Despite the significant increase of Korean contractors in the international construction market, many SMCCs (Small & Medium Construction Companies) have suffered in the global financial crisis, and some of them have been kicked out of the international market after experiencing huge losses on projects. SMCCs face obstacles in the international market, such as an insufficient ability to gather information and inappropriate management of associated risks, which lead to difficulties in establishing effective business strategies. In other words, making immature decisions without an effective business strategy may cause not only the failure of one project but also the bankruptcy of the SMCC. To overcome this, the research presented herein aims to propose a decision support system for SMCCs, which would screen projects and make a go/no-go decision at the early stages of international projects. The proposed system comprises a double axis: (1) a profit prediction model, which evaluates 10 project properties using an objective methodology based on a historical project performance database and roughly suggests expected profit rate, and (2) a feasibility assessment model, which evaluates 17 project environment factors in a subjective and quantitative methodology based on experience and supervision. Finally, a web-based system is established to enhance the practical usability, which is expected to be a good reference for inexperienced SMCCs to make proper decisions and establish effective business strategies.
Recently, Information System (IS) development projects such as the next generation IS project of the financial business domain have shown tendency to become large and complex. Accordingly, a large number of enterprises have introduced a Project Management Office (PMO) to successfully manage multiple complex large-scaled projects. Many researches and empirical studies have proved the positive results of PMO-based projects. For example, most PMO-based projects have been accomplished successfully without exceeding the planned deadline and budget. However, even in the case of PMO-based projects, participants are still supported by legacy Project Management Systems (PMS) developed without considering the PMO. It implies that recent large projects are hardly performed efficiently because of the large gap between the legacy PMS tools developed only for single small projects and the real process of PMO-based project management. Therefore, we attempt to design and develop a PMO-based PMS in which the role and responsibility of PMO are completely implemented. To demonstrate our systems practicality, we applied the devised system to the real project management cases of "K" bank in The Republic of Korea. According to the results of case analysis, all of the four projects supported by our PMO-based PMS have been completed without exceeding planned deadline and budget, and the quality of their final outcome is appraised to be superior.

The trend of Development Projects has been changing through a few recent years. Small-scale development projects in the past were usually for building residences or officetel in a big cities. making lots of profits. These projects made not only lots of profits but also unbalance between the urban centers and the suburbs. So government made some regulations to prevent the things from being worse anymore, planned to develop the country in balance and began to lead large-scale development project such as Inno city and Newtown. At first, in this study, the phases and the characteristics of development project's change will be looked around. And then, after overview about PFV(project financing vehicle) used a lot in large-scale development projects will be seen, the better ways to use PFV in large-scale development projects are going to be proposed by considering the problems in PFV's conformation.

Recent historical unit price is presented by the Korea Institute of Construction Technology (KICT) and it is analyzed by data from large-scale projects. Therefore it has problem applying to small-scale projects. To indicate the problem, the study compared historical unit price of large-case project and small-case project in the case of civil engineering work, building construction, and mechanical facility work. As a result, average historical unit price of small-scale project was 26.6% higher than large-scale project. On the other hand, difference on the labor cost was 18.4%, difference on material cost and overheads were 8.18%. Moreover, the study proposed compensation method to correct to apply recent historical unit price to small-scale project.

The Sudanese construction sector is characterized by many small and large projects and high labor intensity, and accounted for 3.2% of the Sudanese country's GDP. The basic problems facing the Sudanese construction projects are the factors that affect on construction project performance. The objectives include identifying the factors affecting the performance of Sudanese construction projects, and to determine the critical factors. The literature review has been done to gather the information about the causes and their factors that affect on the performance of construction projects from the previous researches. The research methodology was conducted to gather the data by questionnaire which was examined to be reliable and valid according to statistical tests. The (34) factors were identified as factors affect on construction projects and the (10) factors were the critical factors which may lead to poor performance of Sudanese construction projects. This study has some conclusions such as the instrument for measuring the critical factors on the performance is reliable and valid, so the project management stage performance is 64.2%.

