IMPACTS OF DESIGN-BUILD DELIVERY SYSTEM ON THE CONSTRUCTION INDUSTRY IN TAIWAN

  • Although the design-build (DB) delivery system has been taking great strides in the world and relevant researches have also been quite abundant, few studies have dealt with its potential impacts on the construction industry as a whole. This research first identified the potential entry barrier factors, which may hinder the market access, based on the theory of industrial economics and characteristics of DB project. Then through a nation-wide questionnaire survey involving 103 construction contractors and engineering consultants, the influences of each factor on company's competitiveness and corporate strategies were scrutinized, and consequently, the evolution of the construction industry was examined. It is found that as opposed to the traditional design-bid-build delivery system, the DB delivery system elevates competitive advantages of large organizations in terms of the financial capability, working experience, human resource, and administrative strength, and among them, the financial strength was concluded to be the most significant force in differentiating corporate strategies and widening the gap of competitiveness between companies. It is inferred if the government extensively adopts DB delivery system, large organizations that already possess the competitive advantage tend to obtain both design and construction abilities, and dominate the DB market. Small and medium sized companies will find little room to maneuver and be forced to become specialty sub-contractors.

Checklist Development for Prevention of Safety Accidents in Form Work in Small and Medium Sized Construction Sites (중소규모 건설현장의 거푸집 공사 안전사고 예방을 위한 체크리스트 개발)

  • The construction industry generates the greatest number of disasters. Laborer injury at construction sites is mostly reported by small and mid-sized construction sites. Moreover, of the injuries, the greatest number is related to formwork. The objective of this study is to propose a checklist of the risk factors of formwork, in which industrial injuries occur most frequently in small and mid-sized construction sites, with which safety management can be done thoroughly. Risk factors and preventive measures are derived by analyzing 9,396 industrial disasters occurring at construction sites in Korea. The checklist drawn in this study was reviewed by five specialists in safety management, and applied to construction sites to verify its applicability. In a result, applying the checklist to the site showed that the safety management system of small and medium-sized construction sites were insufficient. It is expected to contribute to the effective safety management of small and mid-sized construction sites.

  • In this study, we evaluate the efficiency of Construction Industry using Data Envelopment Analysis(DEA). Since the Construction Industry has been traditionally operated through competition, it is important to measure the efficiency. In this paper, we empirically analyze the Efficiency of the 50 Korean Construction Industry. In detail, we used the scale of efficiency in order that efficiency cannot be affected by the total technical efficiency of each company and the scale of DMU by applying CCR or BBC model. Also, we analyzed the changes of measurement DEA model score. we adopted the basic DEA, RTS Region and MPSS(Most Productive Scale Size) method which are combined with efficiency measurement model in order to analyze the operational status. Furthermore, by complementing the shortfalls of the scale efficiency value of the DEA Model, RTS Region Model can be recommended to be appropriate in the evaluation of ideal input/output Quantity. In particular, input variables are total assets, construction capacity, the technical staff and output variables are sales volume, operating income. The result of RTS Region and MPSS shows that 9 DMUs of the efficiency frontier in the Construction Industry are analyzed to be relatively efficient DMUs, and 41 DMUs are analyzed to be inefficient DMUs, and finally inefficient DMUs are separated with Region 1 and Region 6.

  • The purpose of this paper is to give information on e-CPC implementation in the manufacturing industry by studying and analyzing a small and medium sized manufacturing company. After analyzing Various factors on J's e-CPC implementation such as environmental factors, process management factor, and result factors, success factors on J's e-CPC implementation are analyzed. The results of this paper can be summarized as follows. First, the most leading role on J's ERP implementation is the will and support of CEO and team leaders. They led the implementation to be stability successfully by settling the different opinions among teams, showing their ability on process decision and communication with consultants. Second, J tried to prompt system stability by mapping out and conducting the long term change management strategy. Third, J organized ERP project team to implement ERP quickly, and it turned out to be successful Finally, J tried to get outside information from consultants and collaborative companies that have experience in implementing ERP. Especially J made full use of overseas consultants. In respect that this paper giver lots of information on e-CPC implementation in manufacturing industry by a case study of a small and medium sized manufacturing company which has not been carried out so far, it would be useful enough.

