어선원 복지공간 확보를 위한 어선 선진화 방안 추진 연구 (A Study on the Advanced Schemes on the Welfare Accommodation of Fishing Crew)

  • 본 연구는 주력업종별 연 근해 어선원의 복지환경에 대한 실태조사 및 국내 외기준의 비교 분석하고 어선원 노동협약 및 일본 어선의 대형화취급방침을 고려하여 어선원 복지 공간 확보할 수 있는 시설기준(안)을 제시하고 시설기준(안) 적용을 통한 총톤수 증가량을 분석하여 "어업허가 및 신고 등에 관한 규칙" 등의 연근해 어업의 종류별 어업허가 상한톤수 개정(안)을 마련하였으며, 개정(안) 적용시 불법 건조를 방지할 수 있는 방안을 검토하여 제시하고자 하였다.

소형 어선의 재화상태를 고려한 중량 정보 추정 기법 (Estimation of Weight Parameters for Small Fishing Vessels in Accordance with Loading Conditions)

  • 본 연구에서는 국내 소형 어선의 재화상태에 따른 중량 및 무게중심 추정식을 제안하였다. 소형 어선에 탑재되는 중량물은 선원, 어구 등의 고정 중량과 연료, 청수, 식량, 미끼, 어획물 등의 가변 중량으로 분류할 수 있다. 다양한 소형 어선들의 중량 데이터를 통계 분석한 후, 각 탑재물의 중량 및 무게중심을 총톤수에 대하여 선형 함수화하였다. 그리고 재화상태를 고려하여 각 가변 중량물에 가중치를 부가하는 방식으로 총 중량 및 무게중심 추정식을 구성하였다. 소형 어선의 길이와 총톤수, 그리고 재화상태 정보만을 활용하여 총 중량 및 무게중심을 상당히 신뢰도 높게 추정할 수 있음을 검증하였다.

ILO어선원노동협약과 어선법의 어선거주설비에 대한 고찰 (A study on the work in fishing convention, 2007 and the fishing vessel's accommodation facilities standards in national fishing vessel act)

  • This study intends to present a direction for the better reforming of fishers'onboard living conditions and proposals for preparing for ratification of the Work in Fishing Convention by means of making a comparison between standards on recent national fishing vessel accommodation facilities and standards on the Work in Fishing Convention and Its Recommendation, 2007, ILO. For the most part of standards on national fishing vessel accommodation facilities are somewhat insufficient to satisfy the provisions in Annex III of the Convention. Considering by items on fishing vessel accommodation facilities, the standards on insect protector, noise and vibration, heating and air conditioning, lighting, persons per sleeping room, recreational facility are not provided in national law. Headroom, separation of accommodation, sleeping room floor area, mattress size, mess room, galley and food storage are partially sufficient for the Convention. In case of sanitary facilities, national standards are not sufficient for the Convention. The other side, facilities related safety of ship and crew such as emergency escape etc., are fully sufficient for the Convention. These insufficiencies caused by different types of fishing vessel depend on originality of fishing method and practices. In the comparison between equivalent tonnage about vessel's length on convention and calculated tonnage of national existing fishing vessel, the difference are 226tons about length 24m and 501tons about length 45m. For that reason, headroom, persons per sleeping room, cabin of sicker and injured, sanitary facilities may decide to use gross tonnage in place of length (L) and the alleviating measure basis of convention. But in case of standards on sanitary facilities which are unsufficient for the Convention, specially in coastal fishing vessel length basis should be adopted with alleviating basis for less than length 24m.

항내 예선의 적정규모 결정에 관하여 (On Determining the Optimal Amount of Barbour Tagboat)

  • As port transport system consists of subsystems such as navigation system, cargo handling system, storage system, inland transport system, and Management and Information system, the productivity of this system is determined by the minimum level of subsystem. From the viewpoint of elaborating the efficiency of integrated system, it is valuable to determine the optimal level of harbour tug boat which is the most important factor of navigation system. This paper treats the optimal amount of harbour tug boat by simulation, and applied to Pusan port. In the course of simulation, an emperical formula is introduced for determining the Horse Power (HP) of tug boat by the ship's gross tonnage (G/T) refering to the cases of various ports of other countries, that is ; $Y=9.96X^{0.6}+569$. X : The gross tonnage of vessel (G/T). Y : The Horse Power (HP) of tug boat. The results of the simulation are summarized as follows ; 1) In 1987, three or four low-powered harbour tug boats, five mid-powered harbour tug boats and four high-powered harbour tug boats are necessary in the mean level. But, five or seven low-powered harbour tug boats, ten mid-powered harbour tug boats and eight high-powered harbour tug boats are necessary lest delay should occur at all. 2) In 1992, 1lee or four low-powered harbour tug boats, six mid-powered harbour tug boats and seven high-powered harbour tug boats are estimated and be necessary in the mean level.

  • 오늘날 배의 크기를 나타내는 단위로 톤(ton)을 사용하고 있다. 하지만 톤이란 용어가 배의 크기를 나타내는 일반명사가 되기 이전에 세계의 각 지역에서는 고유한 용어로 배의 크기를 나타내었다. 이를테면 서유럽에서는 포도주 통인 ton, 북유럽에서는 곡량 단위인 last, 제노바에서는 cantara, 베네치아에서는 milliaria, 나폴리에서는 carra를 각각 사용했다. 동양권에서는 가장 중요한 화물이 쌀이었기 때문에 한중일 모두 업양 단위인 石을 사용하여 배의 크기를 나타냈다. 중국인들은 료라는 독특한 단위를 사용하기도 하였다. 이처럼 각 지역과 시기에 따라 다른 단위를 사용하여 배의 크기를 나타냈으나, 19세기 중반 Moorsom 방식에 의한 톤수 측정법이 도입되고, 이것이 전세계적으로 보급됨에 따라 톤이 배의 크기를 나타내는 단위로서 정착하게 되었다.

