기존의 도시계획은 내부 소수의 의사결정자들에 의해 이루어졌으나 스마트시티에서는 ICT 기술 진화를 통해 개인이 접할 수 있는 정보가 많아지고 채널이 다양화 되면서 다양한 방식으로 의사결정과정에 참여할 수 있게 되었다. 이에 본 연구에서는 스마트시티의 안전도시 계획 과정을 주민과 직간접으로 소통하는 협력적인 계획과정으로써 데이터 활용 방안을 제시하고자 한다. 이를 위해 WHO 국제안전도시 인증을 받은 일본의 마츠바라시(松原市)의 데이터의 내용과 활용을 국내와 비교하여 국제안전 도시의 승인을 준비하는 지역에서 주민참여 방안의 보조적 역할로 데이터의 활용성을 높이고자 한다.

Developing smart cities increasingly relies on metaverse technology. This has become much more apparent in the post-COVID-19 pandemic urban environment. The demand for fast processing of huge amounts of data and the convergence of various media types is essential for keeping city residents well-informed and safe. This paper builds on recent research on metaverse, smart cities, and digital outdoor advertising media. It proposes that "space culture media", which collectively functions by using physical or virtual spatial information, will play a key role in the smart city, functioning as an augmented city. Specifically, this paper deals with significant issues related to the smart city changes created by tecoration, a metaverse urban media space facilitated and enhanced through digital outdoor advertising.

최근 스마트 시티, 스마트 홈, 스마트 교통, 스마트 케어 등 스마트 월드를 지향하는 대규모의 연구와 노력이 계속되고 있다. 이러한 스마트 월드가 보편화 될수록 인터넷과의 연결성 확대와 사이버 테러위협의 확대는 필연적일 것이다. 이러한 사이버 테러위협의 확대는 엄청난 재난안전사고로 연결될 가능성을 점점 높이고 있다. 이에 본 논문에서는 다양한 형태로 확대되는 스마트 월드에 대해 살펴보고 스마트 월드들이 가지고 있는 보안 위협 요인을 도출한다. 또한, 스마트 월드의 구축시 해외로부터의 접근이 필요하지 않는다면 해외로부터의 테러위협을 봉쇄하는 방안을 제안한다. 이를 통해 안전한 스마트월드의 구축과 운영을 위한 사이버 테러위협 제거방안을 제시하고자 한다.

At the present stage of the world economic development, a new economic system is being formed, in which non-economic values, in particular environmental and social parameters, have become widespread. A new vision of economic activity is being formed, which acquires the qualities of Smart-economy. The purpose of this paper is reveal the features of managing the development of smart cities as specific entities of the Smart-economy. New functions of economic entities are formed within the framework of the Smart-economy concept, while their role and weight in the localities' activity or formation have changed. Determining that the key trends in the Smart-economy development are such as digitalization, greening, socialization, institutionalization, and urbanization, this is necessary to note that all these trends are most active in the formation of urban ecosystems. These trends are determined by the general population growth and the urban population growth, which requires considerable attention to planning each city's development itself. Such planning could ensure the comfort of living for all its inhabitants, quality, safe, and modern life. The Smart-city's key elements and the intellectualized approach implementation planes to the decision of these or those tasks are definedIt is determined that a new ecosystem of governance is being formed.

The increase in the number of large cities and the size of their population sharpens attention to the new role of cities as entities to ensure a high-quality, safe and modern life of citizens, which has become significantly more active in recent years. The rapid spread of smart cities in the modern world has actualized the issue of analyzing their success and assessing the role of various factors in this. Every success of a smart city is always the result of a unique combination of the most modern technologies, environmental and social initiatives, skillful and consistent management, as well as available human potential. The purpose of the article is to analyze the success factors of smart cities based on the generalization of the results of the most famous ratings. In order to identify the impact of various factors, primarily intellectual, on the success and leadership positions of smart cities, the following ratings were consistently analyzed: Smart City Index (SCI), City in Motion Index (CIMI), Global Power City Index (GPCI), Global Cities Index (GCI), Global Cities Outlook (GCO). They have a different list of indicators and main pillars (dimensions), but all ratings take into account aspects such as: governance, ICT, mobility, functionality, human capital, etc. The highest correlation coefficient, that is, the strongest linear relationship of the CIMI index was found with such factors as: Human capital, Economy, Governance and Technologies. Summarizing the results of the TOP 20 smart cities according to different ratings allowed us to confirm that the list of leaders is very similar in all ratings. Among those cities that are in the TOP-20 in all five indexes are: London, Sydney and Singapore. There are four indices: New York, Paris, Tokyo, Copenhagen, Berlin, Amsterdam, Melbourne. Achieving leadership positions in smart city rankings is always the result of a combination and synergy of certain factors, and first of all, it is the quality of human capital. The intensity and success of the use of information and communication technologies in locality management processes, city planning and improvement of the city's living conditions depend on it.

