A symptom-based procedure with a critical safety function monitoring system has been established to reduce the operator's diagnosis and cognitive burden since the Three-Mile Island (TMI) accident. However, it has been reported that a symptom-based procedure also requires an operator's cognitive efforts to cope with off-normal events. This can be caused by mismatches between a static model, an emergency operating procedure (EOP), and a dynamic process, the nature of an ongoing situation. The purpose of this study is to share the evidence of mismatches that may result in an excessive cognitive burden in conducting EOPs. For this purpose, we analyzed simulated emergency operation records and observed some operator behaviors during the EOP operation: continuous steps, improper description, parameter check at a fixed time, decision by information previously obtained, execution complexity, operation by the operator's knowledge, notes and cautions, and a foldout page. Since observations in this study are comparable to the results of an existing study, it is expected that the operational behaviors observed in this study are generic features of operators who have to cope with a dynamic situation using a static procedure.

As a fundamental research to establish a safety operation plan for irrigation dams, this study presents hydrologic analysis conducted in Sungju Dam watershed based on various rainfall data. Especially those reservoirs without flood control feature are widely exposed to the risk of flooding, a safe and optimized operation program need to be improved against arbitrary flooding. In this study, reservoir routing program was developed and simulated for reservoir runoff estimation using WMS hydrology model. The model simulated the variations of reservoir elevation under the condition of open or closed emergency gate. In case of closed emergency gate, water surface elevation was given as 193.15 m, and this value exceeds the dam crest height by 1.65 m. When the emergency gate is open, the increment of water surface elevation is given as 192.01 m, and this value exceeds dam crest height by 0.57 m. As an alternative plan, dam height increase can be considered for flood control under the PMP (Probable Maximum Precipitation) condition. Since the dam size is relatively small compare to the watershed area, sound protection can be expected from the latter option rather than emergency gate installation.

Many accidents related to robot operation occur during the robot teaching process. This paper deals with recommendations for the teach pendant design parameters to enhance safety and performances in human-robot interactions. In order to investigate the optimum location and the size of the emergency stop button on the teach pendant, an experiment was conducted with a simulated teach pendant which can accomodate four different locations and three sizes of the button. Under a simulated emergency condition, the reach time to the emergency stop button was measured at random combination of the location and the size of button. The reach time was significantly affected by the location and the size of the emergency stop button. The fastest average reach time was attained with 1.5 inch-diameter button on the upper center of the teach pendant.
Purpose: Prolonged stay in the emergency department (ED), which is closely related with the time interval from the ED visit to a decision to admit, might be associated with poor outcomes for trauma patients and with overcrowding of the ED. Therefore, we examined the factors affecting the delay in the decision to admit severe trauma patients. Also, a multidisciplinary department system was preliminarily evaluated to see if it could reduce the time from triage to the admission decision. Methods: A retrospective observational study was conducted at a tertiary care university hospital without a specialized trauma team or specialized trauma surgeons from January 2009 to March 2010. Severe trauma patients with an International Classification of Disease Based Injury Severity Score (ICISS) below 0.9 were included. A multivariable logistic regression analysis was used to find independent variables associated with a delay in the decision for admission which was defined as the time interval between ED arrival and admission decision exceeded 4 hours. We also simulated the time from triage to the decision for admission by a multidisciplinary department system. Results: A total of 89 patients were enrolled. The average time from triage to the admission decision was $5.2{\pm}7.1$ hours and the average length of the ED stay was $9.0{\pm}11.5$ hours. The rate of decision delay for admission was 31.5%. A multivariable regression analysis revealed that multiple trauma (odds ratio [OR]: 30.6, 95%; confidence interval [CI]: 3.18-294.71), emergency operation (OR: 0.55, 95%; CI: 0.01-0.96), and treatment in the Department of Neurosurgery (OR: 0.07, 95%; CI: 0.01-0.78) were significantly associated with the decision delay. In a simulation based on a multidisciplinary department system, the virtual time from triage to admission decision was $2.1{\pm}1.5$ hours. Conclusion: In the ED, patients with severe trauma, multiple trauma was a significant factor causing a delay in the admission decision. On the other hand, emergency operation and treatment in Department of Neurosurgery were negatively associated with the delay. The simulated time from triage to the decision for admission by a multidisciplinary department system was 3 hours shorter than the real one.
Frequency regulation in off-normal conditions has been an important problem in electric power system design/operation and is becoming much more significant today due to the increasing size, changing structure and complexity of interconnected power systems. Increasing economic pressures for power system efficiency and reliability have led to a requirement for maintaining power system frequency closer to nominal value. This paper presents a decentralized frequency control framework using a modified low-order frequency response model containing a proportional-integral(PI) controller. The proposed framework is suitable for near-normal and emergency operating conditions. An $H_{\infty}$ control technique is applied to achieve optimal PI parameters, and an analytic approach is used to analyse the system frequency response for wide area operating conditions. Time-domain simulations with a multi-area power system example show that the simulated results agree with those predicted analytically.