선박 전과정평가를 위한 실습선 배기가스 인벤토리 분석 (The inventory analysis on exhaust gas from training ships for ship's LCA study)

  • 최근 지구 환경 문제의 심각성이 대두되면서, 전과정 평가(Life Cycle Assessment)에 대한 선박 적용 연구가 국제적으로 활발하게 진행되고 있다. 이에 반하여 국내연구 수준은 아직 기초 연구수준에 그치고 있다. 본 논문에서는 선박 LCA의 개요를 살펴보고, 전과정평가의 선박 적용에 대한 연구를 다루었다. 특히 선박의 전생애 과정중에서 선박 운항 인벤토리 부분을 다루었다. 대상 선박은 목포해양대학교의 실습선 2척을 모델로 삼았으며 과거 수년간의 실적 데이터를 분석하여 운항인벤토리 중 배출 가스의 정략적 데이터를 분석하였다. 이 분석을 통하여 선박 총톤수 1톤을 운항 유지하는데 배출되는 배기 가스량을 분석하였고, 이와 함께 실습생 1명을 1년 교육시키는데 현재 어느 정도의 배기가스가 발생하고 있는지 살펴보았다.

Synchronization and identification of ship shaft power and speed for energy efficiency design index verification

  • The maritime sector is advancing with dedicated endeavor to reduce greenhouse gas in addressing issues with regards to global warming. Since 01 January 2013, the International Maritime Organization (IMO) regulation mandatory requirement for Energy Efficiency Design Index (EEDI) has been in place and should be satisfied by newly-built ships of more than 400 gross tonnage and the Ship Energy Efficiency Management Plan (SEEMP) for all ships type. Therefore, compliance to this necessitates planning during the design stage whereas verification can be carried-out through an acceptable method during sea trial. The MEPC-approved 2013 guidance, ISO 15016 and ISO 19019 on EEDI serves the purpose for calculation and verification of attained EEDI value. Individual ships EEDI value should be lower than the required value set by these regulations. The key factors for EEDI verification are power and speed assessment and their synchronization. The shaft power can be measured by telemeter system using strain gage during sea trial. However, calibration of shaft power onboard condition is complicated. Hence, it relies only on proficient technology that operates within the permitted ISO allowance. On the other hand, the ship speed can be measured and calibrated by differential ground positioning system (DGPS). An actual test on a newly-built vessel was carried out to assess the correlation of power and speed. The Energy-efficiency Design Index or Operational Indicator Monitoring System (EDiMS) software developed by the Dynamics Laboratory-Mokpo Maritime University (DL-MMU) and Green Marine Equipment RIS Center (GMERC) of Mokpo Maritime University was utilized for this investigation. In addition, the software can continuously monitor air emission and is a useful tool for inventory and ship energy management plan. This paper introduces the synchronization and identification method between shaft power and ship speed for EEDI verification in accordance with the ISO guidance.

함정적외선신호 관리를 위한 확률론적 방법의 가능성 연구 (A Feasibility Study on the Probabilistic Method for the Naval Ship Infra-red Signature Management)

  • It is essential to reduce the Infra-red signature for increasing ship's survivability in ship design stage. However the ship's IR signature is quite sensitive to the maritime and atmosphere. Therefore, it is very important to select the marine meteorological data to be applied to the signature analysis. In this study, we selected the three meteorological sample sets from the population of the Korea Meteorological Administration's marine environment data in 2017. These samples were selected through the two-dimensional stratified sampling method, taking into account the geopolitical threats of the Korean peninsula and the effective area of the buoy. These sample sets were applied to three naval ships classified by their tonnage, and then the IR signature analysis was performed to derive the Contrast Radiant Intensity (CRI) values. Based on the CRI values, the validity of each sample set was determined by comparing Cumulative Distribution Function (CDF), and Probability Density Function (PDF). Also, we checked the degree of scattering in each sample set and determined the efficiency of analysis time and cost according to marine meteorological sample sets to confirm the possibility of a probabilistic method. Through this process, we selected the standard for optimization of marine meteorological sample for ship IR signature analysis. Based on this optimization sample, by applying probabilistic method to the management of IR signature for naval ships, the robust design is possible.

25노트급 활주형 어선의 기본선형 개발에 관한 연구 (A Study on the Hull Form Development of the 25 Knots Class Planing Hull Form Fishing Boat)

  • A series of tests of 5 model ships, selected from a data survey of 10 Gross Tonnage actual fishing boats, were performed in two circulating water channels (Chosun University in Korea and WJFEL in Japan), in order to develop the basic hull form of a 25 knots-class fishing boat. Resistance tests, trim and sinkage measurements and wave pattern observations etc., were included in each I1wdel test, and the model test results were compared and analyzed. The result was as follows: P-4 hull form ship changed into Deep V type bow is the best hull form with good performance, especially with regard to ship's resistance efficiency.

우리나라 어선 해양사고 제어 요소에 관한 기초 연구 (A basic study on control factor for the marine casualties of fishing vessel in Korea)

  • This study is aimed to find a control factor for the marine casualty of fishing vessel by using the risk quantitative method of marine casualty, and sequentially timed event analysis for the reason finding. The result is that collision, sinking, and capsizing took high risk need to be strongly controlled. And the accident reason and control factors distinguished are as follows. The 82.2% of collided fishing vessels have negligence of look out as a immediate cause, while it was judged that underlying causes were the characteristics of vessels and fishing method, lack of suitable complement, fatigue, the prejudice or ignorance on steering and sailing rules. So the control factors are; firstly needs educational control measures and in terms of systemic control approach expand the range of the certificate of competency more smaller tonnage.
