After being introduced "4th Industrial Revolution" in the Davos Forum 2016, it is continuously talked about "4th Industrial Revolution" as an industrial and social innovation momentum for solving structural problems of economy and society. In this situation, our government established "the Committee of 4th Industrial Revolution" as a control tower and announced a policy "4th Industrial Revolution recommendation for government" in 2019. The Ministry of National Defense is pursuing "4th Industrial Revolution" policies and organizing a team "4th Industrial Revolution Smart Defense Innovation Team" in accordance with government-wide policies from 2019. In this paper, I will look at the background and status of the Smart Defense Innovation policy. And I am proposing development plans to create practical results as like "Strengthening governance for the Smart Defense Innovation" and "Implementation of the budget for the Smart Defense Innovation" and so on.

The defense system development process is a process of developing various systems that perform functions in various functional areas such as battlefield awareness, command control, force application, and logistical support. In other words, the defense system development process is a process of developing many systems simultaneously in various functional areas. Various systems developed through this process should be interoperable so that they can be integrated and operated in a joint warfighting environment. To successfully implement this, the US Department of Defense uses the Joint Capability Integrated Development System(JCIDS) for the defense system development, and within this JCIDS processes the Capability Based Assessment(CBA) methodology as its core technology. This CBA methodology transforms the mission activity requirements to functional capability requirements logically and transforms the functional capability requirements to system requirements logically also. Smart City is a city that improves the convenience and quality of life of the citizen by integrates various systems that perform various functions of the city and smarties various functional systems with smart services by using IT technology. In other words, defense system development and smart city development have a common feature of the process of developing many systems simultaneously in various functional areas. In order to address the problem of having to develop many systems simultaneously in each functional area, it is important to logically transform the various mission scenarios into functions and logically transform the functions into systems. Therefore, a joint capability integrated development system and its core methodology, Capability Based Assessment(CBA), can be applied to smart city development. This paper proposes a method for performing a smart city concept design method using the capability based evaluation (CBA) method.

Recently, there has been demand for the convergence of IT (Information and communication Technologies, ICT) with defense, as has already been achieved in civilian fields such as healthcare and construction. It is expected that completely new and common requirements would emerge from the civilian and military domains and that the shape of war field would change rapidly. Many military scientists forecast that future wars would be network-centric and be based on C4I(Command, Control, Communication & Computer, Intelligence), ISR(Intelligence, Surveillance & Reconnaissance), and PGM(Precision Guided Munitions). For realizing the smart defense concept, IT should act as a baseline technology even for simulating a real combat field using virtual reality. In this paper, we propose the concept of IT-based smart defense with a focus on accurate detection in real and cyber wars, effective data communication, automated and unmanned operation, and modeling and simulation.
In recent years, we have seen a proliferation of mobile-network-enabled smart objects, such as smart-phones and smart-watches, that form a cyber-physical integrated network to connect the cyber and physical worlds through the capabilities of sensing, communicating, and computing. Discovery of the relationship between smart objects is a critical and nontrivial task in cyber-physical integrated network applications. Aiming to find the most stable relationship in the heterogeneous and dynamic cyber-physical network, we propose a distributed and efficient relationship-discovery algorithm, called dynamically maximizing remaining unchanged time with minimum connected dominant set (DMRUT-MCDS) for constructing a backbone with the smallest scale infrastructure. In our proposed algorithm, the impact of the duration of the relationship is considered in order to balance the size and sustain time of the infrastructure. The performance of our algorithm is studied through extensive simulations and the results show that DMRUT-MCDS performs well in different distribution networks.
For smart defense innovation, the key is to apply state-of-the-art technologies of the Fourth Industrial Revolution to national defense. In order to apply state-of-the-art technology to the defense sector, we need to apply and develop technologies to analyze and respond to uncertain future operational environments. To this end, our military is investing a lot of time and effort. To understand future operational environment analysis and to apply and develop our military, we explored the perspectives of operational environment analysis in major countries and studied specific cases of U.S. troops with systematic analysis functions. The U.S. Army has established a cooperative system to analyze future operational environment under the leadership of the Education Command and operates the organization organically. It also utilizes the collective intelligence of expert groups in various fields by utilizing the MSC, and it is time for the Korean military to take the lead in keeping with the era of transformation. To that end, the organization of the U.S. Education Command should be benchmarked and the Korean Future Operation Environment Analysis Organization should be established and operated. Through this study, we have developed an understanding of the future operational environment analysis system of the U.S. Army and presented a plan to apply the ROK MND.
Purpose: The purpose of this study is to present a preferred parts list, establish a search tool for common parts, and propose a development plan for parts management. Methods: When selecting the preferred parts list, the weight of the selection of the military parts and the online site of the civilian parts were taken into account. By establishing a database of selected preferred parts list, we have established a system for searching common parts. Results: The results of this study are as follows; In order to establish parts management work in Korea's defense, it is necessary to improve the Defense Acquisition Program Act, Enforcement Decree (Rules), and the Regulations for Defense Acquisition Program Administration. Development of performance indicators for parts management is required, and establishment of procedures and standards for selection of preferred parts lists is required. Considerations for the selection of preferred parts list include whether they are used a lot in civilian products, whether they are used a lot, whether they are certified suppliers, whether they are national and industrial standard products, whether they perform well considering reliability, durability, and quality, and whether they can be supplied continuously. Conclusion: It is necessary to establish policies and systems related to parts management and to establish criteria for selecting preferred parts list for the development of domestic parts management tasks.

