Most container ships are currently being constructed as Ultra-Large Container Ships. Hence, the equipment of the ships is also becoming relatively large. In particular, propellers, rudders, and rudder stocks are large in the stern structure, and in relation, efficient design of the hull structures to safely secure these parts is important. The bottom shell plate surface of a stern skeg is a perforated plate from which the rudder stock penetrates, so it is an important component for the stern structure. In this paper, to determine the critical buckling of the shell plate, an interaction curve equation for the two-axis compression of the shell plate was derived using the maximum value of the static structural stress multiplier in a load multiplier mode. This equation predicts the timing of the buckling occurrence. By analyzing this interaction curve equation, the buckling behavior of the plates subjected to a combination load was determined and the usefulness of applying it to ship building was investigated.

Drones, one of the 4th industrial technologies that are expanding from military use to industrial use, are being actively used in the search missions of the National Police Agency and finding missing persons, thereby reducing interest in a wide area and the input of large-scale search personnel. However, legal review of police drone operation is continuously required, and the importance of advanced system for related operations and analysis of captured images in connection with search techniques is increasing at the same time. In this study, in order to facilitate recording, preservation, and monitoring in the concept of precise search and monitoring, it is possible to achieve high efficiency and secure golden time when precise search is performed by constructing spatial information based on photo rather than image data-based search. Therefore, we intend to propose a spatial information construction technique that reduces the resulting data volume by adjusting the unnecessary spatial information completion rate according to the size of the subject. Through this, the scope of use of drone search missions for large-scale areas is advanced and it is intended to be used as basic data for building a drone operation manual for police searches.

As remote sensing and GIS have been considered to be essential technologies for disasters information production, researches on developing methods for analyzing spatial data, and developing new technologies for such purposes, have been actively conducted. Especially, it is assumed that the use of remote sensing and GIS for disaster management will continue to develop thanks to the launch of recent satellite constellations, the use of various remote sensing platforms, the improvement of acquired data processing and storage capacity, and the advancement of artificial intelligence technology. This spatial issue presents 10 research papers regarding ship detection, building information extraction, ocean environment monitoring, flood monitoring, forest fire detection, and decision making using remote sensing and GIS technologies, which can be applied at the disaster prediction, monitoring and response stages. It is anticipated that the papers published in this special issue could be a valuable reference for developing technologies for disaster management and academic advancement of related fields.

Among marine accidents caused by bad weather, visibility restrictions caused by sea fog occurrence cause accidents such as ship strand and ship bottom damage, and at the same time involve casualties caused by accidents, which continue to occur every year. In addition, low visibility at sea is emerging as a social problem such as causing considerable inconvenience to islanders in using transportation as passenger ships are collectively delayed and controlled even if there are local differences between regions. Moreover, such measures are becoming more problematic as they cannot objectively quantify them due to regional deviations or different criteria for judging observations from person to person. Currently, the VTS of each port controls the operation of the ship if the visibility distance is less than 1km, and in this case, there is a limit to the evaluation of objective data collection to the extent that the visibility of sea fog depends on the visibility meter or visual observation. The government is building a marine weather signal sign and sea fog observation networks for sea fog detection and prediction as part of solving these obstacles to marine traffic safety, but the system for observing locally occurring sea fog is in a very insufficient practical situation. Accordingly, this paper examines domestic and foreign policy trends to solve social problems caused by low visibility at sea and provides basic data on the need for government support to ensure maritime traffic safety due to sea fog by factually investigating and analyzing social problems. Also, this aims to establish a more stable maritime traffic operation system by blocking marine safety risks that may ultimately arise from sea fog in advance.