Since Korean construction firms have steadily advanced into the international market, small and medium construction companies (SMCCs) have also advanced in such market. SMCCs's recent trend have clearly shown the changes of contract types from single subcontractor projects to multiple general contracting projects. However, among those multiple projects performed by SMCCs, 1 out of 3 projects were deficit projects that impact the overall pe rformance of the firm. To increase such performance, risk management for in international construction must be managed at the enterprise level for SMCCs. This research aims to create a multiple project management model for SMCCS that employs the concept of acceptable risk to assess the limit risk level for corporation to acceptable. Using the accumulated data from previous survey and International Construction Association of Korea (ICAK), integrated risk of each firm and their profitability of each project are analyzed. Through the analysis, each firm's acceptable risk level is derived. Through the two research steps, acceptable risk algorithm was developed based on corporate integrated risk and profit correlation. To prove the acceptable algorithm relevance, financial statement analysis of 3 corporation was derived that level of acceptable risk and financial statement were available. Through the approach, this research allows the firms to analyze the firm's capability and find projects that suits the firm's situation and capability.
The photovoltaic industry is one of the main research areas for regenerable energy usage and green growth policy of the Korean government. R&D programs of MEST(Ministry of Education, Science and Technology) and MKE(Ministry of Knowledge Economy) are concentrating on the development of fundamental and applicable technology which can be carried out by a so-called "Big company" consortium. So it is essential to discover and support R&D projects for small and medium enterprises(SMEs) in the photovoltaic industry. R&D projects should be funded effectively to enhance the competitiveness of the SMEs. It is a complicated process as to decide what R&D projects or key element technologies should be selected and how to support them. In this paper, the supply chain analysis is adopted as a critical tool for selecting the research areas and topics for the SMEs, which can be done by analyzing the number of the SMEs, the level of imports and the localization possibility for each supply chain element. We define the strategic products for the SMEs to deduct core technologies for each strategic product. R&D projects definition sheets are proposed for each core technology. All the decision making processes are authorized by a committee which consists of experts for academia, industries and the research field. The efficacy of the proposed framework is described throughout the photovoltaic industry.

This research aimed to propose an organizational system that implements a planning agreement in local small and medium sized city, Korea. To conduct this research, three successful cases were deduced using integration systems to investigate purpose and background of the planning agreement. Articles, reports, media, and participation in meetings and workshops related on this topic are used for collecting data and interview of regional activists and experts, and public officials were carried out. Among them, the case of Yeongju city that used the new integration system instead of pre-adminstration system was examined in detail. There are three local governments; Yeongwol-gun, Jeungpyeong-gun, and Yeongju city which have successfully fulfilled projects from various departments of central adminstration not projects of planning agreement. The similarity noticed between those three cases is to continue various projects from several departments of central adminstration for numerous years and contribute to regional revitalization. A successful factor was to establish organizational system and manage it for the integration plan and performance for appropriate regional and administrative characteristics. In particular, in the case of Yeongju city, organization for urban architectural management composed of civilian experts were formed, authorized status on administrative organization was established, and the function and role were identified. It is helpful to other local governments to carry out the projects of planning agreement as the case of Yeongju city is now a new method.
In the Republic of Korea, the target project scope of the small-scale EIA is stipulated as the plan area above around 5,000~60,000m2 depending on a type of project and classification of land use. Whereas, the lower limit of the corresponding local government EIA project is generally located above the small-scale EIA's limits, and overlapping ranges exist. This situation has been enlarged since road construction and district unit planning were included as the target projects for small-scale EIA in the "Enforcement Decree of the Environmental Impact Assessment Act", which was partially revised in November 2016, and the current consultation system needed discussion in that small-scale EIA is allowed to be done without gathering review opinions at the local level. In fact, projects subjected to local government EIA but consulted as small-scale EIAs may seem insignificant because of a small number of total cases; however, it is worth paying attention to the fact that a local government may not add a target project due to the small-scale EIA. This study suggested the three policy measures for improving small-scale EIA to enhance the effectiveness of local government EIA: supplementing the institutional arrangements to incorporate the review opinion from the local region in small-scale EIA, giving priority to local EIA for conducing the projects in overlapping ranges with partial amendments on EIA law regarding exceptions to local government EIA, including small target projects (not to be small-scale EIA targets) to the ordinance that are deemed necessary to be conducted as local government EIA. Even though a positive function of small-scale EIA has been confirmed, efforts should be made to improve the situation in which many projects within local governments are consulted without review from the region.
Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.
