A Study on Analysis and user-friendly Improvement Plan for Urban Planning Information System (수요자 중심의 도시계획정보체계 개선방안)

  • The purpose of this study is to diagnose problems by analyzing the status of system and user in order to activate the Urban Planning Information System(UPIS). The UPIS has been distributed to all local governments through pilot and expansion projects since 2003 to utilize spatial information in urban planning and administration. The original purpose was to use GIS to support planning and to support scientific decision making, but now the main task is to designate and manage zoning districts related to land use. Therefore, the UPIS is responsible for the production (preparation procedure) and management of the local district information for use in the Korea land use information system, which is an upper concept defined by the law, but it is evaluated that its identity is ambiguous and utilization rate is low. This study is conducted to investigate the four aspects (business process, database, system, citizen service) of UPIS, and suggest concrete improvement measures. To summarize, each individual system exists in the Korea land use information system, but they all share similar data and have a linked work flow. Therefore, we suggested that the DB current plan should be established to improve the reliability of data and to redefine the business process around the UPIS.

Market Power and Retail Price in Mobile Communications Industry: an International Comparative Study (시장지배력 수준과 요금인하 간의 관계분석: 이동통신서비스시장의 국제비교)

  • The relationship between market structure and social welfare outcomes has received considerable critical attention in the field of competition policy research. In particular, it is necessary to study in greater depth the impact of market power on social welfare in the telecommunications industry, which is highly likely to form a monopolistic market structure. This is because, when market powers are concentrated on few upper carriers, there are negative effects on social welfare due to an excess of profits. Against this background, the present study investigates the relationship between the market structure of the mobile communications industry (the level of market power) and social welfare outcomes (the retail rate cut) through an international comparison. The results demonstrate that both the market structure and competition status of the Korean market have had significant gaps in global trends. It also points out that the monopolistic market structure (when the leading provider has more than 50% of the market share) has significantly negative effects on consumer welfare (the retail price cut). In addition, the findings of this study suggest that the direction of competition policy should focus on not only improving market concentration(HHI), but also on mitigating the monopoly of power of a dominant operator.

A non-invasive sexing method reveals the patterns of sex-specific incubation behavior in Saunders's Gulls (Saundersilarus saundersi) (비침습적 성감별 방법에 의한 검은머리갈매기(Saundersilarus saundersi)의 암수 포란행동)

  • Sexual dimorphism in birds refers to male-female differences in body size, plumage, color and/or behavior. In general, many seabirds, including the family of Laridae, are monomorphic in plumage-color, which makes the determination of sex difficult in the field because both parents also tend to share a great portion of parental care. The development of an inexpensive sexing tool facilitates understanding the degree of sex-specific parental care in the evolution of the life history. Here, we developed a non-invasive method for the determination of sex using the bill-head morphometric of known captive pairs and applied this tool to wild pairs to document factors underlying male-female parental care during the incubation period of Saunders's gulls (Saundersilarus saundersi). Males exhibited relatively larger bill-head ratios than their mates within naturally formed pairs in captivity, resulting in the determination of sex in12 wild pairs at the nest during the incubation period. Males and females equally shared the incubation role during the daytime, attending the nest at a high rate of 95%. However, the male's proportion of nest attentiveness greatly increased with time towards sunset, presumably reflecting the male duty for nighttime incubation. The present study provides a non-invasive method for the determination of sex in a monomorphic seagull species and highlights how male-female incubation behavior is associated with time of the day, rather than other ecological conditions.

  • In Korea MVNO was introduced in 2011 when twenty seven years had passed since Korea Mobile Telecom started mobile phone service in 1984. Whithout having its frequency bands and network facilities MVNO can resell the mobile telecom services to the consumers by purchasing MNO's service. That can bring competition more efffective that can lower communication costs through the alternatives. In the early 2000s, the need for the introduction of the MVNO has been raised already by scholars in Korea. But it wasn't until the late 2000s, rate cuts appeared to be a major policy issue, and in 2011 Korean government begin to try to introduce its own MVNO's. In may 2014, MVNO's mobile communication market share reached 6%, but Korea dose not have a firm system yet. However, if government authorities did not insist 3 mobile telecom companies system and recognize global MVNO flow quickly the national cost would be significantly reduced. In the mean time mobile telecom companies have maintained similar billing system and level of service but competed to attract consumers only. It looks like some level of mutual collision and the government cannot help recognizing the situation but it did not do any effective policy improvement effort and government only levied penalties.