스마트시티와 스마트 홈에서 사물인터넷의 사용이 필수적이다. 사물인터넷의 핵심인 센서 노드들에 대한 보안성이 취약하여 해킹공격을 받을 경우 실생활에 치명적인 영향을 미칠 만큼 심각하나, 사물인터넷을 구성하는 센서 노드들의 물리적 기술적 제약으로 인하여 보안모듈이 탑재되어 운영되지 못하고 있는 실정이어서 사물인터넷용 경량 보안 통신 프로토콜을 개발하여 사물인터넷의 보안성을 향상하고, 앞으로 4차산업혁명 시대에 맞는 안전한 사물인터넷 환경 구축을 위해 본 연구를 실시하며, IoT사물인터넷 인증체제 구축과 통신의 기밀성을 높이기 위한 키 관리 및 식별자 개발을 대한 제안을 하여 안전하고 편리한 스마트시티와 스마트 홈을 구축하는데 기여한다.

Korea's modern waterworks began with construction of DDukdo water treatment plant in 1908 and has been growing rapidly along with the country's economic development. As a result, water supply rates have reached 98.5% based on 2013. Despite multilateral efforts for high-quality water supply, such as introduction of advanced water treatment process, expansion of waterworks infrastructure and so on, distrust for drinking tap water has been continuing and domestic consumption rate of tap water is in around 5% level and extremely poor comparing to advanced countries such as the United States(56%), Japan(52%), etc. Recently, the water management has been facing the new phase due to water environmental degradation caused by climate change, aging facilities, etc. Therefore, K-water has converted water management paradigm from the "clean and safe water" to the "healthy water" and been pushing the Smart Water City(SWC) Pilot Project in order to develop and spread new water supply models for consumers to believe and drink tap water through systematic water quality and quantity management combining ICT in the whole water supply process. The SWC pilot projects in Pa-ju city and Go-ryeong county were an opportunity to check the likelihood of the "smart water management" as the answer to future water management. It is needed to examine the necessity of smart water management introduction and nationwide SWC expansion in order to improve water welfare for people and resolve domestic & foreign water problems.

2016년 7월 5일 울산 앞바다 규모5.0 지진은 대한민국이 지진에 안전하지 않을 수 있다는 불안감을 주었고 2016년 7월 20일 부산 가스냄새는 지역주민들에게 지진에 대한 괴담 확산으로 번졌다. 이와 같이 스마트 시티에서는 재난안전에 관한 정확한 정보가 중요하며 피해주민과 커뮤니티에 대한 빠른 대응이 재난회복에 영향을 주게 된다. 본 연구는 스마트시티의 피해주민을 대상으로 사회기술을 응용하여 재난에 대한 불안환기모델의 중요성을 밝히고, 동일본대지진 당시 가마이시시(釜石市) 주민들의 자조(自助)내용을 심도 있게 고찰하여 적용 방안을 찾아내고, 재난대응 및 회복을 위한 보완수단으로 주민들이 실천할 수 있는 자조방안에 대해 제시하고자 한다.

The recent technological developments of smart devices, multiple services are provided to enhance the users' quality of life including smart city, smart energy, smart car, smart healthcare, smart home, and so on. Academia and industries try to provide the users with convenient services upon seamless technological research and developments. Also, whenever and wherever a variety of services can be used without any limitation on the place and time upon connecting with different types of devices. However, security weaknesses due to integrations of multiple technological elements have been detected resulting in the leakage of user information, account hacking, and privacy leakage, threats to people's lives by device operation have been raised. In this paper, safer communication framework is suggested by device control and user authentication in the mobile network environment. After implementations of registration and authentication processes by users and devices, safe communication protocol is designed based on this. Also, renewal process is designed according to the safe control of the device. In the performance evaluation, safety was analyzed on the attack of protocol change weakness occurred in the existing system, service halt, data leakage, illegal operation control of message, and so on, which confirmed the enhanced speed approximately by 8% and 23% in the communication and verification parts, respectively, compared to the existing system.

Purpose: This research examines the factors that influence organic food purchasing decisions of kindergartens in Ho Chi Minh City, Vietnam. Research Design, Data, and Methodology: A mixed-method research was utilized in this study. It included a focus group of 10 participants and a survey of 304 respondents, (quantitative research) who are employed in the selected kindergartens, using both online and paper surveys based on nonprobability and convenient sampling. The SPSS and SmartPLS 3 software were used to analyze data. Results: a) Eight factors affect the purchase decision of kindergartens; b) Environment Attention, Normative Beliefs, Trust belief on brand, Cost of meal set, and Reference group positively affect Intention behavior; c) Feeling safe positively affect Perceived Quality Product. Perceived quality of product and Intention behavior positively affect organic food Purchase Decision of kindergartens. Conclusion: Eight factors affect organic food purchasing decisions of kindergartens in Ho Chi Minh City. This study offers recommendation and solutions for a stable output of organic products in Vietnam, and ways to popularize them within the community.