Profiling of Workers based on Safety Accident Big Data in Construction Site (건설현장 안전사고 빅 데이터 기반 작업자별 프로파일 분석)

  • Recently, the government is pursuing to reduce the serious accidents in most industries, including the construction industry, by enacting laws on punishment. The accident rate tends to be depended on the size and type of construction sites, and the accidents occur frequently due to inadequate implementation of safety management system and management standards, especially, in small and medium-sized sites. This study has performed the profiling of 265,000 accident cases on construction sites by attribute analysis such as the ratio of days lost to work, and pattern of days lost to work compared to the size of the construction. It turned out that the proportion of accident cases was high mainly in small-scale construction sites, and long-term labor losses occurred. Shortly, it is necessary to establish an institutional standard for applying a realistic safety management cost calculation and management system centered on small-scale sites. Therefore, this study is expected to be used as fundamental data or guideline for developing a customized safety management and accident prevention system for a worker reflecting the conditions of a construction site in the future.

Factors Affecting the Turnover Intentions of Small and Medium Construction IT Workers (중소건설 IT종사자의 이직의도에 영향을 미치는 요인)

  • It has been widely spread that the acquisition and retention of the core personnel is very important for improving firms' competitiveness. Many companies have made a lot of efforts to keep these core personnel, job embeddedness and work satisfaction are important factors which make effects on workers turnover. Prior research applying for many different industries do not show the consistent research results. There is no empirical research applying for construction IT industry which information technology has been playing more important role because of u-city etc. Therefore, in this research job embeddedness and work satisfaction are to be measured and the relationship with turnover intentions are to be investigated focusing on small and medium construction IT workers. The sub-constructs of job embeddedness are fit, links and sacrifice, and the sub-constructs of work satisfaction are career satisfaction and job satisfaction. It is empirically tested how these factors can have effects on the turnover intentions. Field surveys targeted to construction IT workers were done and finally 177 survey questionnaires were used to analyze. Research results show that if the sacrifice, career satisfaction and job satisfaction of small and medium construction IT workers are higher, turnover intentions will be lower. On the other hand, 2 hypotheses are rejected that if the fit and links of these workers are higher, turnover intentions will be lower. These research results clarified the factors affecting the turnover intentions of small and medium construction IT workers and can be utilized how turnover intentions can be decreased practically.

건설근로자의 체계적인 안전보건교육 제도 도입방안

  • Daily workers in construction sites rarely receive the benefit of systematic safety and health training as they are required to move from one construction site to another in response to the start, completion, and repetition of construction works. Also, small- to medium-sized construction sites often lack the capacity to train their workers. Therefore, as in the advanced countries, basic safety training system for construction workers should be conducted in the industrial-level, rather than in individual workplace-level, to make the training more effective. By doing so, only workers with the basic safety training will be able to engage in construction works. Consequently, accidents in the construction industry will decrease, as workers themselves who are at the forefront of the construction worksites are empowered to play the central role in accident prevention activities.

  • Recently, automobile manufacturing companies, which are major customers of them, are requiring IATF 16949 (ISO/TS 16949) certification as a mandatory requirement to secure product quality. In particular, IATF 16949 : 2016, revised in October 2016, was reinforced product traceability requirements for production information management by lot in the production process. Therefore, small and medium-sized precision parts processing companies in the automobile industry are very difficult to survive due to quality and price competition for customers satisfaction. MES (Manufacturing Execution System) is required to solve this problem. However, small and medium sized precision parts processing enterprises are reluctant to introduce the MES which is not suitable for the manufacturing environment of them such as high cost and low utilization. Even if the system is introduced, it is difficult to operate and maintain the system because the lack of computer manpower. In this paper, we propose a method for building a lot tracking system for small and medium precision parts processing companies by reviewing relevant literature and analyzing cases. In addition, by managing the production history for each lot of the final product in the system, we will grasp the effect of reducing the quality failure cost obtained by minimizing the range of defect selection.

  • Recently, the issue of construction safety is growing. In the construction industry, accidents have continued to increase since 2000. In particular, the number of accident deaths at small and medium-sized construction sites accounts for 72.11% of the total number of accident deaths in the construction industry. For construction safety, prior safety evaluation systems such as Design for safety and safety management plan preparation are in place. However, at construction sites, these systems are recognized as formal legal documents, and their effectiveness is greatly reduced. Therefore, in this study, a linkage model that links design safety review information and safety management plan information was presented so that the safety management plan can be efficiently established. In addition, the effectiveness of the proposed process was verified as an example of actual work. The linkage model will contribute to improving the safety management environment at the site by increasing the productivity of safety management work by enabling easy sharing of risk factor information in the construction stage safety management work. The results of this study will be used as basic information for the development of the integrated safety management system.
