In this study, a integrated platform applied with various analysis and evaluation models and data collection modules was developed for urban river management. Modules applied to the integrated platform are data collection and provision module, flood analysis module, river evaluation module, and levee breach simulation module, which were selected and applied for efficient urban river management. The integrated platform collects data for application to analysis and evaluation modules from various institutions. The collected data is refined through pre-processing and stored. The stored data is used as input data for each module and is also provided as an Open API through the platform. The flood analysis module is provided to analyze and prepare for floods occurring in cities and rivers. The river evaluation module is used for river planning and management by evaluating rivers in various ways. Finally, the levee breach simulation module can be used to establish countermeasures by deriving a possible damage area due to levee breach through analysis of a virtual breach situation.
In order to strengthen the disaster prevention phase and the management of social disasters, we will examine the plan of To-Be disaster management system interconnected by using intelligent information technologies such as IoT, Cloud, Big Data, Mobile and AI. The disaster management system can be upgraded by constructing an intelligent infrastructure based on Big Data analysis of the disaster signals before and after the disasters generated by private mobile and IoT. Big Data of disaster Signals can be customized to users in a timely manner through AI methodologies of supervised and unsupervised learning and reinforcement training. In the long term, it is expected that not only will the capacity of disaster response be improved, but the management ability centering on prevention will be enhanced as well.
In recent years, increasing the variety of disasters and accidents that accompany large-scale damage. Disasters are accidents with uncertainty and have a direct impact on people's lives, safety and property protection. Therefore, it is necessary to establish and operate safety management systems such as prevention, response, and recovery for various disasters. Therefore, in this paper, a real-time disaster safety management solution in a smart environment was designed to systematically respond to disaster accidents. To this end, 1: 1 or 1: N situation propagation was performed to the situation room, related organizations, and experts through smart devices. Through this, the solution was configured to respond quickly and appropriately through multi-party information sharing and communication. In other words, we designed a solution that applied functions such as real-time and multi-party HD video transmission, mobile-type report management, voice / text situation propagation, location information sharing, recording and history management, and security.
This paper takes precautions proposals against prospective disasters from the space weather maximum in 2013. A geomagnetic space storm sparked by a solar maximum like the one that flared toward earth is bound to strike again and could wreak havoc across the modern world. The purpose of the study is that the disaster reduction and safety service implementation study on the ultimate space weather systems by the information systems of the space weather. The process methods of the study are that an implementation of preparation for the smart IT and GIS based disaster management systems of the solar maximum deal with analysis on the flare, solar proton event, and geomagnetic storm from space blasters, These approach and methods for the solar maximin display national policy implementation of the pattern of the radio wave disasters from the protection and preparation methods. This research can provide affective methods for the saving lives and property protections that implementation of the disaster prediction and disaster prevention systems adapts the smart IT systems and converged decision making support systems using uGIS methodology.
As the frequency and intensity of catastrophic disasters increase, there is widespread public sentiment that government capacity for disaster response and recovery is fundamentally limited, and that the involvement of civil society and the private sector is ever more vital. That is, in order to strengthen national disaster response capacity, governments need to build disaster systems that are more participatory and function through the channels of civil society, rather than continuing themselves to bear sole responsibility for these "wicked problems." With the advancement of smart mobile technology and social media, government and society as a whole have been called upon to apply these new information and communication technologies to address the current shortcomings of government-led disaster management. As illustrated in such catastrophic disasters as the 2011 Tohoku earthquake and tsunami in Japan, the 2010 Haitian earthquake, and Hurricane Katrina in the United States in 2005, the realization of participatory potential of smart technologies for better disaster response has enabled citizen participation via new smart technologies during disasters and resulted in positive impact on the management of such disasters. In this context, this study focuses on the South Korean context, and aims to analyze Korean government officials' readiness for public participation using smart technologies. On this basis, it aims to offer policy suggestions aimed at promoting smart technology-enabled citizen participation. For this purpose, it proposes a particular model, termed SMART (System, Motivation, Ability, Response, and Technology).

