However, there is an increasing need for qualitative growth not only in quantitative growth but also in policies, systems, and sustainable design. The purpose of this study is to explore the applicable methods for domestic social housing through the policy and design guideline study of UK social housing which has achieved qualitative growth through diversification of development subject. First, the concept of social housing in the UK and sustainable housing design elements will be examined. Second, the characteristics and policy direction, project background, management and sustainability of five social housing projects over the last 10 years in the UK will be analyzed. In conclusion, in order to achieve the sustainable design of social housing, the construction of the social housing in terms of policy and environment must include safe and eco-friendly design adaptability that can secure local identity and respond flexibly to social change. In addition, the social housing in the UK, which forms a sustainable complex through cooperation between the public and the private sector based on its place and history, can be a guideline for establishing policies and design guidelines in terms of urban regeneration.

  • This paper addresses the relationship between public housing tenure and social disadvantage. The research examines social capital levels among public tenants in Australia, concentrating on their level of interpersonal trust and confidence in a range of public institutions. Through multivariate analyses of national survey data it also profiles the social and political background of public housing tenants. Although public housing tenants have access to secure and affordable housing, they appear to be less trusting and 'happy' than private renters or homeowners, and exhibit less confidence in some institutions such as the Australian parliament, universities and the ABC (the Australian public television broadcaster). These results probably reflect the residualised nature of public housing in Australia and indicate that public tenants are likely to be 'alienated' from certain aspects of mainstream culture. However, public tenants have higher levels of confidence than homeowners in the Australian defence forces and trade unions. So public housing may 'shore up' confidence and social capital in some areas, and levels of trust would be lower if public housing was not available to disadvantaged citizens.

  • In the post-war period, the mass provision of social rental housing units represented the primary means for resolving housing welfare issues across much of Western Europe. In contrast to North America, large swathes of state subsidized rental housing where built and let-out at submarket rents, both to needy as well as regular working households. By the 1980s social housing accounted for as many as four in ten homes in some contexts. Since then however, these important welfare sectors have been under attack. On the one hand, privatization policies have continued to undermine the basis of social renting with home ownership and private rental sectors advanced by policy as preferable alternatives. On the other hand, social housing providers have been restructured in order to play a more residual role in the housing market and serve more targeted groups of socially vulnerable people. This paper assesses key differences in the development of West European social housing sectors as well as recent transformations in their status that represent a challenge their sustainability. It also looks to what insights this provides for the South Korean housing context where public housing has proliferated and been increasingly diversified in recent years.

  • Since public rental housings (social housings) in Korea are extremely standardized and uniformed, a variety of needs of residents for their housing are hardly satisfied. Public rental housing conditions, its low quality and size limitations regardless of residents type and needs resulted into negative images of social housing and social discriminations. Therefore there is a growing demand for alternative housing options in terms of diversification of social housing design with consideration for changing households and housing requirements. The purpose of this study to investigate some housing design guidelines, to analyze layout of building complex, community designs, household units and characteristics, overall design characteristics (sustainable design features, facade design, window and balcony composition, color and materials) and to provide some design suggestions for social housing. Design guidelines are classified into site planning and building layouts, residential building and household units, and performance of housing. Community facilities and their design features provide uniqueness of the public residence. Overall housing size of foreign cases is bigger than the domestic cases. Narrow shape of household units are more dominant in Korean public rental housing. More various shape and forms are found in facade and window design in foreign cases. Some design suggestion are provided for more diverse housing units and design for public rental housing in Korea.

However, the housing policy of this period was driven by the provision of large scale public rental housing and redevelopment of residential areas, resulting in community collapse and social exclusion. • Since 1960's Korea has undergone rapid modernization which has problem on the change of industrial society. This phenomena led the trend that tended to produce residence only in the quantity. However, supply-oriented policies for increasing the penetration rate of housing but only in the mass production of housing, the quality of life has not reached the demand of the residents. In this reason, the purpose of this study is to derive the factors of social integration plan through the public rental housing with characteristics of social housing. Therefore, the subjects of this study are social integration public rental housing in USA, Netherlands and Korea. Specially USA and Netherlands are advanced countries where public rental housing policies and design have been established long ago. In this reason, it is needed to analysis the cases and find a new method to compare with Korea's public rental housing. Accordingly it is expected that the result of case studies shows First, it is necessary to realize a community plan that continuously encourages communication and participation for social integration. Second, It should aim at a mixed community of small-income groups through private-public cooperation rather than government-led large scale public housing construction. Third, it is needed that develop various policies and systems and realize them in social integration plan.

  • The purposes of this study are to define 'housing welfare' which constitutes an important theme of discussion today and to present some future policy issues. Recently, the expression 'housing welfare' is widely used in our daily life and written in some laws, but its concept is still ambiguous. Housing welfare can be defined as 'the situation in which citizens gain access to a decent housing and adapt themselves well to the community life. In this context, the goals of housing welfare policy should be as follows: reduction of the number of households living below the minimum standard in housing, promotion of the right to housing, housing provision and management based on housing needs, linkage of housing and other welfare measures, realization of social integration and social justice. But, there are still some controversies on such questions as target group, moral hazard of beneficiaries, social equity, etc. To get all the policy alternatives more effective, efforts should be made to improve the general infrastructure of welfare policies, to prevent NIMBY phenomenon of local actors, and so on.
