산율 차이 요인 분석)

  • Korea is facing a significant problem with historically low fertility rates, which is becoming a major social issue affecting the economy, labor force, and national security. This study analyzes the factors contributing to the regional gap in fertility rates and derives policy implications. The government and local authorities are implementing a range of policies to address the issue of low fertility. To establish an effective strategy, it is essential to identify the primary factors that contribute to regional disparities. This study identifies these factors and explores policy implications through machine learning and explainable artificial intelligence. The study also examines the influence of media and public opinion on childbirth in Korea by incorporating news and online community sentiment, as well as sentiment fear indices, as independent variables. To establish the relationship between regional fertility rates and factors, the study employs four machine learning models: multiple linear regression, XGBoost, Random Forest, and Support Vector Regression. Support Vector Regression, XGBoost, and Random Forest significantly outperform linear regression, highlighting the importance of machine learning models in explaining non-linear relationships with numerous variables. A factor analysis using SHAP is then conducted. The unemployment rate, Regional Gross Domestic Product per Capita, Women's Participation in Economic Activities, Number of Crimes Committed, Average Age of First Marriage, and Private Education Expenses significantly impact regional fertility rates. However, the degree of impact of the factors affecting fertility may vary by region, suggesting the need for policies tailored to the characteristics of each region, not just an overall ranking of factors.

Comparative Study on Autonomous Vehicle Operation Status in South Korea and China - Focusing on Xiong'an New District in China and Sejong City in South Korea -

  • Today, many countries around the world recognize the development of autonomous vehicles as a national growth engine, support technology development through various projects, and promote it as national policy. China and Korea are representative countries that are strongly promoting autonomous vehicle policies. The Chinese government's policy direction for self-driving cars focuses on support for fostering new industries. Korea has established mid- to long-term goals and plans to foster the future mobility industry as a key growth engine and is promoting these as a national task. Recently, China and Korea have established national pilot areas to test autonomous vehicle operation and are actively pursuing policies. We aim to compare and analyze the operation status of self-driving cars in China's Xiong'an New Area and South Korea's Sejong City and derive policy implications regarding self-driving cars, which are emerging as a key industry of the future. According to the analysis results, it was found that China's Xiong'an New District is ahead of Korea's Sejong City in terms of leader leadership. As a result, autonomous driving is being operated at the government-wide and national level in Xiong'an New Area. In terms of the driving force, in the case of Xiongan New Area, the policy is being promoted by companies centered on Baidu, and in the case of Sejong City, the policy is being promoted by the local government. As a result, it is estimated that Xiongan New Area will be able to reach commercialization before Sejong City. In the final policy proposal, it was proposed to break away from the existing government-led method and switch to a collaboration with the private sector and a private-led method.

  • After participating in the Second Boer War in 1899, the Australian Army participated in world wars such as World War I, World War II, the Korean War, and the Vietnam War. To overcome the decline in the social recognition of soldiers and the continuous shortage of troops caused by the protracted war, the status and role of female personnel were expanded. The use of female manpower, which started as medical support during the Second Boer War, expanded to combat support missions such as communications, maintenance, driving, secret document management, and radar surveillance during World War II. After the Vietnam War, the Chiefs of Staff of the Australian Army, Navy and Air Force established a committee to expand women's participation in the military, improved service conditions for female personnel and supplemented regulations so that they were treated as soldiers, not women, and reached a turning point in expanding the role of female personnel in the Australian military. As a result, all combat positions, including special forces, were opened to women in 2014, and a plan was established to increase the proportion of women in each service by 2030. Like the Australian military, South Korea is also experiencing a demographic cliff and shortage of troops due to the continuing low birthrate problem. Characteristics of the Traditional Family System in Black Africa (흑아프리카 전통 가족 제도의 특징)

  • This research studies the characteristics of the family systems of traditional societies in Black Africa. For this purpose, this study has chosen three subtopics: the distinctive features of traditional societies, marriage customs (polygamy and polyandry), and the societal features of patriarchal and matriarchal societies. First, we analyze men's and women's roles, ownership and management of the land, dowry, and social values of livestock as the distinctive features that support the family system in traditional Black African societies. These elements play an important role in increasing the number of family members. Next we analyze marriage customs-polygamy and polyandry-which increase the number of family members, on the one hand, and secure the labor force, on the other hand. Most traditional societies in Black Africa prectice polygamy. However, the $Bashil{\acute{e}}l{\acute{e}}$ and Bahima prectice polyandry. Polygamy in traditional societies in Black Africa is based on the traditional social customs that display the authority and dignity of the family head, who has control over all family members in both patrilineal and matrilineal societies. The authority and dignity of the family head are used to keep and increase the number of family members, that is, to secure the community firmly. Finally, most traditional societies are patrilineal. However, matrilineal societies are prevalent in the so-called Matrilineal Belt, which term refers to the savanna regions where Bantu peoples reside, that is, the coastal regions from the Angolan coast, bordering the Atlantic, to the Tanzanian and Mozambique coasts that border the Indian Ocean. These societies trace descent through the maternal bloodline. The traditional family system in Black Africa is based on economic social, and political factors, as well as on the community spirit of the members, which has resulted from the choices made to increase the prosperity and well-being of the people.