Periodontal pathogens and the association between periodontitis and rheumatoid arthritis in Korean adults

  • Purpose: Periodontitis and rheumatoid arthritis (RA) share a similar inflammatory pathogenesis. Porphyromonas gingivalis (Pg) can induce anticyclic-citrullinated peptide autoantibodies (anti-CCP antibodies), a key factor in the development of RA. This study aimed at evaluating the relationships between the 2 diseases and identifying the clinical implications thereof, with a focus on periodontal pathogens in Korean adults. Methods: A total of 260 RA patients and 86 age- and sex-matched control patients without arthritis were enrolled in this prospective cross-sectional study. Periodontal indices and the prevalence and amount of periodontal pathogens were compared between the groups. Correlations between periodontal and RA indices were examined, as were correlations between 9 periodontal pathogens and RA indices. Results: The RA group had significantly higher values than the control group for all investigated periodontal indices (P<0.05) except the number of teeth. The gingival index (GI) was correlated with the disease activity score 28 (DAS28) (r=0.125, P=0.049), RA disease duration (r=0.253, P<0.001), erythrocyte sedimentation rate (ESR) (r=0.162, P=0.010), and anti-CCP antibody titer (r=0.205, P=0.004). Probing pocket depth (PPD) was correlated with ESR (r=0.139, P=0.027) and anti-Pg antibody titer (r=0.203, P=0.001). Bleeding on probing (BOP) was correlated with DAS28 (r=0.137, P=0.030), RA disease duration (r=0.202, P=0.001), ESR (r=0.136, P=0.030), anti-Pg antibody titer (r=0.177, P=0.005), and anti-CCP antibody titer (r=0.188, P=0.007). Clinical attachment level (CAL) and periodontitis severity were correlated with anti-Pg antibody titer (the former r=0.201, P=0.002; the latter r=0.175, P=0.006). The quantity of Pg was positively correlated with the serum anti-Pg antibody titer (r=0.148, P=0.020). Conclusions: The GI, BOP, and PPD showed positive relationships with several RA indices. The anti-Pg antibody titer had positive relationships with PPD, BOP, CAL, and periodontitis severity. Thus, increasing values of periodontal indices could be used as a risk indicator of disease development in RA patients, and an increasing anti-Pg antibody titer could be considered as a warning sign in RA patients suffering with periodontitis.

Development of Standard Method for Quality Innovation to Strengthen Global Competitiveness and Create Management Performance of Small and Medium-sized Manufacturing Firms (중소 제조기업의 글로벌 품질경쟁력 강화 및 경영성과 창출을 위한 품질혁신 표준방법론 개발)

  • Purpose: The purpose of this study was to develop quality innovation techniques specialized for the small and medium-sized businesses. which account for the majority of Korean companies, were having a hard time utilizing the widely recognized quality innovation techniques due to resource constraints. Methods: First, we do review the existing Single PPM and 6 Sigma. And investigate the utilization of these methods including Toyota Production System. Second, we devised a four-step problem-solving methodology based on recent trends in quality innovation such as Simple, Speedy, and Smart. Third, we do survey on frequently used tools for quality innovation. Many opinion leaders including quality consultants and professors answered and gave us valuable comments about our selected quality tools. Finally, we do specify and map tools to each step of PASS. Results: In 2017, 167 companies participated in the quality innovation support business for small businesses according to the Korea Chamber of Commerce & Industry. We conducted performance checks on 167 companies that had completed the "PASS" projects. For the purpose of evaluating improvement performance, the survey was carried out using a structured questionnaire during the field visit of these companies mentioned above. For the reference, 165 out of 167 companies (98.8 % response rate) responded to the questionnaire and conducted performance analysis based on it. According to the survey, 97.6 percent of the respondents were very satisfied with their overall satisfaction with the quality innovation support projects for small and medium sized enterprises in 2017. Also, 93.3 % of the respondents were satisfied with the results of level of the target achievement. As a result, 160 companies (97.0 % of the participating companies) hope to partic ipate in the quality improvement project using "PASS" once again. Conclusion: In this paper, we introduce the new quality innovation methodology, which is named as 'PASS', It could support the long-range business plan of the small and medium-sized businesses to achieve total customer satisfaction resulting in increased market share and improved profit margin. The most small companies can use this "PASS" technique more easily, quickly and most efficiently than their existing known quality innovation techniques such as Six Sigma and Single PPM, etc.

