Analysis of the Changes in the Perceived Important Capabilities of Construction Project Managers after the Global Financial Crisis

  • After the 2008 global financial crisis, the construction environment in South Korea continued change in the construction environment. Construction orders in 2011 have shown a downward trend compared with the previous year. Along with these changes in the construction market, the professional capabilities of construction project managers that are perceived as important also changed after the global financial crisis. Accordingly, this study was conducted to identify the major business capabilities of the current construction project managers and to determine which of these capabilities have undergone changes in terms of the importance accorded to them after the global financial crisis, and ultimately, to derive the construction project manager capability areas that need to be strengthened according to the changes in the construction environment. The capabilities of construction project managers were surveyed at two different time points: in 2007 and in 2010. The results show that the year 2010, after the global financial crisis, an increase in the perceived important capabilities of construction project managers compared with 2007. This results the impact of the changes in the construction environment on the importance of construction project managers. This study derived the ramifications of the early identification of systems and prospects according to the changes in the construction circumstances on more efficient onsite and human resources management, by considering the appropriate capabilities of the construction project managers.

  • Among various methods to build the construction safety, the consecutive improvement by the measuring and evaluating safety management capabilities for the construction participants such as an owner, a contractor, and a supervisor (construction project manager) can be the effective one. Thus, an effective evaluation and grading criteria to provide performance index for the implementation of safety management activities should be necessary. In this regards, the purpose of this study is to verify the adequacy by offering a competency evaluation system for the supervisor's safety capability and by applying the system to some construction sites. The proposed evaluation system was developed on the basis of the principles of safety management & accident prevention, basic elements of safety and health management system, and safety evaluation cases at home and abroad. The trial evaluation showed that the safety management of the construction site is mainly carried out by the contractor and the supervisor's awareness for the safety management is low on the whole. Especially, it is urgent to improve the support system from the supervisor headquarter and to place the dedicated safety management person in the field.

A Study on the Development of Educational Curriculum Model for Labor Manager's Empowerment : Focusing on NCS Labor Management Capability Unit

  • Purpose - The labor management department is an important area in charge of the labor-management relations that affects the competitiveness of the company. This study seeks to diagnose labor management education focusing on labor manager competency strengthening curriculum that is currently being conducted domestically and propose an educational model that can contribute to the labor manager competency development by researching improvement measures. Research design, data, and methodology - In this study, the first phase is a Delphi open form survey and 15 expert panels participated. The second phase had 31 expert panels participating and in the final IPA analysis, targeting 111 on-site subjects, it conducted a survey regarding desired level of current educational level and future education requirement. Results - A final 57 subjects regarding 11 items to increase the competency of the labor managers through the first and second Delphi survey was deduced through this study. To add, regarding the current education level and desired level that the current workers are thinking with respect to analysis results of the 57 subjects through the IPA analysis, an educational model could be deduced to increase competency of the labor managers based on the result. Conclusions - Thus far, research regarding labor management has been insufficient as it was defined as a subordinate role to human resources. This study reviews the role and competency of labor managers and presented an educational model to strengthen the capabilities of internal labor managers to re-illuminate the labor manager. However, this study is limited in terms of the diversity of the types of companies participating and the small number of panels. Better data can be produced if such parts are supplemented in the future.

이질형 통합 데이타베이스 시스템의 전역 트랜잭션을 위한 병행수행 제어기법 (Concurrency Control for Global Transaction Management in Integrated Heterogeneous Database System)

  • 이질형 통합 데이타베이스 시스템은 비정형 데이타를 비롯하여 관계형 데이타베이스 시스템의 정형 데이타에 이르기까지, 지역적으로 여러곳에 산재해 있는 유용한 정보를 통합하여 일관된 인터페이스를 통한 접근을 제공하는 통합 데이타베이스 시스템이다. 통합된 데이타 자원들은 서로 다른 질의 처리 능력을 제공할 뿐 아니라, 지역 자치성(local autonomy)요구사항 때문에 전역적 트랜잭션 처리를 위한 지역 시스템의 상호 협조 운영이 불가능하여, 전역적 직렬성(global serializability)을 만족하는 전역 트랜잭션 관리기의 설계가 없다. 본 논문에서는 이질형 통합 데이타베이스 시스템의 전역 트랜잭션 관리 문제점 중에서 가장 잘 알려진 간접충돌의 문제를 해결하기 위해, 전역 무결성 제약사항의 특징을 이용한 전역 트랜잭션 모델을 정의한다. 전역 트랜잭션 모델을 기반으로 지역-로킹 연산과 이에 다른 프로토콜을 제안하고, 제안된 프로토콜이 전역 트랜잭션을 보장함을 증명한다. 또한 본 논문에서 제안된 지역 -로킹 병행수행 제어 방법은 보다 현실적인 간접충돌의 범위를 정의함으로써, 기존의 제안된 방법보다 높은 병행성 정도(concurrency degree)를 보장함을 지역 접근에 대한 경쟁률 분석을 통해 살펴본다.

건설사업관리업무 효율화를 위한 대가 산출기준 개선방향 (Improvement of CM Fee Estimation Criteria for Efficient CM Service)

  • 2015년에 건설기술진흥법이 전면 시행되면서 책임감리라는 표현이 없어지고 대신에 건설사업관리가 포함되었다. 건설사업관리 대가를 산정할 때는 국토교통부의 건설기술용역 대가기준에 명시된 실비정액가산방식에 근거해야 한다. 그럼에도 불구하고, 현업에서는 기획재정부의 예산편성지침에 따라 공사비요율에 근거하고 있다. 이로 인해 현장에서는 단일화된 정부기준에 따라 건설사업관리 대가가 산출되고, 건설기술용역 대가기준이 합리적으로 적용되기를 기대하고 있다. 또한 근로기준법령의 변경은 건설현장의 근무환경에 큰 영향을 미침에도 불구하고, 이 법령에 건설현장의 특성이 고려되지 않고 있다. 이에 건설기술진흥법령상의 대가산정 관련 규정이 검토되었고, 실비정액가산방식과 공사비요율방식에 의한 건설사업관리 대가가 검토되었으며, 근로기준법령의 적용으로 인해 발생할 수 있는 문제점이 도출되었다. 이러한 문제점을 토대로 본 연구에서는 건설사업관리 업무가 효율적으로 이루어지기 위해서는 정부에서 건설사업관리 대가를 산출시 관계기관 협의 후 정부차원의 단일 기준을 적용해야 한다는 점, 국토교통부의 건설기술용역대가기준의 적용범위가 명확하게 되어야 한다는 점, 건설사업관리 기술자 투입수량과 함께 기술자의 능력을 고려하여 대가를 산출해야 한다는 점, 근로일수와 근로시간이 결정시 건설특성이 고려되어야 한다는 점을 제시하였다.