  • The introduction of multimedia 119-notification service utilizing smart devices causes firefighters to be more exposed to emotional labor. The purpose of this study is to investigate the effect of increased emotional labor of firemen on job satisfaction. As a result, the higher the emotional labor of firefighters is, the higher job stress (${\beta}=0.166$, p=0.000) and social support(${\beta}=0.540$, p=0.000) are. But job satisfaction tends to be lower(${\beta}=-0.136$, p=0.000). As they play an important role to protect the safety and property of citizens. their job satisfaction becomes the driving force of their duty. Therefore, we think that some systematic and substantial prevention curriculum to manage their emotional labor is required.

A Study on Arts and Crafts ideas with Works of William Morris

  • These days there is a flow of support for returning to design and handcraft, and the arts and crafts ideas of William Morris have an influence until the present over periods. The semanticity and methodology of guild production method supported by William Morris is studied. The foundation that human is in beautiful harmony with nature is on free labor and artistic life. In the organic relationship, the decline of art is understood as general crisis of culture, and human living condition should be changed in order to rouse the human sense of beauty and comprehension of art. Once human labor becomes artistic, the consumption living and local living become artistic as well. And then consumers desire more artistic works, structures, or urban spaces, and the demands for those move artificers to go toward producing more artistic works and structures. That is, the course of succession of art and culture through living is the driving force of social progress. Even if the period when Morris lived and the present are very different, this paper will shows that a large amount of art and culture will be greatly developed in twenty-first century which is 'the period led by cultural consumers', and the people directly creating art works will be also increased at the same time, as Alvin Toffler suggested. Furthermore, we can aware through this paper that such the people will rule the world. Finally it reached the period that we must face to 'making artistic life' as Morris expected a century ago. According to the result of this paper, we realized the study about Morris will contribute greatly to improve the quality of human life.

The Growth of Mobile Advertising and the Future of the Advertising Industry (모바일광고의 성장과 광고산업의 미래)

  • The advertising media is undergoing a dramatic change mainly due to the increased use of smartphone. This study predicts the future of the advertising industry driven by the mobile advertising using scenario planning. Targeting technologies, restriction on the use of personal information, and overcoming ad avoidance were selected as key uncertain variables expected to impact on the growth of the mobile advertising 5 years later. With the support by expert interviews, the $2{\times}2$ matric combines two cases to generate four scenarios; the one whether mobile ads surpass PC-based online ads, the other whether the combined force of mobile and PC-based ads surpass the traditional media in advertising spendings. Each scenario is articulated according to the future of key variables. The most likely scenario is that mobile will dominate the advertising media market. However, it is important not to ignore different scenarios because key variables evolves in unexpected manner and then they can become reality. The future research will combine its key variables with social and economic ones and segment technical variables in more details.

A Phenomenological Study on the Work-Family Compatibility of Dual-Earner Families (맞벌이가족의 일-가정 양립에 관한 현상학적 연구)

  • The purpose of this study is to investigate the nature of work-family compatibility in the everyday experiences of dual-earner families. By comprehensively describing how dual-earner families manage daily life, this study shows their current situations. In particular, this study overcomes the limitations of previous studies using the phenomenological research methods. Previous studies partially dealt with the problems of dual-earner couples, such as the role conflict of wives and husbands. However, this study broadly demonstrates how wives and husbands as independent individuals manage their lives by working together for a living. Participants were 6 males and 6 females, who lived in Gwangju metropolitan city. Data were collected through in-depth interviews and analyzed using the method of Stevick-Colaizzi-Keen in Moustakas (1994). The results of this study display that dual-earner couples work for a living, but work is the driving force in their life. Family provides dual-earner couples with a stable life, but their stable life is possible by social support like the assistance of a mother-in-law. Dual-earner couples consider work and family as the essential axis of life, thus they give the same value on work and family. Even though dual-earner couples have a difficult time educating their children because of long working hours and coming home late, they positively combine work and family meeting the needs of self-improvement. Therefore, it is necessary to create a working environment that provides enough time for housework and childcare.