  • The purpose of this study is as follows: First, to analyze the spatial structure of Jeju by analyzing the rate of parking demand and supply; Second, to determine the parking service imbalance between regions; and third, to elucidate the causes of this spatial structural parking service imbalance and provide effective measures. Due to the rapid population and tourism growth, Jeju is suffering from traffic congestion and serious parking problems. For this, the ways to efficiently utilize the existing parking spaces were identified through spatial structure analysis based on the parking demand and supply in the Jeju area. As short-term policy, the following changes were proposed: switching to small-scale eup or myeon blocks of parking space, use of shared parking system, and repairing side streets in residential areas. As mid-to-long-term policy, it is linked to other means of transportation as follows: parking demand management policy through modal share by reorganizing public transportation routes or expanding traffic facilities; securing park-and-ride lots; and different parking pricing for different time periods. To implement these policies, each area of the public sector, private sector, and private-public partnership should develop the bond of sympathy by areas and participants.

Associations of Transport Accessibility with Restaurants' Survival in Gwangju Metropolitan Area (광주광역시 음식점 개폐업과 교통접근성의 상관관계 분석)

  • In Korea, the proportion of self-employed and unpaid family workers is relatively higher than other OECD countries and the operation periods of their businesses are generally shorter than others. This indicates frequent startups and closures and thus unstable employment status and income, which inevitably generates huge social costs. Restaurants are a representative business that self-employed workers easily enter and their 5-year survival rate is found to be lower than 20%. This is shorter survival period than other business sectors. This study aims to examine the associations of transport accessibility with restaurants' survival in Gwangju metropolitan area. Convenient location has been known to be a crucial factor for sales improvements and longer operation and such location is closely linked with good transport accessibility. Results from survival analysis on empirical data show that better access to road networks is significantly associated with longer survival of restaurants though subway accessibility is not. This can be explained by low modal share of subway in the study area and at the same time, requires further case studies where more developed and matured subway systems are in operation.

Research for Intestinal Mucosal Immunity Induced by Salmonella enteritidis Infection (Salmonella enteritidis 감염에 의해 장내 점막에서 유도되는 면역반응에 관한 연구)

  • Mucosal immunity is a well-designed defense system that builds precise and dynamic relationships against pathogens, and the gastrointestinal tract is the most important organ with this system, acting as a guardian at the forefront of its activity. Salmonella spp. cause food poisoning, entering the body orally and mainly invading the Peyer's patches of the small intestine. Although Salmonella strains share similar mechanisms for inducing innate immunity, different serotypes may have different effects on the intestinal mucosa due to host specificities and pathogenicity. In this study, we evaluated the effects of Salmonella enteritidis infections in mouse intestine and observed significantly reduced dose-dependent survival rates in a challenge test. Flow cytometry data showed no significant differences in intestinal immune cell populations, although histology indicated increased mucin production and decreased goblet cell counts in the Salmonella-treated groups. Furthermore, Claudin expression was significantly decreased in the samples with Salmonella. To investigate the relationship between S. enteritidis infection and inflammatory response, dextran sodium sulfate (DSS) was administered after infection and the results indicate lower survival rate after DSS treatment. In conclusion, we were able to identify the optimal concentration of S. enteritidis to modulate the intestinal mucosal immunity of mice and inflammatory response.

Development Model of Fab Lab in India: Focused on Fab Lab Vigyan Ashram (인도 팹랩의 발전 모델 연구: 팹랩 빅얀 아쉬람을 중심으로)

  • The purpose of the establishment of Fab Lab is to promote the sustainable development of local communities around the world. To this end, The Fab foundation are preparing a resource-circulating society that maintains a city's self-sufficiency rate of 50% or more by 2054. In developed countries, Fab Lab is not only a manufacturing space for startup support, but an open innovation space for learning and creation. In addition, in emerging countries, Fab Lab is playing a role as a digital production center to create and share appropriate new technologies by reflecting the needs of local communities. India has 70 Fab Labs, the largest emerging country, ahead of Russia's 48. India's Fab Lab is conducting a collaboration project through regular meetings held every six months. The subject of this study, Fab Lab Vigyan Ashram, is defined as a place to transfer the concept of digital lab to alternative schools in rural India. In this study, we looked at a case in which an alternative school for an agricultural community called Vigyan Ashram, the modern version of the Gurukula system, successfully combined with the digital fabrication called Fab Lab to become a new citizen-led making community of the 4th Industrial Revolution. Based on this, we explored the development model of the Indian Fab Lab that fits the local situation.