In the estuary where the structure such as river-mouth weir has been installed, the flow is developed very complicatedly due to river water from upstream, tide of the sea and floodgate operation. Especially, if basin outlets more than one exists in one estuary, the boundary conditions will be significantly more complex form. Saemangeum(SMG) project area in Korea is the most typical example. There are Mankyung river and Dongjin river in upstream. The water of them inflows into SMG project area. In the downstream, river flow was drained from inland to sea over the SMG sea dike through the sluice. The connecting channel was located between Mankyung and Dongjin basins. It functions not only as transportation by ship in ordinary period but also as flood sharing by sending flood flow to each other in flood period. Therefore, in order to secure the safety against flood, it is very important to understand the flood sharing capacity for connecting channel. In this study, the flood control effect was analyzed using numerical simulation. Delft3D was used to numerical simulation and simulated period was set up with neap tide, in which the maximum flood stage occurred due to poor drainage. Actually, three connecting channels were designed in land use plan of the SMG Master Plan, but they were simplified to a single channel for conciseness of analysis in this study. According to the results of numerical analysis, the water level difference between two basins was increased and the maximum flood stage at dike sluice was also upraised depending on decrease of conveyance. And the velocity induced by same water level difference was decreased when the conveyance became smaller. In certain conveyance above, there was almost no flood control effect. Therefore, if the results of this study are considered for design of connecting channel, it will be expected to draw the optimal conveyance for minimizing dredging construction cost while maximizing the flood control effect.
Today, it is a trend that the demand of offshore plants is constantly growing, along with the advances in technology which are thoroughly needed to the rise of international oil price as well as offshore energy development. In addition, The main sectors of ship building, sale & purchase and chartering market regarding various kind of offshore supporting vessels that supports the business of offshore energy development is now maintaining its steady growth. However, in domestic case, the contract of time charter occasions regarding the offshore support vessel are almost non-existing situation. Thus, the relevant practical study regarding to implementation of various kinds of legal disputes and applicable laws that can be properly applied in time charter and the field of sale & purchase needs to be conducted actively. Therefore, the concept of this study has included the wide comparisons of other special provisions with the existing time-charter by making its base on "Supply Time 2005" which is the worldwide standard form of time charter in offshore support vessel market and its investigation, aiming to provide practical guidance and procedure for implementation of arbitration and applicable law issues which can be applied in legal disputes between parties.

This study aims to examine the design and construction methods of movable Pavilions. Through the literature analysis, the setting up of the construction background, location and direction, size and composition, materials and construction methods were analyzed. The results are as follows; First, the movable pavilion is designed to enjoy a wide range of views. It was a creation that reflected the way in which the ideal life was pursued based on the experience of enjoying scenery rather than owning one's own house and running a pavilion. Second, the formation of movable pavilion was intended to enjoy the scenery by season without restrictions on time and place. It can also relieve the hassle of having to move tools to enjoy the wind every time. Third, the movable pavilion faces to a place with good scenery and determines its position and direction. Most of them were built on a small scale and divided the space for viewing the scenery, playing GO(Baduk), writing poems, and playing musical instruments. Also, wood was used mainly. To reduce the load, roofs and walls were constructed with light materials such as bamboo, straw, thick sheet of oil, and cotton cloth. The construction method was mainly used by the method of fastening for easy coupling and dismantling. When a building was constructed on the upper part of a ship or cart, the wooden structure of a regular pavilion was constructed. Fourth, when comparing the design and construction characteristics of ordinary pavilion and movable pavilion, the movable pavilion is easy to see for contrast purposes, so there is no limit to setting the location and direction. Instead, more stringent systems and techniques were called for, because as mobility forces should be considered, structurally measures to withstand loads, and they should satisfy their function and form as pavilion.