As the frequency of drought increases due to climate change, water scarcity in agriculture would be a main issue. However, it seems difficult to solve the water scarcity by securing alternative water sources. The aim of this study is to analyze optimal water supply capacity of agricultural reservoir for emergency operation connecting reservoirs and dams. First, we simulated the water storage of agricultural reservoir playing the role emergency water supplier to other water facility such as dams and other reservoirs. In particular, the results of simulation of water storage through K-HAS model was calibrated using the optimization process based on ratio correction factors of outflow and inflow. Finally, the optimal amount of water supply securing water supply reliability in emergency interconnection operation was analyzed. The results of this study showed that Janchi reservoir could supply 12.8 thousand m3/day maintaining 90 % water supply reliability. The result of this study could suggest the standard for connecting water facilities as emergency water supply.
In the present study, a numerical simulation of the subway carriage fire is performed to determine the more effective operation of Trackway Exhaust System(TES) in underground stations. The four types of possible TES operation (OSUS, OSUE, OEUS and OEUE) is simulated and compared their removal capability of smoke and hot temperature for the carriage fire of 2MW. From the results, the distribution of temperature and smoke concentration is more dependent on the operation of fans located at upper side of the platform than those at lower side. It is also found from the results that for more efficient smoke control, the fans at upper side of the platform should be operated as an exhaust system. Whereas the fans at lower side can be operated as a supply system to aid upper exhaust fans.

This paper presents a numerical simulation study of the transient behavior of a $2{\times}340MW$ pump-turbine power plant, where the results show an unstable behavior at runaway. First, the modeling of hydraulic components based on equivalent schemes is presented. Then, the 2 pump-turbine test case is presented. The transient behavior of the power plant is simulated for a case of emergency shutdown with servomotor failure on Unit 1. Unstable operation at runaway with a period of 15 seconds is properly simulated using a 1-dimensional approach. The simulation results points out a switch after 200 seconds of the unstable behavior between a period of oscillations initially of 15 seconds to a period of oscillation of 2.16 seconds corresponding to the hydraulic circuit first natural period. The pressure fluctuations related to both the rigid and elastic water column mode are presented for oscillation mode characterization. This phenomenon is described as a switch between a rigid and an elastic water column oscillation mode. The influence of the rotating inertia on the switch phenomenon is investigated through a parametric study.

The MRX is an integral type ship reactor with 100 MWt power, which is designed by Japan Atomic Energy Research Institute. It is characterized by integral type PWR, in-vessel type control roe drive mechanism, water-filled containment vessel and passive decay heat removal system. Marine reactor should have high passive safety. Therefore, in this study, we simulated the loss of flow accident to verify the passive decay heat removal by natural circulation using RETRAN-03 code. auxiliary feed water systems are used for decay heat removal mechanism and results are compared with the loss of flow accident analysis using emergency decay heat removal system by JAERI. Results are very similar to case of EDRS 1 loop operation in JAERI analysis and decay heat is successfully removed by natural circulation.

Recently, South Korea has been making efforts to mitigate the risk of water scarcity during droughts by utilizing various drought response measures in dam operations. While various studies have been conducted on this topic, there is currently a lack of research on the economic effects of drought response measures. In this study, we evaluated the economic effects of drought response measures on nationwide multipurpose dams by using a long-term simulated inflow model based on ARIMA and Copula and a dam operation model that reflects drought response measures. The results showed that the expected benefits per unit flow rate were highest for coordinated operation and alternative water supply measures, at KRW 1,176 and KRW 1,139, respectively, while the benefits of emergency water supply utilization and water supply adjustment were estimated at KRW 956 and KRW 875, respectively. Additionally, when we examined the changes in the economic benefits of drought response measures based on the assumption of increased drought severity in the future, the changes in the drought risk resulting from reduced inflow increased the economic benefits of all drought response measures. The economic benefits of water supply adjustment increased by 2.6% compared to the baseline, while the economic benefits of coordinated operation and alternative water supply measures increased by 11.7% compared to the baseline. This suggests that dam-network-based measures, such as coordinated operation and alternative water supply measures, are crucial as drought risk increases. This study is expected to serve as a fundamental reference for selecting and utilizing drought response measures in the future.