Korea's port infrastructure is rapidly aging, with old port facilities with more than 30 years of public life expected to surge from about 23% in 2019 to 47% in 2029. Traditional, aging ports lose competitiveness in logistics processing, reducing development around the port and increasing human casualties due to the human resource-based maintenance of the facilities. Therefore, it is necessary to solve this problem by establishing systematic management technology based on a digital twin. This research aimed to present the specific implementation steps of a digital twin reflecting smart port technology through cases of port infrastructure disasters, aging status, and smart ports. The study analyzed the port infrastructure linkage system and created and mapped scenarios essential for digital twin implementation. Three-dimensional (3D) modeling and simulation data for disaster and aging management among existing port infrastructure systems were collected. A digital twin port was implemented with 3D modeling. It implements a port digital twin simulation that links data such as sensing data and image data acquired from the port infrastructure in real time. Wildfire disasters in the United States impact lives and livelihoods by destroying private homes, businesses, community facilities, and infrastructure. Disaster victims suffer from damaged houses, inadequate shelters, inoperable civil infrastructure, and homelessness coupled with long-term recovery and reconstruction processes. Cities and their neighboring communities require an enormous commitment for a full recovery for as long as disaster recovery processes last. State, county, and municipal governments inherently have the responsibility to establish and provide governance and public services for the benefit and well being of community members. Municipal governments' comprehensive and emergency response plans are the artifacts of planning efforts that guide accomplishing those duties. Typically these plans include preparation and response to natural disasters, including wildfires. The standard wildfire planning includes and outlines (1) a wildfire hazard assessment, (2) response approaches to prevent human injury and minimize damage to physical property, and (3) near- and long-term recovery and reconstruction efforts. There is often a high level of detail in the assessment section, but the level of detail and specificity significantly lessons to general approaches in the long-term recovery subsection. This paper aims to document the extent of wildfire preparedness at the county level in general, focusing on the long-term recovery subsections of municipal plans. Based on the identified challenges, the researchers provide recommendations for better longer-term recovery and reconstruction opportunities: 1) building permit requirements, 2) exploration of the use of modular construction, 3) address through relief from legislative requirements, and 4) early, simple, funding, and the aid application process.

The problem of the environment is urgently coming to the world as a problem that humanity must solve. In particular, Korea is directly affected by air pollution and marine pollution due to its geopolitical position with China, and is also exposed to a great deal of pollution due to air, water, soil, and weather. In this situation, due to the disconnection between the management domain / service (system) related to the environment, the ability to quickly identify causes and cope with situations in the event of environmental pollution or disasters is weak, and duplication and investment are being faced. The development of a service platform for smart environment disaster management is designed to detect environmental disasters in an early stage through the management of smart environment disaster management at the national level, It will be a way to predict complex environmental disasters.
We carry out a demonstration project to verify performance of a Home- Smart Cabinet Panel(H-SCP) at the child care facility. It is difficult to prevent an electrical disaster using a existing cabinet panel because electrical events are invisible and unforeseeable. So we construct a integrated information system with a Home-Smart Cabinet Panel(H-SCP) for management of low-voltage customers. The integrated information system with the H-SCP maintain the transmitted data from H-SCP, alert a electrical event to a administrator and show a state of customer health in real time respectively. A manager of electrical safety can prevent electrical disaster to maintain electrical facilities after analysis on the integrated information system.

2010년 이후 국내 스마트폰 보급은 급속히 증가하여 2011년에 이미 스마트폰 가입자수가 2천만명을 넘어서면서 계속하여 증가하고 있으며, '12년 하반기에는 휴대폰 가입자중 79%가 스마트폰을 차지할 것으로 예측하고 있다(마케팅인사이트, '12.02). 이러한 스마트폰의 증가와 함께 스마트폰을 이용한 각종 서비스 및 업무의 비중도 증가하고 있으며, 이에 대한 정보보안의 문제도 이슈화 되고 있다. 특히 스마트폰의 경우 일반 PC와 비교하여 보안에 취약하며, 특히 분실/도난 등으로 인한 개인정보의 유출위험성 또한 높다. 본 연구에서는 국립방재연구원에서 추진중인 스마트 재난피해조사를 바탕으로 정보보안의 현안을 분석하였으며, 스마트폰 내 정보저장에 대한 보안취약을 해결하기 위해서는 MDM(Mobile Device Management)를 이용한 단말의 통제 뿐만 아니라 1차적으로 단말의 접근을 통제할 수 있는 얼굴인식, 지문인식 등의 인체인식기술과 저장된 정보의 해킹으로 인한 유출을 방지하기 위한 복호화 및 자동삭제 기능 등을 도입하여야 할 것으로 판단된다.