North Korea's continuous threats and provocative behaviors have aggravated tension on the Korean peninsula particularly with the recent nuclear weapons test. South Korea's best way to cope with this situation is to maintain the balance among three policy directions: dialogue, sanctions, and deterrence. Among the three, I argue that deterrence should be prioritized. There are different sources of deterrence such as military power, economic power, and diplomatic clouts. States can build deterrence capability independently. Alternatively, they may do so through relations with other states including alliances, bilateral relations, or multilateral relations in the international community. What South Korea needs most urgently is to maintain deterrence against North Korea's local provocations through the enhancement of independent military capability particularly by addressing the asymmetric vulnerability between militaries of the South and the North. Most of all, the South Korean government should recognize the seriousness of the negative consequences that North Korea's 'Nuclear shadow strategy' would bring about for the inter-Korea relations and security situations in Northeast Asia. Based on this understanding, it should develop an 'assertive deterrence strategy' that emphasizes 'multi-purpose, multi-stage, and tailored deterrence whose main idea lies in punitive retaliation.' This deterrence strategy requires a flexible targeting policy and a variety of retaliatory measures capable of taking out all targets in North Korea. At the same time, the force structures of the army, the air force, and the navy should be improved in a way that maximizes their deterrence capability. For example, the army should work on expanding the guided missile command and the special forces command and reforming the reserve forces. The navy and the air force should increase striking capabilities including air-to-ground, ship-to-ground, and submarine-to-ground strikes to a great extent. The marine corps can enhance its deterrence capability by changing the force structure from the stationary defense-oriented one that would have to suffer some degree of troop attrition at the early stage of hostilities to the one that focuses on 'counteroffensive landing operations.' The government should continue efforts for defense reform in order to obtain these capabilities while building the 'Korean-style triad system' that consists of advanced air, ground, and surface/ subsurface weapon systems. Besides these measures, South Korea should start to acquire a minimum level of nuclear potential within the legal boundary that the international law defines. For this, South Korea should withdraw from the Nuclear Non-proliferation Treaty. Moreover, it should obtain the right to process and enrich uranium through changing the U.S.-South Korea nuclear cooperation treaty. Whether or not we should be armed with nuclear weapons should not be understood in terms of "all or nothing." We should consider an 'in-between' option as the Japanese case proves. With regard to the wartime OPCON transition, we need to re-consider the timing of the transition as an effort to demonstrate the costliness of North Korea's provocative behaviors. If impossible, South Korea should take measures to make the Strategic Alliance 2015 serve as a persisting deterrence system against North Korea. As the last point, all the following governments of South Korea should keep in mind that continuing reconciliatory efforts should always be pursued along with other security policies toward North Korea.
Vegetation disturbance history of the Korean Peninsula from the Palaeolithic Age to the Koryo Dynasty (1392) has reconstructed by the use of various data sources. Active vegetation disturbance, which has begun during the Neolithic Age, seems to be more widespread on lowland and coastal areas in the early stages, but later expanded into inland areas. The ploughing of a field and the selective cutting of certain trees, such as oak trees, nettle trees and pine trees are noticeable, and eventually caused deforestation during the Bronze Age. The use of iron tools of the Iron Age has enabled the forest clearing to develope the dry fields. During the Three Kingdoms period (BC 57∼AD 918) extensive deforestation has maintained for the development of cultivated fields, as well as other activities, such as timber, lumbering, production of iron farm implement, ploughing by cattle. The encouragement of disafforestation on mountain slope and creation of terraced field during the Koryo Dynasty (918∼1392) has caused the deforestation over the country, along with the consumption of large amount of wood and timber for fire-wood, ship-building, mining, xylography and so on.
Despite many previous studies on catch-up, understanding on the effect of product architecture developed by latecomers on the catch-up performance remains limited. On the other hands, in contrast to the semiconductor, ship building, and automotive industry, even if Korean industry and government have invested the development of numerical controllers for machine tools in the past four decades, the industry and government have failed to achieve catch-up. Therefore, we newly examine the effect of product architecture on the catch-up performance of the Korea by implementing comparative research with periods on the evolution of product architecture of Fanuc's numerical controllers, which have achieved the largest market share in the world. We found that Fanuc developed open modular architecture based numerical controllers and provided product with customization of user requirements as well as cost effectiveness. Consequently, Fanuc has sustained market leader position since the mid-1980s. However, despite all the efforts of the industry and government, we found that the Korea failed to develop open modular architecture based numerical controllers and could not achieve significant catch-up performance. Our findings provide important theoretical backgrounds for examining the catch-up performance as well as investigating the reason why latecomers failed to achieve market catch-up even if they accomplished technological catch-up.