The Army, Navy, and Air Force are currently making various efforts to apply defense IoT technology by reflecting the characteristics of each military. However, there are concerns that comprehensive collection, management, and analysis may be limited because each military has no overlapping system or guaranteed interoperability of data, and there are inefficient aspects in terms of using and investing a limited defense budget. In this study, evaluation items and priorities for pilot projects were selected by applying Delphi technique and AHP method to determine which projects are preferentially effective when commonly applied in terms of Army, Navy, and Air force. As a result of the analysis, the project basis and driving force, project feasibility, performance and ripple effect, redundancy and connection were identified in the order of IoT-based small detachment units and unmanned base construction, intelligent smart unit, smart ground ammunition depot, and smart training management system. According to the comprehensive results reflecting the weights of each evaluation item, the fact that small detachment units and unmanned base construction project are recognized as the first project to be applied to the Army, Navy, and Air Force is a valid approach to be effective while each military is burdened with personnel management because of the reduction of manpower. Through the research results, it is expected that the direction of application to the policy of the defense IoT project can be confirmed in terms of efficient use of limited budgets.
Purpose: Recently, many quality issues are aroused in military forces, such as failures in K-series weapons, combat boots defects and 40mm ammunition explosion accident. To address these problems, the one and only government defense quality assurance agency, DTaQ(Defense Agency for Technology & Quality) tried to improve many quality assurance procedures and introduced new systems such as MRA(Manufacturing Readiness Assessment), TRA(Technology Readiness Assessment), and etc. However, as the amount of war supplies increasing every year, the resource(budget and manpower) for quality assurance is limited. Therefore, DTaQ had difficulty to handle the issue efficiently and effectively, and we propose the method to address this problem. Methods: The most popular quality assurance technique is a sampling method, in this research, we first review the many sampling techniques and compare the strength and weakness of each method. After then, we selected the most appropriate sampling techniques and applied the procedures in combat force support material and ammunition areas. Results: We can reduce the number of samples dramatically, thus the required amount of labor time and money can be saved. Also, the new sampling technique enforces the supplier to produce the product which meets the target value(desirable value). The smart weapon system is a new weapon system of the future battlefield environment as a miniature guided weapon that performs precision strike missions through terminal phase guidance. However, it has small coverage to guide due to its low maneuverability because the smart weapon is controlled by using actuator of piezoelectric drive type due to the structural limitations. In this paper, we propose a firing data calculation algorithm under non-standard conditions to increase the effectiveness of the smart weapon. The proposed algorithm calculates firing data under non-standard conditions by calibrating firing data under standard conditions using information acquired in battlefield environments. The performance of the proposed algorithm is verified by numerical simulations under various conditions.
The fourth industrial revolution can be called the hyper-connected-based intelligent revolution triggered by advanced information technology and intelligent technology, and the basis for implementing these technologies is 'data'. This study proposes a way to strategically use data in order to lead this intelligent revolution in the defense area. First of all, implications through analysis of domestic and international trends and prior research and current status of defense data management were analyzed, and four directions for development were presented. If the government composes conditions for building, releasing, sharing, distribution, and convergence of defense data considering the environment of national defense in the future, it is expected that it will serve as a foundation and a shortcut to be a digitalized strong military through smart defense innovation in the era of the fourth industrial revolution.
